As an industry, the world of construction has reached a turning point. Job sites are changing, demanding increased skills requirements and comfort with technology solutions like never before.
At the same time, the ongoing labor shortage has reached a critical level. Due to a variety of factors, more than 90% of construction firms are struggling to find workers. The lack of workers impacts not only project timelines but also the cost of doing business and the ability to meet demand.
While many construction firms are hiring women for not only the office, but also the field, few truly understand what it takes to attract and retain them, and create an environment where they can thrive.
The fact is, firms that build diverse teams are more likely to outperform their peers. And companies that create genuinely inclusive environments do become magnets for other women.
Construction leaders who want to bring women into their firms will need to take new tactics to do so. Consider these best practices:
A genuinely inclusive workplace will attract women and other minorities – but the workplace culture begins at the top. Senior leaders must lead by example and enforce policies that maintain a safe and welcoming environment for all workers. Gather a team of experts, including employment counsel, HR representatives and others to help you develop updated policies and
procedures for the employee handbook. All documents –especially anti-harassment policies and fast investigation procedures – should reflect current inclusive language and spell out the firm’s commitment to inclusion. Be sure the policies create multiple channels for reporting workplace concerns, including anonymous options, and mandate anti-harassment and workplace violence prevention training for all employees.
Many women are attracted to a career in trades, but others need a little push. Draft company leaders as “ambassadors” and send them to events to build interest among young people, especially women. Consider partnering with local trade schools and vocational programs to create internship opportunities. Participate in career fairs – and even college fairs, if possible – to share the kinds of work young people can look forward to in construction. Develop apprenticeship programs that bring in talent. Find ways to teach young people about jobs in the industry and demonstrate your inclusive culture.
Women are not just smaller men, so it is not enough to buy smaller personal protective equipment (PPE).
The fact is, firms that build diverse teams are more likely to outperform their peers. And companies that create genuinely inclusive environments do become magnets for other women.
Even more, safety equipment is a requirement, not a luxury –and work gloves, hard hats and harnesses that do not fit properly can actually create more risk than they prevent.
To reduce workplace injuries, make a thorough investigation of current PPE inventory to identify gaps. Reach out to vendors that offer PPE and other equipment specifically designed for women, and secure appropriate safety gear for them. Consider purchasing modern tools and equipment with adjustable features that can be safely used by people of different sizes.
The gender pay gap is smaller in the construction industry than in other sectors, but still significant.

To attract more women to the field, institute a regular pay equity audit comparing compensation packages for similar roles across the organization and review promotion patterns to reveal gender-based differences. At the same time, create specific, written criteria based on objective performance metrics to determine eligibility for career advancement opportunities – and stick to it. Establish mentorship programs to provide younger workers with an experienced leader who can help them grow.
It is a simple calculation: The stronger the benefits package, the stronger the talent it attracts.
This is true whether you are trying to attract strong female candidates or the best men in trades. Work to design an appropriate package that can compete with any employer in the area, including health insurance with lower deductibles and short- and long-term
disability coverage. Other benefits – including written plans for parental leave, light-duty assignments for pregnant workers and flexible scheduling options for workers with childcare responsibilities – help too. These benefits send the message that construction careers can support workers in different stages of life.
Mark Wooditch is the Los Angeles Orange County construction practice leader for global insurance brokerage Hub International. He spent 30 years at The Wooditch Company, Insurance Services, Inc., with a focus on commercial contractors. In 2023, the practice was sold to HUB, a UCON member since 1994.

Here’s what two of our PMCA alumni have to say about the industry, why it’s a great career choice for women, and how UCON’s PMCA program supported their growth:

“I believe construction is a great industry for women because it offers real opportunities for growth, leadership, and making an impact. Women bring strong communication, problem-solving, and relationship-building skills that are incredibly valuable, and this industry rewards hard work and determination.
PMCA has played a major role in my professional growth, giving me the tools, confidence, and relationships to succeed. Through that experience, I was able to manage projects and help build the Pre-Construction Department at Tennyson Electric. I’m grateful for the support and opportunities PMCA has provided along the way.”

“The construction industry offers real opportunities for women to grow into leadership roles. It’s fast-paced and engaging, requiring strong problem-solving and relationship-building skills to succeed.

PMCA was a key part of my development, helping me sharpen my strengths while introducing new perspectives. It pushed me to think more strategically about my role and where I can continue to grow.”

AI isn’t the future of construction. It’s already here. The real problem is most teams don’t know how to use it. UCON’s new AI for Construction program is designed to fix that. Through hands-on, practical training led by an industry expert, contractors learn exactly how to apply AI to real jobsite and office tasks.

The result is simple: better communication, faster workflows, and more confident teams using tools that actually work in construction. For any questions regarding UCON’s Professional Development programs, contact Angelica Gouig, Director of Member Experience, at agouig@unitedcontractors.org.

On May 7, UCON’s Political Action Committee hosted its Northern California PAC Fundraiser, bringing together industry leaders for an evening focused on supporting the advocacy efforts that protect and strengthen our industry. The event took place in Ruby Hills (Pleasanton) at the home of UCON PAC Committee member Wahid Tadros, CEO of California Engineering Contractors.
Supporting the UCON PAC is a direct investment in efforts that advance infrastructure funding, improve the business environment for union contractors, and ensure the industry has a strong voice where it matters most.

The California Alliance for Jobs represents over 70,000 union construction workers and nearly 2,000 construction industry employers that build the state’s public infrastructure from the Central Valley to the Oregon border, driving California’s economy by advocating for responsible investments in critical areas such as transportation, water systems, and the energy grid.
Joshua Arce will succeed longtime Executive Director Michael Quigley. Arce brings deep experience in workforce development, public policy, and labormanagement collaboration, and he is a trusted political advisor in the state. As San Francisco’s Director of Workforce Development, he led a nationally-recognized

$60 million agency, coordinating with labor, business, community and educational leaders in an array of industries, including construction. Arce currently serves as President of the San Francisco Public Utilities Commission and is a UCLA graduate of Political Science and holds a JD from UC Law San Francisco (formerly UC Hastings).
UCON is a strategic partner, working closely with the California Alliance for Jobs. For more information: www. rebuildca.org
Juarez will oversee the company’s day-to-day operations and overall performance, while working closely with executive leadership to guide Sukut’s long-term strategic direction and continued growth across key markets.

What sets Juarez apart is his people-first leadership approach. Known as a steady and approachable team builder, he is deeply invested in the people around him and believes the company’s success is driven by those in the field and across the organization. He is frequently present on jobsites, staying connected to crews and the work, and measures success by both project outcomes and team growth.
Bringing more than 20 years of industry experience, Juarez joined Sukut in 2006 as a project engineer and has advanced through key leadership positions, including project manager, vice president of environmental, vice president of energy, and, most recently, vice president of operations.
