THE OPPORTUNITY TO LEAD As I sit down to recount my year as the 2023 President of the United Contractors ssociations (UCO ), I m filled with a sense of pride and accomplishment. his year has been a whirlwind of events, milestones, and ground breaking achievements that have profoundly impacted the construction and engineering industry in our state. One of the crowning achievements of my tenure was successfully helping orchestrate the merger of the Engineering Contractors ssociation (EC ) into UCO . his was no small feat, as it involved intricate negotiations and careful planning. I am thrilled to say that we inked the merger agreement, seamlessly integrating EC into our fold. his merger brought two pivotal figures on board— ike rlich, ichael rlich Sons, Inc., EC s acting resident, and arrett rancis, or Cal ipeline Services, EC s past resident. heir contributions have been nothing short of significant, adding immense value to our collective e pertise and resources. hroughout the year, I had the privilege of attending numerous functions across the state. hese events were not ust ceremonial they were opportunities to strengthen bonds, forge new relationships, and connect with both old and new friends within the industry.

The camaraderie and sense of community I experienced were genuinely heartening, underscoring the collaborative spirit that defines UCON. significant highlight of this year was the inauguration of the multi association DI (Dignity, Integrity, enerosity) wards. his event marked a milestone in our efforts to

foster a culture of mutual respect and recognition in the industry. ttended by union representatives, suppliers, and contractors from multiple associations, the awards ceremony was a testament to our shared values and aspirations. his year, our olitical ction Committee ( C) fundraisers (held in Southern and orthern C ), as well as our dvocacy uction, were also a resounding success, raising significant funds to support UCO s political interests throughout the state. hese funds are crucial for advocating policies that benefit our industry and ensure a fair, competitive, and thriving business environment. eflecting on this year, I feel immensely honored and privileged to have served as your resident. he e perience has been enriching and enlightening, filled with learning, growth, and meaningful connections. LIKE IT’S ON THE LINE EVERY DAY (HOW NOT TO SUCK)

It is our end of year issue. The one that always makes me a little nervous. Because in this edition, we report the results of our Contractor Survey that comes from hundreds of members. We also have the numbers on new members and growth. UCON is run on metrics and transparency and so if we kill it, we feel we have done our job. And if we suck, we are going to have to own it.

We don’t take it for granted. No matter how success comes we have to keep our edge by acting like it is all on the line every day to keep us accountable. To all of you and the industry. 2023 SURVEY RESULTS Below is a summary of our 2023 Contractor Member Satisfaction Survey. It is our intent to exceed your expectations and deliver a high level of service that provides our members with a competitive edge in this challenging landscape. We value and appreciate your feedback.

In 2023 we didn’t suck. I’ve used a quote by Bill Parcells the Hall of Fame NFL coach a few times and it is the best reality check I ever heard. “You are what your record says you are.” What is great is the bluntness. The no BS direct ownership. You are what you actually do. No spray paint. No marketing story. No excuses. In 2023 UCON: • Added 100 new contractor members across California. Growing 20%. • Merged with the Engineering Contractors Association—a great legacy organization. • Received a 2023 Contractor Survey Rating for Staff Responsiveness of 4.8 out of 5. • Crossed $1 Million donated to our UCON- PAC. An indicator of the trust the members have in us. • Returned to full sellouts of our killer events. The place where relationships start, build, and matter. These are just a few indicators. But they are the numbers. They are the results. And they speak for all the efforts, support, commitment, resources and talent that the membership invests in UCON.

But meeting that challenge is what makes UCON a really cool organization. There is no status quo. There are no guardrails or internal politics. There are only the things you want to be done. And usually done NOW. In summary, our real success is because this whole thing is yours. You contractors own it. Direct it. Run it. Fund it. Challenge it. And share pride in it. United Contractors Hosts a Multi-Association Negotiations Training On November 2 and 3, United Contractors hosted a Multi-Association Negotiations Training in Huntington Beach led by Richard Barnes, the former head of the Federal Mediation and Conciliation Service (FMCS) and an experienced bargainer with over 50 years in construction. Attended by nearly 30 contractors and association staff from UCON, AGC, SCCA, and BIA, the goal of the training was to create a more collaborative and unified labor relations approach that transcends the typical multi-association model. Although the program was sponsored by UCON, it was designed as an industry event for contractors to collaborate and increase expertise, communication, and trust for better industry outcomes. Richard Barnes’ expertise in multi-association bargaining meant that the curriculum was relevant to how our industry does business, and the negotiation simulations offered real-time practice and feedback for individual negotiators and negotiation teams. Here’s what participants said about the 2-day training: “Collectively, us contractors have a stronger voice and relevance when we work together on issues and opportunities impacting our industry. Thanks to UCON for inviting contractors and staff from various associations to attend the MultiEmployer Negotiations Training. What a great way to strengthen our relationships while learning collaborative negotiation strategies that could transform how we approach collective bargaining!” — Dina Kimble, Royal Electric Company

“It was a fantastic opportunity to meet with other contractors and collaborate on new ways to move forward as an industry with collective bargaining. For me, the overall message was Communication 101: listen, listen, listen, and choose your words. With so many of our most experienced negotiators exiting over the next couple of cycles, now is the time to find and groom the next-gen talent our industry needs to be successful in the labor relations arena. While UCON has developed our bargaining teams to include negotiators from over 80 companies statewide, there is still a great need for other leaders to get involved. UCON will host this training again next year in anticipation of multiple negotiations in 2025 and 2026. YOUR HR CHEAT SHEET New Laws to Watch Out For

he following are some key new employment related laws that impact California construction employers. hese laws become effective January , , unless stated otherwise. more detailed End of Year ulletin was sent out to our contractor members. Information on new legislation that impacts our industry is featured in the egislative Scorecard on pages .

SB 848 – New Leave for Reproductive Loss e uires employers with five or more employees to provide five days of reproductive related bereavement leave (unpaid)—similar to but separate from last year s bereavement leave law. he reproductive loss events are defined in the law and include miscarriage, failed adoption, failed surrogacy, stillbirth, or unsuccessful assisted reproduction. Employees must have worked for the employer for at least days and must complete the leave within three months of the event in most cases when an employee has multiple such events, employers are not re uired to grant more than a total of days within a month period. he law includes anti retaliation provisions as well as confidentiality re uirements.

SB 365 – Civil Procedures & Arbitration

SB 616 – California Paid Sick Leave Expansion his amendment to e isting law increases the number of ob protected paid sick leave hours employees can take each year from hours or days up to hours or days. Some obligations and protections are also e tended to employees covered by a collective bargaining agreement (C ), but not construction industry C s. UCON took an active position to preserve the construction industry CBA waiver carveout, so this will not impact your union employees or require changes to our existing waivers. However, employers need to be aware of changes to C aid Sick eave that affect any of your employees not covered by a construction industry C .

significant departure from federal procedure, this UCO opposed law provides that trial court proceedings will not automatically be stayed during the pendency of an appeal on an order denying a petition to compel arbitration. hile legal counsel does not believe this will have a ma or impact on pre litigation grievance procedures, it does undermine language in most of our C s that protects employers by re uiring employees to e haust remedies through the grievance procedure before trying to file a lawsuit. Under the new law, employers will have to defend trial court cases while an appeal is pending to compel arbitration, even when arbitration is part of the grievance process agreed to and authori ed in their C . If the motion to compel is granted, the case proceeds to arbitration. If the motion is denied, the court now has the discretion to allow the superior court case to continue while the employer appeals the denial of the motion to compel arbitration.


SB 700 – Prohibition on Employment Discrimination for Cannabis Use Prohibits employers from asking job applicants about their cannabis use history. (NOTE: AB 2188, enacted in 2022 and effective on January 1, 2024, makes employment-related discrimination unlawful for cannabis use outside of the workplace and off the job.) UCON successfully worked to ensure our industry exemption to drug testing wasn’t removed. However, the new prohibition on asking applicants about cannabis use history applies to all employers, including for applicants in the construction trades.

SB 553 – Workplace Violence Prevention This law, the first of its type in the nation, establishes new standards for workplace violence prevention. It applies to all California employers, except for the healthcare sector, and employers will need to review and address these new requirements. SB 553 will require employers to develop their own workplace violence prevention plans (WVPPs) as part of their Cal/OSHA Injury and Illness Prevention Plans. Employees must be informed of these plans and prepare accordingly. Businesses must begin complying with the law on July 1, 2024. See the article on page 16 for more details, and download the template WVPP from UCON as a starting point.

Are Any COVID-19 Laws Still in Effect? •

The Cal/OSHA COVID-19 Prevention Non-Emergency Regulations will remain in effect until February 3, 2025, although the recordkeeping subsections will remain in effect for an additional year.

Requirements for COVID-19 Exposure Notice (AB 2693) sunset at the end of 2023, unless otherwise contained in the above-referenced Cal/OSHA regulations.

COVID-19 Workers Compensation Compensability (SB 1159 & AB 1751) sunsets at the end of 2023.

Don t forget that all California employees with five or more employees must provide harassment prevention training to employees upon hire and every two years after that. Supervisory employees must receive two hours of training while non supervisory employees must receive one hour of training. his training can be provided by the unions, but not all unions are set up to track this information, and ultimately the employer is responsible for ensuring that the training occurs as re uired.

SB 553: WORKPLACE VIOLENCE PREVENTION PLANS SB 553 adds section 6401.9 to the California Labor Code and requires almost all employers to implement a workplace violence prevention plan (“WVPP”) by July 1, 2024. The new section will be implemented and enforced by Cal/OSHA. s will be structured similar to II s and will re uire an employer to designate the person responsible for implementing the program, identify and correct ha ards through periodic inspections, train employees on ha ards, and maintain records of incidents. Unlike an II , covered employers must obtain the active involvement of employees in developing and implementing the plan, and , in designing and implementing training. Employers may incorporate the into an e isting II .

Record Keeping Requirements. he law also re uires employers to maintain various records, including a separate violent incident log, records of the employees training, and records of workplace violence investigations. S has a lengthy year retention re uirement for workplace violence ha ard identification, evaluation, and correction records. Under the new law, employee concerns of workplace violence must be investigated as part of the employer s responsibility to identify and correct workplace ha ards, and then the results of the investigation must be communicated to the employee. Employers also have a duty to conduct an investigation after incidents of workplace violence.

2023 LEGISLATIVE YEAR in review he last actions of the California legislative session took place mid October, which was the deadline for overnor ewsom to sign or veto legislation. UCO again had a highly effective legislative session pursuing industry measures, including furthering efforts to secure market share for union contractors on wildfire cleanup pro ects updating contractors state licensing law to ensure contractors stay informed and properly licensed and increasing worker safety on highways. was again a very challenging year regarding general employer legislation, due to the legislature s continued push for employment laws that circumvent the sanctity of our industry collective bargaining agreements. rotecting the efficiencies provided within industry collective bargaining agreements, which allow union contractors to remain competitive, has become the highest priority when reviewing legislation. State mandated deviations from those pacts takes away from the union construction industry s ability to not only compete for work, but also recruit workers and organi e contractors. In reviewing the egislative Scorecard on the following pages, you will see that much of our time and political effort goes into opposing measures that would have a negative effect on the industry. It is important to remember that both houses of California s legislature have democratic superma orities, making it difficult to stop progressive and environmentally slanted bills that adversely impact our contractors. Despite that fact, UCO was again successful in defeating or amending numerous measures that would have been harmful to our contractors and the industry overall.

752 (Rubio) Worker Safety on State 4 AB Highways

Requires Caltrans to use, and compensate contactors for their use of, positive protection on state highway work in order to ensure worker safety. Status: Approved by Governor

1 (Aguiar-Curry) Local Government Public 4 ACA Infrastructure Voter Approval

Places an initiative on the November ballot to lower the voter threshold to 55% for local bond measures and sales taxes increases. This lower threshold would only apply when the bond or sales tax increase is proposed for the construction, reconstruction, rehabilitation, or replacement of public infrastructure and affordable housing. Status: Chaptered by Secretary of State

4 (Wiener) Housing Development on 4 SB Education and Religious Properties

Provides a streamlined process for religious organizations and nonprofit colleges to develop affordable housing on their property regardless of local zoning restrictions. The new law requires a development that contains more than 10 units be subject to prevailing wage and, in addition, that a development of 50 or more units ensures that all contractors on the project participate in an approved apprenticeship program and provide health care for all workers on the project. Status: Approved by Governor

Would have required an investor-owned utility to solicit bids in writing, award work to the lowest responsible bidder and require its contractors and subcontractors to use a skilled and trained workforce. The bill would have also prohibited an investor-owned utility from requiring a contractor to enter into a collective bargaining agreement with any labor organization as a condition of bidding on contracted work, unless the agreement was a multi-craft project labor agreement. Status: Failed Deadline pursuant to Rule 61(a)(10). 2-year bill.

423 (Wiener) Streamlined Approvals for Multifamily 4 SB Housing Developments

Expands upon and extends SB 35, a 2017 law that created a streamlined, ministerial approval process for qualifying multifamily and mixed-use affordable housing projects in localities that don’t meet their state-mandated housing goals. The measure also reconfigured the labor standards attached to the use of the streamlined process to limit the requirements to use a skilled and trained workforce to very large projects, while ensuring all projects are subject to prevailing wage and that a development of 50 or more units requires that all contractors on the project participate in an approved apprenticeship program and provide health care to all workers on the project. Status: Approved by the Governor.

630 (Dodd) CSLB Notifications 4 SB Requires a CSLB applicant or licensee to provide the CSLB

with a valid email address at the time of application or renewal, in an effort to better keep contractors aware of issues that may affect their licensing status. Status: Approved by the Governor.

695 (Gonzalez) Caltrans Website Data 4 SB Requires Caltrans to annually prepare and make available

on its website the scope, cost and status relating to state highway projects from the prior fiscal year. Status: Approved by the Governor.

LEGISLATION OPPOSED BY UCON 6 (Friedman) Reduction of Greenhouse 4 AB Gas Emissions Would have required the State Air Resources Board (CARB) to provide regions of the state with greenhouse gas emission reduction targets for the automobile and light truck sector for 2035 and 2045, respectively, and made various other changes to strengthen CARB’s oversight. Status: Failed Deadline pursuant to Rule 61(a)(10). 2-year bill.

7 (Friedman) Transportation Planning and 4 AB Project Funding Processes

Would have required the California State Transportation Agency, Caltrans, and the California Transportation Commission, to incorporate the goals of the Climate Action Plan for Transportation Infrastructure into program funding guidelines and planning processes. Status: Failed Deadline pursuant to Rule 61(a)(14). 2-year bill.

524 (Wicks) Anti-discrimination for Family 4 AB Caregiver Status

The California Fair Employment and Housing Act (FEHA) makes it an unlawful employment practice for an employer to refuse to hire or employ a person because of various personal characteristics, conditions, or traits. This bill would have expanded the protected characteristics under the FEHA antidiscrimination provisions to include “family caregiver” status. Status: Vetoed by Governor.

4 AB 627 (Jackson) Heavy-duty Trucks Operating Restrictions

Would have, commencing on January 1, 2035, prohibited the operation of a heavy-duty dieselfueled vehicle within the city limits of any city identified by the State Air Resources Board (CARB) as containing both a disadvantaged community and levels of diesel particulate matter air pollution that exceed CARB criteria. Status: Failed Deadline pursuant to Rule 61(a)(2). 2-year bill.

1100 (Low) Pilot Program to Establish a 324 AB Hour Workweek in California Would have established a 32-hour Workweek Pilot Program in California under the administration of the Department of Industrial Relations. Status: Failed Deadline pursuant to Rule 61(a)(2). 2-year bill.

1631 (Schiavo) Mining Water Rights 4 AB Applications

This bill would have required the State Water Resources Control Board to issue a new notice of application and provide an opportunity for protest on any water rights application for a mining operation that has been pending for more than 30 years. Status: Vetoed by Governor.

1690 (Kalra) Universal Single-payer Health 4 AB Care Coverage

Would have codified the intent of the Legislature to guarantee health care for all Californians through a comprehensive universal single-payer health care program. Status: Failed Deadline pursuant to Rule 61(a)(3). 2-year bill.

365 (Wiener) Weakening of Arbitration in ✗ SB Civil Procedures

Current law authorizes a party to appeal an order dismissing or denying a petition to compel arbitration. Current practice generally sees the court of appeals place a stay on the proceedings in the trial court when the appeal is perfected. Originally this bill would have prohibited an appeals court from staying the trial court proceedings. As passed, the bill provides that an appeal of a denial or dismissal of a petition to compel arbitration shall not “automatically” stay civil legal proceedings. The amendments to remove the prohibition on the stay were taken to attempt to address our concerns. The amendments make clear that the appeals court still has the authority to place a stay on the trial court proceedings. That said, even as amended, we remained opposed. Status: Approved by the Governor.

553 (Cortese) Workplace Violence Prevention ✗ SB Plans

Commencing July 1, 2024, requires employers to develop workplace violence prevention plans as part of existing injury prevention plans required by Cal/ OSHA. Industry amendments were taken to remove all requirements to install surveillance systems and metal detectors at all jobsite points of entry and to clarify that on multi-employer worksites, only the employer whose employees experienced the workplace violence incident shall have to record the information in a violent incident log and provide a copy to the controlling employer. Status: Approved by the Governor.

799 (Portantino) Unemployment Insurance 4 SB for Striking Workers

Would have authorized workers involved in a trade dispute to collect unemployment insurance benefits, after a two-week wait period, while they are on strike.

682 (Skinner) Low-carbon Cement and 4 SB Concrete Would have made it the policy of the state to purchase or specify at least 10 percent of cement and concrete be low-carbon by 2030 and to exclude the purchase of all fossil-based supplementary cementious materials from that 10% by 2035.

Status: Failed Deadline pursuant to Rule 61(a)(5). 2-year bill.

574 (Wahab) State Agency Project Labor 4 SB Agreement Mandate

Would have mandated that the state enter into a project labor agreement and that all state agency construction projects valued over $35 million dollars be subject to, and governed by, the agreement. Status: Failed Deadline pursuant to Rule 61(a)(2). 2-year bill.

Status: Vetoed by the Governor.

LEGISLATION AMENDED TO ADDRESS UCON CONCERNS 43 (Holden) Greenhouse Gas Carbon 4 AB 1204 (Holden) Limiting the Use of Subcontractors 4 AB Trading System for Building Materials Who are Sole Proprietors Authorizes the State Air Resources Board (CARB) to create an Embodied Carbon Trading System for measuring and reducing the carbon intensity of building materials used in the construction of new buildings by an entity undertaking a construction project. Industry-requested amendments were taken to clarify that an “entity undertaking a construction project” does not include construction contractors and ensured that fines could not be passed down from developers to contractors for materials used that were noncompliant with any compliance standards within the embodied carbon trading system.

Prohibits a specialty contractor from entering into a contract for the performance of work on the same project with more than one subcontractor in the same license classification as the specialty contractor offering the contract, unless either of the following requirements are satisfied: 1) The subcontractor employs persons to perform work in that license classification, or 2) The specialty contractor is signatory to a collective bargaining agreement. We were able to secure the amendments that clarified that the prohibition only applies if the subcontractor has no employees and that signatory specialty contractors are exempt.

Status: Approved by the Governor.

Requires University of California (UC) vendors, including contractors, to make payroll information available to the UC, and any unions signatory to the UC. Industry amendments were secured that exempt construction contractors signed to a valid CBA from having to comply with the bill.

B 3 3 6 ( C e r v a n t e s ) C S L B Wo r ke r s’ 4 4 ACompensation Insurance Reporting Beginning July 1, 2024, requires all active CSLB licensees to certify on their license renewal form the three workers’ compensation insurance classification codes for which the highest estimated payroll is reported on the policy. If the licensee has fewer than three classification codes reported on the policy, the licensee must provide every classification code reported on the policy. Industry amendments were taken to clarify that CSLB shall not be required to verify, investigate, or enforce the accuracy of the licensee’s workers compensation classification codes. Status: Approved by the Governor.

4 AB 594 (Maienschein) Public Prosecutor Labor Code Enforcement

Authorizes a public prosecutor to independently prosecute an action, either civil or criminal, for a violation of the Labor Code without direction from the Division of Labor Standards Enforcement. The measure also prohibits any “individual agreement” between a worker and employer that limits representative actions or mandates private arbitration to take precedence over the public prosecutor action. Amendments were taken at our request to clarify that “individual agreement” does not include collectively bargained agreements, ensuring that our industry grievance and arbitration provisions remain valid. Status: Approved by the Governor.

UCON hosted it’s 2nd Annual Public Works Summit on March 20, in Anaheim, attended by almost 200 contractors, connecting them to influential public works agencies. • UCON’s Advocacy Auction raised over $250,000 for UCON’s government relations programs—which helps give a powerful political voice to California’s union contractors. • UCON hosted events in Southern and Northern California, where almost 200 guests from over 100 companies raised over $300,000 for UCON’s Political Action Committee (PAC).

BUILT ON TRUST STOP LETTING POWER IMBALANCES UNDERMINE YOUR TEAM Dear Sue, I am a bit upset, so forgive my language. I have been trying to solve a problem on my project, but I just can’t seem to get the owner to listen. They just say, follow the specification! I am trying to tell them the #!@! Spec can’t work! This isn’t the only project where I’ve hit this kind of wall. Please help me understand so I don’t go crazy! S T U C K I N A N E N D L E S S LO O P

Dear Stuck, There is an inherent power imbalance on your projects. Here are a couple of example of this phenomenon. The owner hired a construction manager to administer and inspect their project. The construction manager believes that their job is to protect the interests of the owner from the contractor. The owner thinks they have hired someone to help make their project successful, not realizing that they are really undermining the project with their adversarial approach to every problem. Here’s another example. The owner hired a designer to develop bridging documents (BDD). Now the designer of record (DOR) is designing the facility, and the DOR feels that at each step of the way they are being undermined by the BDD—who seems to want things way beyond what was in the contract. The BDD has the ear of the owner and feels they must protect what was promised to the stakeholders. No matter how many iterations the DOR submits, they just can’t make the BDD, and thus the owner, happy. We have power imbalances all through the construction industry, both on our projects, with third parties, and 46

within our business and organizations. These power imbalances make it very difficult to build a strong cohesive team. Today we’re going to explore where some typical power imbalances that occur.

Neutralize it!

Project Power Imbalances

Just like with everything in life, the first step is to recognize that you have a power imbalance.

On a construction project the owner has most of the power. They decide what is to be built, by whom, what is a change, and how much they will pay. But that is not the only power imbalance we have on our jobs. Here are six other classic power imbalances we must manage on our projects. Tip #1: Recognize it

a. If you have the power… It can be difficult to see a power imbalance when YOU are the one with the power. But it is just as important, if not more important, to recognize power imbalances and any negative impacts that are resulting from them. Look for situations where your power might be undermining communication, cooperation, and collaboration. If you have the power, people are NOT likely to tell you when there is an imbalance. Look where you are not getting the results you need. Then use your power to foster communication and transparency to create a strong, cohesive team.

None of our projects are built in a vacuum. There are cities, counties, municipalities, regulatory, permitting and funding agencies that impact our projects. The main power imbalance here is that they have power to interrupt your ability to succeed, and you have little power to get them to act. This exists between: Owner Regulatory Agency Contractors Permitting Agency Owner Funding Agency

Business Power Imbalances You might not realize it, but you likely have power imbalances playing out even within your own business or organization. Here are a few of the typical power imbalances. To be a strong cohesive team you need to be a team of equals—these power imbalances undermine your ability to form a strong team. Of course, your ability to perform will be impacted. What can you do when you face a Power Imbalance?

BUILT ON TRUST b. If you don’t have the power… If you don’t have the power, you are more likely to recognize a power imbalance because of the uncomfortable nature of it. You will likely feel frustration and want relief. Look for those places and see if you have a power imbalance playing out. Once you recognize it, you can start to try to neutralize it. Just a few thoughts about having a clear chain of command: that is not what we are talking about here. It is important to know where to go if you disagree about something and where you can get an answer if needed. A true power imbalance consists between someone with authentic power and someone who does not have as much power—and this imbalance is creating an imbalance within the team. This is one of the reasons that construction partnering works so well in that it neutralizes the power imbalances.

Tip #2: Set Ground Rules By setting ground rules you can help to create a way for communicating and working together as equals. I assume everyone always knows each other’s roles, responsibilities, and authority level. You don’t have to operate in a hierarchical way. You can act like a team of equals, setting up ground rules that develop transparency, open communication, creative problem solving, and innovation. You can always step back into your traditional roles if needed. But most of the time they aren’t needed.

Some Potential Ground Rules might be: Everyone is created equally—one person, one vote. There are no dumb questions or dumb ideas. You have the power to make a difference. Listen to understand—not to debate. We are ONE team.

Tip #3: Foster Shared Problem Solving and Creativity Every team, and business, has problems. Different people in different roles or departments often see and define a problem differently—and thus they see the solution very differently. So why not bring together the stakeholders to share their different perspectives. Once they understand and see fully the problem, have them co-create an agreedupon solution. This way you truly see the “big picture” and solve the problem in a way that works for everyone. And best yet, since people don’t argue with what they help to create, the odds that the solution will be fully implemented are very high.

He loved to make the decisions—but he challenged his team to always give him three options (and the ramifications for each), and then he chose his preferred option from the three. Never just sit and wait. You have the power to make great recommendations. Stuck, you are always going to face power imbalances on your projects.
