DE PALACIO UIA PRESIDENT 2022-2023
While there is no doubt that global challenges such as pandemics and geopolitical tensions persist, I would like to center this report on the areas of activity on which our association has focused. We have worked to improve internal processes, paid particular attention to the diversity of our membership, and realised that in this century, being a lawyer remains a risky profession, and that the risk involved is a risk for society as a whole.
Our association’s work has focused on adopting new strategies for action. We have given greater visibility to young people, students and women by giving them responsibilities. Initiatives to support diversity have also been taken, including the creation of the LGBTQI+ Committee this year.
In 2023, we integrated in-house corporate lawyers by creating a specific commission for them. We strengthened UIAdvance for firms with more than five partners interested in UIA, and we expanded the activities of collective members, which are essential for being able to work together.
Lawyers are the guarantors of the right to defence and the Rule of Law. Any infringement of their rights has an impact on access to justice. In many jurisdictions around the world, the right to defence has been compromised; lawyers are being imprisoned for their work. UIA, through UIA-IROL, has intervened in cases involving lawyers in the Democratic Republic of Congo, Guatemala, Iran, Mexico, Russia, Tunisia and Türkiye.
Some UIA members, such as the Geneva Bar, the Paris Bar and the Brussels Bars – both Flemish and French-speaking – have appealed to the Court of Justice of the European Union over the sanctions imposed on Russia for the invasion of Ukraine, as the measures adopted may affect the right to defence, the choice of a lawyer and professional secrecy.
In a turbulent world, where unprecedented challenges lie ahead, where there is still a need for lawyers to support their clients wherever their work takes them, organisations such as the UIA are essential to generate networks of trust and defend the international nation we form as lawyers.

S’il est incontestable que les défis mondiaux, tels que les pandémies ou les tensions géopolitiques, restent d’actualité, je voudrais axer ce rapport sur les domaines d’activité sur lesquels notre association s’est concentrée. Nous avons travaillé à l’amélioration des processus internes, accordé une attention particulière à la diversité de nos membres et réalisé qu’en ce siècle, être avocat reste une profession à risque et que ce risque est celui de la société dans son ensemble.
Le travail de notre association s’est concentré sur l’adoption de nouvelles stratégies d’action. Nous avons donné plus de visibilité aux jeunes, aux étudiants et aux femmes en leur attribuant des responsabilités. Des initiatives visant à soutenir la diversité ont également été prises avec, notamment, la création du comité LGBTQI+ cette année.
En 2023, nous avons intégré les juristes d’entreprise en créant une commission spécifique. Nous avons renforcé UIAdvance pour les cabinets de plus de cinq associés intéressés par l’UIA, et nous avons élargi l’activité des membres collectifs, essentielle pour le travail en commun.
L’avocat est le garant des droits de la défense et de l’État de droit. Toute atteinte à ses droits a un impact sur l’accès à la justice. Dans de nombreuses juridictions dans le monde, le droit à la défense est compromis ; des avocats sont emprisonnés pour leur travail. L’UIA, par l’intermédiaire de l’UIA-IROL, est intervenue dans des cas concernant des avocats en République Démocratique du Congo, au Guatemala, en Iran, au Mexique, en Russie, en Tunisie et en Turquie.
Certains membres de l’UIA, comme le Barreau de Genève, le Barreau de Paris et les Barreaux de Bruxelles - flamand et francophone - ont saisi la Cour de justice de l’Union européenne au sujet des sanctions imposées à la Russie pour l’invasion de l’Ukraine, les mesures adoptées pouvant affecter le droit à la défense, le choix de l’avocat et le secret professionnel.
Dans un monde troublé, où des défis sans précédent nous guettent, où il est toujours nécessaire que les avocats accompagnent leurs clients partout où leur activité les mène, des organisations telles que l’UIA sont essentielles pour générer des réseaux de confiance et défendre la nation internationale que nous formons en tant qu’avocats.
Aunque es inevitable referir que los retos globales, como la pandemia o las tensiones geopolíticas, siguen con nosotros, quiero centrar este informe en los ejes de actividad en que nuestra asociación se ha centrado. Hemos trabajado en la mejora de los procesos internos; prestado especial atención a la diversidad de nuestros miembros; y comprobado que en este siglo ser abogado sigue siendo una profesión de riesgo y que su riesgo es el de toda la sociedad.
La tarea de nuestra asociación se ha centrado en la aprobación de nuevas estrategias de actuación. Hemos otorgado más visibilidad a jóvenes, estudiantes y mujeres en roles de responsabilidad. Dentro de las iniciativas de apoyo a la diversidad, este año se creó el comité LGBTQI+.
En 2023, hemos integrado a los juristas con una comisión específica. Hemos reforzado UIAdvance para firmas con más de cinco socios interesados en UIA, y ampliado la actividad de miembros colectivos, esenciales para el trabajo conjunto.
El abogado garantiza el derecho a la defensa y mantiene el Estado de Derecho. Cualquier afectación a sus derechos repercute en el acceso a la justicia. En muchas jurisdicciones, el derecho a la defensa está comprometido; los abogados son encarcelados por su labor. La UIA, a través de UIA-IROL, ha intervenido en casos de abogados en República Democrática del Congo, Guatemala, Irán, México, Rusia, Túnez y Turquía.
Algunos miembros de la UIA, como el Colegios de Abogados de Ginebra, el de París, o los Colegios de Bruselas -flamenco y francófono-, han iniciado acciones ante la Corte de Justicia de la Unión Europea por las sanciones establecidas contra Rusia por la invasión de Ucrania, dado que las medidas adoptadas podrían afectar el derecho a la defensa, la elección de abogado y el secreto profesional.
En un mundo convulso, en que acechan desafíos inéditos, en que pervive la necesidad de que los abogados acompañen a sus clientes allá donde les lleve su actividad, organizaciones como la UIA son esenciales para generar redes de confianza y para defender a la nación transnacional que conformamos los abogados.

Since 2018, the UIA has invited law firms to join its UIAdvance membership programme which provides law firms with a complete range of services so that they can offer their lawyers all the benefits of being a UIA member. UIAdvance also focuses on law firms wishing to expand their global presence and build a wider network of trusted law firms with which they can collaborate.
For law firms, the UIAdvance programme has been extraordinarily successful, attracting a powerful roster of some of the highestquality law firms in the world. UIAdvance meetings were held in October 2023 in Rome, with participation by client representatives, government officials, and judges. The programme provides unparalleled networking opportunities.

COMMISSIONS 2023
UIA commissions and working groups work in specific areas in the fields of business law and general practice, as well as human rights law. Their works are available in the UIA Website. They also publish newsletters, hold sessions at the annual congress and are fully committed in the organization of seminars. These events offer the opportunity to share expertise and savoir-faire.
In 2023, the UIA was composed of 42 scientific Commissions headed by Ian De Freitas, Director of Commissions and Matthias Stecher and Verena Moll, both Deputy Directors of Commissions. An Animal Law working group was created, among other things, to meet the growing demand for recognition of animal welfare and animal rights. The commission Retirement & Pension Funds merged with the Labour Law commission.

LE CONGRÈS DE LA DOLCE VITA
Pour la première fois depuis sa création, l’UIA a tenu son congrès annuel à Rome, la capitale italienne.
Le charme de la ville éternelle, son histoire et son hospitalité ont fourni un cadre inoubliable pour cet évènement.
Les 900 participants ont été accueillis dans le prestigieux Parco dei Principi, au cœur de la ville, où ils ont eu l’opportunité d’assister à trois jours de travaux scientifiques de grande qualité dont 62 sessions de travail, ainsi qu’à plusieurs événements sociaux.

La ceremonia de apertura estuvo a cargo de Luana Roberto y Ettore Botteselli, dos jóvenes abogados miembros de la UIA. Siguiendo la tradición de la institución, diversas autoridades y personalidades italianas pronunciaron sus discursos de bienvenida. Intervinieron Claudio Coggiatti, Presidente del Congreso, Paolo Nesta, Presidente del Colegio de Abogados de Roma, Francesco Greco, Presidente del Consiglio Nazionale Forense, y Urquiola de Palacio, Presidenta de la UIA. El abogado italiano Mario Napoli hizo público el discurso de bienvenida de Vladimiro Zagrebelsky, exjuez del Tribunal Europeo de Derechos Humanos.
La ceremonia concluyó con una sorprendente actuación a cargo del grupo Appassionante.

Céline Bardet, juriste internationale française, spécialiste des crimes de guerre et présidente et fondatrice de l’association « We Are Not Weapons of Wars » (WWoW), a été désignée lauréate du Prix État de droit 2023, attribué par l’UIA en coopération avec LexisNexis. Par ce biais, l’UIA et LexisNexis saluent l’engagement courageux de Mme Bardet et de son ONG dans la lutte contre l’impunité des violences sexuelles dans les conflits et l’accompagnement et la réhabilitation des victimes.

LIBERTÉ DE CIRCULATION, MIGRATION ET DROITS DE L’HOMME
Modéré par Hervé Linder et Matthew Wills, ce thème principal s’est concentré sur les questions relatives à la liberté de circulation, à la migration et aux droits de l’homme. Le panel était composé d’orateurs venant d’horizons et de juridictions différents.
« Les intervenants ont abordé les approches adoptées dans leurs juridictions respectives pour relever les défis découlant des crises humanitaires immédiates, des schémas migratoires plus établis et des questions de droits de l’homme liées à la circulation des personnes. Un accent particulier a été mis sur la manière dont, en tant que praticiens, nous conseillons le plus efficacement possible les personnes et les familles qui cherchent refuge et protection dans nos pays. Des commentaires ont également été fournis sur les défis politiques/juridiques plus anciens découlant des crises humanitaires internationales et des moteurs des schémas de migrations internes et internationaux, avec un accent particulier sur la gestion de la mobilité climatique et les solutions potentielles.
Les discussions du panel ont notamment porté sur les différentes approches adoptées par les pays pour faire face aux défis migratoires inédits découlant des conflits internationaux. Les panélistes ont également apporté un éclairage précieux en se concentrant sur des questions plus larges liées à la migration, ses raisons et les mesures prises pour gérer les défis qui y sont associés d’un point de vue politique.

DESAFÍOS ALIMENTARIOS, MEDIOAMBIENTALES Y ENERGÉTICOS: CÓMO PUEDEN LOS ABOGADOS AYUDAR A ENCONTRAR SOLUCIONES PARA PARTICULARES Y EMPRESAS
“Durante esta sesión principal se señaló cómo los sistemas jurídicos existentes en materia de derecho agroalimentario, caracterizados por una multitud de leyes y plazos demasiado largos para su promulgación, se volvieron anticuados. Deben modificarse radicalmente para contar con regulaciones respetuosas con el medio ambiente, donde las responsabilidades privadas y públicas se unan a través de la cooperación vertical y horizontal, dejando lugar a lo que se ha calificado como la “hibridación de la gobernanza de la seguridad”. Las circunstancias cambiantes nos ponen a todos en defensores climáticos, con la responsabilidad de ayudar a clientes e instituciones a promover un mundo saludable y sostenible. Esto se centra en enfoques de resolución de problemas capaces de mitigar los efectos de la escasez de alimentos y el cambio climático, así como en identificar los posibles riesgos y responsabilidades legales derivados de la acción o inacción de los sujetos públicos y privados. En este contexto, las empresas virtuosas a menudo anticipan de forma voluntaria lo que será obligatorio en el futuro venidero, también mediante la introducción de disposiciones contractuales que transmiten en cascada los criterios ESG a lo largo de toda la cadena de suministro internacional”.

Le comité des femmes de l’UIA, présidé par Elisabeth Zakharia Sioufi (Liban), a consacré sa session aux droits des femmes à l’épreuve de la migration.
Lisanne Chamberland-Poulin (France), Dorothée Le Fraper Du Hellen (France), Carlo Mastellone (Italie) et Jerry Roth (États-Unis) ont analysé ce sujet avant de mener un débat général avec les participants.

THE IMPACT OF AI ON THE LAW: WHAT’S COMING AND HOW WE PREPARE TO DEAL WITH IT
“It was an honor and privilege to serve as moderator of the UIA Senate session. We were fortunate to have a truly distinguished and knowledgeable panel coming to us almost from around the world: Richard Atkinson from the UK; Marie-Aimee Peyron from France; Julien Kavaruganda from Rwanda; and C.M. Chan from Hong Kong.
So, what were some of the takeaways offered by our distinguished panel?
First and foremost, the role of AI in facilitating and increasing access to Justice is very much a phenomenon, in rapid development and along multiple lines.
In the U.K., predictive software is being used to help facilitate settlements. Rather than spending months or years in litigation, potential litigants look to AI to predict how a trial might conclude. Armed with this data, would-be litigants are incentivized to seek settlements, saving court time and money.
There remain questions about the accuracy of the predictive software and the role to be played by human actors. To date, this settlement’s function is largely confined to minor disputes in England, France, and Rwanda.
In Rwanda, AI has been found useful in assisting less well-off potential litigants to find pro bono counsel. Open AI lists make known those lawyers who will represent clients without charge or at greatly reduced fees. Where AI is used to make or assist in the making of judicial decisions, courts are expected and called upon to review those decisions.
Hong Kong has made a great deal of progress utilizing AI in similar ways to those described by our earlier panelists. There is even interest in developing “internet courts.” In fact, Hong Kong very likely is ahead of the jurisdictions represented by our first three panelists.”

The informal evening took place at Villa Miani, an exceptional setting in the heart of Rome. The participants were charmed by the most exclusive panoramic view of Rome, as well as the luxurious terraces and interiors. They were able to sample local culinary specialties, including freshly baked pizza and refreshing gelato. Raoul and the Swing orchestra entertained the audience, making this evening an unforgettable event!
La cena de gala es un momento muy esperado durante el congreso. Este evento se celebró en los magníficos salones del Castello di Torcrescenza, un castillo de la Edad Media. Jacqueline Scott as New President
Jacqueline Scott took office at the closing ceremony on 28 October in Rome.
UIA member since 2003 and co-founder and President of FortneyScott, Jacqueline Scott is an internationally renowned lawyer whose diverse practice includes business, international law, and employment law.
In commenting on her new responsibilities as the UIA’s President, Ms. Scott further explained : “I am looking forward to an exciting year in which we expand the UIA’s membership and services. My personal and professional experiences, as well as my service and commitment to UIA, have given me a deep and comprehensive understanding of the essential role of lawyers and Bars and the issues facing our profession.”

In 2023, the UIA hosted seminars, forums, and webinars that attracted a total of 3,454 attendees. Among them, UIA members represented 65 countries, while 2,282 were local participants from the event destinations. Additionally, 270 non-member attendees became UIA members after participating in these events. Attendees traveled from all around the world to attend UIA seminars, with every continent represented in the year 2023.

— 2023 Rule of Law Webathon
Inspired by their pledge to defend and promote the Rule of Law, the UIA-IROL, together with the AIJA Human Rights Committee, the ABA International Law Section, and the Inter-American Bar Association (IABA), organized the third annual Rule of Law Webathon from May 15-19. The Webathon’s nine panels spanned continents and time zones, with each panel addressing different aspects of how to uphold the Rule of Law in Challenging Times, the main theme of the 2023 Webathon.
The UIA and the UIA-IROL were particularly involved in the organization of three of the panels:
n Combatting Human Trafficking and Modern-Day Slavery through the Rule of Law, organized with the Inter-American Bar Association (IABA).
n Economic Crisis and Rebuilding: Investing in the Rule of Law, organized with the International Association of Young Lawyers (AIJA).
n Upholding the Rule of Law in Times of Armed Conflict: Acting in the Present, Preparing for the Future.

— 3rd International Fair Trial Day and Ebru Timtik Award
Initiated in 2021 by a number of international bar associations and lawyers’ organizations, including UIA, the IFTD is to be held each year on 14 June to highlight the importance of this fundamental right and is focused on the situation of one country per year. In addition, the Ebru Timtik Award is attributed in conjunction with the International Fair Trial Day in honor of Ebru Timtik, an imprisoned lawyer in Türkiye who died on the 238th day of a hunger strike demanding a fair trial.
As a member of the Steering Committee for the 2023 IFTD, held on 14 June in Mexico City, the UIA-IROL actively collaborated with numerous legal professional organizations, bar associations, and civil society groups to prepare a joint statement. In this statement, the organizations:
n Expressed their concern and condemned the violations of the right to a fair trial and their connection with other worrying human rights violations taking place in Mexico.
n Provided a number of recommendations and urged the relevant Mexican authorities, including the government, to address these challenges.
The focus country for next year’s IFT will be decided at the end of October.
During the Conference, the Ebru Timtik Award was given by former UN Special Rapporteur on the Independence of Judges and Lawyers, Mr. Diego García Sayan, to two distinguished lawyers: Alicia de Los Rios and Ana Yeli Perez Garrido. Alicia de Los Rios is a lawyer and historian who has dedicated her life to the search for her mother, a victim of enforced disappearance in the 1970s and has demanded justice for her mother and the more than 100,000 disappeared persons in Mexico. Ana Yeli Perez Garrido is a lawyer who advocates for women’s rights and has accompanied and represented women, girls, and adolescents who have been victims of torture and sexual and family violence as well as attempted feminicide.

the legal profession
On UIA-IROL’s behalf, Martin Pradel and Francois Moyse follow the work of the Council of Europe’s Committee of Experts on the Protection of Lawyers (CJ-AV) in the elaboration of a legal instrument aimed at strengthening the protection of the profession of lawyer and the right to practice the profession without prejudice or restraint. They support the tasks undertaken by Georges-AlbertDal, President of the UIA Think Tank on the Professional Rules and official UIA representative before the CJ-AV. In this context, Martin Pradel attended the 6th meeting of the Committee of Experts on the Protection of Lawyers (CJ-AV) held on 17-19 October 2023.

POLAND
PERSISTENT CONCERNS ABOUT THE INDEPENDENCE OF THE JUDICIARY
UIA-IROL remains concerned about the independence of the judiciary in Poland. Many judges – particularly those who defend the Rule of Law and/or apply European law – continue to be targeted by investigative and/or disciplinary proceedings, moved from adjudicating on cases that are considered to be sensitive, or subjected to other kinds of harassment, such as forced transfers to other divisions.
Following Poland’s controversial wide-ranging judicial reforms initiated in 2015, dozens of Polish judges have submitted requests for “preliminary rulings” to the Court of Justice of the European Union (CJEU), to challenge different sections of the reforms. In this context, for instance, the Court decided in a July 2023 ruling that “national courts are required to disapply an act which, in breach of EU law, orders a judge’s suspension from his or her duties”.
More generally, in June, the Court of Justice delivered the latest judgment related to an infringement procedure against Poland on Rule of Law matters brought in April 2021, in which it stated that the Polish justice system reforms of December 2019 were in infringement of EU law.
UIA-IROL
UIA-IROL issued an extensive report of this situation. Among other cases, UIA-IROL wishes to draw attention to the cases of:
n Judge Pawel Juszczyszyn, one of the most persecuted judges in Poland, as at least eight new disciplinary cases were filed against him by disciplinary prosecutors, in 2023 alone;
n Judge Rafal Jerka, who has been subject to a forced transfer in 2023;
n Judge Waldemar Żurek who was the first judge forcibly transferred in 2018 and is reportedly facing 30 disciplinary and investigative proceedings;
n Judge Piotr Raczkowski, who was vicepresident of the National Council of the Judiciary until 2018, was forced to retire during his last term;
n Supreme Court Judge Włodzimierz Wróbel, who has allegedly been accused by the new and controversial KRS (National Council of the Judiciary) of exceeding his powers by demanding the release of the personal file of a judge from Olsztyn.
UIA-IROL will continue to monitor the situation.
TUNISIA
UIA-IROL remains deeply concerned about the deterioration of the Rule of Law in Tunisia, as the continued attacks on lawyers, interference in the judiciary, and crackdown on civil society deepen.
In September 2023, Martin Pradel (Director general of UIA-IROL) and Bâtonnier Jacques Taquet (French National Council) visited Tunisia for 3 days. The mission provided an opportunity to meet European diplomats based in Tunis, as well as the President of the Tunisian National Bar Association (ONAT) and other representatives of the legal profession: Bassem Trifi, President of the Tunisian League for Human Rights (LTDH); and Anas Hmedi, President of the Association of Tunisian Magistrates (AMT).
On the occasion of these high-level meetings, UIA reaffirmed its support for lawyers in their fight for their independence and the independence of the judiciary in Tunisia.
DEATH PENALTY:
21ST WORLD DAY AGAINST THE DEATH PENALTY
On 10 October 2023, the UIA-IROL once again joined the World Coalition Against the Death Penalty and abolitionist activists around the world to commemorate the 21st World Day Against the Death Penalty.
This year, the World Coalition decided to continue to reflect on the relationship
between the use of the death penalty and torture or other cruel, inhuman, and degrading treatment or punishment, and build on the momentum that started in 2022.
Earlier in October, Anouk Kermiche, who is monitoring death penalty issues at UIAIROL, published an article in the Institutional UIA Newsletter to present “A brief overview of discussions on the abolition of the death penalty in international forums”.

LUDOVIC TRARIEUX HUMAN RIGHTS PRIZE
Created in 1984, the International Human Rights Prize Ludovic Trarieux is awarded to “a lawyer, regardless of nationality or Bar, who throughout his career has illustrated, by his activity or his suffering, the defence of human rights, the promotion of defence rights, the supremacy of law, and the struggle against racism and intolerance in any form”.
Carlo Mastellone, UIA Vice President, and Corrado De Martini, UIA President of Honor, represented the UIA at the meeting held on 22 September to designate the recipient of the 2023 Ludovic Trarieux International Human Rights Prize, “the 40th Anniversary of the Prize”. The members of the Jury awarded the prize to the Belarussian lawyer, Yuliya Yurhilevich.
The Tunisian National Bar Association was awarded a Special Mention as the “Bar of the Year”.

Au total, 63 articles ont été publiés en 2023, dont 46 % en langue anglaise, 32 % en langue française et 22 % en langue espagnole, représentant un total de 248 pages. Parmi les 77 auteurs d’articles, 43 % étaient des femmes et 57 % des hommes.

Dear members,
First of all, I would like to say how much I am honoured by the trust you have placed in me, I deeply appreciate the responsibility of leading this organisation and representing you, the members of the UIA.
As President, I am honored to continue UIA’s long history of leadership of the Lawyer Nation. I intend to continue many of the strong initiatives of past presidents and find new and innovative ways to bring us closer together, increase our global visibility, and strengthen our impact on our Lawyer Nation and the world.
I intend to use my presidency to focus on expanding our geographic diversity by increasing our membership base in parts of the world where the UIA is not very well represented.
One of my main goals as president will be to promote inclusion and diversity within our organization. We must ensure that our legal community reflects the wealth of perspectives and experiences the world and our members have to offer and that our leadership team reflects the incredible diversity of our members.
Of course, defense of the Rule of Law is also always a priority for me and must remain a priority of the UIA. It is the polestar that guides the UIA’s efforts and outreach, and I will continue to work with IROL and all of you in promoting and defending the Rule of Law.
In a society governed by the rule of law, decisions are made based on established laws and regulations. It ensures that the rights and freedoms of citizens are protected and that justice is accessible to all, regardless of their status, wealth, or power.
Finally, let me conclude by inviting you to the 68th Annual Congress of our beloved UIA, to be held in the beautiful city of Paris from 29 October to 3 November. This Conference is a celebration of ideas, where we will have the opportunity to engage with global experts and thought leaders, to challenge our preconceptions, and to cultivate new perspectives.
The main themes of our Paris Congress – Fashion Law and Sustainability, and Artificial Intelligence – are two of the most pressing issues and opportunities of our time.
I look forward to welcoming you to the City of Light, for what promises to be an exceptional UIA Congress and will mark the end of my presidency by your side.

Tout d’abord, je tiens à vous dire à quel point je suis honorée de la confiance que vous m’avez accordée. Je mesure pleinement la responsabilité qui m’incombe de diriger cette organisation et de vous représenter, vous, membres de l’UIA.
En ma qualité de Présidente, je suis honorée de perpétuer la longue tradition de leadership de l’UIA au sein de la nation des avocats. J’ai l’intention de poursuivre de nombreuses initiatives fortes des Président(e)s précédents et de trouver des moyens nouveaux et innovants pour nous rapprocher, accroître notre visibilité mondiale et renforcer notre impact sur notre nation des avocats et sur le monde.
J’ai l’intention de profiter de ma présidence pour me concentrer sur l’expansion de notre diversité géographique en augmentant le nombre de nos membres dans les régions du monde où l’UIA n’est pas très bien représentée.
L’un de mes principaux objectifs sera de promouvoir l’inclusion et la diversité au sein de notre organisation. Nous devons nous assurer que notre communauté juridique reflète la richesse des perspectives et des expériences que le monde et nos membres ont à offrir et que notre équipe dirigeante illustre l’incroyable diversité de nos membres.
Par ailleurs, la défense de l’État de droit a toujours été l’une de mes priorités et doit le rester pour l’UIA. C’est le fil conducteur qui guide les efforts de l’UIA, et je continuerai à travailler avec l’IROL et avec vous tous pour promouvoir et défendre l’État de droit.
Dans une société régie par l’État de droit, les décisions sont prises sur la base de lois et de règlements établis. Il garantit que les droits et les libertés des citoyens sont protégés et que la justice est accessible à tous, quels que soit leur statut, leur richesse ou leur pouvoir.
Enfin, permettez-moi de conclure en vous invitant au 68e Congrès annuel de notre chère UIA, qui se tiendra dans la belle ville de Paris du 29 octobre au 3 novembre 2024. Ce Congrès est une célébration des idées, où nous aurons l’occasion de nous engager avec des experts mondiaux et des leaders d’opinion, de remettre en question nos idées préconçues et de cultiver de nouvelles perspectives.
Les thèmes principaux de notre Congrès de Paris – le droit de la mode et la durabilité, et l’intelligence artificielle – sont deux des enjeux et opportunités les plus cruciaux de notre époque.
Je me réjouis de vous accueillir dans la Ville Lumière, pour ce qui promet d’être un Congrès exceptionnel et marquera la fin de ma présidence à vos côtés.

En primer lugar, me gustaría expresarles cuánto me honra la confianza que han depositado en mí. Aprecio profundamente la responsabilidad de dirigir esta organización y de representarles a ustedes, los miembros de la UIA.
Como Presidenta, me siento honrada de continuar la larga historia de liderazgo de la UIA en la nación de los abogados. Tengo la intención de continuar con muchas de las sólidas iniciativas de los anteriores presidentes y encontrar nuevas e innovadoras formas de acercarnos, aumentar nuestra visibilidad global y reforzar nuestro impacto en nuestra nación de los abogados y en el mundo.
Tengo la intención de utilizar mi presidencia para centrarme en la expansión de nuestra diversidad geográfica mediante el aumento de nuestra base de miembros en partes del mundo donde la UIA está poco representada. Uno de mis principales objetivos como Presidenta será promover la inclusión y la diversidad dentro de nuestra organización. Debemos asegurarnos de que nuestra comunidad jurídica refleje la riqueza de perspectivas y experiencias que el mundo y nuestros miembros ofrecen y de que nuestro equipo directivo refleje la increíble diversidad de nuestros miembros.
Por supuesto, la defensa del Estado de Derecho siempre ha sido una prioridad para mí y debe seguir siendo una prioridad para la UIA. Es el eje que guía los esfuerzos y la difusión de la UIA, y seguiré trabajando con IROL y con todos ustedes en la promoción y defensa del Estado de Derecho. En una sociedad regida por el Estado de Derecho, las decisiones se toman sobre la base de leyes y reglamentos establecidos. Garantiza que los derechos y libertades de los ciudadanos estén protegidos y que la justicia sea accesible a todos, independientemente de su estatus, riqueza o poder.
Por último, permítanme concluir invitándoles al 68º Congreso anual de nuestra querida UIA, que se celebrará en la hermosa ciudad de París del 29 de octubre al 3 de noviembre. Este Congreso es una celebración de ideas, en la que tendremos la oportunidad de relacionarnos con expertos mundiales y líderes del pensamiento, de cuestionar nuestras ideas preconcebidas así como de cultivar nuevas perspectivas.
Los temas principales de nuestro Congreso de París - Derecho de la Moda y Sostenibilidad, e Inteligencia Artificial - son dos de las cuestiones y oportunidades más apremiantes de nuestro tiempo.
Estoy deseando darles la bienvenida a la Ciudad de la Luz, para lo que promete ser un Congreso excepcional de la UIA y que marcará el final de mi presidencia a su lado.
