‘March for Parks’ Scheduled for Saturday, March 29 in Three Westmoreland Locations “March for Parks” will now be three times the fun!

On Saturday, March 29, 2014, the Westmoreland County Parks and Recreation Citizens Advisory Board is expanding the March for Parks event to three locations around Westmoreland County. Marches will be held at Twin Lakes Park in Greensburg, Cedar Creek Park in Belle Vernon, and at the Murrysville SportZone along the Turtle Creek Trail Extension.

The money raised at past Marches has really made an impact in the community. Marchers will have the opportunity to designate the funds they raise to projects that will make our County parks and trails great places to visit. Cedar Creek Park funds will go towards updates to the RC Airplane field and the creation of a dog park.

This would be a great opportunity for your business to sponsor this NEW event.

Sponsorships include on-site signage and tables for promotions, recognition on all flyers, brochures, ads and our website, as well as on our t-shirts. We also would recognize you in our annual Guidepost. Sponsorships range from $100 to $3,000.

Reducing Pennsylvania's Bloated Legislature: Let the People Have a Voice

Ringgold School District Fails to Support Band Fundraiser to Fullest Extent Dear Editor, This letter is in concern to the Ringgold School District.

I am a resident of Union Township, a borough located within the Ringgold School District of Washington County, PA. I have resided at the same residence for over 50 years. I have witnessed my children and grandchildren graduate from this district. I supported our district both physically and financially for many years, and I continue to do so through taxation.

My concern is regarding the High School Band fundraiser that was held on December 7, 2013. I was very disillusioned with the lack of assistance of the school district with any support and/or advertising for this pertinent fund raiser.

I questioned why the promotion was NOT listed on the marquee as I entered this function. I was then told that the high school’s marquee isn’t in current working condition; and has been broken for many months. I was surprised to find that in addition to the school’s inability to advertise locally, that the Administration Building did NOT attempt to commensurate for this malfunction and advertise for this vital high school fundraiser. The RHS district’s marquee is directly located on Route 88 for community notices.

As a tax payer, I am wondering why this isn’t a priority of the district to assist in the advertisement and promotions of the hard work put forth for district functions by students and parents alike? Do the RHS administration and Board members find it above them and unfeasible to support promotions concerning our youth and the districts functions? In addition to the marquee’s inability to operate, I was astonished to find that this function also was not recognized on the RHS web sites listing of the calendar of events. How can our leaders close their eyes to the efforts put forth by our community in assisting our students; why must they irresponsibly disregard their needed collaboration for participation with our youth’s future?

The RHS Band and their parents work diligently to continue raising funds for their students to be able to participate within the musical society of our communities and nation. Where is the district’s support of these student’s efforts?

I am very disturbed and saddened for the future of our children within Ringgold School District. I would like to request the Board of Directors to immediately respond to their deficiencies with explanation. It is distressing to see the short fall of support toward our student body and district parents. What constitutes this lack of attention from our appointed leaders?

Once again, the Pennsylvania House has passed legislation to shrink our state legislature. House Bill 1234 proposes changing the Pennsylvania Constitution to reduce the size of the House from 203 members to 153.

House Bill1716 proposes to reduce the size of the Senate from 50 to 38 members.

Pennsylvania operates the largest full-time legislature in the country.

Only New Hampshire's 424-seat parttime assembly is larger.

I have visited 14 state legislatures over the last two years to study how other states do business. Let's take a look at a few of them.

Ohio is roughly the same size as Pennsylvania in land area and population, but it operates smoothly with only a 99-member House. I saw firsthand how its House operated with far less chaos and with more real debate.

Illinois, whose population is slightly larger than Pennsylvania's, functions with only 118 state representatives.

New York, which has an ever greater population, operates its House with 150 members.

Some claim a smaller legislature would hurt rural districts because of our state's urban-rural split. Montana, which has only 100 House members, is a giant state that spans 147,000 square miles. It has every bit as big an urban rural divide as we do. A quarter of its population is located in just four cities.

Still, lawmakers there told me they felt rural Montana was well represented.

Others say we need a large legislature because Pennsylvania is diverse - and it is. Legislators from other states, however, will tell you their states are just as diverse. For example, Ohio is largely rural outside of population centers like Cleveland and Cincinnati. Likewise, Illinois is mostly rural apart from

Chicago and its surrounding counties.

There are even some who say Pennsylvania's legislature is not large enough, if you could imagine that.

There are serious problems with larger legislatures. That 424-member assembly in New Hampshire I mentioned? I witnessed there how power was consolidated into the hands of legislative leaders, leaving rank-and-file members with a diminished voice.

There is nothing magic about the current number of 203, a figure that was arbitrarily established for the Pennsylvania House. Based on evidence from other states, an effective number for Pennsylvania would be somewhere between 100 and 175 pretty close to the 153 in our legislation.

Some argue that reducing the legislature's size won't save much money.

Granted, it won't save hundreds of millions, but it could save tens of millions. This real issue is effectiveness, not just cost savings.

The people have told me that they are tired of large, bloated government They'd like to see elected officials reduce the size of the legislature, even if it essentially means voting themselves out of a job. The Pennsylvania House has now demonstrated a willingness to do that. Will the Senate?

Only time will tell. This is the perfect opportunity for lawmakers to listen to the voice of the people and lead by example. We can demonstrate that we aren't in this for greed or power but for what's best for Pennsylvania taxpayers.

If both bills pass the Senate, the legislature will have to vote them again in another session. If approved a second time, the proposals would come to you, the people, in the form of a referendum election. I say, let's give the people a voice on this matter.

FHG Creation Studios Adds Color to Elizabeth Borough

On January 17th, Elizabeth had a snow flurry, which did not hinder the spirits at the newly opened FHG Creation Studios. The proud owners, Kim and Chris Thomas, have lived in Elizabeth for as long as they can remember. Kim has always had a passion for art and wanted to share her joy and favorite craft projects with her home town.

There are classes for children as young as 6 years old and adult classes for those over 18 years old. One Saturday a month will be Crop till you Drop, for scrapbookers to have unlimited access to the tools and supplies available to complete all their scrapbooking needs.

Other community events to follow include Mommy and Me classes and closet swaps will be held often at the studio as well.

The Studio is also open for private parties, birthday parties, and events. They are equipped to handle a party of 20 people and they supply a craft for you and your guests to enjoy. Children's parties are held on Saturdays and adult parties can be held at what is convenient for the host/hostess. The studio’s parties are growing in popularity, so much so that they are booked for the entire month of February, and spots for March are filling up fast.

If you are interested in signing up your child or teen for a class, a four-week lesson pack is available for $55. If your schedule is unpredictable, then individual lessons are available for $15 a lesson. Prices vary for adults, depending on the chosen project. Scrapbooking classes are scheduled to begin February 8th and ceramics classes are planned for March. Open studio nights and Mommy and Me classes are also expected to begin in March as well.

More lessons will be added to their roster as the business grows, so do not be discouraged if you do not see your favorite type of art work on the list.

Charthene Club Enjoys Christmas Party, Annouces ‘Girl of the Month’ for Dec. and Jan. The members of the Charthene Club enjoyed a lovely evening with good food and entertainment at the Christmas party, held on December 12.

Social Committee Chairperson Kathleen Umbel and her committee presented each member with a cobalt blue margarita glass containing candy, hand cream, and a hand sanitizer. A clear glass snowflake edged in blue hung from the glass.

The regular meeting of the Charthene Club was held at Cotromano's Restaurant on January 9. She serves as president of the Astronomy Club, is on the Man Valley Breast Cancer Walk Planning Committee and is producer of the morning Amber Angelo Breann Clark news. She is a member of the Drama Club, D r a f t i n g / A rc h i t e c t u re Club, Family Career Community Leaders of America. and is in the school's spring musical. Amber participates in Mission/Habitat trips, Relay for Life, LODBCW, and Make-a-Wish. She volunteers at Camp Laurelview, teaches Bible school and Kitts Club at the First Christian Church of Perryopolis. She is employed seasonally with the Washington Wild Things. She received the silver medal from the Pennsylvania FCCLA Star Event; Chapter Service Manual in 2013.

Breann is a senior highest honors student at Charleroi Area High School. She serves as captain of the Charleroi Marching Band Cougarettes and is on the executive committee of Student Council. She is a varsity softball player and STEP Cadet. Breann participates in Y.E.S. Camp, Relay for Life, Charleroi Clean-Up Days, and the school's blood drive. She has attained 170 hours of Volunteen Service at Mon Valley Hospital. She is employed at The Dance Loft and as a babysitter. Her future plans are to attend Wheeling Jesuit or Waynesburg University to obtain a degree in nursing.

A nominating committee was elected to select a slate of officers for next year.

Washington County Farm Bureau Begins Annual Food Drive Beginning on February 1st, the Washington County Farm Bureau will begin their annual food drive. The food drive is undertaken to celebrate Food Check-Out Week, which is the week when the average American family has earned enough income to pay their food bill for the entire year. This year it is February 16-22. Food Check-Out Week also celebrates the safe, abundant, affordable, and nutritious food that the American farmer grows.

"We had great success with the drive last year," said Don Carter, WCFB's Food Drive Committee Chairman. "We had a lot of 4-H groups get involved.

We would love to see more people, especially the area's youth, get involved this year." Collection boxes will be placed throughout the county and all donations will be made to the Washington County Food Bank for distribution through the food pantry closest to the donation box. West Newton Library Prepares for Fundraisers and a Tooth Fairy Visit Starting in February, the West Newton Library will be kicking off its 2014 annual membership drive. Keep an eye out on your mailbox for our letter during the next month. This annual fundraiser is very important for such a small independent library like ours. We do not get state funding and it is up to our volunteers to come up with creative ideas to raise funds to keep the doors open to the public. This is why it is very important to help make our first fundraiser a success for the year.

On February 9 it will mark our one year anniversary since we reopened. We are grateful for everyone who has contributed funds both inside and outside of our community. ‘Celebration of Life’ Will Honor Entertainment Personality Terry Lee A long awaited-tribute to pioneer radio and entertainment personality Terry Lee is about to become a reality.

That’s because “A Celebration of the Life of Legendary DJ Terry Lee� will be held Saturday, March 8 from 7 to 11 p.m. at the Boston Spectrum near McKeesport. “We have been overwhelmed with requests to present this event so Terry’s countless and loyal followers could come together to honor his memory and his life,� said Carol Trunzo of Bellville, Ohio, Terry Lee’s wife. “When we announced the sad news that Terry had passed away, we had hundreds of people respond Terry Lee with messages of condolence. Terry Lee (as he was known professionally) Trunzo, a New Eagle native and a 1960 graduate of Monongahela High School, died Tuesday, July 30, 2013 at his home in Bellville after a courageous battle with lung cancer. He was 70.

The March 8 celebration, Carol Trunzo said, will feature never-before-seen pictures and videos and plenty of music, especially Lee’s signature “Music for Young Lovers� ballads.

Joe Parknavy will be the DJ. Parknavy worked with Lee since his return to the area in 2010 and created Lee’s Internet radio station.

Admission to the BYOB affair is $15 a person in advance and $20 at the door and includes mixers. Food will not be sold at the event.

Monongahela Area Library Plans Valentine’s Day Storytime, Other Events The Monongahela Area Library will hold a special kick-off to the Winter Storytime session on Wednesday, February 12 at 11 a.m. with a Valentine’s Day Storytime. Games and a snack will be included as well as reading love-themed and Valentine’s-themed stories. No registration is required.

Greater Monessen Historical Society Prepares for Syrian Exhibit The Greater Monessen Historical Society spring ethnic exhibit for 2014 will honor the Syrian immigrants of the Greater Monessen area. St. Michael’s Antiochian Orthodox Church was founded in late 1913, with the original church building constructed in 1914. It is their centennial year.

The Monessen Heritage Museum is looking for items that can be either loaned or donated that document the history of the Syrian population. Photos of businesses, family celebrations, and church life are needed. Please bring them to the museum during regular business hours, Wednesday through Saturday from 10 a.m. until 3 p.m. The museum is located at 505 Donner Ave. Membership renewal is being conducted. An individual membership based on a calendar year is $15, while a family membership is $20. Business memberships are $50. Checks can be made out to “GMHS.” Also, please return the yearly fund drive forms with a sustaining contribution for the building fund, endowment or daily expenses.

Remember the museum when doing spring cleaning. One person’s junk may be a treasure of historic value that helps to tell the story of the immigrants, who settled the Greater Monessen area in the early years of the 20th century. Please donate old items and photographs to the archival collection for future generations.

City Mission Hosts 20th Annual ‘Sweet Sunday Dessert Festival” This year marks the 20th anniversary of Sweet Sunday, a dessert festival for the whole community, and City Mission is honoring the event’s founders – Cindy Pfrimmer, Phyllis Ross Sooy, Isabelle Holzapfel and Helen Colletti. They conceived the idea and have been actively supporting the event since 1994.

We’re privileged to have a number of top entertainers this year, including Kiana Levy, a noted Christian artist, and Avery Molek, the 7-year-old drummer prodigy who performed with Brad Paisley on Good Morning, America.

Last year, City Mission provided over 31,000 nights of shelter and 77,000 meals to the homeless men, women and children of the region.

Charleroi Volunteer Fire Dept.

Holds Annual Installation and Awards Dinner On Friday, January 3, 2014 the Charleroi Fire Dept. held their Annual Installation of Officers and Awards Dinner.

During the meeting, the in-coming 2014 administration officers and line officers for the dept. were installed into office by the Honorable Magisterial Judge Larry Hopkins. Also, during the evening a monetary donation of support was made by Olga Woodward. A wonderful dinner was provided by the fire department.

The department recognized and honored the following members: Robert Whiten, Sr. was honored with the Outstanding Service Award for more than 50 years of service to the department and community. In the 113-year history of the Charleroi Fire Dept., only three other members have been honored with this recognition.

Starting his fire service career on July 3, 1963, Mr. Whiten has served the department in many capacities. Over the years, he progressed through the ranks from firefighter to captain, assistant chief, and finally chief in 1987. He served as chief for 5 years before accepting his role as safety officer.

Even with more than 50 years of service, Mr. Whiten is very much as active with the department today as he was when he started. In addition he served as president and vice president of the department for many years. He was presented with a hand-crafted glass helmet front mounted to a marble plate signifying his 50 years of service.

Three Rivers Quilters will hold their annual quilt show March 27, 28, and 29 at the Circuit Centre, 5 Hot Metal Street, Pittsburgh (Southside). Three Rivers Quilters is a non-profit organization that promotes the art of quilting through special programs, classes and charitable projects. The show is a judged and juried show and includes over 120 entries from tri-state area quilters. Every wonder where the money confiscated from drug crimes goes to? On Wednesday, January 15, Washington County D.A. Eugene Vittone appeared at the annual re-organizational meeting for the Charleroi/N. Charleroi and Speers combined Regional Police Force.

Vittone presented Police Chief Mike Washington County D.A. Eugene Vittone Maytus, who has been with the force presents Regional Police Chief over seven years, with a check for Michael Maytus with a check. $2,083, which was the result of confiscated monies from recent drug and criminal cases. “We have an equitable sharing program in place for this type of excess. We thought the money should go back to the taxpayers.” The forfeiture money was from four cases: Reed, $907.50; Hall, $240.50; Blakely, $655; and Hakim, $280. Chief Maytus accepted the $2083 total, which goes into a Drug Law Enforcement General Fund. “Only in Drug Task Force cases does the D.A.'s office keep the money. The rest has and will continue to go back to the Regional Police Fund,” added Vittone.

New members were welcomed to the Regional Police meeting, which will continue to be held on the 3rd Wednesday of every month. They were Mayor Bill Lee, Kurt Rice and Regis Carroll from Speers; Mayor John Mollenauer, Randy DiPiazza, Larry Celashci and Paul Pivovarnik from Charleroi; and Mayor Steve Hega, Robert Hodgson and Terry Semon from North Charleroi. Randy DiPiazza being nominated chairperson, Robert “Moose” Hodgson nominated vice chariman, and Charleroi Mayor John Mollenauer being nominated treasurer. North Charleroi Solicitor Christine Cardinal suggested establishing a new policy on grievances and personnel and policy/by-laws committees were discussed, to be in place next month.

Brian Charlton, of the Donora Historical Society, will discuss the Bruce Dreisbach glass plate negative collection. Bruce Dreisbach was an employee of the American Sheet and Wire Company who took thousands of photographs in Donora and surrounding areas showing life in early Donora. Both Donora and Monessen share a common heritage through their founder, William Henry Donner.

The “Raise Your Voice Fireside Session” offering free music performances will stage their latest show on Saturday, February 22 from 2 to 4 p.m. in the fireplace area of the library.

The theme for the February StoryTime sessions will focus on the stories of Julius Lester. Lester was an African American author, photographer and musician. Three of his books, John Henry, Sam and the Tigers and The Adventures of B’rer Rabbit, will be featured. Family StoryTime is

on Mondays at 6 p.m. in the Children’s Room on the second floor.

“Last Saturday Story Smash” will occur on February 22 from 11 a.m. until 1 p.m. The three February StoryTime books will be reviewed and reread. Three craft centers will relate to the stories and light refreshments will be served.

The mplkids Saturday movie schedule will show The Wiz on February 1, This Is It on February 8, Cinderella (1997) on February 15 and The Watsons Go to Birmingham on February 22. Each movie begins at noon.

Wednesday Crafternoon sessions are for middle school-age patrons and up.

They run from 5 to 6:30 p.m. and will cover Sewing 1.0. On February 5, each participant is asked to bring a piece of clothing to take apart. Fabric recycling techniques will be shown, along with a re-make project of an apron, arm warmers or pot holder. On February 12, pressing and iron-on techniques will be covered, and an iron-on appliqué project will be started, while the re-make project is finished. On February 19, fancy stitches, such as Blanket, Lazy Daisy and Satin, will be reviewed. The iron-on project will be finished and fancy embroidery will be added to the iron-on appliqué. On February 26, any left-over projects will be completed and a quilt block will be started using 1.0 techniques.

Mon Valley YMCA Lifeguard Course The Mon Valley YMCA, 101 Taylor Run Road, Monongahela, will hold lifeguard courses on March 1, 8, 15 and 22 (must attend all 4 dates) from 8 a.m. - 2 p.m. (bring a snack). Cost is $250 for members, $270 for non-members. Sign up in the YMCA business office. Candidates must be able to swim fluently 300 yards using the four basic strokes and attend all classes.

The taxpayer MUST make an appointment and bring last year's tax return, all of their 2013 tax documents and the original stamped paid 2013 property tax receipts or a form from their landlord showing the amount of rent paid for 2013.

The completed returns will be filed electrically with the IRS and state. At the Monessen site, there will be a preparer who completes paper returns, which you will have to mail. If he completes your return and you decide you want it e-filed, you will have to make ANOTHER appointment.

The following types of tax returns cannot be completed at these sites: rental, depreciation, farms, business and amended returns from previous years and any complex return. These need to be completed by a paid professional.

The volunteers have been trained and certified by the IRS and the PA Dept of Revenue and are able to complete your federal, state and property tax/rent rebate forms.

Appointments can be made now. If for any reason you have to cancel an appointment, please call the site so that the slot may be filled with another client.

Washington County Named Top Food Donor County for 2013 The Washington County Farm Bureau recently received an award from the PA Farm Bureau for their efforts in the Harvest For All campaign. Due in large part to the efforts of the WCFB during their annual food drive, Washington County came in as the top donor county for 2013 with 12,700 pounds of food being given to the Greater Washington County Food Bank.

According to the Pennsylvania Farm Bureau website, the Young Farmers and Ranchers division of the Farm Bureau began a partnership with Harvest For All in 2002 and participated in their first service project with HFA in 2003. Since then, over 83 million meals have been provided by YF&R nationwide. With nearly 1 in 6 people being food insecure-or at risk of hunger - the need is greater than ever.

"That continued need is why we decided to take our prize from the state - two $100 gift cards - and offer them as incentives to all of our non-profit collection sites for our annual food drive that begins on February 1st," WCFB President George Wherry said. "We hope that the prize money will be a stimulant within our community. Anyone donating food will be helping the hungry and potentially their favorite non-profit as well."

Monessen Food Pantry Transfers Ownership; Undergoes Smooth Transition to New Leadership

The Monessen Food Pantry knew what it was doing when it changed ownership over the holidays. It couldn’t have picked a better place.

“The Westmoreland County Food Bank was just looking for a site and wasn’t having much luck; then they called us,” said Pastor John Custer of Orchard Christian Fellowship and President of Cindy Soles and Pastor John Custer oversee Schooner Youth Center (SYC), 701 work at Schooner Food Pantry in Monessen Schoonmaker Ave., Monessen.

Now, the SYC operates the Schooner Food Pantry and did its first event on November 23, 2013, the week before Thanksgiving. Pastor John said that many people were served regularly, including last-minute ones.

Cindy Soles, site coordinator at Schooner Food Pantry, works with Pastor John, and says among some of her duties, she organizes food and volunteers, handles paperwork, and is “learning with Pastor John.”

The pantry operates on the 4th Saturday of the month, from 9 a.m. - noon. The mission is to enable all Westmoreland County residents who are hungry or are at risk of hunger to have ready access to food.

Pastor John says, “I’m just amazed at how well it’s going now. We have wonderful volunteers. Their hearts and souls are in it.”

Soles agrees with the Pastor, stating, “For us just learning, I think it’s doing really well. The volunteers are great. It’s teamwork - that’s what makes it work.”

‘Frosty Frolic’ Seeking Sponsors and Brave Souls to Jump in the Mon River On February 15, 2014, The California Area School District Foundation will be premiering a fun and exciting event – the “Frosty Frolic – Winter River Romp” event. This event, where people of all ages will plunge into the frosty Monongahela River, will help to provide scholarships, grants and other support of the students and the California Area School District. Registration fee is $10, which will include a T-shirt for the event. Teams of river rompers are also being formed. There will be prizes at three levels for most money raised by various groups including Cal U students, California High School students and alumni,and community participants.

Prizes for best costumes will also be given. The event will be held on Water Street in Coal Center where changing tents will be available. Registration begins at 1 p.m.

The Foundation is also seeking sponsors. Sponsors to date include Monongahela Valley Hospital; California Army Navy Store; Lagerheads; attorney Lisa J. Buday; Tri-County Realty; BeeGraphix; Pennatronics; Medicine Stop Pharmacy; Glenn C. Hurley VDM and Brownsville Chiropractic.

WSO's “Forces of Nature” Concert Features Several Guests The audience at the February 8th “Forces of Nature” concert, presented by the Washington Symphony Orchestra, will be treated to a special performance by the 2013 Young Artist Competition winner under the direction of a special guest conductor.

The guest conductor will be Scottish native and curJames Gourlay Liam Skiffington rent director of the River City Brass, James Gourlay.

He became involved in music when he was 10 years old and learned to play the tuba. A performer and conductor since his days at the Royal College of Music, Gourlay has played principal tuba for the City of Birmingham Symphony Orchestra, the BBC Symphony Orchestra, and the Orchestra of the Zurich Opera.

Years of tuba-playing experience throughout the world has included a number of solo and ensemble performances, helping to promote the tuba and brass music.

He is a guest conductor of the Brass Band Treize Etoiles, with which he has won the Swiss National Championships, the Swiss Open Championships and second place at the European, as well as the World Brass Band Championships.

Gourlay’s commitment to music education is a continuing passion. He has been Head of Wind and Percussion at the Royal Northern College of Music and deputy principal and music director at the Royal Scottish Academy of Music and Drama.

Currently, he is international vice president of the International Tuba and Euphonium Association, former director of music of the world-famous Grimethorpe Colliery Band, and now artistic director of the River City Brass.

The 2013 Young Artist Competition winner is a junior bassoon player from Trinity High School, Liam Skiffington who, like Gourlay, is looking to perform music for a career. Skiffington will be the featured soloist at the WSO’s February 8th “Forces of Nature” concert at 8 p.m. at Trinity High School auditorium and will receive a $500 cash prize for the competition.

Skiffington will perform “Concerto for Bassoon” by Von Weber. He has been playing bassoon for the past 5 years and he has been studying privately for the last two years with Jim Rogers, principal contra-bassoonist for the Pittsburgh Symphony Orchestra.

Skiffington was selected after an audition to play for the Pittsburgh Youth Symphony this past season and he participates in Trinity's Marching Band and Wind Ensemble under the direction of Matt Stultz. His future goals are to either study music and perform with a symphony or possibly pursue a career in chemical engineering. He is the son of Mary Skiffington of South Strabane Township and the late Dr. Gene Skiffington, who encouraged both Liam and his sister to pursue an interest in music through band and orchestra participation.

Let's Talk Real Estate

Seller Property Disclosures Do you remember that water in the basement from hurricane Ivan or Sandy? How about the little termite infestation in the guest room you had treated 5 years ago?

Or that back porch that you enclosed and turned into an office? If you are getting ready to sell, you must disclose these items.

Years ago all property was basically purchased in “as-is” condition and the mantra of the day was “Let the Buyer Beware.” That all changed over the last 50+ years through the passing of numerous of state and federal laws that make it the sellers’ and landlords’ responsibilities to disclose what they know.

Pennsylvania home sellers must, by law, advise potential buyers about “known material defects” that are not

readily observable, including structural and other problems. The object is to make sure the buyers are fully informed in their efforts to understand the condition of the property and to discourage sellers from hiding any flaws or problems.

The standard Seller Property Disclosure form covers the home’s structure, such as the roof, basement, foundation and walls. Among other things, the form also asks the seller to let buyers know if the house has been treated for termites or has had water or sewage problems. Has the house has been remodeled? Are the mechanics such as the plumbing, electrical, heating and air conditioning systems in good, working order? Are appliances and other equipment are included in the sale? If so, the seller needs to be honest about their condition. Are there any hazards or environmental contaminants on the property?

Are there any title, insurance, or financial issues that could prevent or delay settlement? And just in case anything got left out, the form includes a section titled “Additional Material Defects,” where sellers are expected to disclose anything that didn’t otherwise fit in the other categories on the form.

It is, however, interesting that the Pennsylvania courts have been very clear that required disclosures apply only to things that can be repaired and have a fixed cost associated with the problem. This means that if something bad happened there, it does NOT have to be disclosed.

For instance, what if the previous owner died of natural causes in the bedroom? Or a murder, suicide or a rape occurred in the house? The Pennsylvania Superior Court found (in a case called Milliken v. Jacono, 2012 PA Super

There are a number of situations where disclosure does not have to be made, such as transfers involving foreclosure or a sheriff’s sale, transfers between spouses as in divorce, one occupant to another, direct descendants, trustees, executors, and companies to name a few. Also exempt is real property that is not 1 to 4 unit residential buildings, like property to be demolished, or new construction as long as it has a 1-year warranty, or a commercial/industrial building.

Additionally, in 1992 it became Federal law that before signing of a contract or lease sellers and landlords must disclose known lead-based paint and lead-based paint hazards for residential properties constructed before 1978. This law is taken extremely seriously. Buyers have a 10-day window during which to conduct a risk assessment.

If you are buying a home, please keep in mind that not all sellers are “technically savvy” regarding the physical properties of a building or have full knowledge of or can even remember what happened in the past. These required disclosures should never take the place of personal due diligence and professionally contracted tests and inspections.

School News...School News 84 Agway Donates Seeds to Burgettstown High School A donation of seeds by 84 Agway to Burgettstown High School has been made that will affect the students for months and maybe years to come.

"Over seven cases of seeds were donated," Family Community Career Leaders of America teacher Sharon Baille said. "It is somewhere in the neighborhood of 1,000 packets.

We plan to start seeds in our indoor greenhouse as soon as possible. Then, we will sell plants and flowers within our school community to help fund our FFA program. We also plan to grow food in our school garden that we will use in our Nutrition and Food Science classes next fall."

The seeds had a retail value of approximately $1,640.

Baille was the recipient of Penn State Extension's 2013 "PA Outstanding Ag in the Classroom Teacher of the Year."

The Washington County Dept. of Parks and Recreation is offering a Homeschool Outdoor Classroom at Mingo Creek County Park on Thursday, February 13, 2014 at the Park Office. Two sessions are available; Session I will begin at 10 a.m. and Session II will begin at 1 p.m.

Who lives here? There are many animals that call Pennsylvania home, but what do their tracks look like? What can we learn from them? Look at and identify samples of animal tracks, as well as make your very own plaster cast to take home with you. Dress for the weather, as we will be venturing outside today.

Ringgold Harp Ensemble To Play at Barnes and Noble for Scholarship Fundraiser Ringgold Middle School Journeys to Cemetery of the Alleghenies

The Ringgold Harp Ensemble will be playing at the South Hills Village Barnes and Noble on Saturday, February 8 from 11 a.m. - 4 p.m. to raise funds for the harp scholarship fund.

These funds will help the Ringgold students study harp at Oberlin College the last week of June at the Ohio Scottish Arts School. Last year 10 students were able to study there with the help of the scholarship fund.

On a blustery Saturday morning, while most young teenagers are usually still sleeping or logging into some form of social media, a special group of middle school students, accompanied by teachers and friends, made the decision to do more with their time. Students from the Ringgold Middle School journeyed to the Cemetery of the Alleghenies in Bridgeville, PA for the yearly Wreaths Across America event.

On this day, in all the National Cemeteries across The United States, friends, families, Veterans and, in this case, students join together to lay Christmas Wreathes on the graves of our fallen Veterans. According to Wreaths Across America, on this one day, over 500,000 wreaths are laid across 750 locations throughout the United States. This event is designed to honor and remember all those who fought to ensure that our liberties and freedoms are preserved. Additionally, this ceremony is a time for many Veterans and their families to meet, reunite, reminisce and show respect and gratitude for these heroes.

The students of The Ringgold Middle School have been participating in this event for some time. Mr. James Ferguson, a math teacher and a Vietnam Veteran, has spearheaded this event along with others like it each year. The students are taught in school about wars and the value of freedom, but seeing it firsthand by talking to those that have served and meeting the loved ones of those that have paid the ultimate price makes it real for them.

This event could not be possible without many people. Katie Spalla, also a Ringgold teacher, volunteered to help chaperone this event for the past two years.

Leznor Transit donated transportation for the students and also provided a driver at no cost. Others that were in attendance were Alan Veliky, Ron Smith, Scott Fredrick, Roy Fike, Steve Gondas and Joe Pozzi.

Join the Ringgold Softball Team on March 1 from 9 a.m. to noon at Ringgold High School Gym for a morning of preparation for your softball season.

There will be a pitching coach in attendance along with a few past, present and future college players. Pitching, catching, hitting, infielding and outfielding drills will be covered.

Cost is $30 and includes a t-shirt if paid by February 16. Light snacks provided.

Local People News Cindy Gregg of Belle Vernon Elected Director of Lions Club International Cindy B. Gregg, from Belle Vernon, was elected to serve a two-year term as a director of Lions Clubs International at the association’s 96th International Convention held in Hamburg, Germany.

Director Gregg is a retired music teacher, having taught in the Washington, PA School District for 34 years.

A member of the Rostraver Township Lions Club since 2000, she has held many offices within the association, including president, district governor, council chairperson, district MERL coordinator and district LCIF coordinator.

In recognition of her service to the association, she Cindy B. Gregg has received numerous awards including the Club Excellence Award, Leadership Award, three President’s Medals, four International President’s Certificates of Appreciation, the Certified Guiding Lion Medal and the Joseph L. Wroblewski Award. She is also a Progressive Melvin Jones Fellow.

In addition to her Lions activities, Director Gregg is active in numerous professional and community organizations, including the Arts Education Collaborative Leadership Institute, National Association for Music Education, and the American Orff-Schulwerk Association.

Q: What is sciatica?

A: Sciatica is actually a misnomer. The correct term is radiculopathy or raducilits. In this condition a disc in the cervical (neck) or lumbar (back) spine is bulged or herniated and irritates a spinal nerve. This will lead to symptoms such pain, numbness and/or weakness. The symptoms are will generally be in the neck, back, arm or leg.

Q: What causes a disc to bulge or herniate?

A: There are many causes from a motor vehicle accident to lifting too Justin Petrolla MD heavy of an object but generally there is not a specific cause. A simple activity such as getting up out of chair or lifting a pencil could be the event prior to a disc herniating. The saying, “the straw that broke the camels back” fits pretty well here.

Q: How is a disc bulge or herniation diagnosed?

A: An appropriate physical exam by your physician can generally identify if there you are suffering for a radiculopathy. Many other conditions can mimic a radiculopathy for a shoulder injury to carpal tunnel syndrome so imaging is sometimes necessary. To accurately identify the discs a MRI is imaging of choice.

Q: How is a radiculopathy treated?

A: The mainstay of treatment is physical therapy. Core (abdominal) and lumbar strengthening are emphasized. Medications used include medrol dose back (stersoid), muscle relaxants and pain medications. An epidural steroid preformed with x-ray guidance can also be used if necessary. If conservative treatment fails then a surgical consultation can be ordered. Total treatment is available in the Mon Valley. Just ask your physician for a referral to the orthopedic group (TOG).
