It started with a fishing trip… (AS MANY GOOD THINGS DO!)
Back in the 1980s, Lee Larson (now retired) acquired what he considered to be the most comfortable rain gear for his upcoming fishing trip. Instead of being stiff like other rainsuits, it stretched with movement and was actually comfortable. It worked so well and was so durable, his fishing buddies started asking him to purchase Dritex Rainwear for themselves. Things grew quickly and in 1990, along with business partner Troy Philipps, formed Reliable High Performance Products, Inc.

Dritex was so reliable (pun intended) that word spread among utilities and municipalities. It wasn’t just the quality of the rain gear that got noticed, but buyers looking for a partner they could trust started calling. CLOTHING REQUIREMENTS
SUMMARY: Standards for electric power generation, transmission and distribution
Among other areas, this standard implements significant changes to utilities requirements for protecting workers from electric arcs and using flame-resistant clothing. The following information comes directly from preamble and other OSHA guidelines.
Is flame-resistant clothing required to be worn by employees?
The employer shall ensure that the outer layer of clothing worn by an employee, except for certain head, hands and feet items, is flame resistant under any of the following conditions:
1. The employee is exposed to contact with energized circuit parts operating more than 600 volts,
2. An electric arc could ignite flammable material in the work area that, in turn, could ignite the employee’s clothing,
3. Molten metal or electric arcs from faulted conductors in the work area could ignite the employee’s clothing or,
4. The incident heat energy estimate exceeds 2.0 Cal/cm 2 (page 1469)
Are employees required to wear flame-resistant pants as part of the revised standard?
The employer shall ensure that each employee exposed to hazards from electric arc wears protective clothing and other protective equipment with arc rating greater than or equal to the heat energy estimate whenever that estimate exceeds 2.0 Cal/cm 2. This protective equipment shall cover the employee’s entire body, except for certain exemptions for hands, feet, and head protection. (pages 1469-1470)
Is flame-resistant clothing required by this standard considered PPE (Personal Protective Equipment)?
OSHA believes that it is reasonable and appropriate to treat flameresistant and arc-rated clothing required under final paragraph (g) as PPE. (page 689)
Flame-resistant will be PPE, is an allowance for flame-resistant clothing program acceptable under final rule?
Yes, OSHA makes several statements indicating support of an allowancebased flame-resistant program. For instance, OSHA indicates in the costs for providing Arc-Flash Equipment section that “the record indicates that annual employee stipends to cover all flame-resistant clothing ...” OSHA acknowledges considerable flexibility in the approaches employees can use to satisfy PPE requirements. While it is true that most employers pay for most PPE, most of the time the practices for providing PPE are quite diverse. Many employers pay for some items and not for others, either as a matter of collective bargaining or long standing tradition. In some cases, costs are shared between employees and employers. (page 695)
The American Society for Testing and Materials (ASTM) developed F1506, the Standard Performance Specification for Flame-Resistant Textile Material for Wearing Apparel for Use by Electrical Workers Exposed to Momentary Electric Arc and Related Thermal Hazards.
This is a pass/fail standard that requires a sample of flame-resistant fabric to self extinguish with a < 2 second afterflame and a < 6" char length. The flame-resistant fabric must also stand up to these requirements after 25 washes/dry cleanings.
This standard mandates that employers conduct a hazard risk assessment to determine the potential arc exposure for employees who work on or near energized parts or equipment. The level of arc exposure is referred to as the Arc Thermal Performance Value (ATPV) and is measured in calories/cm2 (often called a cal rating). Requires employees to wear flame-resistant clothing with an ATPV, or cal rating, equal to or greater than the determined arc hazard.
This standard specifies that employers conduct a hazard risk assessment to determine the potential arc exposure for employees who work on or near energized parts or equipment. It also requires employees to wear flame-resistant clothing with an ATPV, or cal rating, equal to or greater than the determined arc hazard.
January 1, 2009, the updated code requirement states that if the assessment determines a potential employee exposure greater than 2 Cal/cm 2, the employer will be required to provide clothing/clothing systems that have an effective arc rating not less than the anticipated exposure.
This standard states the minimum requirements for work-wear worn for protection against unplanned exposure to hydrocarbon flash fire.
Flash Fire: A rapidly moving flame front which can be a combustion explosion. Flash fire may occur in an environment where fuel and air become mixed in adequate concentrations to combust and where all sources of ignition have not been controlled. Hydrocarbon flash fire has a heat flux of approximately 84 kW/m 2 for short periods of time, typically three seconds. In the oil, gas, chemical and petro-chemical industries the threat of flash fire exposures has necessitated the use of flame-resistant clothing. Flame-resistant clothing will minimize the burn injury and provide the worker a few seconds to escape.
These recommended practices provide guidance for the selection, use, maintenance, retirement, and understanding of the limitations of workwear for protection against unplanned exposure to hydrocarbon flash fire by wearers, employers, and others involved in programs requiring such protective work-wear.

#1 What is flame resistance? Flame resistance is the characteristic of a fabric to resist ignition and to self-extinguish if ignited. Flame retardant refers to a chemical substance used to impart flame resistance. In reality, flame retardant substances are placed on fabrics to make sure they are flame-resistant. If exposed to electric arc flashes or flash fires, clothing made from most untreated (e.g., non-flame-resistant) fibers will continue to burn once ignited. In contrast, flame-resistant clothing is specially designed to self-extinguish within two seconds after the source of ignition is removed – thereby limiting the worker’s degree of burns and body burn percentage. Flame-resistant fabrics are not flame-proof; however, they are specially designed to be flame-resistant.
#2 Who needs flame- and arc-resistant clothing? Anyone who works with a risk of ignition in the workplace. For instance anyone who works in a foundry or refinery environment, dealing with flame cutting and welding, firefighters, anyone in an aluminum casing or petrochemical industry, as well as electrical utility and the chemical, oil, and mining industries.
#3 What is ATPV? ATPV stands for Arc Thermal Performance Value, which is a rating of the arc burn protection capability of a garment. The HIGHER the Arc Rating, the more protection a garment gives because it has a higher resistance to catching on fire. The ATPV is expressed in calories per cm 2 and represents the thermal exposure from an electric arc that will create a second-degree burn in human tissue.
#4 What is EBT? Like ATPV, Energy of Breakopen Threshold (EBT) is a rating assigned to flame-resistant clothing, indicating the level of protection provided. EBT is used when ATPV cannot be measured due to flame-resistant fabric breakopen. EBT is also measured in calories per centimeter squared (cal/cm 2).
#5 What flame-resistant clothing should I wear? The PPE Category protection level worn by a flame-resistant user should be determined by the user’s employer. The employer must do a risk assessment for the user’s job and inform them of the protection level needed. This should never be determined by the apparel manufacturer or the retailer.
#6 Can I wash my flame-resistant clothing? Flame-resistant clothing can be home laundered. Please follow the manufacturer’s instructions attached to each garment. Do not use bleach or fabric softeners. Flame-resistant clothing is guaranteed to be flame-resistant for the useful life of the garment, regardless of the number of washings in either the home or industrial laundering, provided the garment care instructions are followed. If your flame-resistant garment becomes stained or soiled and you cannot confirm that the contaminants have been removed, it is possible that it has been compromised and should be removed from service.
#7 Can I repair my flame-resistant clothing? Yes. Flameresistant clothing can be repaired, but repairs must be made with fabrics and sewing threads that have at minimum the same flameresistant properties as the original garment.
#8 Can I layer my flame-resistant clothing? Yes, you can layer your flame-resistant clothing. However, the total arc rating cannot be determined by adding the ratings of the two items. In most instances, the total rating is actually higher than simply adding the arc ratings of both garments. Layered testing is the only method to determine total arc rating.
#9 Can I use DEET on my flame-resistant clothing? No. DEET is one of the most effective mosquito repellents on the market, but it should only be used on the skin and not on flame-resistant clothing.
#10 Can I add my logo to flame-resistant garments? None of the current regulations governing the use of flame-resistant clothing specifically require the use of flame-resistant thread for embroidery applications. However, we recommend the use of flame-resistant thread for embroidery or emblem attachments. ASTM 1506 allows nonarc-resistant logos as long as the design does not increase the extent of an injury.
What is a PPE Category? PPE Category is the level of arc flash protection clothing you must wear to protect against a minimum level of incident energy measured in calories per centimeter squared. Meaning, electrical equipment, depending upon the energy delivering capability, under fault conditions can cause an explosion, or arc fault of a certain level, again measured in calories per centimeter squared. That explosion can deliver a certain amount of heat to a certain distance. Each level, 1-4, is rated at a certain amount of flame-resistance, again measured in cal/cm2. Each level is considered a category. (NFPA 70E)
ANSl/ISEA 107 provides performance requirements for conspicuous materials to be used in high-visibility safety apparel (HVSA) and specifies minimum amounts of background, retroreflective, and combined-performance materials. The 2020 edition continues to present three performance classes of garments based on the amount of visible materials and design attributes incorporated into the final garment configuration. The standard now identifies garment types based on expected use settings and work activities being performed. These are designated as off-road (type 0), roadway and temporary traffic control (type R), or public safety activities (type P).
FIVE REVISIONS TO KNOW:
1. The addition of three new garment types creates a wider range of protection to address more hazards:
c Type O for Off Road Use (Class 1)
c Type R for Roadway Use (Class 2 and Class 3)
c Type P for Public Safety (Class 2 and Class 3)
2. ANSI 207 merges with ANSI 107-2020 creating HVSA Standard
Creating the new garment types has allowed ANSI/ISEA 207 to merge with 107 under Type P-Public Safety. Type P garments now include provisions for two performance classes: Class 2 and Class 3.
3. A smaller size vest is now allowed to fit smaller body frames better without compromising protection.
c Type R Class 2 for smallest size offered decreases from 775 square inches to 540 square inches.
c Type R Class 3 for smallest size offered decrease from 1240 to 1000 square inches.
4. Self-extinguishing FR labeling changes
ANSI/ISEA 107-2020 rated garments made from polyester or any non-inherently flame-resistant fabric will require the following statement on the label: This garment is not flame-resistant as defined by ANSI/ISEA 107-2020 Section 10.5.
5. Balance of design and logo allowances
The new revision for balance requirement insures that the protective properties of HVSA are not compromised by design or style objectives. To insure color blocking or other design criteria do not reduce the protection from any one direction, HVSA garments must have at least 40% of the minimum required amount of both background material and reflective tape on the back of the garment. Logo allowances have been incorporated into the standard providing allowance for adding a company’s logo without being required to deduct the background area of the logo.
THE FACTS ABOUT HIGH VISIBILITY SAFETY APPAREL
High Visibility Safety Apparel (HVSA):
Personal protective safety clothing intended to provide conspicuity during both daytime, nighttime and other low-light condition usage.

ANSI/ISEA 107-2020 is the latest revision of a voluntary industry consensus standard that was first published in 1999 and revised in 2004 and 2010. Prior to its initial publication there was no regulation or guideline for the design, performance or materials for high visibility PPE in the United States. Since 1999, the standard has been recognized by federal, state and local authorities as well as private industry. Current US Department of Transportation, Federal Highway Administration (FHWA) regulations have required workers on or near Federal-aid highways to wear Class 2 or Class 3 garments, and the 2009 revision to the Manual on Uniform Traffic Control Devices (MUTCD) extends this provision to workers on all roadways in the United States.
The need to be seen is recognized as a critical issue for worker safety. Low visibility is a serious hazard for all workers who must perform tasks near moving vehicles or equipment. Workers must be visible to vehicle operators in all lighting conditions and against complex environmental backgrounds. The sooner a vehicle operator sees a pedestrian worker, the longer the operator has to avoid an incident. High visibility safety apparel and accessories dramatically enhance worker visibility.
