I am certain that your time at the University of Maryland has been filled with fearless ideas, friendships and opportunities. As president of this great university, I want to express my hope that you have explored new areas and discovered new talents. The world is waiting for you to share them. As you move beyond the campus, I hope you will remember the intellectual curiosity and drive that inspired your time here. Graduating does not mean that learning has come to an end. It means that you are now equipped to take charge of your own learning. This is a privilege and a profound responsibility. Society’s advancement will depend upon your knowledge and your leadership. Shuttle bus service will be available to the campus-wide ceremony on December 20 from the College Park Metro station to the Xfinity Center between 5 p.m. and 7:30 p.m. and back to the station between 8:30 p.m. and 10 p.m. On December 21, shuttle service will be available for individual college and school ceremonies to and from the College Park Metro station beginning at noon and ending at 10 p.m. Visit the commencement website to see a complete parking and transit guide for the individual college and school ceremonies.

ELIJAH E. CUMMINGS COMMENCEMENT SPEAKER U.S. Rep. Elijah E. Cummings is a 12-term congressman who has dedicated his life of public service to uplifting and empowering the people he is sworn to represent, ensuring that the next generation has access to quality health care and education, clean air and water, and a strong economy defined by fiscal responsibility. Born and raised in Baltimore, Md., he graduated Phi Beta Kappa from Howard University, where he served as student government president and majored in political science, then from the University of Maryland School of Law. He has received 12 honorary doctoral degrees from universities throughout the nation. Cummings served in the Maryland House of Delegates for 14 years and became the first African American in state history to be named speaker pro tem. Since 1996, Cummings has represented Maryland’s 7th Congressional District in the U.S. House of Representatives. A Democrat, he is the ranking member of the House Committee on Oversight and Government Reform, which has jurisdiction to investigate any federal program and any matter with federal policy implications. Cummings seeks to hold presidential administrations to a high standard of

excellence and to ensure efficiency and effectiveness in the actions of the U.S. government. He also pursues reforms that prevent waste, fraud and abuse and ensure government programs meet the needs of the American people. A senior member of the House Committee on Transportation and Infrastructure, Cummings serves on both the Subcommittee on Coast Guard and Maritime Transportation and the Subcommittee on Railroads, Pipelines and Hazardous Materials. He is spearheading an effort to strengthen the transportation career and technology program at New Era Academy in Baltimore, serving as chairman of the Maritime Advisory Board. He also serves on the U.S. Naval Academy Board of Visitors, the Morgan State University Board of Regents, the University of Maryland Law School Board of Advisors and the SEED School of Maryland Board of Directors. He is an honorary board member of KIPP Baltimore Schools and the Baltimore School for the Arts. He held the Gwendolyn S. and Colbert I. King Endowed Chair in Public Policy Lecture Series at Howard University from 2014–16. Cummings is an active member of New Psalmist Baptist Church and married to Maya Rockeymoore Cummings.

Doctoral Degrees The doctoral degree is the most advanced earned degree conferred by American institutions. There are two distinct types: the practitioner’s degree and the research degree. The first type represents advanced training for the practice of various professions, principally doctor of audiology, doctor of medicine, juris doctor, doctor of pharmacy and doctor of veterinary medicine. These degrees do not involve the completion of original research by the student. The University of Maryland, at the professional school in Baltimore, awarded the first two dental degrees on March 9, 1841.
