GROW:

Space Domain Awareness (SDA), the capability to visualise activities in Space through the detection, tracking, identification and characterisation of objects in orbit, is vital to the ‘Protect and Defend’ mission as set out in the UK’s National and Defence Space Strategies. With not only the increase in the number of satellites and space actors but also the strategic importance of space and proliferation of counterspace capabilities, it is clear that SDA requires collaboration and interoperability to ensure the fullest possible understanding is realised. This needs to happen internationally with partners and allies, and also between government, military and the commercial sector. Frazer-Nash is excited to be working with our colleagues in KBR US to support UK Space Command and the Joint Commercial Operations Cell (JCO), employing the Iron Stallion toolkit to provide commercially available SDA data and analytics, enabling the UK to play a key role in this international partnership.’

The AstroAgency’s SpaceBar During the COVID-19 pandemic, AstroAgency stepped up to provide the thriving UK space community with an accessible forum for networking and knowledge sharing. SpaceBar is an interactive forum that has helped jobseekers find employment, start-ups source investment and provided the opportunity for anyone with an interest in commercial space to engage directly with some of the biggest names in the sector. Each episode is hosted by science communicators Dallas Campbell and Proffessor Suzie Imber. The exciting topics covered over the years have ranged from sustainability, the space economy, and STEM, through to life in space, AI, and favourite science fiction movies and books. Since its inception, AstroAgency has fostered a vibrant community of hundreds of space enthusiasts and dedicated SpaceBar fans. Following the excitement around the UK Space Agency’s International Bilateral Fund (IBF) initiative, how can the UK’s commercial sector find new ways to collaborate internationally and what should our priority areas be? This panel, led by IBF partners from the Mohammed Bin Rashid Space Centre in the United Arab Emirates and Bahrain’s National Space Science Agency, emphasises the importance of international collaboration across all sectors of the space industry and seeks new ideas and next steps.

This session, led by Spire, will discuss the most critical requirements for utilising the power of Earth Observation in disaster management, prevention, and relief. It seeks to highlight case studies, identify UK strengths and encourage new ideas for cross-sector partnerships to support planet Earth.

15:20 – 15:40: Investing in space clusters: Why local capabilities can ensure global competitiveness Simone Hartless, from Satellite Applications Catapult, will lead this engaging panel focused on the UK’s Space Cluster approach to industry development. It shall examine the role of initiatives such as the Space Investor Launchpad’s mission to drive inward investment into the UK, and the importance of encouraging cluster collaboration and communication in order to promote UK capability and expertise.

Born in Austria, Josef Aschbacher studied at the University of Innsbruck, graduating with a Master’s degree and a PhD in natural sciences. He has had an accomplished international career in space, combining more than 35 years’ work experience at ESA, the European Commission, the Austrian Space Agency, the Asian Institute of Technology and the University of Innsbruck. He was previously ESA Director for Earth Observation from 2016-2021.

Michael (Mike) Adamson joined the RCAF in 1993 and received his Navigator’s Wings in 1995. He has had an extensive career as a CP-140(A) Aurora Nav/Com. Based mostly in Nova Scotia, Adamson has time as CO of 405 Squadron as well as Commander, 14 Wing Greenwood. He holds a BA in Political Science/Int’l Affairs, and a Masters in Defence Studies from RMC Kingston. In 2020, he was promoted to current rank and became RCAF Director General Space and Joint Force Space Component Commander. On 22 July 2022, BGen Adamson became the inaugural Commander of 3 Canadian Space Division. 26

Dr Kathy Bass is Deputy Director for Space Strategy in the Department for Science, Innovation and Technology (DSIT). Her responsibilities include driving implementation of the National Space Strategy in close partnership with the Ministry of Defence, and sponsoring the work of the UK Space Agency. Kathy has a PhD in ecology and began her career as a scientific adviser in Defra. Kathy has since worked in the UK Space Agency and BEIS, as well as a recent secondment to the New Zealand Government.

CEO, UK SPACE AGENCY Plenary 5, Thursday 10:00 – 11:15, Government strategy and the space sector; effective collaboration Dr Paul Bate has been CEO of the UK Space Agency since September 2021. He leads a team of more than 300 who provide the R&D funding to use space to increase prosperity across the World, protect the planet, and to understand the Universe. Prior to space, Paul ran global sales at Babylon Health, which floated on the New York Stock Exchange in 2021, and built a consultancy business. Paul was David Cameron’s senior health adviser in Downing Street and led on health targets and finances in Tony Blair’s Delivery Unit. Paul holds a PhD in Particle Physics.

DIRECTOR, STFC RAL SPACE Plenary 5, Thursday 10:00 - 11:15, Government strategy and the space sector; effective collaboration Sarah became Director of RAL Space in 2022 and leads around 350 expert staff to deliver science and technology programmes for the UK space sector. She started her academic career as an astronomer and planetary scientist, helping define UK and European strategies for solar system science before moving into delivery of hardware programmes for scientific missions such as Solar Dynamics Observatory, GOES and Solar Orbiter. She is a passionate advocate for continuous improvement, ED&I and the importance of skills development in the space sector.

She is a Fellow of both the IMechE and the Royal Aeronautical Society, Chair of the trustee board at SwimTayka and is Patron of General Steam Navigation Restoration Project. COMMANDER UK SPACE COMMAND, UK SPACE COMMAND Plenary 4, Wednesday, 14:00 – 15:15, The defence landscape Paul joined the Royal Air Force in 1991 and has been a fighter pilot for most of his career. A weapons instructor on the Harrier and one of the first operational pilots on the Eurofighter Typhoon, he has flown on numerous operations and exercises with the RAF and undertook an exchange tour on the F-16 Fighting Falcon with the United States Air Force. He was also privileged to be a Spitfire and Hurricane pilot on the Battle of Britain Memorial Flight. Other roles have included Typhoon requirements management for Defence Equipment and Support, capability management at the Ministry of Defence and operational programme management within the F-35 Lightning programme. Between 2015 and 2017, Paul was Station Commander of RAF Lossiemouth in Scotland before moving to the Ministry of Defence as head of Carrier Enabled Power Projection, integrating F-35B fighters and Crowsnest helicopters with Queen Elizabeth class aircraft carriers. He recently returned from Al Udeid airbase in Qatar, where he was responsible for the planning and employment of coalition air and space power across the Middle East within the USAF Combined Air and Space Operations Centre. He was announced as the inaugural Commander of UK Space Command in Feb 2021.

Ms. Holla-Maini brings to this position over 25 years of professional experience in the space sector including in managerial and advocacy functions. Most recently, she has held the role of Executive Vice-President Sustainability, Policy & Impact at NorthStar Earth & Space; prior to which she spent over 18 years as Secretary-General of the Global Satellite Operators Association.

ESA’s space exploration director from 2016 until June 2023, David Parker created its Terrae Novae exploration programme which includes astronaut missions to the ISS, Mars exploration with ExoMars and Mars Sample Return as well as Europe’s contributions to Artemis including the European Service Modules for Orion and the lunar Gateway. At the 2022 ESA space conference in Paris, ministers approved a further one-third funding boost for the programme allowing the start of the Argonaut lunar lander programme enabling sustained exploration of the Moon throughout the 2030s. Trained in aeronautics and astronautics, David Parker’s thirty-three years in the space sector includes fourteen in industry, six with UK government space research agencies and four as Chief Executive of the UK Space Agency. In 2019, David Parker received the Royal Aeronautical Society’s Geoffrey Pardoe award for long and valued service to the space sector.

AIR & SPACE ADVISOR, ROYAL AUSTRALIAN AIRFORCE Plenary 4, Wednesday, 14:00 - 15:15, The defence landscape GPCAPT Scott Woodland enlisted into the RAAF in 1986 and flew the F/A-18 Hornet, graduating as a Fighter Combat Instructor in 1992. In 1996 he joined BAE Systems as an instructor in Saudi Arabia, flying Strikemaster, PC-9 and Hawks. Rejoining the RAAF in 2008, Scott completed executive tours on the Hawk 127 and Hornet, before working on the F-35 Program and commanding the final F/A-18 Hornet conversion unit. On promotion, Scott worked in Joint Operations Command J53 and in Australian Defence Force Design Division, before taking over as the Air and Space Advisor – London, in December 2022.

THE UK SPACE CONFERENCE 2023 Welcome to Belfast. The previous in-person UK Space Conference took place in Newport, Wales in 2019. Take a moment to consider how much the world has changed since then. An illegal war in Europe, the global pandemic, a cost of living crisis, the increasing impacts of climate change being felt across the world. As we face into these challenges, dealing with their personal as well as professional impact, it can be easy to forget that, as a sector, we are not merely witnesses to history – we help shape it. Over the years, the UK Space Conference has charted the growth of the space sector in the UK, with each edition bringing together a broader array of companies, researchers, officials and international partners. We are at an inflection point. Space is no longer an upstart, trying to muscle in on aerospace, defence and technology – we are a mature sector in our own right. Between us, we employ almost 49,000 people across the whole of the UK, with a labour productivity of £144,000 per employee – that’s two-and-a-half times the national average. While we want to maintain the vigorous entrepreneurial spirit and healthy appetite for disruption that makes this such an exciting area to work in, we also need to scale and adapt quickly as a sector – maturing how we serve existing customer demands and anticipating future space use cases. What does this mean in practice for the UK Space Agency? You need an Agency that works for you. We have changed a lot over the past couple of years, and I hope that you are already seeing the improvement. We have a clear value proposition – our offer to you – to catalyse investment, deliver space missions and capabilites, and champion space.

We are also diversifying our geographical footprint so we can be physically closer to the sector we represent, and draw more effectively on the wealth of talent found outside London and the south of England. And we are providing more funding to the sector than ever before – 30% more in 2022/23 than in 2021/22. But I believe the big challenge for all of us – whether in government, industry or academia – is to focus much more of our collective energy in encouraging demand for space products and services, both nationally and internationally. It is only by stimulating demand, that we can make the transition from being a sector that is quietly respected for punching above its weight, to one that is renowned globally for the positive impact it has across society. The National Space Strategy In Action, published in July, explained how government will provide clear demand signals to the sector – both for civil and military applications – with more to follow in a Space Sector Plan early next year, giving greater, long-term certainty when making decisions on forward planning and investment. The UK Space Agency has also launched a new project – Unlocking Space for Business – to unleash the benefits of space technology for commercial applications, initially focused on the transport and finance sectors. We are taking a more proactive approach to catalysing investment, from procurement decisions to how we award our grants. And we are sharpening the UK’s competitive edge, shining a light globally on the advantages of doing business with our responsible, sustainable space sector. Everyone here in Belfast is aware of the rapid, transformative change underway as smart technology weaves satellite data through society. We know that space is part of our critical national infrastructure and drives innovation across the economy. We know that the UK is involved – and is in many cases leading – some of the most innovative, exciting and beneficial space projects. These messages should reach beyond the ICC, permeate other sectors of the UK economy, our schools and universities, land with investors and key decision-makers, and turn into concrete actions, revenue and investment. EXPLOITING DUAL-USE SPACE CAPABILITY Although leveraging dual-use comes with a challenge, building alignment between government and industry and streamlining procurement processes offer two tangible solutions.

Indeed, today’s primes should be helping to ensure a more open playing field, and facilitating a collaborative industry-wide approach.

Dual-use technologies with both civil and military applications are becoming an increasingly critical part of the space equation, enabling new capabilities and driving market growth domestically and internationally.

For example, partnering with SMEs on specific projects, something we’re actively doing with our Azalea satellite cluster.

However, effectively and securely sharing military space solutions with wider government and commercial users isn’t easy. Doing so will require the right mindset and the right frameworks. Building alignment Success in the UK’s long-term dual-use strategy will largely depend on our ability to establish joined up national priorities, delivered through a single programme that taps into the UK’s full range of technical expertise. Collaboration is key – both in terms of government with industry (e.g. regular working groups to define dual-use capabilities and agree requirements) and industry with itself (e.g. primes engaging with their supply chains across the technical landscape).

Streamlining processes The other key component concerns the procurement processes involved in delivering and implementing dual-use space capabilities. A balance must be struck between the supply chain resilience provided by long spending commitments and the room for more frequent technical iterations that shorter commercial commitments allow. New frameworks that make it easier for government departments to consume capability could solve this issue. Could a single department such as the MoD act as an anchor customer and share its excess capacity with other departments? Or, multiple government departments could pool contractual commitments to buy services, thereby enabling industry investment. KEEPING OUR SPACE INDUSTRY IN ORBIT In an increasingly competitive and interconnected world, it is essential that the UK plays to its strengths – tapping every available pool of skills to underwrite its economic future through investment in the resilient, future-proof industries of tomorrow. Of course, this is easier said than done, but space is an area where we have an undisputed seat at the global “top table”. Airbus is fundamental to this story. Around a quarter of all telecommunication satellites globally are built by Airbus in the UK, for a blend of commercial and military customers. While Airbus may be best-known for its commercial jets, its contribution to critical global infrastructure through space technology is just as notable. SENTINUS Sentinus is a not for profit educational charity which works with schools and colleges throughout Northern Ireland to deliver programmes which promote engagement in Science, Technology, Engineering and Mathematics (STEM). The European Space Agency is planning to send a mission to Mars next year and wants you to design and build a buggy which can move around on the surface of the red planet. Working in your team, you will build and test your model using K’Nex. At the end of the workshop, each participant will be given a telescope which you can build at home and use to view distant objects.

ARMAGH OBSERVATORY AND PLANETARIUM Armagh Observatory and Planetarium is one of the oldest astronomical institutions in the British Isles. Opened in 1968, its planetarium celebrated its 50th anniversary in 2018. Today, they feature a state-of-the art digital projector system providing an immersive experience under the 12-metre diameter planetarium dome. The team will guide an activity making rockets from paper, card, and tape, and then test the engineering skills by launching them into the air.

SPiN The Space Placements in Industry (SPiN) scheme provides summer placement opportunities for UK university students considering employment in the space sector and connects them to space sector organisations who want to find the most talented and enthusiastic people to ensure the future success of their businesses. Students are enthusiastic to work in the space sector and are keen to develop new skills. The scheme is funded by the UK Space Agency and managed by the Satellite Applications Catapult. It has been running since 2013 and continues to grow in popularity, with demand outstripping supply. Host organisations, who would like to offer university students the opportunity to gain new skills and an insight into their

business, provide the UK Space Agency with details of a possible short-term project (typically of eight weeks duration). Applications are welcomed for awarded projects from any discipline and are not restricted to technical degrees. The SPiN academic poster sessions are a fantastic opportunity for SPiNterns to really demonstrate what they have achieved during their placements. SPiNterns give a 2-minute talk on their placement and there will be a display of their academic posters. The space community can learn about the exciting range of projects that the SPiNterns undertook in 2023. The poster sessions are open to space employers to see what can be achieved by an intern and possibly find their next recruit!

The rover will be the first mission to combine the capability to move across the surface and to study Mars at depth.
