Reflecting on My Time as UCANE President As I prepare to conclude my two-year term as President of the Utility Contractors’ Association of New England, Inc. this January, I am filled with gratitude, pride, and a deep appreciation for the strength and character of this organization. Serving as President has been one of the great honors of my professional life, and I want to thank every UCANE member—contractors, associates, engineers, and partners—for the trust and support you have shown me throughout this journey.

M

ost importantly, I want to extend my sincere thanks to my peers on the UCANE Executive Board and to our full Board of Directors. Your guidance, your willingness to engage, and your commitment to UCANE’s mission made these past two years productive and rewarding. None of our accomplishments would have been possible without your steady leadership and partnership. I am grateful for every conversation, every meeting, and every solution we crafted together in service to our industry.

Reflecting on our work, UCANE has continued to elevate its voice and influence at both the state and federal levels. We strengthened our presence on Beacon Hill and in Washington, D.C., advocating for water, wastewater, and utility infrastructure funding and ensuring our members’ priorities were front and center. From ARPA and IIJA/BIL on the Federal Level to the recent Housing Bill and ongoing Environmental Bond Bill, we work daily to make sure UCANE’s perspective and mission is heard and understood.

Over these two years, our association has also expanded its membership and increased opportunities for engagement across the industry. We improved our communications, modernized several administrative processes, and continue to grow Construction Outlook into a respected source for industry insight. Our events— DECEMBER, 2025

from the Inaugural Meeting to our Annual Trade Show, Western MA meeting, TopGolf fundraiser to UCANE Day at the State House to our Annual Banquets—have become not only moments of celebration, but important platforms for advocacy, education, and unity among our members.

Of course, our work is far from finished. We continue to push for sustainable long-term infrastructure investment, greater regulatory clarity, workforce development support, and safe, modern job sites. These priorities will remain at the forefront of UCANE’s mission, and I am confident in the vision and leadership that will guide the association forward.

While my tenure as President is nearing its end, my commitment to UCANE is not. I look forward to continuing to serve on the Board of Directors and participating actively in our committees and initiatives. I am excited to support our incoming President Chris Valenti and to help UCANE maintain the momentum we have built together.

Thank you again for the privilege of serving as your President. Record Number of Ballot Initiatives May be Headed for the Ballot in 2026

I

n late November 2025, supporters of a diverse array of statewide initiatives in Massachusetts cleared the first major hurdle toward putting their proposals before voters: they submitted more than the required 74,574 certified signatures to the offices of local registrars and the Secretary of the Commonwealth. As a result, at least 10 ballot‑question campaigns remain alive and on track for the 2026 election — a field that may become the largest ever in state history.

The range of issues covered by the advancing petitions is broad: proponents of rent control, public‑records reform, changes in tax policy, zoning and housing reform (including “starter‑home” zoning), and election‑system adjustments are all in the mix for 2026. Among the most watched by UCANE members may be the conservation‑oriented question known as Protect Water and Nature, which would redirect state sales and use taxes collected on sporting goods, recreational vehicles, and related outdoor‑recreation equipment toward a dedicated fund for land and water conservation, open‑space protection, and expansion of public recreation infrastructure like parks and trails.

Supporters of Protect Water and Nature argue that the measure would generate meaningful dedicated funding for environmental conservation and outdoor recreation — estimating over $100 million annually — without raising new taxes, but instead repurposing existing tax revenue streams tied to recreational and sporting-goods purchases. By linking the tax on sporting goods to environmental and recreational investments, DECEMBER, 2025

the campaign seeks to tap into growing public support for preserving open space, improving access to nature, and expanding outdoor quality-of-life amenities — especially at a time when federal conservation funding is becoming more uncertain. Ultimately, the question is whether the funding may be used to construct improvements related to drinking water or sewer improvements.

If successful, the 2026 ballot could mark a turning point in how Massachusetts funds conservation, recreation, and outdoor‑access priorities — shifting some burden to a “user‑pay/ benefit‑tied” tax on recreation‑related purchases rather than general taxation. For policymakers, planning‑stakeholders, and municipal officials, the outcome could carry significant consequences: new funding streams for conservation and parks, but also changes in market dynamics for retailers of sporting goods and recreation equipment. The ballot question will undoubtedly give rise to here-to-unannounced opposition group.

Given the large number of proposals still advancing and the broad public interest in housing, taxation, environmental protection, and civic reforms, 2026 promises to be a consequential year at the ballot box in Massachusetts.

Closeout Budget for FY25 Passes; Signed into Law

s reported in a joint press release issued by the Senate President Karen Spilka and Speaker of the House Ron Mariano, the Massachusetts legislature passed a supplemental budget to address end of fiscal year budget needs. As part of allocating the final expenses of Fiscal Year 2025, the legislation, House Bill 4761, provides funding for MassHealth, hospitals and reproductive care; ensures that students at public colleges and universities are delivered the financial aid they depend on; adds funding for the universal meals program for children in public schools; and funds operational enhancements to improve how Massachusetts residents access supplemental nutrition assistance, or SNAP. It also directs state funds to support transportation and public safety ahead of the upcoming 2026 World Cup, ensures accountability in sheriffs’ operations, and brings transparency to former state institutions where residents with intellectual and developmental disabilities suffered abuse.

Details of policy and spending contained in the closeout supplemental budget agreement include, but are not limited to: • Accountability for Sheriffs. Directs an investigation into sheriffs’ Fiscal Year 2025 spending deficits.

The investigation will include analyses of compliance with state finance law, spending on programs that are outside required operations, and payroll changes over time. Funds no-cost phone calls program and Section 35 treatment programs for people with alcohol and substance use and withholds funding the remainder of the sheriffs’ deficit until the Inspector General (IG) reports on sheriff spending, with a preliminary report due on February 27, 2026, and a final report due May 31, 2026.

Matching Funds Program for World Cup 2026. Creates a new Sports and Entertainment Fund initially provided with $10 million to support transportation, public safety, wayfinding, and similar costs related to Massachusetts’ continued on page 9

Going forward, the Sports and Entertainment Fund would be able to receive funding to support a competitive grant program administered by the Massachusetts Office of Travel and Tourism (MOTT) to attract major sports or entertainment events to provide event services, sports development, sports marketing, or construction, functioning, and operation of an event.

• Privacy for People Seeking Name Changes.

Removes the automatic requirement of a public notice for name-change petitions filed in court.

• Weymouth Naval Base. Language was included to update the governing structure and processes for the redevelopment of the former Weymouth Naval Base. The enabling act amendment will allow for the greater ability to develop housing and related retail opportunities.

In addition, the legislation resolves outstanding expenses from the fiscal year that ended in June and has a net cost to the state of $806.9 million after accounting for federal reimbursements. The legislation includes $2.31 billion in total gross spending. Among

the areas addressed includes: • Universal School Meals. Provides $12 million to support the universal meals program for public school students.

• Life Sciences. Transfers $10 million to the Massachusetts Life Sciences Center (MLSC) to support and bolster scientific research and development in the Commonwealth.

• Snow and Ice Removal. Provides $60.7 million for MassDOT snow and ice expenditures.

• Excess Capital Gains. After accounting for spending contained in the agreement, the remainder of collected excess capital gains will be distributed as follows: (i) $502.2 million (90 per cent) to the Transitional Escrow Fund; (ii) $25.1 million (5 per cent) to the State Retiree Benefits Trust Fund; and (iii) $25.1 million (5 per cent) to the Commonwealth’s Pension Liability Fund.

• Student Opportunity Act Transfer. Transfers $100 million in excess surtax collections to the Student Opportunity Act (SOA) Investment Fund.

DPU Receives Perfect Score Three Years in a Row from Federal Pipeline Safety Agency

I

n a press release from the agency, the Massachusetts Department of Public Utilities (DPU) announced that it had received another perfect score from the federal Pipeline and Hazardous Materials Safety Administration (PHMSA) for its pipeline safety oversight program in 2024. This evaluation marks the third consecutive year that the DPU’s Pipeline Safety Division has received a perfect score for the enforcement and implementation of federal pipeline safety standards. The DPU’s Pipeline Safety Division is dedicated to the safety and integrity of intrastate pipelines in Massachusetts. Through rigorous enforcement, the Division ensures that the investor-owned gas utilities, municipal gas departments, steam distribution companies, and operators of intrastate Liquefied Natural Gas (LNG) and Liquefied Petroleum Gas (LPG) facilities comply with both state and federal safety laws.

PHMSA is the federal agency tasked with regulating the safety of the transportation of energy and other hazardous materials. Legislative Update continued from page 11 evaluations. Since 2022, the Pipeline Safety Division has scored the maximum possible points for both portions of PHMSA’s evaluation.

According to the same press release, with legislative changes increasing penalties for gas operators who violate pipeline safety laws and regulations, the Pipeline Safety Division drove the reduction in damages through its enforcement, an increased field presence, and education. Its Damage Prevention Program provides educational seminars across the state throughout the year. The implementation of new pipeline and damage prevention databases has helped to maintain accurate and reliable data and record-keeping of gas infrastructure. The Pipeline Safety Division continues to collaborate with Dig Safe, Inc. to promote awareness in New England and help educate excavators, contractors, and property owners on the safety laws that must be followed before outdoor digging projects can commence.

EOED Announces Moochhala as Undersecretary. The Executive Office of Economic Development announced the appointment of Ms. Zenobia Moochhala as Undersecretary of Business Strategies. In her new position, Ms. Moochhala will oversee the Massachusetts Office of Business Development and work closely with quasi-governmental partners Massachusetts Technology Collaborative, Massachusetts Life Sciences Center, MassVentures, and the Massachusetts Clean Energy Center. She will also be responsible for the state’s tourism and international trade sectors through the Massachusetts Office of Travel and Tourism and the Massachusetts Office of International Trade and Investment. Ms. Moochhala was a co-founder of Care.com, where she was part of the executive leadership team that built the platform into the world’s largest online marketplace for families and caregivers. She holds an M.A. in international economics and finance from Brandeis University and a B.A. in economics and statistics from St. Xavier’s College in Mumbai.

MassReady Act Advances from Committee.

Filed in June, Governor Maura Healey’s $2.9 billion environmental bond bill (the MassReady Act) received a favorable report from the Joint Committee on the Environment and Natural Resources. The 51-page bill (Senate Bill 2542), advanced shortly after Thanksgiving, has now moved to the Joint Committee on Bonding, Capital Expenditures and State Assets. The bill secured 13 favorable votes, including nine from representatives and four from senators.

The bill was not amended as it left committee.

As reported by the State House News Service, the cornerstone of the bill is $600 million for flood control and coastal resilience funding.

The bill would also require home buyers and renters to be notified of a property’s flood history and flood risk. Along with this, it proposes housing permitting reforms and nature-based solutions meant to speed up the approval and administrative appeals process. As House Chair of the Joint Committee on Economic Development and Emerging Technologies, and previously as House Chair of the Joint Committee on Community Development and Small Business, she played a central role in crafting major economic-development packages, expanding support for small businesses, and advancing policies that promoted innovation, workforce training, and regional competitiveness. She was also a leading voice for the commercial fishing industry, securing investments in fisheries research, port infrastructure, and coastal resiliency. Representative Ferrante’s bipartisan approach, mastery of complex policy, and unwavering commitment to the people of Gloucester earned her broad respect across state government. Her passing is a profound loss for the Commonwealth, but her legacy endures in the transformational initiatives she championed and the community she served with integrity, humility, and exceptional devotion. She was the Vice Chair of the House Committee on Ways and Means in the current session.

infrastructure, the bill would invest $315 million for the Municipal Preparedness Program that supports local climate resilience, $125 million for the Food Security Infrastructure Grant to expand food access, and $220.5 million for conservation and open space. Finally, the bill also invests $385 million to fund clean water infrastructure with priorities including PFAS remediation, public health and utility upgrades.

Another $120 million would go to Massachusetts Department of Environmental Protection to manage PFAS contamination. The bill also aims to expedite and simplify the Chapter 91 environmental permitting process for housing and natural infrastructure projects like dam removal and wetland improvements. Legislative Update continued from page 17 lic Safety and Security. In November, Governor Healey announced that she has appointed Ms. Gina K. Kwon as Secretary of the Executive Office of Public Safety and Security (EOPSS).

Secretary Kwon has served as Undersecretary for Law Enforcement at EOPSS since February 2023 and has significant prosecutorial and law enforcement experience at the state and local levels. Interim Secretary Susan Terrey will continue in her role as Deputy Secretary and Undersecretary for Homeland Security. Prior to joining EOPSS, Secretary Kwon had a distinguished career as a local and state prosecutor. She served as Chief of the Criminal Bureau at the Office of the Massachusetts Attorney General, leading major criminal investigations, prosecutions, and appeals. During her tenure with the Attorney General’s Office, Ms. Kwon served in the Enterprise, Major and Cyber Crimes Division, where she began as an Assistant Attorney General in 2015, was promoted to Deputy Division Chief in 2017 and rose to Division Chief in 2019. She earned her bachelor’s degree from Boston College before receiving her juris doctor from New England Law School. n

UCANE’s 2025 Year End Wrap Up

2025 Overview If you’ve been around UCANE long enough, you know that an “ordinary” year simply doesn’t happen. Something is always moving — a bill at the State House, a new regulation at MassDEP, a federal directive, a truck rule, a golf tournament, a scholarship presentation, a fundraising event, or a member picking up the phone to say, “We’ve got a situation on this job. Who can help?” But 2025 had a different pace to it. There was a steady, confident forward pull that carried through every season. At meetings, on job sites, and in hearing rooms, there was a sense that UCANE wasn’t just reacting to the year — it was shaping it.

There wasn’t one defining moment, but many. Taken together, they told a story of an association growing stronger, more engaged, more visible, and more connected to its members and mission than ever before.

As we close out 2025, we recognize that each new year brings fresh challenges for our industry. UCANE remains steadfast in its commitment to strengthening the industry, ensuring continued infrastructure funding, and upholding its reputation as the region’s most respected trade association.

A Full House on Beacon Hill If you were anywhere near the Senate Reading Room on October 15, you knew UCANE had arrived. The room filled early, and the conversations sounded like teammates catching up before a big game. Contractors greeted each other, engineers compared notes, and associate members pointed out familiar faces from across the room. It felt less like a formal event and more like a gathering of people who genuinely like working with one another — the kind of community spirit you can’t fake.

When Senate President Karen Spilka; Massachusetts Executive Office of Energy and Environmental Affairs Secretary Rebecca Tepper; Representative Christine Barber and Senator Rebecca Rausch, the respective Chairs of the Joint Committee on the Environment and Natural Resources took their places, they weren’t just fulfilling a calendar obligation.

Safety, Training, and Looking Out for Each Other If you want to understand this industry, don’t start with equipment or contracts. Start with safety. It’s the first topic on every job, every morning, in every trench, on every site.

UCANE members know the risks of underground work are real, and the only measure of success is when everyone goes home safe at the end of the day.

This year’s Trench Safety Stand-Down saw jobsites across New England pause to talk, demonstrate, and practice. Leaders gathered crews around open trenches. They reviewed soil conditions, shoring systems, emergency response plans, and equipment.

The repetition wasn’t boring — it was essential. Lives depend on it.

UCANE supported those efforts with updated training programs, AC pipe handling certification through ATLAS, hazard identification workshops, and guidance on new truck safety regulations. Members received

doesn’t just invest in projects — it invests in people. Some of these students will return to our industry after graduation. Some may join member companies or public agencies. All will carry forward an appreciation for the importance of water and sewer infrastructure.

Their achievements gave the membership something to cheer for beyond jobsites and budgets — a reminder that the next generation is coming, and they are impressive.

A Summer Day on the Course The UCANE Golf Tournament is always a highlight, but 2025 delivered one of the best events in recent memory. The weather cooperated from the first tee to the last putt. The

course was in great shape. The turnout was strong. And the smiles were everywhere.

There’s a certain feeling you get at this tournament. It’s competitive, sure, but it’s friendly. Contractors play alongside associate members. Engineers walk the fairways with suppliers. The conversations shift easily from lessons learned in the field to who’s taking the next shot. It’s business without the boardroom — relationships built without an agenda.

By the end of the day, everyone had enjoyed themselves. And like every year, the tournament supported UCANE programs that make a difference. A Night at TopGolf, A Gift to a Cause If the golf tournament is UCANE at its happiest, the TopGolf night in Canton is UCANE at its most generous.

More than 120 members and guests showed up for a fall evening of swings, food, laughter, and camaraderie. Skill level didn’t matter — enthusiasm did. Some hit towering shots. Some barely made contact. Everyone had fun.

And then there was the moment that gave the night its true meaning. By the time the fundraising totals were counted, UCANE had raised $10,000 for the Brain Aneurysm Foundation. It felt right. The applause was genuine. The sense of community was unmistakable.

A Banquet Full of Energy UCANE’s 71st Annual Banquet at the Newton Marriott was a celebration in every sense of the word. The ballroom was full, the conversation was lively, and the pride in the room was unmistakable. Contractor of the Year (Brian Cooney of C.C. Massachusetts Department of Public Utilities Recognized for Enforcement and Implementation of Federal Pipeline Safety Standards In November of 2025, the Massachusetts Department of Public Utilities (“DPU”) announced that it “received another perfect score from the federal Pipeline and Hazardous Materials Safety Administration (PHMSA) for its pipeline safety oversight program in 2024.” The DPU’s Pipeline Safety Division is “dedicated to the safety and integrity of intrastate pipelines in Massachusetts.”

The DPU touted this as “the third consecutive year” that its Pipeline Safety Division “has received a perfect score for the enforcement and implementation of federal pipeline safety standards.”

A

ccording to the DPU, the performance of its Pipeline Safety Division “has improved dramatically since the Merrimack Valley Incident.” Under current leadership, DPU stated that its Pipeline Safety Division “has led a transformative shift in educating and enforcing the laws.” Indeed, DPU is pursuing “rigorous enforcement” in order to ensure compliance with applicable safety laws. The DPU announced that its Pipeline Safety Division “has stepped up, increased its staff, and is ever focused on core safety operations.” In fact, with an increase of more than 300% in recent years, DPU’s staff now includes three attorneys and 20 engineers. This robust focus on safety and enforcement has also resulted in an “increased field presence,” as well as a “reduction in damages.”

DPU takes its role with respect to safety and enforcement seriously. With this latest recognition for DPU’s enforcement efforts, contractors should expect that DPU will continue to “rigorously enforce” applicable requirements. Contractors must therefore be vigilant when it comes to education and training as

well as compliance with applicable laws and regulations, including those within the jurisdiction of DPU. Recognition of hazards and potentially reportable issues is key, and starts with effective and ongoing training and re-training of field personnel.

When reportable issues are recognized, contractors are generally advised to take prompt action to report such issues so that they can be investigated and any safety concerns addressed. In this regard, 220 CMR 99.07(1) provides that “[e]very company or excavator having knowledge or reason to know of any damage to an underground facility or continued on page 44

Legal Corner continued from page 43 violation of M.G.L. c. 82, §§ 40 through 40D or 220 CMR 99.00 shall report such damage or violation to the Department within 30 days of learning of the circumstances.” DPU has indicated that it wishes to avoid situations where contractors make their own judgment calls with respect to potential safety risks and fail to report.

In the event that DPU issues a Notice of Probable Violation, contractors should take immediate steps to investigate the situation, including consulting with experienced legal counsel. Many cases rise and fall on their facts. As a result, contractors may be able to assert valid defenses, depending on the facts and circumstances of a given situation.

Compliance is not only critical to further safety interests, it is a necessary part of doing business. Contractors can face unwanted consequences if they find themselves repeatedly subject to multiple DPU violations.

Beyond exposure to potentially significant monetary penalties, this can adversely impact a contractor’s ability to secure future public work in light of applicable prequalification and certification requirements. n

Hidden Jobsite Risks: Fighting Fatigue and Distraction When winter settles over New England, the days grow shorter, the temperatures drop, and construction and utility crews face a unique set of challenges. Darkness falls early, the cold sets in fast, and productivity expectations remain high. Amid these seasonal pressures, fatigue can quietly creep in — becoming a real safety hazard for workers performing critical underground utility or construction tasks.

For decades, “impairment” on the job meant one thing: intoxication. Today, safety professionals and regulators recognize it’s far broader. Three major unseen risks now affect crews across the region: • Fatigue and Sleep Deprivation: Working long shifts or arriving after only a few hours of rest.

• Residual Effects: Hangovers, medications, or stimulants masking exhaustion.

• Distraction: Phones, earbuds, personal calls, and mental stress pulling attention away from hazards.

Each erodes awareness, slows reaction times, and impairs judgment.

A worker may not clock in drunk, but if they attended a holiday party the night before, took certain prescription drugs, or simply stayed up too late, their reflexes and decision-making can be dulled. Even if alcohol is out of the bloodstream, hangovers can reduce cognitive performance by up to 30%. Caffeine may help them feel alert, but it doesn’t restore reaction time or hazard perception.

This “hidden impairment” is particularly dangerous on sites with heavy equipment or tight utility corridors where a split-second error can injure multiple people. Supervisors and co-workers often can’t see it—but its effects are real.

Phones are a common “tool” on job sites. But a quick glance at a text can produce “inattention blind-

ness.” OSHA has documented cases where workers stepped into the swing radius of a backhoe or into live traffic while distracted. Earbuds reduce situational awareness, muting warning shouts or backup alarms. Even mental distractions—worrying about bills, scrolling social media at break—chip away at vigilance.

Fatigue by itself slows reaction time and clouds judgment; combined with distraction, it becomes a multiplier. The National Safety Council reports fatigue-related impairment can mirror a blood-alcohol content of 0.05%–0.08%. In high-risk work like utility construction, that margin matters.

UCANE Closes the Year with Advocacy, Governance, and Holiday Fellowship UCANE closed out its official 2025 schedule with a full evening of business, advocacy, and holiday celebration at Ruth’s Chris Steak House in Waltham. On Wednesday, December 3, members gathered for a sequence that has become a December tradition: the Government Relations Committee meeting, the Board of Directors meeting, and finally, Holiday Dinner.

T

he afternoon opened with the Government Relations Committee meeting. Members reviewed progress on UCANE’s two primary filings: Timely Payment of Police Details, and a connection-fee proposal to support water infrastructure.

Both continue to advance, with favorable action in the Senate and extensions secured in the House. With more than 6,800 bills filed before the January deadline, UCANE is tracking more than 80 matters of interest. The group also discussed legislation moving forward on truck safety, OSHA training, roadway excavation, and fairness in contracting — issues central to UCANE’s mission of protecting contractors and the infrastructure they build.

Recent hearings on Wage Theft and a prefab prevailing wage proposal were reviewed, along with the association’s written opposition. Water infrastructure funding remains a leading priority, and UCANE continues collaborative work through the Water Infrastructure Alliance. Ballot initiatives expected in 2026, including land protection and income tax reform, were briefly noted. Members left the session confident that UCANE’s advocacy posture heading into the next legislative cycle is strong.

Without missing a beat, the Committee meeting transitioned into the Board of Directors meeting as

more members arrived. President Brian Cooney called the meeting to order, offered the invocation, and guided the approval of minutes. Treasurer Querino Pacella, supported by Office Manager Tiffany Stonkus’ financial updates, reviewed QuickBooks reporting, profitand-loss, and accounts receivable. The proposed 2025 UCANE budget was discussed and approved.

Executive Director Joe Nolan delivered his report, noting that the association’s updated bylaws were unanimously approved by both the Board and membership earlier in the day. Nolan also introduced Brandon Ward as UCANE’s new Legislative & Membership Administrator, an important addition as UCANE prepares for a busy legislative year and an expanded committee structure.

The evening also carried a look ahead. Members were pleased to hear that the keynote speaker for UCANE’s Inaugural Dinner on January 28, 2026 will be Marty Walsh — former Boston Mayor, former U.S. Secretary of Labor, and current Executive Director of the NHL Players Association. His deep understanding of labor, workforce issues, and construction makes him an ideal voice to help launch the new year. Seating is limited — members are encouraged to reserve their tickets early. n

The Importance of Upskilling Your Construction Employees

D

espite an abundance of construction work, it’s no secret that filling construction jobs has gotten more difficult in the past few years. As seasoned employees retire, recruiting the younger workforce into the trades has to be a priority moving forward. However, the key is to not only attract new workers but also to retain them.

The Gen Z Opportunity Recent postsecondary enrollment numbers from the National Student Clearinghouse Research Center reveal double-digit growth (+13.6%) for public two-year institutions with high vocational program focus. According to the report, these institutions “now encompass 19.5% of public two-year enrollment, up from 15.3% in 2019.”

Further data from ADP Research published in Today at Work found blue-collar jobs made up 18.6% of employment for workers aged 20 to 24 in January 2024 — 2.3 percentage points larger than that of the same age group in January 2019, and 2.5 percentage points larger than that of workers 25 to 39.

Continuing to recruit Generation Z (Gen Z) into the construction trades is just half the opportunity.

Moreover, 18% of these workers feel their employer is investing in the skills they need to advance their career in the future.

There’s room to improve for construction employers, who could benefit from skills development in a few ways according to the ADP Research analysis — enhanced reputation, increased productivity, and lower turnover.

According to the People at Work 2025 story on skills development, workers who feel strongly that their employer is providing the training they need are nearly six times more likely than others to recommend their company as a great place to work, and 3.3 times more likely to consider themselves highly productive. And when survey respondents were asked to provide the top reasons why they would stay with their employer, the opportunity for career advancement was second only to flexibility in scheduling.

New vs Used: If you decide to pursue ownership, the next step is for you to determine whether you want to shop for new or used equipment. The initial investment in new equipment can be very expensive; however, there tend to be more deals offered for new machines. New equipment typically comes with brand-new cuttingedge technology, such as factory-installed smart systems. They are reliable and feature technology that enhances safety in the field. Oftentimes warranty protection is offered with new equipment, which can be beneficial in the future. New equipment is easy to use, although, depending on the latest technology it comes with, it may require training. Similar to owning a car, over time the value decreases, so if you decide to resell, you will receive less than you paid. Purchasing new equipment is beneficial for large contractors with long-term projects.

If you choose to buy used equipment, it is more affordable initially, as it costs less and has lower insurance rates. There is a variety of used machines to select from, which usually requires less training.

Used equipment enables you to expand your fleet quickly, eliminating a huge financial hit to your budget. The cons of buying used equipment include a

lack of financing options, a shorter lifespan, and an increase in repair costs. It may also have outdated technology that may not give you a competitive edge.

When making a decision, keep your budget and the scope of your projects in mind. Also factor in your access to maintenance and assess the resale value of your selected equipment and determine whether or not you may want to profit from it down the line.

The majority of new machines, whether purchased or rented, have GPS machine control technology built into the equipment. Some used machines may already have GPS installed; it may depend on the age of the equipment and whether the previous owner needed it. Various brands sell heavy equipment with or without GPS technology. Some of the most well-known brands are John Deere, CAT, Komatsu, Hitachi, CASE, and Doosan. All brands are reputable and have great products, so choosing the right one for you will be based on preference. We recommend looking at each brand before making a final decision.

Consult your local dealership, and they will be able to provide you with pricing and more information. Prices and rental rates will vary depending on the retailer and brand you choose. Conduct a thorough amount of research to ensure you get the best deal possible.

Every Second Counts: How to Respond to Medical Emergencies Underground

In underground construction, where workers operate in confined spaces, around heavy equipment, and often far from immediate medical care, being prepared for a medical emergency is as important as wearing a hard hat. Quick thinking and immediate action can save a co-worker’s life long before first responders arrive.

K

nowing the signs of common medical emergencies and understanding what to do in those critical first minutes should be part of every crew’s safety culture. Whether working in a tunnel, shaft, or trench, every worker should be ready to step up when seconds matter.

Heart Attack Long hours, physical labor, and exposure to stress and temperature extremes can all contribute to cardiac risk on the job. A heart attack occurs when blood flow to the heart is blocked. Signs include persistent chest pain or pressure that may spread to the neck, jaw, shoulder, or arm, along with shortness of breath, dizziness, nausea, or sweating.

Call 911 immediately—even if you’re not sure it’s a heart attack. While waiting for help, keep the person calm and seated, loosen tight clothing, and be prepared to begin CPR if they become unresponsive.

Stroke A stroke happens when blood flow to the brain is interrupted, either by a clot or a ruptured vessel.

The acronym FAST can help crews remember what to look for: •

Face: One side droops when smiling.

Arms: One arm drifts downward when both are raised.

•

Speech: Slurred or strange speech.

•

Time: Call 911 right away and note when symptoms began.

Time is critical—early treatment can prevent permanent damage.

Choking Dust, debris, and eating on the go are part of underground work life, but they also create choking risks. If someone suddenly can’t cough, speak, or breathe, and appears panicked or starts turning blue, act fast.

Call for help and perform the Heimlich maneuver if you are trained. If you are not trained, encourage everyone on your crew to get certified, knowing how to clear an airway can save a teammate’s life. continued on page 68

Shock Shock can follow any serious injury or sudden illness and means the body isn’t getting enough blood flow. Look for pale, clammy skin; rapid breathing; confusion; or faintness.

Call 911 immediately. Lay the worker down, raise their legs slightly (if it won’t cause pain or worsen injuries), loosen tight clothing, and keep them warm with a jacket or blanket. Stay with them until emergency responders arrive.

Concussion

Sudden cardiac arrest is when the heart stops beating altogether. The person collapses, becomes unresponsive, and may stop breathing.

Call 911 immediately, begin CPR, and use an AED (automated external defibrillator) as soon as possible. AEDs should be readily accessible on all job sites—ideally near crew stations or break areas.

The device will guide you step-by-step through its use.
