Water Infrastructure Taking a “Break” This Summer UCANE often highlights how our underground infrastructure is the “forgotten infrastructure.” It is out of sight and out of mind. Most people don’t take notice until there is a water or sewer main break that directly effects their home, business, transportation, or in some way leaves them, at best, inconvenienced, or at worst, puts their health and safety at risk. Most people associate water main breaks with winter, as the frigid temperatures cause stress on old pipes, leading them to crack. While we do see this happen with frequency, our out of date pipes are just as susceptible in the summer – and this summer has been no exception.

I

n the past two weeks alone we have seen major breaks in Newton, Somerset, Melrose, Westfield, Hingham, Northampton, Rockland, Rowley, Cambridge, and Norwood. These are only the ones that UCANE has been able to track, so in no way is it a complete list. There are an estimated 850 breaks a day nationally costing over $50 billion annually. These are just the “traditional” breaks.

Recently in the Town of Melrose sewage backed up into four homes, making them inhabitable for days. Millions of gallons of raw sewage are still being dumped into the Merrimack River every time there is a storm with significant rainfall, which has happened more than once this summer. While there are several collective reasons for these incidents, there is one universal factor: the pipes were too old.

The extreme difference in temperatures, which causes frequent freeze and thawing cycles, lays the groundwork for these breaks, especially in New England where temperature variations cause the soil around the pipes to shift.

These older pipes, already suffering from corrosion, cannot withstand this shifting and begin to AUGUST, 2019

crack. Add in peak usage of water at this time of year, and you have a recipe for disaster.

Many of our UCANE members are very busy doing emergency repair work, and we will continue to be ready to do so when the need arises.

However, we will continue to advocate for a more proactive approach and additional funding in an effort to replace pipes before they break.

The Massachusetts House of Representatives recently passed a GreenWorks bill to provide funding for climate resiliency projects. Included in the bill is an amendment, filed by State Representative Paul Brodeur of Melrose and supported by UCANE, that ensures water infrastructure be included as a critical part of tackling climate-related issues.

There is ample evidence that our current infrastructure is not equipped to deal with the extreme weather conditions we have recently experienced. If we do the responsible thing NOW, and make the needed investment, we can hopefully avoid the residents of Massachusetts having to continue to pay the price in the years to come. n

Massachusetts House of Representatives Passes GreenWorks Legislation; Includes Provision Directly Highlighting Water Infrastructure

n an effort to address the issue of climate resiliency to position the Commonwealth for the growing impacts of climate change, the Massachusetts House of Representatives passed HB 3997, An Act Relative to GreenWorks, at the end of July. In unanimously passing a $1.295 billion bond bill to fund climate change adaptation and mitigation efforts by cities and towns, the legislation, which was released from the Joint Committee on Telecommunications, Utilities and Energy, was written to have broad application to provide flexibility in addressing municipalities’ varying needs.

Before passing the legislation, the House considered 43 amendments to the legislation.

UCANE, which supported two amendments, targeted support for Representative Paul Brodeur’s amendment to identify, specifically, water infrastructure requiring resiliency updates as eligible for receiving funding under the new GreenWorks grant program. In supporting the Brodeur amendment, UCANE and the American Council of Engineering Companies, Massachusetts (ACEC/MA) sent a joint letter to House leadership highlighting: “While water infrastructure should inherently be thought of as part of the infrastructure that requires climate resiliency, far too often water infrastructure is the “forgotten” AUGUST, 2019

backbone of our Commonwealth’s economic development, environmental, public safety and public health networks. The fact that the Massachusetts Water Infrastructure Financing Commission and the Office of the Auditor both found an approximately $18 billion to $21 billion funding gap over the next twenty years, exclusive of stormwater needs, shows that we can no longer afford to forget about water infrastructure. This amendment [the Brodeur amendment] will ensure that water infrastructure, whether part of a project or a climate resiliency need itself, has an opportunity to be funded through the GreenWorks program.”

After deliberation throughout the day, the Massachusetts House of Representatives adopted the Brodeur amendment, further ensuring the broad application of GreenWorks funding for addressing the Commonwealth’s water infrastructure needs. The GreenWorks legislation is now before the Senate Committee on Bonding, Capital Expenditures and State Assets.

The Massachusetts Senate will now determine whether to adopt the House funding mechanism of bonding, the Governor’s funding mechanism of a real estate excise tax increase or a hybrid of both. Historically, the Senate has embraced climate adaptation and resiliency initiatives. continued on page 9

Governor Baker Files Commercial Driver’s License Legislation

n the wake of the recent tragic incident in New Hampshire involving a trailer attached to a pick-up truck hitting oncoming motorcycles, Governor Charlie Baker has filed legislation to reform the Commonwealth’s commercial driver’s license (CDL) program. As described in his filing letter, Governor Baker’s legislation “proposes several safety-focused provisions that will raise Massachusetts’s standards for commercial driver’s licenses above the minimum requirements of federal law.

To begin with, under the proposed legislation, applicants for commercial driver’s licenses will have to demonstrate a history of good driving and will be ineligible for licensure if they have been suspended or disqualified from driving at any time in the past three years. The bill also proposes to raise suspension periods for operators with commercial driver’s licenses who commit multiple, serious traffic violations: it raises the minimum suspension period from 60 to 120 days for drivers who commit two serious traffic violations during a three-year period, and raises the minimum suspension period from 120 to 240 days for drivers who commit three serious violations in that window.”

The legislation also seeks to ensure that both employers and the Registry of Motor Vehicles (RMV) are informed in a timely manner of convictions that impact a driver’s eligibility to hold a commercial driver’s license. As a result, the proposed legislation requires that drivers provide next day notification to employers and the RMV if they are convicted of violating any state or local motor vehicle traffic law or if they have their right to operate a motor vehicle revoked or suspended by any state. Under a newly proposed provision, a commercial driver would be penalized for failing to notify an employer or the RMV of such suspensions or revocations.

Of note to UCANE members as well, the legislation will require any employer hiring commercial drivers to sign up for the state’s Driver Verification System (DVS), a free service that provides automatic notification to employers when an employee’s commercial driver’s license status changes.

This service has been in operation in Massachusetts for over ten years and gives employers nextday notification if an employee’s license has been AUGUST, 2019

suspended or revoked and when an employee’s commercial driver’s license expires. Finally, the bill also aligns various provisions of state statute with minimum federal requirements to eliminate any technical gaps between state law and the federal regulations. While already required under state regulation (and federal regulation as well), the legislation updates Massachusetts law to ensure only the hands-free operation of electronic devices while driving a commercial motor vehicle and implements a mandatory lifetime suspension for any driver who uses a commercial motor vehicle in the commission of a crime involving human trafficking.

The legislation, which has been assigned to the Joint Committee on Transportation, has not been assigned a hearing date yet. UCANE will continue to monitor this legislation as it progresses through the legislative process. continued on page 11

Governor Signs FY20 Budget; Does Not Veto Any Line-Item Appropriations

I

n a first for the Baker-Polito Administration, the Governor signed the fiscal year budget proposal enacted by the Massachusetts legislature without striking any earmarks or reducing appropriations amounts. The FY20 budget raises spending by $1.6 billion, or 4% over fiscal 2019. In signing the fiscal year 2020 budget, the Governor did return certain outside sections with amendments, but his wholesale approval of the legislature’s appropriations decisions likely reflects a good working relationship with the Massachusetts Legislature as well as a surging revenue picture. As reported by the Massachusetts Department of Revenue, for fiscal year 2019 that ended in June, revenue collections were $29.693 billion, $1.1 billion or 3.8% above benchmark. This represented an increase of $1.916 billion or 6.9% over the actual amount collected in fiscal year 2018.

Of particular note to UCANE members, the fiscal year 2020 budget includes an appropriation of over $32 million for the administration of the Massachusetts Department of Environmental Protection (MassDEP). This funding, which exceeded the original amounts proposed by each branch, will continue to allow the agency to replenish staff and resources. The FY20 budget also includes level funding for the Clean Water Trust’s contract assistance line item

at slightly more than $63 million. As well, the Commonwealth’s rate relief fund received its now customary appropriation of $1.1 million. The program, which once was funded at almost $63 million, has not seen its appropriations approach that level since the early 2000s.

In one of the more interesting items of note, the fiscal year 2020 budget also included funding for the Attorney General’s Office to fund specialized investigators and staff to address “wage theft” within the construction industry.

While generally not listed as the top wage theft industry, the construction industry has attracted a lot of attention during the legislative debate over wage theft legislation.

As a result, the additional funding is accompanied by a reporting requirement as to the impacts of the specialized focus on the construction industry. UCANE, as has been noted in previous issues of Construction Outlook magazine, contends that there are enough laws in place to address wage theft, but not necessarily the funding necessary to support the laws.

Baker-Polito Administration Files Transportation Bond Bill

A

t the end of July, the Baker-Polito Administration filed a transportation bond bill seeking $18 billion in additional capital authorization to invest in building and modernizing a transportation system that meets the needs of residents, businesses, and cities and towns statewide. The authorization would be used to fund existing programs as well as several new initiatives designed to lessen impacts from roadway congestion and ensure reliable travel throughout the Commonwealth.

According to a press release from the Governor’s Office, the legislation, An Act Authorizing and Accelerating Transportation Investment, includes a series of initiatives from the Administration to combat congestion on the Commonwealth’s roadways including establishing a tax credit to encourage telecommuting and remote working, expanding the use of designated bus lanes and transit signal priority, as well as creating a program designed to reduce bottlenecks on local roadways. The legislation also includes nearly $5.7 billion to continue modernizing the MBTA; $150 million to improve the pavement condition on state roads; $20 million to ensure municipalities have resources needed to continue efforts to build ‘Complete Streets’ infrastructure to encourage the public to travel more on foot and by bicycle; and $70 million for the Municipal Small Bridge Program.

The legislation will further make available an innovative, ongoing source of future support by authorizing up to half of the revenue generated by regional market-based compliance programs in the transportation sector, including the Transportation

and Climate Initiative (which is currently under development with other Northeast and Mid-Atlantic states and the District of Columbia), to be used to support public transit capital investments that reduce greenhouse gas emissions in the transportation sector. The implementation of this initiative will lead to additional future revenues for investments in transportation infrastructure beyond those included in the bill.

Provisions of this bill would accelerate the pace of construction projects and improve capital delivery. The new language would allow investments to be made using methods and procedures that appropriately balance safety, efficiency, and reliability.

MassDOT and the MBTA would be authorized to follow a streamlined process for entering into publicprivate partnerships and use Design-Build project delivery for all projects, including those with budgets under $5 million.

In anticipation of a report on congestion currently being completed by MassDOT, the legislation also includes two innovative new congestion reduction programs: (a) providing incentives to encourage employers to keep workers off the road during peak congestion times and (b) providing a tax credit for companies that support employees who work from home or remote locations.

The legislation, which will likely head to the Joint Committee on Transportation for an initial review, is one to watch as transportation financing mechanisms are likely to be discussed by the Massachusetts Legislature in the Fall. continued on page 15

Responsibly Addressing its Water Infrastructure Needs; Arlington to Raise Water and Sewer Rates

A

ccording to an article in the Arlington Patch, water and sewer rates will be increasing in the Town of Arlington next year, as both rate increases were approved at the end of July. There will be a 7.5% percent increase for the water rate and a 7.5% percent increase for the sewer rate. The rise in rates follows an increase implemented last year, with water going up 5.5 percent and 4.5 percent for sewer. The back-to-back increases came after a period of rate stability, as the rates remained the same between FY14 and FY18.

While Arlington has actually used less water than in years past, different capital projects being done throughout the Massachusetts Water and Resources Authority (MWRA) system create a fixed cost that must be paid by the MWRA member towns. According to information compiled by the Town, the average Arlington home uses approximately 60 centum cubic feet of water per year. Under the fiscal 2019 rates, that would be a water bill of $700 per year or $175 per quarter. Under the new fiscal 2020 rates, the average water bill is projected to rise to $747 per year, or $187 per quarter. The increases go into effect during the final two billing periods of fiscal 2020.

The Town of Arlington’s efforts underscore the message delivered by the Massachusetts Water Infrastructure

Finance Commission in 2012 that most municipalities will need to raise their rates in the coming years to fully address the growing water infrastructure-funding gap. For an extended period of time, the federal government provided generous amounts of funding for water infrastructure. While the state’s Clean Water Trust does exceptional work with the Statewide Revolving Fund for Drinking Water and Clean Water, municipalities still need to make water infrastructure funding a priority to address future water infrastructure investments. n

Mayor K im Driscoll (Salem, Massachusetts)

Mayor Kim Driscoll came to Salem in 1986 to attend Salem State and, like many other students there; she fell in love with this city. As part of her political science major, she had the opportunity to intern in the City of Salem’s Planning Department and that experience really opened her eyes to how important the work of local government truly is. There’s no better way to make a positive difference in the daily lives of your neighbors than through local government.

After college she took a position as Beverly’s Community Development Director and earned her law degree from the Massachusetts School of Law. In 1998, she was tapped by the new City Manager in Chelsea to serve as that City’s Chief Legal Counsel. At that time, Chelsea was just emerging from state receivership. It was exciting to be part of a team of local government leaders who were able to turn the city around by professionalizing and opening up how City Hall worked for the people of Chelsea. She was elevated to the position of Deputy City Manager there and, in 1999, she decided to run for a Ward seat on the City Council in Salem, where she and her husband still lived. On the Council she tried to be responsive to her constituents and a dedicated voice for progress and professionalism.

Ultimately, she realized that to truly make a change for her community, it had to come from the corner office, so in 2005 she decided to run for Mayor. No one expected them to win – they were in a three-way race against the long-time incumbent and a well-known At-Large City Councilor. They worked hard, though, and ultimately prevailed. Mayor Driscoll took office in 2006 as the 50th Mayor of the City of Salem – and its first woman Mayor.

Q:

According to recent reports, Massachusetts faces a $17B-$21B water infrastructure funding gap in the next 20 years. Can you discuss some of the water and sewer infrastructure concerns your city has been addressing?

A:

In 2026 Salem will celebrate its 400th birthday and, sometimes, it feels like our infrastructure is just as old. In all seriousness, though, we are challenged every month by water breaks and similar infrastructure failures, even despite the fact that the City routinely spends millions of dollars each year on maintenance, repair, and replacement. Last fiscal year our water and sewer capital program came to about $3.5 million, double what it was the previous year. Not only do infrastructure maintenance costs present a challenge, so do infrastructure repairs. Last year our DPW responded to 44 water main breaks – in a City that’s only eight square miles. Much of our infrastructure dates back to the Great

Salem Fire of 1914, so it’s well past its expected lifespan, and in some places, we’ve even found wooden water lines still in use. Complicating all of this are centuries of cobble stone and street trolley tracks, freezes and storm surge, and all of the other contextual elements that serve to exhaust our infrastructure.

We’re also challenged by our stormwater management systems. As a coastal community, Salem has to deal with both ocean levels rising and storm surge, as well as increased precipitation levels. A few years ago we completed a comprehensive Climate Change Adaptation Plan and we’ve now begun implementing components of the recommendations from that plan – everything from living shorelines to protect against coastal erosion to subsurface stormwater storage facilities and pump stations to conventional seawalls. Our proximity to the ocean and our harbor are among Salem’s greatest assets, but they’re also some of our biggest challenges.

Q:

As Mayor, what are your thoughts on how Massachusetts can best continue to support local aid to cities and towns to help support basic municipal services, specifically water infrastructure?

A:

through our tax base alone. The Commonwealth has to be an engaged and supportive partner, through local aid, through grant programs like MassWorks and others, and even through technical assistance opportunities. Over the last five years, while our local aid receipts from the state increased by 4.7%, our net local aid actually dropped by $1.2 million, or 5.3%. This isn’t directly related to infrastructure – it’s primarily a reflection of charter school reimbursements not being fully funded by the state. Nevertheless, it has a direct impact on our ability to fund both capital and operational needs when it comes to our infrastructure.

We work hard in Salem to leverage grants and non-tax revenues, which comprise about one-quarter of the revenues we use each year to fund our government. Salem has a legacy of old factories and tanneries, which means when development happens; it’s not often on pristine or virgin land. And that means growth requires upgrades to existing infrastructure, more often than installation of new infrastructure. We are therefore able to leverage those opportunities to integrate other improvements: complete streets and sidewalks to encourage safer bicycling and pedestrian options, gas repairs to reduce gas line leaks that worsen air quality and poison street trees, and traffic signal upgrades to more intelligently queue and move cars, are just a few examples. It all needs to happen in a coordinated manner because it’s all interrelated.

Q: A:

What are some of your other priorities for Salem in the coming year?

We’re focused on several critical issues in Salem, but the top priorities are housing, transportation, and our schools. When it comes to housing, Salem is experiencing a real challenge, especially around affordability. As prices and rents rise, we are at risk of losing the diversity that has always characterized our

population and our community, a place where there were merchant’s mansions around the corner from tenements that housed the people who worked on the wharves. We’re applying a variety of tools to try to address this, everything from inclusionary zoning to accessory dwelling units to constructing new subsidized housing.

Related to that, of course, is transportation. For a community of 43,000 residents, we see around 17,000 people driving into our city each day for work; imagine if even a fraction of them could afford to live here, too. It would put a tremendous dent in congestion and reduce the carbon emissions from vehicle traffic. We’re also trying to make it easier to live in Salem and not own a car, with more ferry service to Boston and commuter rail options, micro-mobility like bikes and scooters, and a City shuttle service and community car share coming later this year.

Lastly, our schools in Salem continue to be a priority. We recently underwent a redesign of our High School in terms of the curriculum and learning experience. We also have had some leadership transitions for the district and individual schools. I like to say that in Salem, education is a community mission, because everyone – even residents who do not have children in our schools and members of our business community – are deeply invested in the success of our schools. n

UCANE Contractors Participate in National Trench Safety Stand Down Week

T

he week of June 17-21, 2019 was designated as Trench Safety Stand Down (TSSD) Week.

For the second year UCANE and many of its members participated in this national program first championed by the National Utility Contractors Association (NUCA), through a partnership with OSHA in 2017. Hundreds of excavation contractors all across the country held Trench Safety sessions with their employees to re-emphasize the potential dangers associated with the trenching and excavation business. This year’s program has been credited by OSHA for training close to 20,000 construction employees – a new national record total.

UCANE provided its members with “Tool Box Talks,” Safety Posters, and Power Point presentations to facilitate the training session for the participants. Links were also provided to websites at both NUCA and OSHA where more support information was available.

with UCANE’s Officers and Board Members How did you get started in the underground construction industry and what was your first job?

I got my start by working for my father’s company, Walsh Contracting Corp. I would work after school and during the summers while attending college. My first job was checking grades and working with a pipe crew on the Mansfield, MA Sewer Interceptor Project.

How long have you been with the company you currently work for?

In 1991, I founded Feeney Corp, Middleborough, MA, which performs utility and site work. In 2013, my brothers and I started Pawtucket Hot Mix Asphalt. So that would be 28 years with Feeney Corp. and six years with Pawtucket HMA. How long have you been involved with UCANE? How and why did you decide to get involved with UCANE? I have been involved with UCANE for 36 years. My father John Walsh served on UCANE’s Board of Directors for three terms and eventually served as president of UCANE in 1987, so he would bring us to dinner meetings and other functions. It was something to look forward to, you could meet your peers and salespeople, etc. You could talk about the same problems we all had.

As I got older, I wanted to get involved to help UCANE with the knowledge I gained through my work experience.

What is the nature of the industry as you currently see it?

The industry has a great many qualified companies ready to tackle all of the infrastructure needs, but there is a major lack of funding and commitment from the federal, state, and city/town governments to take on the task of rebuilding our water, sewer, drainage, and treatment plants that are now 50-100 years old and having very little maintenance being done over the years.

OPINION EDITORIAL: Congress Must Address Combined Sewer Overflow, Writes Moulton, Trahan

In this submitted opinion editorial, Reps. Seth Moulton and Lori Trahan make an argument for addressing “combined sewer overflow” and “a new generation of infrastructure that better serves the region.”

I

magine you live in a community where everything that goes down your toilet, and everything in the gutters on the street outside, flowed into the bodies of water that supply your drinking water.

You’d probably want your government to do something about that, and you’d definitely want to know about it.

In our state, any time we get a hard rain or heavy snow melt, 200 pipes in 18 cities carry stormwater and wastewater into rivers and watersheds that supply Massachusetts residents with drinking water. Last year, an estimated 770 gallons of sewage flowed into the Merrimack River, which supplies drinking water to more than 600,000 people.

If you’re reading this in Lynn, or along the Charles or Mystic Rivers, this is a problem for you, too. Using data from the Massachusetts Water Resources Authority, WBUR recently reported that “the Charles River has 10 outfall pipes that released more than 29 million of gallons of sewage in 2017, and the Mystic River/Chelsea Creek has eight outfalls that discharged more than 78 million gallons.”

This phenomenon is called combined sewer overflow, CSO for short. It’s a consequence of our region’s centuries-old infrastructure. The network of pipes that carries water from your house and our region’s businesses flows to a centralized wastewater treatment facility. Along the way, water from your street’s gutters and roads joins the combination of sewage and wastewater.

On a sunny day, it’s no problem — the treatment facilities are built to handle the work. The facilities clean the water, and eventually pump the final, clean result into the rivers. But, in severe weather, the system is overloaded — and, because of an outdated design, the pipes push waste water into our rivers, watersheds and other bodies of water.

State and local lawmakers are working hard to fix this problem. The group includes state Senate Minority Leader Bruce Tarr, state Sen. Diana DiZoglio, state Rep. Linda Dean Campbell, state Rep. James Kelcourse, state Rep. Lenny Mirra and Newburyport

Mayor Donna Holaday. They’re pushing for state and local legislation that would alert the public.

However, to truly fix this problem, Congress must step up. Rivers like the Merrimack wind through multiple states, which means that the water flowing into the river is subject to a wide range of very different state laws. So, stronger state and local laws in Massachusetts won’t solve the problem if states upstream aren’t on board with the plan.

That’s why we’re pushing in Congress for two things: federal investments in new infrastructure that protect our drinking water from Combined Sewer Overflow, and a quick-response public alert system so we know when CSO events happen.

For years, the Environmental Protection Agency has required state and local governments to report CSO discharge events in a timely manner. Current technology allows that to happen within four hours of an event’s occurrence. But there’s no federal law requiring that data to be made public.

Over the last month, we have written and introduced two bills to tackle this issue. The first would increase federal funding for stormwater infrastructure in the parts of the country like ours where CSO is a problem. Notice of Revised Dig Safe Regulations from the DPU Massachusetts Dept. Of Public Utilities has issued a revised edition of 220 CMR 99.00 (Dig Safe Regulations) effective IMMEDIATELY - July 18, 2019.

The revisions were made in response to the Merrimack Valley gas incident that occurred in September 2018. The issuance is made under the Emergency Rulemaking procedure DPU 19-43.

The revisions are extensive.

DPU will hold a public hearing on these new regulations on August 26, 2019, 10:00AM at the DPU Office at One South Station, Boston. Written comments will be received until 5:00PM on August 26th. Final Regulations will

be promulgated within 90 days after July 18th.

During the interim these newly issued regulations remain in full force and effect.

This information, including the Revised DigSafe Regulations, should be distributed or otherwise conveyed to all underground contractor field crews.

UCANE will provide additional information to its Membership as it becomes available.

UCANE will be providing comments on the revisions to 220 CMR 99.00. We encourage member comments on the new regulations.

Construction Safety & Compliance: An Interview with Robbie Our Chairman of the Robert B. Our Co., Inc. Safety Committee

UCANE’s Construction Outlook editors recently caught up with Robert B. Our III (Robbie) at a busy construction site in Harwich, MA. Robbie is a co-owner of UCANE member firm Robert B. Our Co., Inc. (RBO). We were able to get a few minutes of Robbie’s time to speak with him about the importance of Safety in today’s heavy construction industry.

What is your background in Construction Safety?

I am a member of the UCANE Safety Committee and I Chair the RBO Safety Committee. I have been in the business for 24 years and I have seen safety from both sides, as a foreman in the field and as upper management. Even though we have a fulltime Health and Safety Director I stay directly involved in our day-to-day safety program.

Safety is of the utmost importance here at RBO. I am 40-hour Hazwoper certified, certified in confined space, competent person, CPR, and I also have a few other minor certifications. I also make sure to meet quarterly with our insurance company to review our risk management program Tell us about the culture of safety that exists at Robert B. Our Company, Inc. The safety culture here is a work in progress. Yearly training and weekly toolbox talks are a regular occurrence, as safety is our top priority. We have recently hired a full time Health and Safety Director and we have AUGUST, 2019

a Safety Committee made up of 16 people who meet once a month.

What are some of the biggest challenges you face as a safety director?

Staying on top of the most up to date safety requirements and technology is a challenge. Policing the policies is also a challenge. Younger new hires tend to buy into the high safety standards we promote at RBO, while some of the men/women that have been in the business a while tend to think that the way they used to do things is good enough. Getting the workforce to understand that just meeting minimum requirements is not good enough. continued on page 41

I believe organized stand downs are a great way to hit specific topics. It really does make everyone stop and think about what you are trying to accomplish.

Sometimes employees get stuck going through the motions and these types of events can break the monotony and keep safety foremost on their minds. I believe more specific Stand-Downs would also be beneficial.n

Invest in training on a regular basis and educate your employees as much as possible. I have found that the more training and education we provide to our employees the more they respond as individuals. embers and staff could not have ordered a more perfect day for UCANE’s 40th Annual Golf Classic – a gorgeous blue sky, the sun shining down, and a delightful cool breeze, which made for an amazing day of golf, games, and camaraderie.

The excitement was evident as UCANE members and guests, who made up the 37 foursomes, anticipated playing the challenging course at Sandy Burr Country Club in Wayland, MA. This is both a historical and famous course, having been designed by Donald Ross and originally opened in 1922.

The family of UCANE member N. Cibotti, Inc. of Braintree, MA, owns the Club. Ben and Debbie Cibotti, as well as the entire family and their staff went above and beyond to make this a wonderful day for our members and staff.

Their detailed preparations and hard work made for a seamless and enjoyable event for all. We thank them for their gracious hospitality and efforts.

As is our tradition, our tournament was again successful because of our members’ very generous support and sponsorships. At the 13th hole, golfers had an opportunity to participate in our “Closest to the Pin” 50/50 contest against former New England Patriots Defensive Lineman Garin Veris, sponsored

by Core and Main. Veris, a graduate of Stanford University, was a second-round pick of the New England Patriots in 1985. He was named to the Patriots All-1980’s Team and started for the Patriots in Super Bowl XX against the Bears.

He earned his Law Degree from Boston College. He also served as Athletic Director at the Massachusetts Maritime Academy, and has many years of experience working for a number of Universities doing Fundraising and Business Development for their athletic programs, including UMass Boston, the University of New Hampshire, Marquette University, and Stanford University. Last year, Veris received the New England Patriots Community MVP Award for his extensive community service and dedication to volunteerism. All of the golfers enjoyed meeting and speaking with Veris and each foursome had their photo taken with him, courtesy of Ritchie Brothers Auctioneers.

This year, we once again had our very popular Golf Ball Cannon at Hole #16; sponsored by C & S Insurance Agency.

After turning in their scorecards, golfers met at the clubhouse for a Social Hour sponsored by Hub International, Liddell Brothers, Inc., and Dan Adams from McLaughlin Chevrolet of Whitman, where they enjoyed delicious appetizers and cold drinks. Many also took this opportunity to increase their odds of winning raffle prizes by purchasing more tickets.

Following the Social Hour, the Lobster Clambake Dinner began with an amazing menu that included, 2-pound lobsters, delicious clam chowder, potato salad, corn-onthe-cob, barbeque chicken, and a garden salad. Buzzards Bay Health Looking Up

B

UZZARDS BAY – The health of Buzzards Bay continues to improve as action to protect clean water continues. According to Bay Health data collected through the Baywatchers monitoring program, last summer’s conditions continued an upward trend of cleaner, healthier waters across the bay.

Over the past five years, the Bay’s health has largely improved in most places, as roughly twothirds of waterways monitored in 2018 showed an improvement compared to the previous year. Only 11 waterways showed declining health, and 20 places remained unchanged.

The Coalition uses information gathered by Baywatchers to produce the Bay Health Index, which scores the health of harbors, coves, and rivers from zero to one hundred.

These scores will be posted on new Bay Health signs at piers, beaches, and boat launches all around the region. Overall, about 45 percent of Buzzards Bay’s waterways are now considered healthy, with “good” Bay Health Scores, and another 40 percent in “fair” condition.

The number of waterways in “poor” health, with too much pollution and unhealthy underwater habitats has fallen below 15 percent. “The recent data is an encouraging sign that reducing nitrogen pollution will continue to improve water quality,” said Rachel Jakuba, the Coalition’s science director.

“You’ll notice it when you go to the beach and see clearer waters, more eelgrass, and less algae.”

Nitrogen pollution is the biggest threat facing Buzzards Bay with septic systems and wastewater as the main source of said pollution.

When water is polluted with nitrogen, it becomes cloudy and murky with algae that harms fish, shellfish, and eelgrass beds.

nect more homes to sewers are reducing nitrogen pollution to the Bay’s waters.

Another piece of this Bay-wide improvement is the result of federal Clean Air Act regulations passed in the 1990s.

These stricter regulations have reduced the amount of airborne nitrogen from fossil fuel-burning power plants over the last 10 years.

Baywatchers data from 2018 found lower levels of inorganic nitrogen, which is the type of nitrogen that comes from air pollution.

“While the Clean Air Act was designed to ensure we all have clear air to breathe, it also benefiting the Bay’s health by reducing nitrogen blowing in the air and landing on our water,” continued Jakuba.

Baywatchers volunteers are already back out on the Bay for the summer 2019 season to continue tracking the Bay’s health.

These trained volunteers measure temperatures, salinity, water clarity, dissolved oxygen, and weather conditions at more than 200 monitoring stations on 30 major harbors, coves, and rivers across Buzzards Bay. A Modern Software Platform at RJV Construction Corp.: Equipment Maintenance Software NOTE: This is the second in a three-part series on software technology at RJV Construction Corp. The article in the July issue of Construction Outlook covered estimating and field tracking, and the final article will cover electronic forms and reporting.

F

leet maintenance and management for a utility contractor can be complex work, but Dave Pacella sums up the value of switching from paper processes to a specialized software solution quite simply.

“Downtime is the enemy,” says the Equipment Manager at RJV Construction Corp. “Maintenance software allows us to do more preventive work instead of unscheduled maintenance, which means less breakdowns, less downtime, and less money.”

How much less money is significant. The average heavy construction contractor spends up to 15 percent of revenue on fleet maintenance, says Pacella, citing a common industry benchmark. He says RJV is at about eight percent, a figure he attributes to the strict preventive maintenance program.

Querino Pacella, Vice President and Estimator at RJV concurs. “Once we were using software for estimating and field tracking, the next step we wanted to focus on was how to better maintain our equipment,” he says. “We’re now able to stay on top of preventive maintenance, and repairs are being done more effectively and efficiently.”

Prior to adopting the maintenance software, RJV relied primarily on paper and handwritten work orders to manage equipment maintenance. “The process was very cumbersome, and we were more reactive than proactive,” according to Dave Pacella. “As we AUGUST, 2019

added equipment to our fleet, we needed a more precise system to control what we were spending on a daily, monthly, and yearly basis.”

RJV now sets up maintenance schedules within the software for each piece of equipment in its fleet, including instructions on what should be done at which interval and the parts required. Hours and mileage then prompt the system to notify the maintenance team when the intervals are approaching.

That takes the guesswork out of daily operations and eliminates mistakes and missed intervals.

“Preventive maintenance for each asset is broken down into steps, so there is a plan of action,” explains Dave Pacella. “In the past, it was easy to overlook things and end up doing things twice.” As an example, he points to checking the brakes every 4,000 miles on a dump truck. The maintenance software now reminds mechanics that they also have to adjust the clutch and check the drive shaft at that maintenance interval.

Foremen or superintendents at RJV enter equipment hours and mileage through the field-tracking module of their software platform. That data moves seamlessly to the maintenance module where it triggers preventive maintenance to be scheduled at the appropriate intervals. Leaders in the field also use the field-tracking module to communicate repair requests directly to the maintenance module for unplanned or unexpected maintenance work.

The automated, electronic process keeps data moving faster between the field and the shop. “We used to turn the equipment hours in from the field on paper,” explains Querino Pacella. “Now, we get information that’s more accurate and more timely.

Our equipment manager can schedule things more efficiently and reduce downtime, which means more productivity on the job.”

“My voicemail used to fill up in the morning, and I would sometimes be juggling dozens of e-mails, texts, and phone calls about equipment issues,” recalls Dave Pacella. “Now, everything goes into the software system. I can organize, prioritize, and assign the work far more efficiently, and things don’t get missed.”

Digital photos and video clips are also a big help.

Operators or managers in the field attach them to inspections and repair requests. They are then included with work orders, giving mechanics a visual

description of what they need to do.

Having a complete view of upcoming maintenance requirements for the entire fleet at his fingertips pays big efficiency and uptime dividends, according to Dave Pacella. “If we’re working on a machine in the shop or in the field, we check upcoming preventive maintenance requirements and we might do them in advance,” he explains. “That’s more cost effective than taking it out of service a second time or sending a mechanic back out a few days or a week later.” Likewise, when a mechanic is sent to work on a machine, Pacella can see other equipment at the job site or in the vicinity and maximize efficiency by having the mechanic do preventive work on those machines as well.

The maintenance team at RJV is now equipped with iPads. That makes it easier to dispatch mechanics and to get work orders and other documentation into their hands. Mechanics can even bypass the office in the morning and instead go directly from their homes to jobsite assignments, when that is more efficient.

“I would think anybody that has equipment in this industry should be using a maintenance software system,” Dave Pacella concludes. “I don’t know what we would do without it at this point, with the size of our company. We live and die by it.” n
