Max Fajardo Appointed to ACEC Florida Board of Directors
FLORIDA, USA
In July, Max Fajardo, TYLin Aviation Sector Manager, South and Central Regions, was appointed to the Board of Directors of the American Council of Engineering Companies (ACEC) Florida to serve as the first-ever Director of the Aviation and Ports Committee.
The ACEC Board of Directors voted in 2020 to establish an Aviation Committee due to a call by ACEC members to include other forms of transportation not yet represented by the Transportation Committee. TYLin colleague, James Kanter, contacted Max and offered him the opportunity to serve as Chairman of the newly formed Committee for a minimum 2-year period. In mid-2021, Max was asked by the Board to expand the committee to include Seaports.
Through hard work and determination, the Aviation and Ports Committee has grown exponentially in membership and hosted wellreceived industry panel discussions at the ACEC Annual Conferences in 2021 (Aviation) and 2022 (Ports). The plan for 2023 is to provide an entire day of sessions covering important issues affecting the Aviation and Ports sectors, with the eventual goal of offering an entire 2- or 3-day conference related to Aviation and Ports.
With the appointment of Max to the Board of Directors, James has moved up to the post of Chairman of the Ports Committee for a 2-year term after serving as sub-committee chair since 2021.

Bob Sergeant Retires after Nearly 50 Years in the Industry

After dedicating close to 50 years to the transportation industry, Bob Sergeant, TYLin’s Northern California Rail + Transit Sector Manager, has retired. Bob has been an important member of our team for the past seven years, where he served as Design Manager, Project Manager, and Principal-in-Charge for major highway and rail projects in across the United States and the Middle East.
Bob has been quintessential in growing TYLin’s Rail + Transit practice. He played crucial roles on the Sound Transit E360 design-build project in Bellevue, Washington, and in California, a San Francisco County Transportation Authority (SFCTA) On-call Contract and a major General Engineering Services contract with Bay Area Rapid Transit (BART).
Another Award for Grist Mill Bridge

HAMPDEN, MAINE, USA
The Northeast Association of State Transportation Officials (NASTO) has named the Grist Mill Bridge in Hampden, Maine, as a Northeastern Region winner in the 2022 America’s Transportation Awards Competition. The Maine Department of Transportation (MaineDOT) project, designed and built by TYLin, Advanced Infrastructure Technologies (AIT), and T Buck Construction, Inc., was recognized as the winner in the Best Use of Technology and Innovation Category, Small Project Group.
The 75-foot single-span Grist Mill Bridge features a firstof-its-kind superstructure using cutting-edge composite girder technology. The five fiber-reinforced polymer (FRP) composite girders, which will significantly reduce maintenance costs, are expected to ensure a useful life of 100 years.
The FRP composite beams were developed at the Advanced Structures and Composites Center by the University of Maine and AIT. TYLin led the project management, engineering, and construction support effort for the USD 8.9 million project.
In 2021, the Grist Mill Bridge was recognized as the Kitty Breskin Project of the Year by the Maine Section of the American Society of Civil Engineers.

Historic Facilities Recognized at AIA DC Awards
WASHINGTON, DC, USA
Silman, A TYLin Company, provided structural engineering services for multiple projects that recently received Design Awards from the American Institute of Architects DC Chapter (AIA DC). These projects, all involving historic structures, have enhanced the educational and cultural fabric of Washington, DC, the nation’s capital.
The renovation of the Hyde-Addison School, completed in 2019, upgraded and merged two century-old public facilities into a single, cohesive campus in DC’s Georgetown neighborhood. A brightly colored, 30,000-square-foot addition links the existing structures and provides a new gymnasium as well as other specialized areas. This LEED Gold-certified project was part of a major DC government modernization and stabilization effort, a multi-billion investment in the city’s K-12 schools.
Across the city on Franklin Square, another historic school building received an award for its transformation into a voice-activated language arts museum. The Franklin School, designed by Adolf Cluss and originally opened in 1869, was one of the earliest co-ed high schools. It was designated as a National Historic Landmark in 1996.
A careful renovation of the five-story, 50,000-squarefoot Renaissance Revival structure introduced a restaurant, 10 immersive galleries, an auditorium, a language laboratory, and more. In addition, Silman carefully modified the ceiling of the building’s Great Hall to support a 15-foot-diameter LED planet display while also meeting the needed loading capacity for a new event space located directly above.
The third award-winning project is the renewal of the Martin Luther King Jr. Memorial Library. Silman designed structural upgrades and modifications to the facility, which was designed by celebrated architect Mies van der Rohe and is now listed on the National Register of Historic Places.

WuYun Lake Park and Kowloon Bund Win 2022 IFLA AAPME Awards
CHONGQING, CHINA
Two TYLin projects in Chongqing, China - WuYun Lake Park in the Shapingba District and Kowloon Bund in the Jiulongpo District - have won 2022 awards from the International Federation of Landscape Architects (IFLA). WuYun Lake Park received an Honorable Mention in the “Wildlife, Biodiversity, Habitat Enhancement or Creation” category, and Kowloon Bund received an Honorable Mention in the “Social and Community Health” category.
Kowloon Bund in the Jiulongpo District creates a resilient riverfront that uses “seasonal use” as the design concept. The long-term goal of the project is to restore and revitalize urban life back on the north bank of the Yangtze River. The project includes 1.8 kilometers of retaining walls and restored 26 hectares of land that fluctuate seasonally.
Featuring a multi-tiered public space, Kowloon Bund provides space for diverse activities, such as shopping, special events, leisure, and physical fitness. The new cultural and environmental zones respond to the river’s dramatic water-level fluctuations while maximizing the protection and restoration of the Yangtze River ecology. WuYun Lake Park is an ecological restoration project with a design that has to address various challenges, including the park’s use as a reservoir and local mountainous terrain.
The site is lusciously planted with various plants and trees that display different-colored leaves, depending on the seasons. The greenway around the lake also provides 2.1 kilometers of barrier-free access.
Offering smart technologies in a natural environment, WuYun Lake Park features a road with fluorescent materials that absorb sunlight during the daytime and form a luminous pavement at night.
The IFLA AAPME Awards 2022 is an international design award organized by the IFLA Asia Pacific region (APR) in collaboration with IFLA Africa and Middle East regions. IFLA is a UNESCO-directed organization representing tremendous professional influence in international landscape architecture.

HARTFORD, CONNECTICUT, USA
Multiple TYLin staff members attended the recent 2022 Northeast Association of State Transportation Officials (NASTO) Conference in Hartford, Connecticut. The three-day event was used to promote TYLin’s Alternative Delivery Method (ADM) Group and the Roads + Highways and Bridge sectors.
NASTO brings together representatives from state transportation departments across the northeastern United States and the Canadian provinces of Ontario and Quebec. NASTO members represent Departments of Transportation (DOT) in Connecticut, Delaware, District of Columbia, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Ontario, Pennsylvania, Quebec, Rhode Island, and Vermont.
TYLin made new connections with delegates of both Connecticut DOT and MassDOT. We also met with members of the DOTs from Delaware (DelDOT) and New Jersey (NJDOT) and made additional post-conference meeting plans with staff from several DOTS and other consulting firms.
TYLin’s key messaging focused on our new sector alignment and our ability to provide services with a broader pool of resources while maintaining our local knowledge, expertise, and connections.
For ADM, we emphasized the support provided across sectors and geographies that allows us to excel at implementing best practices and identifying and managing risks. In addition, we touted our full-service transportation design abilities and successful bridge and highway work with DOTs from Maine (MaineDOT), New York (NYSDOT), and New Hampshire (NHDOT).
