Directors Tommy Gilbert and Greg Turner were absent leaving Directors Dorothy Hamilton, Jeffery Jenkins, and Cody Bauer to make all of the decisions. The main item on the agenda was the hiring of an interim General Manager and after an executive session, the Directors returned to announce the hiring of James Gibson to a six month contract with a price tag of $70,000.00 plus vehicle and phone allowance.

The board received some operations reports

and then recessed until Noon when they met with engineers and grant specialists to receive CDGB(Community D e v e l o p m e n t Block Grants) and GLO(General Land Office) information about possible grant opportunities.

The next regular meeting of the Trinity Bay Conservation District Board of Directors will be Wednesday, July 15, 2020 at 9:00 am. in their office located at 2500 State Highway 124 in Stowell, Texas.

 Sheriff Brian Hawthorne and Crime Stoppers is asking for the public’s assistance locating the person, or persons, responsible for the murder of a well-

known business man in the Double Bayou area of Chambers County. On Thursday, March 19, 2020 at approximately 8:05 a.m., Deputies from the Chambers County

Sheriff’s Office were dispatched to the home of Scott Privat, in the 10000 block of FM 562, in reference to a possible deceased persons call. When deputies arrived, Scott R. Privat, age 50, was found deceased with obvious signs of foul play present. Criminal acts are believed to have occurred sometime during the late night hours after 9:00 p.m. on Wednesday, March 18, 2020 to sometime before 8:00 a.m. on the morning of Thursday, March 19, 2020. A report by the Jefferson County Medical Examiner listed the cause of death as murder, by a gunshot wound, which is consistent with evidence found at the crime scene.

Commissioners Pass on Decision About Rice Festival

By Wade Thibodeaux The Chambers County Commissioners Court met in regular session on Tuesday, June 23, 2020 at 9:30 am. via computer enabled video. One of the main items on the agenda was the discussion and consideration of a mass gathering permit for the Texas Rice Festival in September and October of 2020. The Commissioners decided to table the item, but

County Judge Jimmy Sylvia told them that they need to be prepared to make a decision at the next regular court meeting on July 14, 2020.

This decision will almost absolutely determine whether the Texas Rice Festival will occur or be cancelled for the second year in a row. While the court does not have to grant the permit until later in the year, the Texas Rice Festival has to have

by Wade Thibodeaux What to write about this week, what to write about???? I guess that we can start off with a follow up to last week's column and I can tell you about my adventures of helping my buddy move out of his 30 years of accumulation in his storage building. I had a couple of meetings Thursday morning....one in person and one on the telly, and then I hooked up to a trailer and headed to Crockett from Huntsville. Now, you can get to Crockett from Huntsville a couple of different ways, but I chose the route that would take me by Bucee's in Madisonville. I just love the beef and pork dried sausage that they sell and I just had to stop and get me a few links. I pulled into the storage building complex and just as I suspected, there were a whole lot of boxes that needed the attention of my buddy and there was really nothing

that I could do to accelerate the process. I don't think that he would have appreciated me going through his financial records and making a decision on what to keep and what to throw away, but there were a few items that obviously needed to go on the trailer and I busied myself with loading those items on the trailer.

About 4:00 pm., we pretty much had a full trailer and two full pickups and we decided to make a trip to Huntsville. Remember, he's storing all of the stuff that he's not taking back to North Carolina at my place and it was really hot on Thursday afternoon and we needed a little break before we began the unloading and stacking process in Huntsville.

We finished unloading everything about 8:00 pm. and at about 8:30 pm. I was barely able to move because I was sore and had used muscles that I'm quite

sure hadn't been used in several years. Friday morning, he texted me and said that if I felt anything like he felt then I could just take my time about getting back to Crockett to make another load. I responded by saying that it only hurts when I breathe or move, so I would see him in a couple of hours. Friday was a much easier day and we finished sorting and moving everything early enough for me to work on the newspaper business by attending a golf tournament and a concert. I told you folks that this is a tough business, but somebody had to get those pictures. Saturday was a slow start because of the late night Friday at the concert.....which was a totally different feeling based on the Covid situation, but that is for another column in another week, and I was able to run up to the lease place in Elkhart and then stop by my buddy's camp in Grapeland. I had a chance to visit with his brother and catch up on some good times while they enjoyed some adult beverages and the kids fed old paperwork that came out of storage into the campfire. It was awful temping to indulge in those adult beverages, but I had

both kids with me and I was a good boy.

As a side bar, it turns out that the owner of the storage units was a college friend of mine and a high school friend of my buddy.

He stopped by while we were working on the storage unit and I was able to catch up on about 30 years of our lives since we were in college in the 80's.....that's the 1980's ......a long time ago. We also had several

friends in common through the cattle business and also the Trinity River Authority and we were able to cover a lot of ground in a few short minutes......well.....maybe hours, but it was good to reconnect with him and catch up on things. Changing subjects, but this Covid thing is getting crazy again as people that had been on lock down went absolutely wild over the Memorial Day holiday and now the

numbers are skyrocketing.

Please remember to wash those hands and practice social distancing as well as pay attention and follow the ever changing orders that are coming from the powers that be. THE UMBRELLAS OF BAYTOWN

An unsightly dead-end alley in downtown Baytown has been converted into a major tourist attraction. It’s called Umbrella Alley. Colorful umbrellas are suspended by cables and provide shade.

“Red, yellow, blue and green.

Those are the colors,” says Anna Yowell Baytown’s tourism director.

“We have 2 different shades of green right now, normally there’s a royal blue, a bright yellow, a Kelly green and an apple red.“ She says weather does take a toll on the umbrellas.

“So our amazing parks and recreation department that partners with us comes in once a week and changes umbrellas that are starting to look ragged or happen to be broken. If things don’t seem to be working just right, they fix it. We replace about 400 umbrellas a year. We looked at all kinds of umbrellas and discovered there’s really only a certain style that was going to work for us so we told the umbrella salesman to give us a really good price on a bunch of umbrellas.”

It’s considered an art installation and is a project of the city’s art committee.

“We were just trying to figure out how in the world

could we inspire art and create art in the community.

My team and I were at the Texas State Fair that had an umbrella area. We were walking by and one of my staff members said ‘I can do that.’ And here we are.

We worked with the local community college to paint a unique and interesting mural of Baytown’s history and ecology on all three sides of the alley. We thought it was great that young people got involved in the project.

It took several semesters to complete. Now we have this really nice area with 150 colorful umbrellas that sway with the wind and create a bright, fun space where a lot of people take photographs. At noon when the sun is straight up the umbrellas are shadowed on the concrete in perfect umbrella shapes. It’s really neat when you’re there.”

When it was installed a few years ago it was only supposed to be up for a year. However it is so popular they’re keeping it permanently. Umbrella Alley has been the backdrop for two weddings and several baby pictures. It’s one of those places that look so inviting you just can’t

pass it by. Some cities have copied Baytown’s Umbrella Alley and several restaurants have colorful umbrellas over their outside dining areas.

Anna says a city in France has an entire street covered by umbrellas. Could it be Cherbourg? In the 1960’s a beautiful romantic movie was about an umbrella store in Cherbourg. The title was “Umbrellas of Cherbourg.”

Anna is a trained archeologist and worked at the Waco Mammoth Site, a National Monument for a few years before returning to Baytown where she was born. Her roots are deep.

Four generations of her family have called Baytown home. A relative had the first general store in town.

One reason she left the dig site in Waco was because she enjoyed visiting with tourists so much. When the position of tourism director came open in Baytown, she applied for it. www.tumbleweesmith.com

Twenty-Two individuals were arrested and booked into the Chambers County Jail between Sunday, June 21 and Saturday, June 27. Warrants from last week are also as followed.

The individuals have been magistrated and formally

informed of the charges against them. However, just because these individuals were arrested and magistrated does not mean they are guilty of the crimes they are charged with committing. Also, not everyone charged with a crime

is alleged to have committed the crime in Chambers County, but perhaps was simply arrested in Chambers County on outstanding warrant(s) while in Chambers County.

Instances in which individuals were arrested on outstanding

warrants, their original conviction and the reason they are on probation or parole, if available, is included in parenthesis set.

• First degree felony: punishable by up to 99 years or life in prison and a $10,000 fine.

• Second degree felony: punishable by up to 20 years and a $10,000 fine.

• Third degree felony: punishable by up to 10 years in prison and a $10,000 fine.

• State jail felony: punishable by up to two years in prison.

• Deferred adjudication probation: typically offered to the first time offenders. Defendants’ judgement is deferred until later, if ever. If they successfully complete the terms of their probation, they are not judge and thus have no criminal conviction in connection to the offense. However, if they accept deferred adjudication probation but fail to abide by the terms of their probation, they could be sentenced to the maximum time in prison allowable under the law without the benefit of a trail by jury.

• Class A misdemeanor: punishable by up to one year in jail and a fine of up to $4,000.

Bull Rider Bayle Worden Captures Win in Crossett Bayle Worden was in a slump.

The bull rider, who bought his PRCA card in 2012, couldn’t remember the last time he won a rodeo.

That changed on June 27.

The Charleston, Texas, cowboy won the Crossett (Ark.) Riding Club 72nd Annual PRCA Rodeo with an 87.5-point ride on Pete Carr Pro Rodeo’s Concho Lizzard.

“He was just a good bull,” said Worden, 27. “They told me before the rodeo that bull was going to be good and fall out and go around to the right. Sure enough, that’s just what the doctor ordered. I had never seen that bull before, and that ride felt good. A bull like that, you just do your job and he will take you around pretty easy.”

Worden earned $2,332 for

his performance, which left him smiling.

“It feels good, especially this time of year with not being able to go much (because of the COVID-19 pandemic),” Worden said.

“Since I have not been able to ride much, I have not been riding up to par lately.

Things have been getting a little tight around the home front and I have been working a little bit. This little bit of extra cash will dang sure make you feel better. That eight seconds felt like a long time because it seems like it has been a long time since I made it to eight seconds.”

With rodeos on hiatus, Worden was working with his traveling partner, Jeff Askey, who qualified for the Wrangler National Finals Rodeo in 2016, 201819.

“Jeff and I have been build-

ing fence lately,” Worden said. “Maybe that’s what it was, doing all that sweating out there and hard work made me hold on a little tighter. I know when I was out there working, I was wishing I was at a rodeo right then. You just have to keep your head down, keep going and put one foot in front of the other. I sure appreciate when we get to rodeo, and it feels great to win.”

In 2016, Worden had a career-best season, finishing 17th in the world standings with $70,395.

“I have had tough luck since then, but that’s part of it,” Worden said. “My goal is to get to the NFR, I believe that’s everybody’s goal that’s going. If it isn’t, you should probably stay at the house. I’ve had a tough year and had not been rid-

ing the greatest. It was pretty nice to get to come here (to Crossett) and make it count when I can. I showed up Saturday and got the job done.”

Shad Mayfield Chasing All-Around Title Tie-down roper Shad Mayfield has been amazing in the arena in 2020.

Before the COVID-19 pandemic forced a halt to ProRodeo, Mayfield was nearly unstoppable.

Rodeo Days restarted rodeo the weekend of May 22-24, Mayfield picked up where he had left off, winning there in 8.5 seconds.

Yesterday, my nephew was married in Fort Worth. We were to all be there, in celebration.

Then a series of events began to unfold.... a week ago, my daughter was diagnosed with Covid.

We knew that knocked her out of attending her cousins wedding. They grew up next door to one another and are as close to twins as 2 kids could get, since only 5 months separates them.

Moving forward, my mom and I were to leave Wednesday. The night before, she had dreams of the year in the late 60’s that our entire family came down sick with the Hong Kong flu.

She called me at 7 a.m., and said, we dont need to do this with this virus spiking. Ok, change

gears, cancel stuff, notify the family.

At 1 all hell broke loose with a call from one brother in Fort Worth that our parents had been in a horrific car accident. (dad and bonus mom) After some tense hours, all 3 brothers got to the hospital to discover them very banged up, needing surgeries, but alive. My only thought on all of this is God knows we still need them, and he was not ready for them, as the photos of their truck turned my otherwise strong stomach.

I don’t know your personal beliefs, but I know when things happen in a certain way, you have to wonder if a higher power put things in motion. Like this.

One year ago this week, I requested we get some kind of location ap on the parents, as they were headed across the country on a trip. My brother installed Life360. That allowed him to figure out what had happened this week prior to a call from the hospital.

Another brother, getting a random butt dial call from dad, where he

could hear a nurse and my dad discussing a broken bone before being disconnected. This allowed him to confirm our fears, but getting people en route to hospital before an official call. You see bonus mom could say, call Kenny but no last name. She was too rattled.

My brother from here, had just arrived in Fort Worth for his sons wedding. This allowed him to be there, and see for himself, instead of here, flying and trying to calm his nerves. It was where he needed to be with our parents injured.

The random box of silverware that was in the truck with them and was scattered everywhere, yet none of it added to their injuries. How do knives and forks fly past two peoples heads, from the back seat to the dash.... and not injure them?

Me staying home with Mom, which allows me to have more time down the road, for things such as FMLA when they come home and will need help. Me changing jobs 4 years ago that even has

FMLA as a possibility.

My daughter having Covid, which helped keep my mom and I here. It made us even more cautious. Out of harms way of this virus as much as possible.

How did all 3 brothers get into the ER, even with the current restrictions?

Maybe God. Maybe a hospital staff that saw two patients and three men hell bent on seeing both of their parents.

I hate we missed my nephews wedding. I hate that I am 300 miles from being able to do much.

I hate that my family is hurting. I hate that the situation is what it is.

But, I have a faith. In God. That all will be ok.

If you could please send some prayers up for my parents, for their doctors, and for my three brothers who are being absolute rock stars right now.

the first time in Mesquite, Texas, June 20, but didn’t get a check.

Mayfield and Busby are scheduled to rope together again at the Parker County Sheriff’s Posse Frontier Days and PRCA Rodeo in Weatherford, Texas, and the Dinosaur Roundup Rodeo in Vernal, Utah. Both rodeos are scheduled for July 8-11.

“Shad and I got to be good friends,” said Busby, 27.

“We both came to the realization we team rope pretty good and nobody else wants to rope with us, so we might

as well rope with each other. I met Shad at the rodeos, and he is always himself. I enjoy being around people like that. I let him know if he ever needed anything he could come to my house (in Brock, Texas) and stay.

He stayed over the winter.

I don’t think we had more than two or three conversations the first couple of months. He was going to a bunch of rodeos and winning a lot, and I let him do his deal.”

mother told me he was disappointed that his 13-year-old daughter didn’t enjoy going to a U.T. football game.

Duh! My 10-year old stepdaughter rebelled over going to the creek one Sunday afternoon, saying, “I don’t want to go fishing!” But going to the creek meant a lot more than that. We ended up rescuing a baby cottontail from a rock in the middle of the creek where a thunderstorm had washed it during a short flashflood the night before. In this situation, it appeared

best for little guy marooned on a rock in swift water in coyote country.

We cared for the bunny for several days. He really liked carrots and lettuce. When we deemed it strong enough to release, it wandered away during the first night’s freedom, but came back to its safehousebox sometime around daylight. It finally left for good.

The point is, build fun into whatever activity you plan. That reluctant ten-year-old now directs environmental stewardship at a

prestigious university.

And hunts and fishes.

Once, on the Y.O. Ranch, I was hired to accompany a man and his son and take pictures on a rabbit hunt. I learned that the man was a northern salesman whose wife had encouraged him to take his eight-yearold son on his next business trip so the two could spend some time together. The kid had never hunted or fired a gun and seemed uninterested.

the .22 from the boy and made a lucky shot as the injured rabbit tried to hop away. As I brought it back, I detected a slight smile on the guide’s face as he turned away.

Later, we spotted several axis deer, and the guide said the lad could take one.

The father helped the reluctant youngster shoulder the guide’s .243. When he pulled the trigger, the muzzle blast was equaled by an agonizing scream.

The unexpected recoil knocked him backwards, scaring him into tears. I doubt if he ever shot another

firearm. The trip could have ended better had they stopped at Six Flags. Or spent the afternoon splashing in the Y.O.’s beautiful pool.

My kids enjoyed chasing armadillos on September afternoons at our deer lease. Just wandering down the creek and building a rock dam seemed more fun to them than my ideas. They once caught a rat snake and didn’t tell us they had it until halfway home. Let them help decide what’s fun.

Their creativity might surprise you -- as it did us. But they had fun.

The Y.O. Ranch, west of Kerrville, was one of the first three ranches in Texas permitted to obtain non-native wildlife. The animals adapted to Texas and the ranch’s stock grew to include critters from five continents. The ranch became famous for its hunting and as a tourist attraction due to its wildlife. Pictured is an axis buck deer, originally from India and Ceylon, making eyes at its girlfriend. Daily tours of the ranch are offered on weekends, by appointment.

East Chambers Seniors Win Capital Farm Credit Scholarships Texas students remain a priority to Capital Farm Credit’s commitment to youth in agriculture. The tradition to award 100 scholarships to students across Texas continues in 2020.

Each of Capital Farm Credit's branch offices awards at least one $500 scholarship to deserving high school applicants.

Since the commencement of its 100 scholarships in 100 days program in 2016, Capital Farm Credit has awarded more than 400 scholarships to Texas’ youth.

“We believe the future is bright for these students,”

said Ben Novosad, chief executive officer. “Each has the opportunity to strengthen the future of agriculture and for this, Capital Farm Credit is honored to have invested in their success.”

The last two topranked competitors in the Digital Rodeo Tournament presented

by The Cowboy Channel finished where they started, right on top.

The tournament that started in mid-April and had competitors advance according to fan voting saw No. 1 steer wrestler Matt Reeves and No. 1 team roping header Luke Brown claim titles.

Reeves, who leads the PRCA | RAM World Standings in steer wrestling with $84,640, cruised to the Digital Rodeo Tournament title with

71.4% of the vote.

Reeves, the winner of last season’s Wrangler National Finals Rodeo average, defeated No. 10 Bridger Anderson.

Brown, who leads the header world standings with $69,055, edged Charly Crawford 52.8% to 47.2%.

No. 11 Wesley Thorp, the reigning team roping heeling world champion, added the Digital Rodeo Tournament title to his name. Thorp upset No. 8 Hunter Koch after receiving 51.9% of the votes.

No. 8 Tanner Aus won the bareback riding by a slim margin, garnering 51.1% of the vote

over No. 11 Ty Breuer.

In tie-down roping, No. 9 Riley Pruitt held off No. 14 Westyn Hughes with 56.5%.

Allen Boore, No. 4 seed in the saddle bronc riding, took the Digital Rodeo Tournament title with 83.6% of the votes against No. 11 Lefty Holman.

No. 14 Brittany Barnett won the barrel racing, defeating No. 8 Carly Taylor after getting 54.4% of the votes.

No. 9 Ruger Piva earned 79% of the vote in bull riding to win the tournament and defeat No. 15 Tyler Bingham.

The COVID-19 pandemic has caused havoc to the 2020 PRCA season, much like it’s done to all professional sports. ProRodeos were halted in mid-March and then restarted the third week of May. So, when rodeos opened back up, saddle bronc rider Kolby Wanchuk focused on taking advantage of his opportunities.

The Sherwood Park, Alberta, cowboy won the Coleman (Texas) PRCA Rodeo, June 13 with an 89-point ride on Dakota Rodeo’s Richie’s High. He followed that by splitting second at the New Town (N.D.) Rodeo Days.

Wanchuk finished third in Crossett (Ark.) Riding Club 72nd Annual PRCA Rodeo, June 27, with an 82.5-point trip on Pete Carr Pro Rodeo’s Empty Pockets. He earned $1,143.

“I have just been drawing good and having fun,” said Wanchuk, 23. “I’m excited to be back. This year I’m going to a lot of rodeos that I wouldn’t normally go to because that’s what’s on, so we

are going to go. They are cool rodeos, and I got to draw Richie’s High, and that was a really good horse. I got on in Woodward (Okla.) the night before and had to borrow a saddle, and that was my first horse back (in Coleman) with my saddle. It felt unreal.”

Wanchuk’s recent hot streak moved him up to 17th in the June 22 PRCA | RAM World Standings with $20,587.

When rodeos were on hiatus, Wanchuk kept himself busy.

“I was working on my rodeo rig, and some of my buddies and I were gathering horses in the mountains in northern British Columbia for a couple of weeks in the middle of May,” Wanchuk said.

“That was a first for me to go do that, and it was awesome. A buddy of mine’s family are outfitters up there. We were skinning some logs to build fence in the mornings, and then we would ride around in the mountains looking for horses the rest of the day.”

Although Wanchuk enjoyed his down time, he

is thrilled to be rodeoing again.

“As soon as they started having a few, I got excited because they are shut down in Canada for the season, they just announced (June 24) that there will not be a Canadian Finals Rodeo this year,” he said. “When committees put on rodeos, we are sure going to be there when they do.”

Wanchuk has a busy upcoming schedule. He’s at the Black Hills Roundup in Belle Fourche, S.D., July 2, the Cody (Wyo.) Stampede (July 3), Mandan (N.D.) Rodeo Days (July 4) and Bigfork, Mont. (July 5).

“It’s going to be nice to kind of get back to fulltime rodeoing,” Wanchuk said.

A year ago, Wanchuk just missed making his Wrangler National Finals Rodeo debut, finishing 21st in the world standings with $68,036.

“The goal is to qualify for NFR for sure,” Wanchuk said. “I just need to be consistent, not worry about too much and ride the horse that’s under me, one jump at a time.”

Lilton Sonnier Memorial Arena Open to Members Beginning Monday, June 22, 2020 at noon, the Lilton Sonnier Memorial Arena will open to members for use.

The Arena has been closed for several months due to COVID-19 and the need for repairs. All safety issues have been addressed, however, and members are now invited

to utilize the facilities.

“We had to ensure that the arena was safe for riders,” said Chambers County Commissioner Jimmy Gore.

“The Chambers County Parks Department, Building Maintenance Department and Fire Marshal’s Office have been working diligently

to ensure that all issues were addressed.”

A Chambers County Arena Membership is required to utilize the Lilton Sonnier Memorial Arena at all times. The annual rate for membership is $250; however, the cost is prorated throughout the year.
