Why did you choose this industry as your profession? I started with the City of Abilene in 1984 as a Water Treatment Operator after the decline of the construction and oil business in the early 1980’s.

I soon found the water business to be very challenging but also very fascinating. Shortly thereafter I realized that the water utilities profession had captured my interest.

What about this industry do you find the most challenging? Meeting and exceeding water quality parameters and complying with the rules and regulations with aging infrastructures. Managing multiple generations within our work force and retaining Licensed Operators.

3.

What contributions do you feel that you have made to this industry?

I have served on the Central West Texas Regional School planning committee for many years. My work ethic approach has always been “We Can” when it comes to problem solving, the old saying “If there’s a will there’s a way” type mentality.

4.

How many years have you been in this industry? I have been in the water utilities industry with the City of Abilene for 27 years.

5.

What challenges do you see facing this industry? Nano contamination of pharmaceuticals and their removal from source water. Maintaining infrastructures with budget constraints. The loss of knowledge and experience of an aging work force due to retirement.

6.

What do you want to be remembered for from your involvement in this industry? My commitment and dedication as a public servant.

To provide the citizens we serve with adequate quantities of water, meeting and exceeding the rules and regulations. I am someone you can depend on above and beyond the call of duty with honesty, fairness, and willingness to help others.

How long have you been a member of TWUA? I have been a member of TWUA for 26 years.

How has TWUA assisted you in your profession? TWUA provides us all with a network of professionals in all aspects of our industry from Water/Wastewater Operators to Laboratory Professionals and Engineers all of which are some of the best people in the world to work with. I have found that the management, training and education side of TWUA has always had the utmost professionals in the industry.

What changes can TWUA implement to become a better organization for our members? Distance learning (computer based training). At today’s cost for traveling and the economic situation that most utilities are faced with, I believe this would be a great tool for many organizations.

10. What would you like to ask the president? What changes do you foresee in the future as to directions that TWUA will take in terms of training, education, and licensing? And do you have any suggestions regarding training changes we may need to make to increase the licensing pass rate percentages?

TWUA is in the process of making a major addition to the direction of training with the advent of Distant Learning. While we are in the beginning stages and are working out details, this step is a huge one that we believe will facilitate training throughout the state. This is not a replacement for the classroom training already being offered through TWUA classes, Regional Schools, and Annual School. There truly is no replacement for the interaction of a classroom situation and the opportunity to be directly in front of an instructor.

You mentioned in your responses that one of the challenges facing this industry is the loss of knowledge and experience due to the retirement of the large number of baby boomers in the workforce today. The younger members of the workforce grew up with computers and learn very quickly in the “computer environment.” Many of them would rather learn that way and so our distant learning will help fill a need both for the younger employees in the industry as well as providing a way for the various cities and entities to cut some of the costs involved in training.

Once Distant Learning is completely in place, and after TCEQ approval, we hope to be able to progress to being able to offer computer training at your own pace. This would allow a student to spend more time or repeat any section where there are questions or where he or she has difficulties.

This should lead to better preparation for testing and hopefully, higher pass rates.

Also, as you know, we are continually working on new manuals for the classes. The layout for the new lab manuals will allow for the student to have a digital copy that has the capability of interaction with various web sites through links embedded in the content. And before we move to digital manuals, the link information will be in the manual for anyone to check the website for further data. The new manuals will not just be for training, but will also be an excellent reference and research source.

As always, the practice tests/study guides are available online for anyone studying and preparing for their tests. Hard copies are usually available at all the regional schools and often disappear quite quickly during the first day or so of class.

We all learn differently. Some learn by reading and writing, some learn simply by listening to the material (boy, I wish I was one of those), and others learn mostly by hands on. I believe we are moving towards providing training in multiple ways that will provide information and sources that will meet the needs of our members via hard copy manuals, via classroom, or via the computer. By trying to meet the individual learning needs we hope to be able to increase pass rates for testing as well as increase the knowledge and professionalism for the water/wastewater field. It is said that an important part of a happy and blessed life is to have a thankful heart. With the festival of Thanksgiving this month, I would like to encourage everyone to remember our troops and their families. I know for me, at times it is easy to take our freedoms for granted. So during this time, I urge you to stop and think about our soldiers and the sacrifices they make to ensure we have choices and freedoms. Definitely not looking to start a debate or offend anyone, but regardless of political views or opinions, I believe those fighting and protecting our way of life deserve our respect and gratitude.

I also want to thank the operators who will be working during this holiday season to ensure that we have abundant water and those who work with collections and treatment of wastewater – without your efforts the joys of this holiday would not be as joyful; so thanks and in case no one has acknowledged it to you lately – you do a fantastic job ! !

Have you been to the TWUA website lately? Toward the end of September, the Association released a new website. The new site is totally revised and we feel, tremendously easier to navigate. If you have not visited the site lately, I encourage you to do so. If you have, let us know what you think and share your input. The new site has many tools the old site could not offer.

We have the Journal in an electronic format that is accessible from the Membership tab. For now it is the most current issue available but in the future the electronic version will probably be a month behind the printed version. There is an electronic survey available that we would like to ask you to participate in. There are numerous other improvements and additions and we hope that it will serve your needs better.

With the assistance of TCEQ, the Association was able to convert Social Security Numbers to TCEQ operator license numbers. We have shared your concerns regarding identity theft and from this point forward we ask that you use your operator license number when you fill out training attendance cards and at district meetings. Unfortunately, for those new to the industry until you receive a TCEQ license you will still need to use your social for reporting purposes. As soon as a TCEQ license is issued, please assist us by updating your contact information in the association’s database by logging into the website.

In an effort to reduce paper and become more “green” we would like to move toward making things like membership renewal and class registrations electronic. To make this move we need a current 8 TEXAS WATER UTILITIES JOURNAL www.twua.org

e-mail address. We will not share your e-mail or make it available to anyone else. If we are able to reduce our mailing and related postage costs, it could be a significant cost savings for the Association. Several of the updated items with our database were designed with the focus on paper reduction so when you have a minute, please help us by updating your contact information.

It’s time to start thinking about the Association's Award Program. We know there are many operators deserving of recognition and we ask you to take a few minutes and go to the TWUA website and nominate one of your fellow coworkers or someone who has gone above and beyond in the performance of their duties. The process is not complicated and you do not have to know all of the personal information related to the person being nominated. The form basically asks the person’s name, who they represent, and you write a brief statement as to why you feel this person is deserving of recognition. Then the form is sent electronically to the appropriate committee.

With this being the season for giving thanks, I thought it would be fitting to share an inspiring true story.

In 1992 in Northern Iowa, a young man meets a woman and there was an immediate connection. This young man was a football player who had just been cut by the Green Bay Packers. Unemployed, he took a job stocking shelves at a local food store for $5.50 an hour.

After meeting the woman, he called her the next day and asked her out knowing she was a divorced mom with two children. The mom shared her story and told the young man that dating would be a problem because she was a single mom basically living on student loans and food stamps while attending nursing school. She also told him that one of her children had special needs. The child had been dropped as an infant and the fall caused severe brain injuries and both retinas in his eyes were ruptured.

Doctors told the mom the child would never see, be able to sit up, walk, or talk. Still, this young man insisted that he would like to take her out and if they could not locate a sitter the children were welcome to come along.

This couple dated for 5 years and married in 1997. This young man continued to try out for professional football teams and play arena football.

He missed a tryout with the Chicago Bears because he got a venomous spider bite on the elbow of his throwing arm just days before the try out.

This is a man of faith and he believed that some day he would be the starting quarterback for an NFL team. In 1999 this young man was signed by the St. Louis Rams as a third string backup. Due to an injury of the second string quarterback, he stepped in during a preseason game and immediately began to rewrite Rams’ history.

He went on to win two NFL MVP awards in 1999 and 2001 as well as the Super Bowl MVP award in Super Bowl XXXIV. He led the 2008 Arizona Cardinals to Super Bowl XLIII and owns the three highest single-game passing yardage totals in Super Bowl history. Kurt Warner currently holds the seventh-highest career passer rating of all-time (93.7%), and the secondhighest career completion percentage in NFL history with 65.5%.

Kurt and Brenda Warner are devout Christians. His faith first emerged on the international scene following the Rams’ Super Bowl victory, where he was named the game’s MVP. Mike Tirico from ABC: “Kurt, first things first — tell me about the final touchdown pass to Isaac.” Kurt Warner: “Well, first things first, I’ve got to give thanks to my Lord and Savior — thank you, Jesus!”

Kurt has been recognized and received many prestigious awards and will no doubt be inducted into the football hall of fame, but perhaps the one recognition that means the most to him came from his then 10-year old son after the Rams’ won the NFC Championship game in 2000. CUSTOMER SERVICE NEWS: Customer Surveys 101

Often, customer surveys are poorly executed. Which is too bad because

organizations that conduct surveys show that they understand the importance of asking the opinion of their customers or members.

Sometimes customers are asked to answer many delicate questions without a clear purpose for these questions. Or they are confronted with a question list longer than their arm, where you have to have a PhD to even be able to understand the questions, let alone answer them!

When done right, surveys can be a great tool to enhance customer satisfaction. Make sure you plan your way through a survey or your customers are at peril. Do not underestimate how annoying a bad survey can be.

I will outline how you can perform successful surveys, from setting a goal for it through analyzing the results and follow-up on it.

Step-by-Step Outline 1. Set the goal of the customer survey Defining a goal is essential to determine if the customer survey has been successful. When choosing the words of the goal, make sure that the results are measurable. So, if your goal of the survey is to measure customer satisfaction, select specific areas.

For example, you could survey on usability of your forms. In that case, you can select a number of improvements coming from the survey and track this list until all improvements are incorporated.

5. What’s in it for the customer?

Why should the customer participate in your customer survey? There must be some kind of perceived value. The promise of improved service may be such an incentive. Or a gift certificate. Or a discount voucher.

And remember, if rewards are higher the customer may be more forthcoming with answering longer surveys or privacy related questions.

6. Write the customer survey 6.1. Types of questions you can use When writing customer service surveys, you can choose from the following types of questions (example below):

2. Select the responsible persons in your organization As for any successful undertaking, it must be clear who is responsible for what. If responsibility is unclear, you cannot count on activities being executed when they are supposed to.

Do not think that activities are picked up by the most “logical” person, you may find that your logic can differ widely from other people's logic. As you cannot look inside everyone’s mind, assign responsibilities for each step clearly!

3. Determine the medium Selecting a proper medium can seriously impact the results of your customer surveys, so you have to give it some thought. Here are some possibilities:

Also, decide if you want to accompany the customer survey with an accompanying letter or something like that. Be creative! (But don’t forget that each method has its price tag) 4. Select the customers to survey Choosing the customers that will be surveyed is directly related to the selected goal. Importance scale (Not important--very important)

**Often I see a 5 scale, but this opens up a “safety choice”, where the customer can choose safe middle ground. With a 6 scale, the customer must choose (in those cases) either a slight positive or slight negative angle. Knowing the nuances is often as important as learning the extreme choices.

6.2. Sequence of the questions Putting the questions in a good order is also important for the success of the customer survey.

The questions should invite the customer into the survey. So, always start with the easy questions, as starting with difficult questions can easily scare him/her off.

Put identification questions at the end of the customer survey.

6.3. What to avoid When writing surveys, some mistakes are made that result in a greatly reduced return ratio. Please learn from these mistakes, and do not:

... create extremely long surveys. If answering the survey is not in line with the reward for the customer, she/he will not bother to fill it in. A lengthy survey takes a lot of time, so there must be a great “reward”.

•

... ask privacy related questions unless absolutely necessary. Customers are protective of their privacy, and rightfully so. Most customers frown on having to answer many privacy related questions. If you really want to know (i.e. salary level) make sure you have an opt-out choice in the question. If you don’t, reassure the customer about how you handle these questions.

•

... create a survey that’s difficult to answer. A customer willing to answer your survey, will eventually abandon it if it is incomprehensible.

•

... (DO NOT!) forget that a bad customer survey could create a negative reflection on your business.

6.4. Closing up

•

Do not forget to thank the customer for answering the survey.

•

Inform the customer what you will do with their answers (and don’t forget to follow-up if you promised that!)

•

If you offered an incentive, remind them of what and when they will get it.

7. Testing the customer survey This step is often overlooked, yet can save you a bundle! Since conducting a survey can cost a lot, it is always a good idea to test the survey on a few people before you put it to the world at large. This can show you any big mistakes you made, like these:

•

unclear questions, similar or same questions in one customer survey , impertinent questions you had not viewed that way, a forgotten choice (in case of multiple choice), survey not “flowing”

At the very least do an internal test, where the customer survey is executed by some colleagues. You can also choose to do an external test. If the cost of executing the survey is high, an external test is an absolute must! In an external test, you make a small sub selection of your selected customer base (step 4), and conduct the survey with them. It goes without saying that the results of both internal and external tests must be evaluated before taking the next step.

Online surveys are much easier handled, as the results are usually collected in a usable form by the survey application. But it may be that you have to do some conversion or formatting anyway.

If you promised an incentive, now is the time to send it to the customer, accompanied by a thank you note.

Measure the response! If response is low, you can choose alternative action to minimize money wasted.

One more thing: Sometimes the customer uses the survey to bring a serious complaint to your attention. If this is the case, take immediate action on that complaint as if the customer had just called it in.

10. Analyze the information Analyzing the results of the survey usually involves many statistical calculations and pattern recognition. A well-known package for this is SPSS (www.spss.com). I would like to tell you more, but analyzing surveys goes way beyond the scope of this article.

11. Plan your action Now you know. You know what your customers/members want. Do not make the mistake of ignoring their wishes. Remember that customers “vote with their feet”, so inaction is no longer an option. Imagine the frustration of taking the time to answer your customer survey and then noticing absolutely no change. A customer service survey may increase customer satisfaction, but only if things change!

So make a plan that builds on what your customers perceive as strengths and corrects any found faults. And when you have finished your plan...

12. Just do it! After all... Action speaks louder than words, but not nearly as often. MARK TWAINYou must now show your customer that you have heard them. S

8. Send out the survey At this point you have selected a medium and a customer test base. You have created and tested the customer survey. Now it is time to send it out. (I realize that this sounds like a mailing action, but it can actually be that you send out your team of interviewers to do their thing or activate an outbound call center! This depends on your chosen medium) Timing IS important! For instance, if you chose to call customers, call them at a time they are in. Sometimes a weekend is better, sometimes a weekday. Think about what time is best for your customers!

9. Handle the response Hopefully the answers on your survey are now pouring in. Especially if you are doing an offline survey, the results must be collected in a format that can be analyzed. Often, this means that the results must be November 2011

Making Energy at the Southside Wastewater Treatment Plant , City of Dallas

Building a Greener Dallas There has been a lot of news recently about Dallas going green. Well, Dallas has been green for quite a while, we just keep getting greener.

The city committed to purchasing 40 percent of its power from renewable resources and was last listed as second in the nation for local government (Houston purchases more kWh although we purchase a greater percent) and #12 nationally. Dallas Water Utilities is going to help increase our green power purchase and show that we are serious about staying on top and being the green leader through sustainable projects.

Methane Recapture The Southside Wastewater Treatment Plant stabilizes and disposes biosolids generated at both of the city’s wastewater treatment plants. During the process of stabilizing the biosolids, methane (biogas) is produced as a by-product. Currently, the biogas is flared as a means of disposal, with only a small portion being used to generate hot water for the plant’s needs. The Cogeneration project at the Southside Wastewater Treatment Plant will allow the city to recover and utilize the energy contained within the biogas.

a cost of approximately 6.0 cents/kWh; this is significantly less than the 9.0 cents/kWh that we are currently paying.

Motivating Factors Two key factors led to the development of this project: 1.

The City of Dallas has a desire to be the “Green” leader among large cities through sustainable projects and carbon footprint reductions;

2.

The rising costs of electricity.

By using the biogas generated at the wastewater treatment plant to produce electricity, Dallas will lessen its impact on the consumption of our nonrenewable natural resources by reducing grid derived electricity needs.

Reducing Air Pollution This 30 million kWh per year would have been produced by a coal or natural gas power plant. Coal is a nonrenewable energy source, produced when organic materials decompose and become subject to geological heat and pressure over millions of years. Besides emitting air pollutants like carbon dioxide, sulfur dioxide, nitrogen oxides, and mercury when burned to produce electricity, the process of extracting, processing and transporting coal contribute to air pollution. Natural gas extracted from the earth is also a nonrenewable energy source, produced similarly to coal.

As a fuel to generate electricity, DWU’s Biogas has the potential to reduce the City of Dallas’ total grid derived electricity consumption by almost 4%

The Cogeneration project is a twenty year lease agreement between the City of Dallas and Ameresco, Inc., in which Ameresco finances, designs, constructs and operates the Cogeneration Facility. The City of Dallas will supply the facility with approximately 1.5 million cubic feet of biogas per day which will be converted by engines into electricity and hot water. The electricity will be sold back to the Plant and the hot water will be returned to the plant’s hot water system to be used for heating purposes. The Cogeneration Facility will produce approximately 30,000,000 kWh per year that will be sold to the city at 16 TEXAS WATER UTILITIES JOURNAL www.twua.org

Emissions Savings Based on coal powered electricity, DWU anticipates an annual emission savings as follows: •

Carbon Dioxide - 40,000 tons

Particulate Matter - 239 tons

•

Carbon Monoxide - 22 tons

•

Sulfur Dioxide - 11 tons

•

Nitrogen Oxides - 2 tons

Second, the public-private partnership set up with the energy conversion contractor allows the city to utilize private capital, making the project feasible where it might not have been otherwise.

Quality of Life Improvements Once construction of the project is complete and operation commences, the quality of life will improve in the following ways:

Payback The Cogeneration Facility ($10 million dollars) is privately financed by the energy conversion contractor. The support utilities ($6 million dollars) needed between the wastewater treatment facilities and the Cogeneration Facility are being financed and constructed by Dallas Water Utilities. The payback on the construction of the support utilities is expected to be approximately 6 years.

An Outstanding Project The City of Dallas’ cogeneration project is an outstanding project because it is taking a previously unused renewable resource and now using it to generate electricity at cheaper costs than the city is currently paying, all while reducing area-wide emissions and the city’s carbon footprint.

The drop in grid derived electricity demands will reduce overall emissions and improve air quality in the region.

The reduced unit price of electricity will help Dallas Water Utilities reduce operational costs while maintaining its level of service provided to the citizens of Dallas.

Future Plans There is also a grease digestion project underway, that will aim to enhance biogas production and electricity production through the introduction of grease trap waste directly to the plant’s digesters.

Currently, grease haulers pick up brown grease, treat it at their facilities and send the remaining solids to the landfill. This project will allow the plant to use the grease on site for energy production and also save landfill space. The project also has the potential to reduce sanitary sewer overflows due to grease blockages. S

How to Develop a Healthy Customer and Distributor Relationship

A few thoughts related to sales representatives and interaction with water and wastewater personnel.

For TWUA the association depends on vendors to help offset costs for hosting training events. One of the justifications for allowing classes to tour vendor exhibits is the interaction between the student and the vendor and the exposure to various industry products. Without vendor support at training events, the cost associated with training would be significantly higher.

In the water and wastewater industry a necessary function of the operators and particularly supervisors and managers, is involvement in reviewing product specifications and purchasing materials and supplies. To make this task more efficient and as a way to promote company sales vendors provide sales representatives to call on accounts.

These sales calls always occur at a time when you are not involved in more pressing needs - right?

The majority of vendors who call on water and wastewater providers do not wish to be intrusive or create difficulty. Unfortunately, sales territories are quite large and routes and schedules are a necessity for the vendor representative.

Everyone has had experiences dealing with a sales person who was for the lack of a better term - a pain.

This sales person always appears at the worst possible time and he or she never attempts to schedule their visit but hopes to get a portion of your time.

Typical sales scenario: As the person making purchasing decisions your day is filled with decision making. You have personnel issues, you have projects in various stages of completion, you have to evaluate and comply with budgets, you have managers or in some cases councils, mayors, and boards with needs, and at the height of the performance of your duties, you get the call from staff that a salesperson is in the office and would like to see you and discuss some product.

Sometimes it really is an impossibility to meet with this salesperson and most salespeople really do not wish to complicate your time or day. Most understand if they irritate the person who has influence and control of purchase orders and product specifications, they are probably not going to get a sale. In this above scenario the preferred action would be for you, as 24 TEXAS WATER UTILITIES JOURNAL www.twua.org

the customer, to take a minute to simply inform this salesperson that you appreciate his or her stopping by; but it is just not a good time and ask if they would like to schedule a time or give you a call later.

The scenario that often occurs is the manager tells staff to inform the sales person he or she will need to come back at another time. What is not taken into consideration in this scenario is the distance this salesperson traveled this day for the opportunity to spend a small amount of time attempting to provide for a need or show you a new product.

Some managers or decision makers have gone to the procedure of scheduling specific days and times for sales calls. As long as the sales community knows this policy, they typically do not have a problem with compliance. Problems begin when times are scheduled and the manager person at the entity still sends staff out to make excuses or inform the salesperson that the meeting will need to be rescheduled.

Most sales representatives know and understand your time is important and when you meet with them, if you will tell them up front, you only have 20 minutes or you have a specific amount of time to talk about their product(s), the sales representative knows and appreciates that they need to get to the main point of the call.

Be honest and up-front about products. If you like the product and are interested in pursuing a purchase let them know. If, on the other hand, you are not interested or you are experiencing budget constraints, again let the representative know so they do not waste your time or theirs with follow-ups or repeat sales calls.

The point of this discussion is to simply raise awareness on both sides and ask you to be respectful and honest with your vendors. Yes, sales are their livelihood but the majority would rather be considered as a resource and they truly do not wish to complicate your day or job performance.
