As we welcome a new year, I find myself both humbled and inspired. Nearly halfway through my term as President of the Texas Water Utilities Association, my eyes have been opened even more to the dedication, professionalism, and heart that define our members. Every month brings new opportunities to see how TWUA continues to grow, adapt, and serve across this great state.
The past year has reminded me that TWUA is much more than a training organization—it’s a community of professionals who care deeply about one another and the people we serve. Whether you operate a plant, maintain a system, teach a class, or support a team, your work is vital. Together, we make Texas a better, safer, and stronger place to live.
Reflecting on 2025: A Year of Growth and Connection
Looking back on 2025, I am filled with gratitude for what we accomplished together. Across Texas, TWUA members, volunteers, and leaders showed remarkable commitment to professional development, safety, and community service.
I witnessed it firsthand at district meetings, regional schools, and local training events. I saw it in the classrooms where experienced operators shared their knowledge with those just beginning their journey. I saw it in the teamwork of city staff and in the quiet dedication of those who keep our systems running day and night.
Our association strengthened communication across all levels—from the management committee to district officers and individual members. We shared information more effectively, listened to one another more closely, and built stronger relationships through conversation, transparency, and trust.
helped organize events. Appreciation nights and regional gatherings reminded us that connection is at the heart of TWUA. When we spend time together—not just in work, but in fellowship—we build unity that fuels everything else we do.
We also remained focused on balance—honoring our priorities of God, Family, and Profession. Through it all, I’ve been encouraged to see so many of you living out your faith, supporting your families, and giving your best at work. It’s that alignment of heart and purpose that makes TWUA unique.
TWUA continues to make a tangible difference through education and certification programs that protect public health and strengthen professional competence. Two key areas of focus for 2026 are Backflow Prevention Assembly Tester (BPAT) and Customer Service Inspector/Cross Connection Control (CSI/CCC) training.
These programs work hand in hand to ensure that drinking water systems remain safe, reliable, and free from contamination. Through TWUA’s courses, participants gain both classroom instruction and hands-on experience, learning the skills needed to test, maintain, and inspect cross-connection systems.
As Texas communities continue to expand, the demand for qualified testers and inspectors will only increase. TWUA is committed to making these trainings accessible statewide and providing top-tier instruction to prepare our workforce for the future. Whether you’re pursuing your initial certification or renewing your license, I encourage you to take part. Every test and inspection performed correctly helps safeguard the integrity of our state’s water supply.
As we step into 2026, our mission remains clear: to train, equip, and inspire water and wastewater professionals across Texas. But our calling goes deeper than that. We’re not just preparing people to do their jobs—we’re shaping leaders, building communities, and protecting lives.

We’ll also continue to focus on communication. I believe that listening well is one of the most powerful ways to lead. I encourage every member to stay engaged, ask questions, and share your insights. If there’s something TWUA can do better, I want to hear from you. Your voice helps guide our direction.
Engagement will remain a top priority. This year, I challenge every member to take one extra step—attend a district meeting, volunteer at a regional school, or mentor a new operator. Those simple acts ripple outward, strengthening our profession and ensuring that the next generation of water professionals inherits a culture of service and excellence.
And finally, we must continue to pursue balance. Our work can be demanding, but we serve best when we’re grounded in faith, supported by family, and connected to purpose. As you move through this year, take time to rest, to reflect, and to celebrate your victories—both big and small.
Throughout this journey, my faith has remained my foundation. It reminds me that leadership is not about position—it’s about service. I strive each day to lead with humility, to listen before speaking, and to lift others up.
Family, too, gives meaning to our work. The support of loved ones enables us to give our best to the communities we serve. Behind every operator, manager, or instructor is a family that shares in the sacrifices and rewards of this calling.
And our profession—the one that unites us all—remains one of the most noble in public service. We are guardians of health, stewards of the environment, and protectors of the most essential resource on earth: water.
As an association, we have a responsibility to nurture that calling. Let’s continue creating opportunities for leadership development, technical advancement, and personal growth. Let’s remain a place where professionals at every stage can find encouragement, support, and belonging.
Training has always been at the heart of TWUA’s mission, and 2026 is shaping up to be an exciting year filled with opportunities to learn, connect, and grow. These regional and statewide events are where we sharpen our technical skills, strengthen professional relationships, and celebrate the spirit of service that unites us all.

The drought remains a concern in parts of Texas. While some areas are experiencing rain, many watersheds still remain dry. In West Texas, Lake Spence is at 12.5 % (- 0.4 %), White River is at 30.6 % (- 1.3 %), and in the Panhandle, Lake Meredith is at 46.9% (-0.4 %). Greenbelt is at 7.6 % (- 0.8 %). The July dates might affect attendance since they are the week before the TCEQ Drinking Water event, but there is limited flexibility. TWUA would like to thank everyone who attended a regional school, in-person event, district meeting, or online class in 2025. Thank you for your support, and with your help, we will make 2026 even more successful. Visit the TWUA website under the training tab to find an event that works best for you. Feel free to contact Central Office if you have specific training needs. Maybe you are looking for a specific class, or maybe you want to host a live in-person class at your facilities.
In January 2026, I began my 20 th year with TWUA. How long have you been with your current employer? A decade is 10 years, so two decades is hard for me to grasp. I thought it would have taken longer. I absolutely enjoy what I do and the challenges we have collectively overcome. The water and wastewater industry has changed a lot in the last 20 years. The importance of a good professional operator is growing exponentially. Training those responsible for the public health and safety of the entities is very rewarding. I am a baby boomer and am beginning to experience some health-related concerns that come with gray hair or no hair.
Occasionally, I am asked for guidance on entering the water business or on the significance of obtaining or advancing a state license. The first thing I mention is to commit to the process. By that, I mean that if you want to be considered a professional, you must look and act like a professional. Whatever time your job begins, be there 15 minutes early. Whatever time your shift ends, be the last one out the gate.
When asked which industry (water or wastewater) to pursue, I ask, “Do you like chemistry or biology the best?” If chemistry has more appeal, then water is better suited for you. There are many variations in the chemicals used in drinking water treatment. If you like bugs and microscopic organisms (biology), then wastewater is where you should go. About this time, if the person asking the question appears to have a deer-in-the-headlights look, I say something like, "In the 28 years that I worked for a municipality, I can think of one time when the mayor, council, or board asked to go to the wastewater treatment facilities."
I then convey that no one should give up or forget about their operator’s license. An operator’s license makes you marketable. There’s no shame in having to retest or in delaying a license attempt. Always pursue your goal with purpose, and never let anyone tell you that you're not capable of obtaining or advancing a state license. Continue the fight. How bad do you want to succeed? Remember, your actions made a difference. You succeeded when it mattered.
Safety is very near and dear to me. The goal at the end of the day is to return home with all your fingers and toes, no missing body parts. Always think about job performance with safety in mind. Remember – slope it, shore it, or shield it. Never become complacent and think accidents will not impact me – hold this, I know what I’m doing!
Stay Safe, and Remember – we do not need all the operators in Texas to be members of TWUA – JUST YOU! ! !











Grateful people often experience better sleep, lower blood pressure, and stronger immune systems. Gratitude reduces stress, which directly impacts overall physical well-being.
When you take time to recognize and appreciate the positives in life, it can lead to a deeper sense of meaning and purpose. Gratitude can clarify what truly matters and align your actions

Gratitude creates a ripple effect of positivity. The more you focus on what’s good, the more good you tend to notice, reinforcing a cycle of positivity in your life. * * * * * * * * * * * * *
Practicing gratitude doesn’t mean ignoring difficulties; it’s about acknowledging the challenges while choosing to focus on the blessings that coexist with them. Finding gratitude when life feels overwhelming can be challenging, but it’s possible with small, intentional steps. Gratitude can be found in everyday life by cultivating awareness and intentionally looking for the small joys, blessings, and moments of connection around us. Here are some practical ideas for finding gratitude daily:
Morning Rituals: Start the day by thinking of one thing you’re looking forward to or one thing
Evening Reflections: Before bed, reflect on three things that went well or made you smile.
Meal Times: Take a moment before eating to appreciate the food, the people who prepared it, or the nourishment it provides.

• Appreciate Strength: Acknowledge your own resilience and ability to persevere.
5. In Small, Everyday Joys
• Sensory Moments: Appreciate simple pleasures like a warm drink, a favorite song, or a cozy blanket.
• Celebrate Tiny Wins: Be grateful for progress, no matter how small, like completing a task or having a productive moment.
6. Through Reflection or Writing
• Gratitude Journaling: Write down one to three things you’re grateful for each day, even if they’re small.
• Gratitude Jar: Write positive moments on small slips of paper and collect them in a jar to revisit when you need a boost.
7. In Quiet Moments
• Pause and Breathe: Take a moment during the day to breathe deeply and reflect on what’s going well.
• Mindful Observations: Notice the beauty in ordinary things, like the way sunlight filters through a window or the laughter of a child.
8. In Yourself
• Appreciate Your Body: Be grateful for what your body allows you to do—walk, breathe, see, or hear.
• Recognize Growth: Reflect on your accomplishments and the effort you’ve put into becoming who you are.
9. Through Technology
• Use gratitude apps like Grateful or 365 Gratitude to record daily reflections.
• Set reminders on your phone to pause and think about something you’re thankful for.
10. In the Unexpected
• Look for “hidden” moments of gratitude, like finding a good parking spot, someone holding the door open, or hearing your favorite song unexpectedly.
By consciously pausing to notice and appreciate these moments, gratitude becomes a habit that can transform your perspective on life.

It is important for employers to know the wind chill temperature so that they can gauge workers’ exposure risk better and plan how to safely do the work. It is also important to monitor workers’ physical condition during

tasks, especially new workers who may not be used to working in the cold, or workers returning after spending some time away from work.
The National Oceanic and Atmospheric Administration (NOAA) Weather Radio is a nationwide network of radio stations broadcasting continuous weather information from the nearest NWS office. It will give information when wind chill conditions reach critical thresholds. A Wind Chill Warning is issued when wind chill temperatures are life-threatening. A Wind Chill Advisory is issued when wind chill temperatures are potentially hazardous.
Environmental cold can affect any worker exposed to cold air temperatures and puts workers at risk of cold stress. As wind speed increases, it causes the cold air temperature to feel even colder, increasing the risk of cold stress to exposed workers, especially those working outdoors, such as recreational workers, snow cleanup crews, construction workers, police officers and firefighters. Other workers who may be affected by exposure to environmental cold

conditions include those in transit, baggage handlers, water transportation, landscaping services, and support activities for oil and gas operations.
Risk factors for cold stress include:
• Wetness/dampness, dressing improperly, and exhaustion
• Predisposing health conditions such as hypertension, hypothyroidism, and diabetes
• Poor physical conditioning

What constitutes cold stress and its effects can vary across different areas of the country. In regions that are not used to winter weather, near freezing temperatures are considered factors for "cold stress." Increased wind speed also causes heat to leave the body more rapidly (wind chill effect). Wetness or dampness, even from body sweat, also facilitates heat loss from the body. Cold stress occurs by driving down the skin temperature, and eventually the internal body temperature. When the body is unable to warm itself, serious cold-related illnesses and injuries may occur, and permanent tissue damage and death may result. Types of cold stress include: trench foot, frostbite, hypothermia, and chilblains.

Although OSHA does not have a specific standard that covers working in cold environments, under the Occupational Safety and Health Act (OSH Act) of 1970, employers have a duty to protect workers from recognized hazards, including cold stress hazards, that are causing or likely to cause death or serious physical harm in the workplace.
• Employers should train workers. Training should include:
o How to recognize the environmental and workplace conditions that can lead to cold stress.
o The symptoms of cold stress, how to prevent cold stress, and what to do to help those who are affected.
o How to select proper clothing for cold, wet, and windy conditions.
• Employers should:
o Monitor workers physical condition.
o Schedule frequent short breaks in warm dry areas, to allow the body to warm up.
o Schedule work during the warmest part of the day.
o Use the buddy system (work in pairs).
o Provide warm, sweet beverages. Avoid drinks with alcohol.
o Stay well nourished by snacking on high carbohydrate foods.
o Avoid touching cold metal or wet surfaces with bare skin.
o Provide engineering controls such as radiant heaters.
