President’s Message

Update by William “Bill” Brown

Greetings all, I recently had the opportunity to instruct my first online training class. I do not know how many times I have taught Utilities Management in the past, but the instructional method which I typically employ was very different. I figure if a student desires to be in some type of management role, they must be willing to speak in front of crowds. I understand the fear of public speaking; however, public speaking, on some level, is a part of being in management. I divide the class into groups of two or three depending on the size of the class and ask each group to select a chapter of the Utilities Management manual. I then give them 5 to 6 hours to prepare their presentations. Most participants actually end up enjoying the time in front of the class. Some, however absolutely hate it. A very few cannot overcome the fear and cannot address the class. For those folks, I ask them to be a part of the group and simply stand with them and be “eye candy” during their presentation. All of that to say, I had to revamp my instructional method. I am the type of instructor that feeds off of class participation including, body language, attentiveness, and alertness just to name a few. Not being able to see students was challenging for me. I did, however end up enjoying the class. Some may say computerbased training is not for them. I say give it a try in this time of uncertainty, particularly if you are simply acquiring renewal credit. From a manager’s perspective, no travel, no hotel, no meals makes business sense. Hopefully, I will be afforded the opportunity to instruct another online class, and I challenge you as TWUA members to take part in the online experience. There are advantages to online training, and it has its place. But I want to see faces, shake hands, and have personal interactions with attendees. For now, online seems to be our best option. But, when this whole COVID19 is in the rear-view mirror, I look forward to getting back to the “old normal”. I enjoy attending training events, seeing colleagues, visiting with vendors, and doing what we do after hours. And no, I’m not going to explain “doing what we do”! Please remember TWUA Annual School for 2021 has been rescheduled to September, and I would love to see the largest attendance on record. Until then, continue to look at available online training options and available dates from TWUA. I also want to make sure you are taking advantage of the 2-hour webinar meetings that begin September 1st. Sign up early and take advantage. Look at the TWUA Training calendar or call Central Office for more information. May the Blessings of Heaven Rest upon you and all Water and Wastewater professionals! Bill Brown

F

ather, we pause in these trying times and rejoice in You, and acknowledge that uncertainty may be around us, but You remain in charge and control of life as we know it. We need You, and we welcome You in all we do. We come into Your presence, seeking Your grace, Your calm, Your mercy, Your guidance, and forgiveness. Father, continue to bless us as only You can. We pray for Your favor and ask that You direct, protect, watch over, guide, and bless TWUA and its members. Amen In West Texas, Lake Spence is sitting at 23.8 % (- 1.3 %). White River is sitting at 16.5 % (-2.1%). Panhandle - Lake Meredith is sitting at 39.0 % (-0.7%) and Greenbelt is at 19.2 % (-0.6 %). If you want to get a complete look at current lake levels, go to waterdatafortexas.org. The drought has never left for some and is returning for some. I may be in the minority, but I am ready for rain, cooler temperatures, and whatever winter has in store. You know it has been exceptionally hot when you look at the calendar and think – good it’s only something like 12 weekends until Christmas and hopefully the heat will subside. I wonder if the folks in Ketchikan Alaska need live water and wastewater training in the summer months? The coronavirus and all the negative ramifications keep hanging around. The decision for NO live public TWUA meetings remains in effect. There are beginning to be talks and discussions related to corona vaccines and treatment. But until there are actual vaccines and treatments readily available, TWUA remains in the hold or suspension mode. Beginning in September, there are 2-hour webinar options for those looking for renewal options. The electronic offerings will be available four times per week. Wednesday and Thursday – and twice per day. Once in the morning (9:00 – 11:00) and Once in the afternoon (2:00 – 4:00), then repeat this offering each week of the month. Each session will have size limitations, but we hope that 6 Texas Water Utilities Journal www.twua.org

by making it available 16 times per month – we can accommodate those looking for continuing education credit. To be clear – a person would only be able to access the monthly offering ONE TIME per month. It will be the same topic and the same presentation all month, and those seeking renewal hours can only access the same electronic content one time in a license renewal cycle. Watch the website training calendar. As soon as the 2-hour classes begin in September – SIGN UP! Central Office is exploring options for making at least some of the programs available in the evening. Beginning at 6:30 p.m. and going until 8:30 p.m. At the time of this writing, the 2-hour electronic meetings have some human interactions on TWUA’s part. Meaning the events must be manually started and monitored by staff, so we are working through the processes and options. TWUA understands that for many, the evening or after hour options are the only way some will be able to receive continuing education renewal training. I will pledge to continue looking at more time slots and to better accommodate the evening or after hour usage. The question that continues to get asked (a lot). Will there be a live regional event in 2020? Remains a good but loaded question. At this point – highly doubtful. The West Texas Regional School in Lubbock, just notified Central Office of their decision to cancel their November training event. Ft. Stockton is still on the schedule as pending, but time is running out on an effective vaccine. There has been some discussion about Ft. Stockton taking the first week of March 2021? I anticipate there will be several regions moving dates in 2021. Check the TWUA Website. As previously stated, - live public events will depend on several factors. First – will there be a rebound virus or new virus event this Fall? Second – will there be a vaccine? Third – can there be sufficient precautions enacted that will protect the attendees? Will membership comply with newly adopted policies? So again, will a regional school or district meeting happen in 2020? I will borrow a term from the current political arena – I remain cautiously optimistic (but doubtful). September 2020

One other Covid related change – Dates for Annual School 2021 The Management Committee was able to reschedule Annual School dates in the 2021 year. The new Annual School dates for 2021 are September 26th – 29th 2021. With all the impacts of the Coronavirus on revenue streams and the lack of a promising vaccine by year-end, the board decided to pursue other dates, and the hotel, along with the convention center in Corpus Christi, was able to accommodate. In a related item – TWUA and Omni will have a link activated as soon as possible, so those with current budget funds who want to go ahead and register for the next Annual School, may do so. Please check the TWUA website for more information.

advancement? TWUA continues to expand its computerbased online training. TWUA will strive to offer three (3) separate 20 and 24-hour approved courses each week. Some future weeks, there will be 4 separate course offerings. Example - From September 1 until year-end there are 49 separate online course offerings scheduled. If there are specific classes you need but do not see them on the training schedule, please contact David Moore (d.moore@twua.org)

Everyone at TWUA sincerely hopes you and your family members have not been impacted medically. For most of us, these are never before seen times, and the event could be with us for a while longer, so we must remain vigilant.

TWUA would welcome your thoughts and perspectives. Email is the most conducive way to share. Feel free to email me at r.hamilton@twua.org

So, what is an alternative for continuing education and training courses needed for license renewal and

The Management Committee is adamant in thinking Live in-person events are far more effective and beneficial. And the hope is, one day soon, Live training events will again be offered.

CLEANING THE WORKPLACE DURING COVID-19 BY CREATIVE SAFETY

Maintaining a clean and organized workplace is an important aspect to daily operations, no matter which industry your business is in. From ensuring safety to increasing efficiency, cleanliness can have a big impact on how well workers are able to carry out their tasks. Cleaning is also crucial to health, as germs can spread quite quickly throughout the workplace—and as the world continues to adapt to the novel coronavirus pandemic, having a cleaning routine is more important than ever for your facility. Why is a Clean Workplace Important? It’s important to maintain cleanliness for many reasons. Whether you hire a third-party vendor to thoroughly clean your office or you ask employees to organize their workspace before they leave at the end of the day, sustaining a clean workplace has a large influence, in several ways: 1. It supports workers’ health. Germs spread easily in the workplace, especially in common areas such as break rooms or if workers share equipment. Routinely disinfecting shared surfaces or commonly touched objects reduces the likelihood of the spread of disease. When you take the time to clean, this supports your employees’ general health. 2. It’s essential for safety. Not only are workers safer in a clean environment that doesn’t contain germs, mold, or dust, but cleanliness reduces potential hazards. An unorganized office space can contain many fire hazards, and keeping the floors clear reduces slip and trip hazards. 3. It can help boost efficiency. When workers feel comfortable at work, this influences their productivity and performance. If things are organized, they’ll spend less time looking for an item they need, and if the workplace is clean, this can help result in less sick days. 10 Texas Water Utilities Journal www.twua.org

Once you implement a consistent cleaning routine, you may notice that people are able to conduct their tasks much more efficiently. Getting Your Workplace Ready for Reopening Whether you are welcoming workers back from telecommuting or your local government has allowed your business to open its doors again, it’s essential to continue to protect workers’ health and safety. As you develop and implement your reopening plan, it’s highly recommended to establish a consistent cleaning and disinfecting routine. In OSHA’s Guidance on Returning to Work Document, you will find recommendations for reopening safely. With health and safety procedures that can help reduce the risk of exposure or the spreading of COVID-19 in your workplace. On top of this, the Centers for Disease Control and Prevention (CDC) has extensive resources and guidelines for effectively cleaning surfaces so the spread of the coronavirus and other illnesses is minimized. Disinfecting the Workplace: CDC Guidelines The CDC has established recommendation for cleaning and disinfecting your facility, , which includes everyday steps and specific considerations for employers. One of the most important aspects to note is that you should clean a surface with regular soap and water before using a disinfectant. Soap and water help to reduce dirt and impurities, while disinfecting effectively kills germs. In some cases, regular cleaning may be sufficient enough; for example, if a space has been unoccupied for 7 days or more, only routine cleaning with soap and water is needed. Frequently touched surfaces (also known as “high touch surfaces”) should be routinely cleaned and disinfected. These surfaces include doorknobs, point of sale keypads, elevator buttons, toilets, desks, phones, keyboards, light switches, and countertops. Soft or porous surfaces should be cleaned and laundered, if possible. September 2020

Choosing Cleaning Supplies Some cleaning supplies have special instructions or contain harsh chemicals. It’s important to carefully read and follow the instructions on the label of the cleaner you use; many products require precautions, such as wearing disposable gloves or ensuring good ventilation. If PPE, such as a face mask, respirator, or gloves, is required to use a cleaning chemical, employers must adhere to OSHA’s PPE standards to ensure supplies are used safely. If you use disinfectants, the CDC recommends using products that are approved by the EPA. These supplies have been officially registered as household disinfectants. They also meet the EPA’s criteria for effectiveness against the virus that causes COVID-19.

and reducing person-to-person contact is highly encouraged. However, the virus also can spread through shared surfaces if someone touches an infected surface, then touches their nose, eyes, or mouth. In the workplace, shared objects such as tools must be thoroughly sanitized to help reduce transmission of disease. Ideally, sanitizing tools will occur as much as possible— between each use, or at least before the next person uses the tool. Organized tool storage is especially helpful for cleaning the workplace, as magnetic tool holders and pegboards effectively show which tool is currently in use so workers can keep track of what needs to be cleaned, and what doesn’t. Creating organization tasks and establishing routine cleaning goes a long way in preventing your employees from sharing potentially infected tools.

Keeping Tools Sanitized The CDC states that the coronavirus primarily spreads through respiratory droplets, which is why social distancing

A HURRICANE’S COMING By R. Hamilton

The forecasters are watching a disturbance in the Atlantic, They predict it will grow, but it’s too early for panic. With the passing of days, the anxiety grows, A hurricane is coming – and it’s promising quite a show. They made it official; it’s now headed this way, Will everyone heed the warning – too early to say? So much to do, no time for delay, A hurricane is coming – and straight for our bay. The EOC’s been activated and responsibilities are increasing, Our routine job duties, they are now ceasing. Generators have been delivered, and preparations complete, A hurricane is coming – as our neighbors retreat. All hunkered down, in this shelter with others, I’d be miles away, if I had my druthers. Now the wind’s really howling and this shelter is rocking, A hurricane is coming – its power is quite shocking. The force is much worse than originally expected, This storms packing a punch and must be respected. Please tell me again, why I said I would stay, A hurricane is coming – and claiming its prey. The damage is significant, but it could have been worse, Thanks to preplanning, there’s little need for a hearse. My focus now changing, for water must be restored, A hurricane is coming – and our system, won’t go ignored. The cleanup and rebuilding will take some time, But to leave this area, would seem like a crime. Our faith and our beliefs, they remain intact, Thanks go to our operators; for they were one of the first to react. ©Russell Hamilton - 2009

WIPES IN PIPES

With Micro-Solve® microorganisms multiply. This reduces the grease that binds wipes together. Micro-Solve® reduces the risk of contact with disease.

Exam Prep Optimize Mental Readiness

Wipes when flushed and combined with other products and grease that is poured down drains, create "fatbergs". Once they enter the sewer lines, they can accumulate and cause backups, damaging the city's infrastructure.
