President’s Message

Greetings, Fellow Members and Operators by Mike Norris

The 104th TWUA Annual School in Corpus Christi has come and gone. By all accounts, it was a success. We could have used more bodies in chairs, but public gatherings for educational purposes are a struggle. I have a parting request, now is the time to start planning to be a part of the next Annual School. The dates are September 17th – 19th, and the host location remains Corpus Christi. While budgets are fresh, you will soon be able to register on the TWUA website. The associa tion will work with you if substitutions are needed later.

I have now transitioned from President to the Chair of the Management Committee. I look forward to working with an outstanding group that makes up the management committee and with Central Office staff for the betterment of TWUA. Jim Siddall assumed the office of President, and we are confident that Jim will lead the association to a most successful year.

One of the items discussed at this year’s event was next year’s 105th year in the Operator Training arena. At the 100th year celebration, it was suggested that we should bring back as many past presidents as possible every five years, honor them with a reception, and update the history book. I am looking forward to this event and hope you will plan to come to Corpus Christi and be a part of this historic time. As soon as the particulars are set, there will be more information on the website and in the Journal.

For me, this quote is telling us, that you are the driver and the person responsible for achieving your goals and

dreams. If you do not develop your goals and map out the steps necessary for achieving those goals, no one else will. If you want something bad enough and put in the hard work, make temporary sacrifices, and keep striving to complete the various steps, your goals will become achievable. Perhaps the most challenging part of achieving dreams is that we have to be motivated. Sitting on a couch watching television or staring at the ceiling is not productive. Some days we have to force ourselves and remind ourselves that in the end, it will be worth it.

In closing, I wish to encourage you and your co-workers to remain active and participate in “in-person” training events. Attending District Meetings and joining fellow operators in Regional Schools are critical to continuing these types of educational events. As mentioned in previous articles, you are in control of in-person training events. As long as there are adequate participants, all efforts will be made to continue in-person events. Once the demand ceases to draw participants, other training options will become the preferred method.

I pray that you are blessed with good health, prosperity, and purpose.

In West Texas, Lake Spence is sitting at 19.7 % (- 0.7 %). White River is sitting at 15.2 % (-1.4 %). Panhandle - Lake Meredith is sitting at 31.8 % (- 0.6+ %) and Greenbelt is at 12.6 % (- 0.9 %). Annual School – the 104th Annual School was held in Corpus Christi. Attendee numbers were lower than anticipated, but by feedback, the event was successful. Annual School will remain in Corpus Christi in 2023. The dates are September 17th –20th 2023. This means the school and all meetings begin on Monday, and classes begin on Tuesday the 18th. This upcoming event will be the 105th year for TWUA to be in the Operator Training arena. Not certain at this point the specifics on how the 105th will be commemorated, but please, make plans now to come and be a part of this historic accomplishment.

Mark your calendar for the remaining 2022 Regional op portunity – Lubbock will be November 1st – 3rd. The links to all the fliers will be activated as soon as possible so that you can register for any region now, making use of budgets more efficiently.

The 2023 Regional Calendar will be updated and posted as soon as the dates are confirmed.

We remain optimistic the in-person training events will remain successful, and attendance will return to historical numbers, but your participation is needed. In-person, Live training events are struggling to attract students.

My takeaway from the TCEQ Drinking Water Conference is the requirements for compliance with the updated Lead and Copper Rule are going to be a challenge. Specifically, the EPA rule requires the identification of material used for the service line from the main line to the meter AND from the meter to the home or business. I see a lot of hands-on labor and potting machines for all in the very near future!

What does the acronym DATL represent ? There is an old saying; you are not through until the paperwork is done . . . well, you are not registered for a state exam until you . . . Designate A Testing Location.

The Story Goes Something Like This –

The Clever General

Thousands of years ago, there was a famous Chinese general with a reputation for being an astute, cunning, strategic, and feared leader. These are the events of a battle that did not happen. One day, at the end of a grueling campaign, this general decided to stop and allow his men much need rest. He sent the main fighting force ahead to scout and look for signs of the enemy and determine what provisions they might secure.

Meanwhile, one of his enemy’s scouts happens to spot the general and his small tired company of soldiers. This scout returns to his general and suggests that now is the time to march his army of thousands of soldiers on the enemy general’s all-but-defenseless position.

In the middle of the night, the general’s awakened by one of his men, who breaks the news of the impending battle.

Sir, the enemy’s close, and they are significant in number. They’ll be here before daybreak, and our tiny band of soldiers in the stronghold will be no match for their numbers.

Hearing this, the general stops and considers his options.

Understanding his predicament, he instructs his men to stand

down, open the gates, take down the banners from the walls, and hide.

The general then removes his armor, dons a cloak, and sits on the walls playing the mandolin as he looks out and, by all appearance, ignoring the approaching army.

The enemy leader soon arrives. He recognizes the general immediately.

And orders his forces to halt.

He stops to survey the situation. He knows this opposing general better than anyone, including his reputation for wily deeds and setting deadly traps. He waits and watches the general and his men some more.

The presence of this infamous general, sitting there with such nonchalance, makes him question himself. Was the information he received false or perhaps intended? Is the general luring him into a deadly trap? Are overwhelming forces hidden nearby?

Or is it a double bluff?

Is this a ploy to make him question himself? Is the general, in fact, as defenseless as he seems?

He waits some more…And then, he orders his forces to retreat quietly.

Moral of the story:

First, your reputation is crucial and can deliver all sorts of positive outcomes.

Second, there’s often a cleverer, more strategic way to achieve your goals. Never assume it takes brute force. Look for a method of attaining the same results with less effort.

PERSONAL PROTECTIVE EQUIPMENT

Personal Protective Equipment (PPE) is used in the workplace to protect employees from hazards. For example, construction workers should wear necessary hard hats, eyewear, footwear, and gloves on the worksite. PPE is not a viable first choice when it comes to protecting employees from hazards. This is because PPE is not designed to prevent hazards; it protects employees in the event a hazard occurs.

The hierarchy of hazard control was created by The National Institute for Occupational Safety and Health as a means of “determining how to implement feasible and effective control solutions.” From most effective to least effective, the hierarchy of controls includes elimination, substitu tion, engineering con trols, administrative controls, and PPE.

The top of the hierar chy of hazard control includes elimination and substitution, which means you physically remove or replace the hazard. Even though these are considered the most effective, they are usually the most difficult to accomplish. Existing processes make it tough to find a way to eliminate or replace a hazard.

The middle and most favored option is to use engineering controls. The aim of engineering controls is to isolate people from the hazard. Engineering controls are designed to remove the hazard from the source before it ever comes into contact with an employee by reducing the source of exposure. Rather than removing or replacing sources of hazards, engineering controls work to modify equipment and processes to reduce the source of hazards. An example of an engineering control would be a ventilation system that removes vapors while an employee works.

The bottom contains administrative controls and PPE. These two methods of hazard control are considered the least effec tive and should never be used alone to prevent hazards and protect employees.

Administrative controls essentially change the way people work. This option works from the side of the employee rather than the equipment or process. Through administrative con trols, employees spend restricted time in work areas, among other rules, while hazards are not actually removed or reduced.

PPE is found at the bottom of the hierarchy of hazard controls because it is designed to protect the employee once the hazard comes into contact with them, not prevent the haz ard from happening. Personal protective equipment should be considered the last resort for employers and their employees and should be an aid used along with exist ing hazard protection processes to protect an employee when hazards are not already well controlled.

Remember that PPE is considered a last resort when it comes to hazard control and prevention, and always refer to the hierarchy of hazard controls when planning a safety process.

TCEQ Occupational Licensing Exams are Going Paperless!

The Texas Commission on Environmental Quality’s Occupational Licensing section has been diligently working on revising and converting all licensing exams from paper to computer-based testing (CBT).

We are pleased to announce that beginning September 1, 2022, all TCEQ administered exams will be available at approved CBT centers. TCEQ will no longer conduct paper exam sessions, with exceptions for Americans with Disabilities Act requests.

The only two exams not offered via CBT are the OSSF Site Evaluator and the Landscape Irrigator exams, which are currently being administered by the Texas Engineering Extension Service (TEEX).

LONG-TIMERS’ ADVICE FOR NEW GOVERNMENT HIRES

When you’re a newbie, the wisdom of long-timers can lift the veil on the mysteries of life as a public servant. According to our experts, the most important thing in starting your government job is to embrace the complex and varied environment you’ve entered and explore it.

“Government is an ocean of opportunity,” said G. Nagesh Rao, Chief Information Officer (CIO) for the Commerce Department’s Bureau of Industry and Security. “But you have to think about what you’d want to achieve, [in order] for your short-term goals to make those long-term goals happen. And make sure you have good political savvy. Administrations change, but as civil servants, we’re not tied to an administration, we’re tied to a mission. Know how to navigate and understand how to operate within different administrations.”

When you start a new role, don’t narrow your vision. “Be curious,” said Dr. Jamie Crews, Senior Manager of Orga nizational Development for Orange County, California. “Government is so big, and you never know what will happen. So be curious beyond just learning about your role. Learn about other departments and how what you do intersects. Learn as much as you can.

“Say yes,” Crews added. “Especially if you’re early in your career. Get on every committee. You never know where it’s going to lead. When I look at my support system that I have today, it didn’t come from that linear trajectory. It came from saying yes to the outlandish project or challenge.”

Extend that openness to the people you meet. Rather than focusing on formal mentors, cultivate what Maria De Fazio calls “frientors.” “They straddle the line between being your friend from work and your mentor. They’re just a little bit farther ahead of you in their career,” said De Fazio, Executive Director of the Presidential Management Alumni Associ ation. “A lot of the [experiences] that are important to you

are still very fresh for them. They can offer you a perspective that’s more valuable than [that of ] a 30-year veteran.”

Another essential tool is patience. “Government can be a frustrating place, because things don’t move quickly,” Elizabeth Fischer Laurie said. “There’s a lot of waiting. You need to be patient with your career development in a way you might not in the private sector.”

When you apply for a new position or a transfer, Laurie warned, “it can be three, four, five months, sometimes longer, before you hear anything. Be patient with the process, and with yourself in the process.”

“You’re joining a big ship,” Crews said. “And that ship is hard to turn. It’s not going to happen overnight. Have empathy and patience.”
