President’s Message
Update by William “Bill” Brown Greetings all, It is apparent this Coronavirus, and its limitation’s will remain with us a while longer. As we adapt to the “new normal,” I urge all operators to keep in mind that Public Health and Safety should remain the focus and primary task for all public water suppliers. One of the most interesting (disturbing) things that have come out of all the media coverage for me is the fact that Hand Washing and using sanitizer was a new concept for some. Perhaps we should develop training that goes back to the basics and informs and demonstrates for people, how germs can spread. Not sure which shocked me more, the fact that 40 % of Americans do not wash their hands after using the restroom or the fact we are have to tell people about the importance of hand hygiene. If nothing else, I think this news has caused all of us to look at the way we touch and interact with public surfaces. (doorknobs and flat surfaces) TWUA is in the business of training. We are training those responsible for the treatment of water, and we believe that in-person live training is the best delivery method. Acting upon legal advice, the board made the difficult decision to temporally suspend all live events. No monthly district meetings, no regional schools, and no live instructor-led classroom events. When you’re in the training business and dependent upon live events, and something like this pandemic event happens, you change the game plan very quickly. Thank God for the foresight of past board members who began the development of the TWUA Online Electronic Training program years ago. Central Office immediately began shifting focus and changing the revenue stream. If not for the Online Electronic Training Program and the support shown by you, the operators, and those desiring to license, TWUA would have been forced to make hard decisions related to expenses. For most organizations, the most significant immediate impact is personnel. Many businesses found themselves furloughing staff, reducing hours, and even locking the doors. TWUA is deemed an Essential Service Provider, and thanks to the staff, there have been few interruptions in services. Yes, there have been changes, and more will no doubt come, but as we adapt, we are able to effectively provide training. At this point, I am not convenience that the “Old Normal” will ever return except in memories and reminiscing about the good ole days. For those who depend on District Meetings for renewal hours, TWUA has not forgotten about you or your needs. There have been 2-hour offerings, and now we have On-Demand (24/7) training coming for you. Until the end of 2020 any Active District Member may at his or her convenience, log on, and obtain continuing education as a part of your membership. Once district meetings are again taking place, this 2-hour On-Demand program will, in all likelihood, remain as an option, but there will be a slight fee associated. Don’t want to do anything that discourages attendance or takes away from our District Meetings. I am old school, and like the interaction with people, so this electronic training is going to need to grow on me. I have instructed an electronic class and must say it was more effective than I thought, and more people are being reached, so if you need hours, give the Virtual Class a shot. Let me hear from you, and tell me your experience with On-Line Training. May the Blessings of Heaven Rest upon you and all Water and Wastewater Professionals! Bill Brown

Central Office News by Russell Hamilton, TWUA Executive Director
F
ather, we pause in these difficult times and rejoice in You, and acknowledge that uncertainty may be around us, but You remain in charge and control of life as we know it. We need You, and we welcome You in all we do. We come into Your presence, seeking Your grace, Your mercy, Your calm, Your guidance, and forgiveness. Father, continue to bless us as only You can. We pray for Your favor and ask that You direct, protect, watch over, guide, and bless TWUA and its members. Amen In West Texas, Lake Spence is sitting at 24.6 % (+ 0.8 %). White River is sitting at 14.9 % (-1.6 %). Panhandle - Lake Meredith is sitting at 37.9 % (-1.1 %) and Greenbelt is at 18.2 % (-1.0 %). If you want to get a complete look at current lake levels, go to waterdatafortexas.org. The drought has never left for some and is returning for some. The coronavirus and all the negative ramifications just keep hanging around. Sorry to confirm, NO live public TWUA meetings remain in effect. There are beginning to be talks and discussions related to corona vaccines and treatment. But until there are actual vaccines and treatments readily available, TWUA remains in the “hold or service interruption mode.” Well friends, good news and bad news related to the 2-hour webinar options. First, the bad news, we were overwhelmed with all the steps, processes, and behind the scene needs – sorry for any inconvenience. I want to apologize for being a “bit optimistic” with the projected date of webinar availability. Now for the good news, we are very excited to share with you, the 2-hour option is now available, and the bonus is, it can be accessed 24/7 with few restrictions. This On-Demand or User Paced (controlled) option will be available free of charge to active District Members (for now) and available to everyone for a slight cost per access. 6 Texas Water Utilities Journal www.twua.org
We are still working out the specifics, but it is looking like At Large Members will have one reduced fee, and those not associated with TWUA will have access, but pay a higher user fee in order to have access. While you are getting your mind wrapped about On-Demand, I will touch on the few restrictions and uncertainties. We have tested our process, and it works automatically. We have a few concerns with TIME. (24-hour clock and monthly calendar) For those who access the TWUA On-Demand process prior to Midnight and finish the next day technically. We are not 100 % sure how our program will deal with that. Also, for those who wait until the last day of the month to access and technically finish the next month – again, we are not sure how this will be documented with our equipment and the behind the scene workings. Until we build users and historical data, we have decided to ask two things of the On-Demand users. First, begin and end the program in the same 24-hour period, and second, begin and end the program in the same month. Actually, the program will not allow access to anyone after the Day Before The Last Day of the month. Example - in a 30-day month, you will have 29 days of 24-hour access. Central Office requires a window of opportunity to provide reporting and prepare the next month’s offering, as well as, manage voice prints and video editing for the next offering. Another important limitation/clarification is related to viewing or participating in the monthly offering. The 2-hour program(s) will be the same content all month long. The user may figure a way to access the content more than one time per month. BUT credit will be based on TCEQ License number or social, and you are only able to receive credit for electronic content ONE TIME (for the same electronic offering, during the same 3-year TCEQ Operator Licensing cycle. To be absolutely clear – the attendee or user CAN access more than one electronic educational opportunity within a TCEQ Operator Licensing period – just not the same one. Eventually, TWUA plans to have a “library” of 2-hour October 2020
topics. The attendee can access the entire library of offerings; but only get credit for one viewing of any one topic, one time - in the same licenses period. You cannot watch the same offering more than one time in the same renewal timeline for credit.
the message to demonstrate attentiveness and participation, as well as a means to proceed with the training. A good email address is critical to this process. If you can access Facebook, YouTube, or eBay, you can do this TWUA On-Demand process.
Watch the website training calendar. As soon as the 2-hour classes are advertised - SIGN UP! The way the current training calendar works is, there will be ONE notice for each month (look for the day before the last day of each month.) You will not see an event each day; the training event listed on the 1st of the month will remain active all month. Call Central Office if you need more information.
One other Covid related change that I want to share – Dates for Annual School 2021 The Management Committee decided to reschedule Annual School dates in the 2021 year. The new Annual School dates for 2021 are September 26th – 29th 2021.
So, it only makes sense that if Central Office is able to provide 2-hour On-Demand training – we should be able to offer 20 and 24-hour Operator Training Courses? If you answered yes, you are correct. Good Lord Willing, before the end of 2020, there should be 20-hour courses available. 24-hour class anticipated sometime in 2021. This proposed plan DOES NOT mean that TWUA will not provide and participate in Live Instructor Lead Online Courses. The training plan for 2021 is support for Annual School, Regional Schools, and Live Electronic Instructor Lead training, which will be offered just like you have been accustomed to. The new item will be On-Demand courses available 24 / 7, which are 100% user-controlled. Without a doubt, live in-person training is the most effective. To better utilize instructors and make the classes more available, we plan to host 140 separate Live – Online Instructor lead opportunities. Then 24 / 7 On-Demand classes will also be available.
The Management Committee is adamant in thinking Live in-person events are far more effective and beneficial. And the hope is, one day soon, Live training events will again be offered. TWUA would welcome your thoughts and perspectives. Email is the most conducive way to share. Feel free to email me at r.hamilton@twua.org Stay Safe and Remember – we do not need all the operators in Texas to be a member of TWUA – JUST YOU ! ! ! !
Overview of how the process will work. You will register for the event by using the TWUA website – the training tab. You will receive an email with instructions. Then you will need to record a voice print – if you have not already. This voice print gets you into the virtual classroom. The topic for the month will be available 24 / 7. Randomly, the presentation will be paused, and there will be electronic messages sent out. You will need to click on or acknowledge October 2020

Safety News
GIVE SAFETY THE RIGHT PRIORITY BY CHARLES SULLIVAN
There are many laws and local SOPs that deal with employee or user safety. We are all aware of, or have access to materials such as OSHA regulations, SDS sheets, HAZCom standards, etc. But in order to be as safe as possible in as many situations as possible, we should consider that there are more ‘rights’ involved than just those defined and demanded by the law. There is no “cookie-cutter” formula for safety or incident prevention. A “near-miss” may be something we chuckle at sometimes, but it is very much an admission of how close we may have come to an actual incident that could have hurt someone or damaged something. All of us should decide on a personal commitment and active approach to what we do and how we do it. Safety is not a separate theory we invoke from time to time. It is an integral part of our day to day living in all areas of our lives. We shouldn’t “turn it off” once we go off-shift or go home. Right now, we are in very challenging times. During this COVID-19/Coronavirus ‘season’, the need for safety is even more important. Plants and work crews may be operating shorthanded or on modified schedules and procedures as our fellow Operators are themselves sidelined or taking care of loved ones affected by the virus or its consequences. In that spirit of thinking, I believe we need to think the ‘right’ way about safety. This is not an exhaustive list, but rather a way to get the conversation started and keep it going in productive directions. Feel free to add your own, or expand the ones here. Enjoy ! 1) Did we identify the RIGHT problem? 2) Did we identify the RIGHT cause? 3) Did we involve the RIGHT people? Not just in the diagnosis or analysis or after-action review, but in the search for solutions? 4) Did we identify the RIGHT solution – not just to fix the issue now, but to also prevent recurrences if possible?
6) Did we follow the RIGHT rules and procedures? 7) Did we do it at the RIGHT time? (for example: if the job is 4 hours long and in summer, can we do it earlier in the morning or later at night to avoid heat-related issues due to the high temperatures in some places?) 8) Did we make sure the people working on the fix have the RIGHT training? 9) Is this a time where it can be the RIGHT opportunity to teach someone some new skills? 10) Are we using the RIGHT materials? (How many of us remember someone teaching us to do something properly so we are only fixing it once?) 11) Did we use the RIGHT precautions and safety guidelines during the work? 12) Are we re-checking at the end of the repair/upgrade to make sure we fixed it RIGHT? 13) Did we tell the RIGHT people that the repair/ upgrade was completed? 14) Did we put the required tools and equipment back in the RIGHT places in ready-to-use condition for the next need (post-use maintenance or repair)? 15) Did we do the RIGHT training/retraining after the job (if necessary?)
The public counts on us every day. We count on each other every day. Let’s encourage each other to get safety ‘right’.
5) Did we use the RIGHT equipment? 10 Texas Water Utilities Journal www.twua.org

CAN CORONAVIRUS IN WASTEWATER INFLUENTS BE AN EFFECTIVE TOOL FOR PREDICTING COMMUNITY OUT-BREAKS? “MYTH OR FACT” BY TANNY BUSBY
There is a lot of information regarding the Do’s and Don’ts regarding our current global Coronavirus pandemic. This article will not be one of them. We will not discuss washing your hands and wearing a mask. We now know the primary path Coronavirus enters a person’s respiratory system is via the mouth, nose and/or eyes. Our goal is to connect the dots regarding how this pandemic relates to you, our Water & Wastewater Industry. These are not opinions but rather informed facts based on the latest science via creditable Medical and Academia Sources, which will be referenced according. This will enable you to discover more detailed information. More importantly, just because a topic has been printed, (see examples below) doesn’t necessary means it is factual. Therefore, you should “Fact Check” via multiple creditable sources and subject matter experts, then form your own assessments. Coronavirus: Testing sewage an ‘easy win’
Nomenclature: Naming the Coronavirus Viruses and the diseases they cause often have different names. Example, HIV is the Virus that causes AIDS Disease. The International Committee on Taxonomy of Viruses (ICTV) is the authority that officially names the Viruses. The World Health Organization (WHO) officially names diseases in the International Classification of Diseases (ICD). Diseases are named to enable discussion on disease prevention, spread, transmissibility, severity and treatment. Thus WHO named this disease “Coronavirus Disease” (COVID-19), previously known as “2019 novel coronavirus”. The ICTV named a new virus on February 11, 2020. The Virus was called “SARS-CoV-2” (Severe Acute Respiratory Syndrome Coronavirus 2; this causes the “COVID-19 Disease”. This name was chosen because the virus is genetically related to the coronavirus responsible for the SARS outbreak of 2003. While related, the two viruses are different. Various types of coronaviruses have been known to the scientific community since the mid-1960’s. Viruses are named based on their genetic structure to facilitate the development of diagnostic tests, vaccines and medicines. According to the Centers for Disease Control and Prevention (CDC), Coronaviruses are named for the crown-like spikes on their surface. There are four main sub-groupings of coronaviruses, known as alpha, beta, gamma, and delta. Types of Human Coronavirus

There are seven common coronaviruses that can infect humans, three of which evolved from animal strains. 1. 2. 3. 4.
229E (alpha coronavirus) NL63 (alpha coronavirus) OC43 (beta coronavirus) HKU1 (beta coronavirus)
Other human coronaviruses 5. MERS-CoV (the beta coronavirus that causes Middle East Respiratory Syndrome, or MERS) 1. SARS-CoV (the beta coronavirus that causes severe acute respiratory syndrome, or SARS) 2. SARS-CoV-2 (the novel coronavirus that causes coronavirus disease 2019, or COVID-19) People around the world commonly get infected with human coronaviruses 229E, NL63, OC43, and HKU1. Sometimes coronaviruses that infect animals can evolve and make people sick and become a new human coronavirus. Three recent examples of this are COVID-19, SARS-CoV, and MERS-CoV. Fact: Science evolves from generations to generations; i.e.: “Silent Generation” (Starts: 1923 / 76-97 yrs.), “Baby-Boomers” (Starts: 1945 / 56-75 yrs.), “X”ers (Starts: 1961 /41-59 yrs.), “Millennials” (Start: 1980 / 25-40 yrs.), “Centennials” (Starts: October 2020
1996 / 10-25 yrs.) & “Alpha” (Starts: 2011 / 0-9 yrs.). Back in the Baby-Boomer’s schooling days they were taught that there are Two (2) Kingdoms; now there are Six (6) Kingdoms. Also, that there are Nine (9) Planets in our solar system; now there are Eight Planets, bye, bye, Pluto. Thank you TCEQ - I finally get it… this is why us Operators need to continue our education; bye, bye to the Perpetual “A” Operator’s licenses argument. The bad news is we are in very serious pandemic; the good news is; the SARS-CoV-2 Virus is fatigued outside it’s host; and is easy to denature is genetic code. Common household disinfectants like soap and water will get it done. Notice I didn’t use the word “killed”. Destroy may be a better word. There is a difference between disinfection and sterilization. Enough of that kiddos, that’s your virtual assignment. More good news is that the most common microbial Waterborne diseases are still Cholera, Amoebiasis, Hepatitis A, Bacillary Dysentery, Cryptosporidiosis, Giardia, Escherichia Coli (E. coli), Salmonella, Typhoid Fever. Also traditional water related chemical/compounds such as TTHM’s, Lead (Pb), etc., can attack various systems in the human body. Coronavirus is not a waterborne disease. Steps in the traditional water treatment process primarily still consists of the five (5) “tions”, that is, Sedimentation, Coagulation/Flocculation, Clarification, Filtration and Disinfection. There is no need to have Coronation step to the treatment process. Some things never change; Hey TCEQ’s “WUOLAC” Committee; so tell me again why continued on page 24... we need 30 CEU’s to renew our licenses. Let’s bring back the discussion for Perpetual “A” Operator’s licenses (ha, ha). By now I’m sure most of you are aware that there are various creditable research studies throughout the United States, and Europe trying to detect the SARS-CoV-2 Virus RNA in Wastewater treatment plant’s influents. This has been on-going as early as March 2020. The objective is to determine if SARSCoV-2 Virus can be detected at countable concentrations; then develop a correlation for researchers to predict a community’s risk for outbreaks before the medical networks see an increase in positive cases. This has been a successive technique in some third world countries; that is, monitoring wastewater waste-streams and detecting the virus that cause Cholera and then sending medical professionals to a community before a Cholera pandemic occurs. According to the Smithsonian, MIT and other researchers, particles that contain remnants of the SARS-CoV-2 Virus’s RNA genetic code could be shed through stool and/or other bodily fluids. Using a genetic analysis instrument such as qPCR (Polymerase Chain Reaction) or similar, the results will be reported as RNA Copies/milliliter (RNA cop/ml). Another process then looks for specific markers on SARS-CoV-2 to distinguish this particular virus from all the other possible microbes in wastewater samples. The U.S, and various European countries have been testing for Opioids detection in wastewater to help communities track patterns on illegal drug use and developing public health treats. This technology and instrumentation has been around for years, mostly utilized by public health and clinical testing laboratories. However, testing for SARS-CoV-2 RNA in a wastewater matrix is new. The industry is finding out that instrumentation testing methods provided by the manufactures have to be modified to achieve the necessary levels of detection. This is done by concentrating the wastewater sample matrix to make the results quantifiable. The environmental industry is not working with blood and/or matter from a human’s respiratory system. The process involves isolation, synthesis, amplifying, etc. for the targeted virus’s, RNA genetic code sequence. What type of concentrations to expect? A paper was published in Feb. 2020 from a study using respiratory samples collected from nasal, throat swabs and sputum from 80 individuals at different stages of infection. The viral loads ranged from 641 copies/ml to 1.34 X 1011 copies/ml, with a median of 7.99 X 104 in throat samples. No viral RNA was detected in urine or stool samples. Note this was conducted in the early stages of the pandemic, also using a small sample set. Recently the University of Arizona and a few other research studies have published some potential promising results. Close to home, City of Houston Wastewater Public Works System, Houston Health Department, Rice University, and Baylor College of Medicine are also currently involved in monitoring their 24 Texas Water Utilities Journal www.twua.org
wastewater influents for the virus that causes COVID-19. Link to University of Arizona’s Overview https://www.businessinsider.com/testing-poop-wastewaterstopped-covid-outbreak-university-of-arizona-2020-8 A few environmental laboratories are beginning to offer municipalities wastewater testing for SARS-CoV-2 Virus. They are using the same technology the public health systems are utilizing. That is by detecting remnants of the RNA genetic signature of SARS-CoV-2. Currently there is no approved wastewater testing method for the virus that causes COVID-19 Disease, which means test results may differ significantly from lab to lab. Again, the key is seeing RNA Copies/ml at low levels. I have been involved in a few case studies (very small sample size). Background: Wastewater samples were collected from various municipalities. Sampling Points: 1. WWTP Influents 2. Lift Station Wet Well significantly under influence of a highly infectious facility 3. Lift Station Wet Well significantly under influence of a hospital with highly infectious cases. Sample Transport: 250mls on ice ≤ 6C. Test Results: All Samples - None Detect (N/D) for two variants of SARSCoV-2; that is “2019-nCOV_N1” and “2019-nCOV_N2” the Reporting Detection Limit (RDL) = 2.60 RNA Copies/ ml – tested initiated within 3 days of collection. Assessment (possibilities impacting outcome): 1. n = # Samples not sufficient; 2. Hold time may have impacted data (No established hold time criteria) 3. No technical guidance and/or method available via certifiable sources or subject matter experts; 4. No data of how long SARS-CoV-2 survival rate in a wastewater matrix (out of host) 5. Dilution – Sample “RDL” not low enough 6. No SARS-CoV-2 RNA; Not Present in waste-stream Some of you may be anxious to get stared with preliminary monitoring. This is the only part of the article I will express an obvious opinion. Only monitor you Collection System and/ or influents. The SARS-CoV-2 Virus should not survive in the WWTP process; needless to say no viral RNA should be reaching the effluent. Also to be more informed about these testing procedures confirm up front, that your lab will provide a QC Report with October 2020
Field News at least the minimum controls listed below: 1. 2. 3. 4.
PCR Positive Control PCR negative Control Extraction Positive Control Extraction negative Control
Without this QC information it will be hard to completely evaluate your data. Some studies are proprietary (study initiated for profit only). However, be patient, help may be on the way. There a few research studies being funded by government grants, which means if they are successful, that methodology will be accessible to everyone and perhaps one day some regulatory methodology and protocols will be established. During the pandemic, unfortunately, some of the environmental organizations feel that it is not within their scope to participate in this phase of the process. Perhaps through lack of funding and/or policy foresight. Some scientist believe that the SARS-CoV-2 Virus will be lingering around for years, thereby impacting our style of life. Others believe it may go away. Although the majority of Americans may feel that when that vaccine arrives we will just have to make adjustments and move on with our lives - Just as we are doing with “HIV” Virus; it’s still around. In closing, all testing methods are not alike. Some methods are quantitative (measureable values); others are qualitative
(present or absent). Qualitative test results serve no purpose in analysis for SARS-CoV-2 in wastewater. That is, a tool (marker) that may predict future outbreaks in a community. There are some testing procedures that have shown not to be reliable (false positives and negatives). When possible try to use a test that has been FDA approved. Test results authorize by the Emergency Use Authorizations EUA) Program are better than nothing; if testing is necessary. Back to the question. Can Coronavirus in wastewater influents be an effective tool for predicting community outbreaks? Answer: Yes; with additional method development that will produce reliable defensible data. Then the next step, if the Epidemiologists, Statisticians and other Public health officials can develop a correlation between RNA copies/ml (or copies/ liter) found in wastewater to some type of per/capita ratio of COVID-19 infections. For a long time, the environmental industry has been utilizing per/capita values to predict impacts on communities; e.g. plant size, when it to time to increase capacity. BOD5 loadings (Population Equivalent) = O.17lbs/capita/day. Environmental Industry it’s time to step up. Who says it can be done relating to the Coronavirus? Oh, I forgot it’s not in our scope. Now, Go Wash Your Hands!

WIPES IN PIPES
With Micro-Solve® microorganisms multiply. This reduces the grease that binds wipes together. Micro-Solve® reduces the risk of contact with disease.
Wipes when flushed and combined with other products and grease that is poured down drains, create "fatbergs". Once they enter the sewer lines, they can accumulate and cause backups, damaging the city's infrastructure.
