President’s Message
President’s Thoughts by William “Bill” Brown
Greetings all, I am tired of Covid. I’m tired of the restrictions and inconveniences this event has brought. I am not one to “collectively” embrace these current mandated behaviors as the “New Normal.” We all have a “default” or basic mannerism in which we handle strife, adversity, challenges, and life in general. If you want to know my beliefs or opinions as they relate to a topic or event, I am happy to share. BUT, if you do not share my position, it really does not impact me one way or the other. And the good thing is, we can agree to have a difference of opinion or position, while remaining friends and respecting each other. What a boring and dull world we would have if everyone had the same views and conducted themselves in a similar fashion. Now, if everyone would use my views, thoughts, and values as the base, life would be so much simplified. Obviously, I was kidding here. I wanted to touch on the topic of challenging yourself. How many utility workers today have given up on a dream or goal to become licensed or advance a license simply because a supervisor or co-worker told them they would never succeed? Some see adversity as a challenge, and it produces an increased personal effort. Something to the effect of, you may not believe or think I am capably, but even if it takes me years to complete, I will reach my goal of obtaining or advancing, and your negativity is my motivation. Others seem to take the negative comments to heart and simply become the 8 to 5 employee who will never again attempt to improve their standing or accept a challenge. A story was shared where a group of people were taking a training class. One of the attendees made a comment, “I have taken this class before, and I guess I had a horrible instructor; because I failed the state exam.” When I hear comments such as this, it makes me immediately think, “When are you going to take responsibility for your actions or lack thereof?” I don’t mean to sound arrogant. I want to make the point that, as a student, YOU have the most impact on YOUR outcome. Did you read and study in the evening or did you stay out late having a good time in the bar? Did you come prepared to gain knowledge or did you show up late and ask what is on the state exam? Have you asked a co-worker or supervisor for help? Have you made an effort to “shadow” a co-worker that you admire or someone that you think does a good job? Have you asked this person to “mentor” you and share his or her knowledge and experience? Are you respectful of the position of someone who is in authority? There is an old adage – “the boss may not always be right, but he or she is still the boss.” Somehow the workforce today has lost the concept and meaning of being respectful or acknowledging authority. Three key items workplace (for me) that seem to be overlooked today. Integrity, Honesty, and Respect. What we as Water and Wastewater Professionals tend to lose focus of is, Public Health and Safety depends on how well we execute our responsibilities. Did I sample the water in the distribution system for chlorine or did I simply record a number? Did I collect samples according to state rule, or am I the one who missed the date, but rather than own the problem, I am attempting to place the blame on the lab and say they must have lost the samples? Am I going to notify TCEQ of a manhole overflow and own the consequences, or am I going to hope that no one saw the release and hope the boss has my back? Am I going to issue a boil water notice because of a no or low-pressure problem or say the system never fell below 20 PSI? This profession is not like some other where outcomes are not tied to health. If we screw up, people can get sick or even worse. Own your mistakes. The boss or manager might not be happy with your efforts, but he or she will be more willing to work with someone who comes to me and says, hey boss, I screwed up and need your help. As opposed to the scenario where “someone” failed to provide a critical task but attempted to bury it. As Walt Disney said, “Dream the Impossible. All our dreams can come true, if we have the courage to pursue them.” May the Blessings of Heaven Rest upon you and all Water and Wastewater Professionals! before attempting to watch. Those with limited bandwidth or restrictions on download speed are experiencing issues. For now, if you would make certain that the video has completely downloaded before attempting to play.
On behalf of the TWUA Management Committee, Central Office Staff, and myself, we want to wish you and yours a most joyous Thanksgiving. In these trying times, it may be hard to get into the spirit of Thanksgiving, but we all have life and the assurance of grace, love, and forgiveness. This is a time for kindness and reflecting on all the areas we have in which to be thankful. For those who will be working this holiday, thank you for your devotion and for your part in making this day more enjoyable for others.
We ask for your patience and understanding. Our process will improve, and we will make this training more appealing.
In West Texas, Lake Spence is sitting at 24.2 % (- 0.4 %). White River is sitting at 13.9 % (-1.0 %). Panhandle - Lake Meredith is sitting at 37.2 % (- 0.7 %) and Greenbelt is at 17.5 % (- 0.7 %). If you want to get a complete look at current lake levels, go to waterdatafortexas.org. The drought has never left for some and is returning for some. We are struggling a “bit” to get and keep the 2-hour On-Demand training functioning properly. Leon is finding more and more conflicts with the programming. But hopefully, all the hard work will make the 20-hour On-Demand events a reality. Mostly the conflicts we are experiencing are with the many versions of web browsers. In the virtual world, not all is equal as it applies to Chrome, versus Edge, versus Firefox, versus Safari, etc. One would think there might be a base standard . . . . not so much. What works well with one browser does not function properly when tested with another. Another issue that we are working to resolve is related to the video or content. The user must allow the video to download 6 Texas Water Utilities Journal www.twua.org
Worth mentioning again – those who have a large internet pipe or large bandwidth capability, will not experience the same issues as those who have limited internet resources. We had a user call and was voicing concern that it was taking a long time to be able to view the training. We assisted and asked for her to check her internet download speed, - 0.84 down & 0.28 up. And come to find out, that was common for her. Surprising how many parts of Texas have weak, limited, or no internet capabilities.
Dates for Annual School 2021 The Management Committee decided to reschedule Annual School dates in the 2021 year. The new Annual School dates for 2021 are September 26th – 29th 2021. The Story Goes Something Like This – Mrs. Roberts was a third-grade school teacher. And as a project for the class, she asked the kids to draw a picture of something for which they were thankful. She anticipated the little children would draw pictures of turkeys or Thanksgiving tables or maybe families gathering to share. What caught Mrs. Roberts’s attention was Peter’s picture. Peter was busy drawing a single hand, but whose hand? Mrs. Roberts was intrigued by the drawing and was about to ask Peter to explain his picture when the recess bell rang. Peter, perhaps after recess, you can tell us who this hand reminds you of and the meaning behind your work. Peter did not take recess that day and instead asked if he could work on his drawing. After recess, as the class filed back into the room, everyone was captivated by Peter’s drawing. The detail and features of this November 2020
hand were quite remarkable. Without being prompted, the students began. I think Peter’s drawing must be an Operator’s hand, because they work to make water safe for us to drink and treat the waste so that disease does not spread. I think it must be a farmer’s hand said one student, because the farmers grow food and raise turkeys, so that everyone might enjoy. Another student said it must be the hand of a policeman, because they protect everyone and keep us safe. Yet another student offered that the hand was surely that of a doctor, because doctors treat the sick and help heal the ill. One little girl offered that maybe the hand Peter was drawing was supposed to be all the hands that help us, but Peter only had room to draw one of them.
November 2020
Mrs. Roberts was genuinely pleased with the class being so supportive and responsive. When all have been given time to comment on the hand, she bent over Peter’s work area and asked whose hand it was. Without hesitation, Peter replied. Its’ God’s hand. Without Him, there would be no joy, happiness, or reason to be thankful. With that being said, Mrs. Roberts quickly composed herself and said, Peter, thank you for the reminder. Class, let us all remember Peter’s drawing and message of love and hope on this Thanksgiving. And may this drawing be a reminder for us all to always help others and give thanks, while being the hand for those who are struggling. Happy Thanksgiving to all. Stay Safe and Remember – we do not need all the operators in Texas to be a member of TWUA – JUST YOU ! ! ! !

4 STEPS TO AVOID WORKPLACE COMPLACENCY BY ONSITE SAFETY
1. Have a company mission statement – When your employees can rally around a common goal or purpose, they will have an emotional investment in the work they do. If your company has a strong, concrete mission statement that is regularly mentioned and reinforced with your workers, they will more likely be engaged on your job site. 2. Create an accountability system – when your workers know they can count on each other to get the job done, they start working harder. But it’s not only that – studies have shown that when workers commit to a goal, their efficiency goes way up. The American Society of Training and Development (ASTD) did a study on accountability and found that workers have a 65% chance of completing a goal if they commit to someone. And if they have a specific accountability appointment with a person they’ve committed to, this will increase the chance of success by up to 95%. What does this mean for the construction industry? It means that when workers have committed to a goal with a supervisor or manager, they are more likely to get it done. “But isn’t that their jobs?” Well, the difference is actually creating that accountability system and spending some face-to-face time with your workers asking them personally to do specific tasks. Supervisors should do this as often as possible, to reinforce that their work actually matters and someone is waiting on their results.
This keeps your employees vigilant, and gives them the authority to stop work if they observe a safety issue. This keeps “all hands-on deck” and leads to more near-misses being reported, which means more profit and efficiency from lack of accidents and injuries. It also keeps workers looking out for each other which can solidify team building. 4. Follow up with Toolbox Talks – according to the “forgetting curve” phenomenon, 90% of training information is forgotten within in the first week. That means your workers unfortunately forget most of their safety training and stop doing it. It’s just science, and it even happens to the best workers. To combat this, use Toolbox Talks to keep your staff informed. Toolbox Talks are informal meetings held every week before the day’s shift begins, and provides a brief overview of a safety topic followed by an open forum. Not only does it refresh your workers’ training – leading to less complacency – but it allows supervisors and managers to gauge morale of the team and keep tabs on safety issues and other work issues that come up in the field. Not only do your workers get more training, but they will also succeed more due to face-to-face accountability and increased morale. It’s a win-win for all parties involved. By practicing these 4 simple steps, you can dramatically lower your workers’ complacency rates. That could mean the difference between life and death in some instances. Never let an accident catch you off guard.
Don’t wait until it’s too late. Nip complacency in the bud now.
3. Practice SWA (Stop Work Authority) – A Stop Work Authority program is a program that empowers workers to stop and halt work if a perceived safety hazard is present. 10 Texas Water Utilities Journal www.twua.org

A Time Of Thanks R. Hamilton Father, shield us in this time of strife and unrest; As we humble ourselves before you and call all believers blessed. We pray for all, and acknowledge Your Love and Grace; While thankfully our failures and shortcomings, You erase. Father, we pray for this great nation and those who lead. We ask that greed and evil be removed as forgiveness and love succeeds. For our Savior, and the gift He lovingly provided; We offer our praise and pledge our faith is undivided. There are those among us in need of Your healing; While the assurance of Your Power and Grace is most appealing. For those who provide service and ensure protection; We pray for Your love and ask for direction. For the gift of family and friends, we offer our thanks, Beyond life’s necessities, this gift highly ranks. Comfort those who are alone with their struggles this day; May Your Blessings and Peace consume them we pray. SMART: THE BEST TIME MANAGEMENT STRATEGIES BY KATHERINE RUNDELL OCTOBER 2020 - GOVLOOP
Whether you’re working on a government project, writing a book, or slaving away on your side hustle, if you want to create and get stuff done in today’s world, you need to work for it. This is why talk of productivity has become so widespread over the last few years. While there are many who advocate for ‘hustle culture,’ and many that advocate against it, there’s no denying that if you want results, you need to put the time in. But what is the best way to do this? There are numerous approaches to what the best way to work is, but they boil down to two main concepts: Work hard and work smart. Being able to manage your time in one of these ways is essential when you want to succeed at anything in life, and it’s vital you take time to figure out which way works best for you and how you’re going to move forward. In this post, I’m going to talk about everything you need to know. What is Productivity? First, let’s get on the same page. Productivity is the process of learning and ‘actioning’ how you spend your time. If you want to work hard, you might focus on working 16-hour days and really just grinding through 14 Texas Water Utilities Journal www.twua.org
what you’re doing. For some people, this works. Putting the time in really does achieve results. If you work 16 hours per day, every day for one year, you’re going to do more in four months than the average person does in a year. That’s a huge step up that cannot be understated. Of course, there are pros and cons to this strategy, but the idea remains. On the other hand, working smart could be working four hours a day, but really making the most of those four hours. This means prioritizing what tasks you’re going to complete and when, minimizing the number of distractions you’re subject to, automating as much as possible, and really squeezing the most out of every second. No matter which way you’re working, you need to have strategies in place to how you’re going to work. If you work too hard, you’ll burn out and lose momentum. If you don’t set up your workspace, you can find yourself distracted for hours at a time. Let’s explore some strategies you can implement into your own working ethic.
November 2020
Field News Use To-Do Lists Properly To-do lists are essential to your success, but you need to make sure you’re using them in the right way. It’s important to get everything out of your head on what you need to do, but don’t let these lists dictate your life and stress you out. One of the leading ways to do this is to create a ‘master to-do’ list where you write down everything you need to do, but then you only circle the five most important things. Get these done and focus all your attention here before returning to the list and breaking it down this way.
probably getting buzzed by colleagues all the time throughout the time spent at work, meaning you’re never truly able to reach that full amount of focus. What’s the point in working 16 hours and tiring yourself to the bone if 14 of those hours are simply full of distractions and you’re not working to your full potential? Why not work six hours undistracted and have the rest of your day to yourself to do all those other things? Ways you can do this include; • Turning off all computer distractions
With this, it can really pay off to plan your day. The night before you head to work, make a to-do list and put the most important things you need to be doing at the top and work your way down. This way, as soon as you wake up, you know exactly what you need to be doing and what you need to achieve at work. Manage Energy, Not Time Hand in hand with the above, it’s important not to manage your time so much, but more how much energy you have. If you have a marathon race in the afternoon, are you going to use up all your energy in the morning before, or even the days before leading up to it? Of course not, you’re going to manage your energy levels wisely, and this applies to all areas of life. “There are going to be certain times of the day where you feel refreshed and energetic, and there are others where you’ll feel tired and exhausted,” shares Tina Marie, a productivity blogger at Academized and Paper Fellows. “This is why it’s important to prioritize what your objectives are and what you want to achieve and then invest your energy into those places.” Minimize Distractions I cannot stress enough how important it is to minimize distractions in your work life. Research shows that if you’re working on something and a text or email pings up on your computer or laptop, it can take up to 25 minutes to get your attention back to where it was before. Now consider that you’re November 2020
• Using “Do Not Disturb” Mode • Working early in the morning or late at night • Leaving your phone in another room • Listening to calm, ambient music you can ‘zone out’ to Work on How You Work “There are endless ways to optimize how you’re working that will dramatically improve how you’re spending your time. For example, you can make sure you’re working in a cool room that is properly ventilated. Any room too hot or too cold is simply going to leave you distracted and not at your peak condition,” explains Mark Harris, a tech writer at OXEssays and State Of Writing. Also consider how you’re working, whether you’re sitting or standing. It’s not good for your body to be sitting all the time since a hunched position will minimize the space in your chest, meaning you’re unable to breathe as deep as possible. Try to vary between sitting and standing at work to make your posture the best it can be.

WIPES IN PIPES
With Micro-Solve® microorganisms multiply. This reduces the grease that binds wipes together. Micro-Solve® reduces the risk of contact with disease.
Wipes when flushed and combined with other products and grease that is poured down drains, create "fatbergs". Once they enter the sewer lines, they can accumulate and cause backups, damaging the city's infrastructure.
