The Optimistic Professional

I would like to begin by sending a big Thank You to the officers of the Panhandle Regional School. The folks of Amarillo worked hard to make me feel welcomed and appreciated. The 35th Panhandle Regional School was a huge success due to the support of the TWUA members, vendors, and local officers. I applaud them for their efforts and their professionalism.

As we continue our consideration of the meaning Professional, I would like to consider the letter “O”. The letter “O” could stand for Optimistic. You may have heard the analogy of the water glass. Do you consider the glass half full or half empty? How many times have we taken the attitude that we can’t do something or as the old saying goes, “We have always done it this way!”

Our challenge in today’s world is to step up and take responsibility for our attitudes and our actions. We must look forward to tomorrow and what it may bring. Will Rogers said, “The farmer has to be an optimist or he wouldn’t still be a farmer.” Do we have the same optimistic outlook as the farmer?

The water utility professional will deal with many opportunities every day. Decisions may reflect our outlook.

Additionally, we may be challenged to determine how or why we should protect the public health. “An optimist is someone who goes after Moby Dick in a rowboat and takes the tartar sauce with him” (Zig Zigler). Our customers depend on us to be optimistic about their water utility service even during times of economic hardships, reduced staffing, and limited resources to make improvements to our systems. Are we ready to tackle these issues with a positive, optimistic attitude?

Former heavyweight boxing champion Mohammed Ali once said, “Expect the best, prepare for the worst.” We have all seen days when the service calls for water leaks and line blockages seem to overwhelm our crews.

Even though, much of our work may be quite “dirty”, our customers need to see our optimism while we get the work done. The optimistic water utility professional is willing and committed to being a part of the solution rather than a part of the problem.

Today’s water utility professionals also deal with customer service issues from time to time. The TWUA historically has provided training opportunities and monthly articles in the Journal to assist with customer service issues. We must, however, remember that an optimistic demeanor when dealing with upset customers is of utmost importance for any water utility professional. And furthermore, dealing with confrontation without optimism is truly a recipe for disaster. The great Winston Churchill stated, “A pessimist sees the difficulty in every opportunity; an optimist sees an opportunity in every difficulty.”

I challenge each of us to make sure we have a large dose of optimism each day. Individually, let’s ask ourselves, “How will I approach today? Will I see the glass as half full or half empty?” Now realize, your view will guide your attitude, your presentation and your professionalism. Let’s practice being optimistic. Let’s catch ourselves thinking or speaking negatively. Why? Because … We are water utility professionals. S

I hope this article finds everyone doing well. I would ask you to join me in praying the drought conditions that are plaguing Texas will soon be broken. Some have been blessed with rainfall, but overall our reservoirs, rivers and lakes are in need of abundant rainfall.

In my recent travels, I talked with an operator who said his city was looking at drilling 2 additional water wells, and they were hopeful for 50 gallons per minute out of each. I talked with another who said two years ago his wells had submersible pumps with 40 horsepower motors. This past winter, all were pulled and replaced with a 7.5 horsepower motor and smaller pumps. Without rainfall, more than 20 Texas cities could be within 150 days of running out of water – a few already have... does this not speak volumes about the seriousness of what this drought has done?

I wanted to thank all those who attended Annual School. We had a good group of students and vendors.

Numbers were very similar to last year. Opening session and the Awards Program had more attendees than any of the recent years. Special thanks to those who attended and participated. We would like to encourage everyone to think about nominating a co-worker or operator for one of the awards. We do not understand why the participation in the Awards Program seems to be dwindling. We believe this is a very viable and important function, but if you as operators have different thoughts in this area, please send me an email.

One item that came out of Annual School was the association’s 100th year celebration. We are less than 5 years away from hosting the association’s 100 years in the operator training field, and this is something that we want to give proper attention. We have a long range planning committee who will be beginning the process of planning for this historic event, but if there are those who would like to be involved and participate, please drop an email and let us know.

It has been suggested that we invite all the living past presidents of TWUA and have a reception honoring them. It has been suggested that we invite legislative dignitaries. It has been suggested that all the districts, sections, chapters and regions participate by having at least one of its officers present. It has been suggested that TWUA solicit participation from all the operators and entities that might have historical items such as wood pipe, old water meters, old fire hydrants and valves, tools, training materials, or any other products 8 TEXAS WATER UTILITIES JOURNAL www.twua.org

and have like a static display in and around the exhibit hall.

It has been suggested that because of all the events that happen in conjunction with annual school that we add a day just for celebrating and honoring this milestone. At this point, everything is simply a suggestion, and if you have suggestions or would like to see something specific, please contact us and help us make this a special event.

The current legislative session ends May 27th, and it has produced a few bills that are Operator or Public Water Supply oriented and worthy of your continued attention. I urge you to follow HB 2179 (Backflow) – SB 923 (Water user fee) and HB 824 (accidental spills) as well as the bills associated with the Texas Water Plan.

HB 824 would exempt reporting of accidental discharges of 1,500 gallons or less. The Backflow legislation as presented would move the Backflow Program from TCEQ to the Texas Plumbing Board. The water user fee would provide a mechanism for the state to add a user fee or tax to all water bills. Regardless of your position on any of these bills, please contact your legislative representatives and let your voice be heard.

The story goes like this - Anna and Patrick met in college and after graduation they married. They were blessed with three children, all boys. In June, they will have been married for 14 years. Patrick is a sales representative for a pharmaceutical company and Anna is a stay at home mom, even though she has her degree in elementary education.

The couple rarely has disagreements, but when they do it is usually connected with Patrick’s sarcasm and comments related to how challenging could it be to maintain a household. In their last disagreement, Patrick implied that Anna’s daily routine could not be that demanding and she should be delighted, not to have to work.

A few days later, Patrick came home from work and found his three children outside in the back yard, still in their pajamas, playing with the water hose in the mud, with empty food boxes and wrappers strewn all around the yard.

The door of his wife, Anna’s car was open, as was the front door to the house, and there was no sign of the dog.

Proceeding into the hall, Patrick found an even bigger mess. A lamp had been knocked over, and the rug was piled up against one wall. In the front room, the TV was loudly blaring a cartoon channel, and the family room was scattered with toys and various items of clothing.

In the kitchen, dishes filled the sink, breakfast food was spilled on the work top, the fridge door was open wide, dog food was spilled on the floor, a broken glass lay under the table and kid’s paintings with what appeared to be ketchup on the wall by the back door.

The list could go on and on but the point is there will always be someone who sees a co-worker or supervisor’s job as easy but this same person never recognizes all the stresses and behind the scene work that goes into making a job look easy. S

Patrick fearing something serious had happened to his wife, quickly headed up the stairs, stepping over toys and more piles of clothes, and calling for Anna as he took the stairs two at a time.

Remember - We do not need all the operators in Texas to be members of TWUA – Just You ! !

When he reached the top of the stairs, he was met with a small trickle of water as it made its way under the bathroom door. As he peered inside he found the bathtub running and wet towels blocking the drain, with more toys thrown over the floor. He also found what appeared to be several rolls of toilet paper lying in a heap. Soap scum and toothpaste had been smeared over the mirror and sink.

As he rushed to the bedroom, he found Anna still curled up in the bed in her pajamas, reading a novel and listening to her iPod. She looked up at him, smiled, and asked how his day went.

Patrick looked at Anna bewildered and asked, ‘Are you okay? Are you sick? What happened today?’

Anna again smiled, stretched a bit and answered, ‘You know those times when you come home from work, and you ask me sarcastically, what I do all day?’

‘Yes,’ was Patrick’s confused reply.

Anna answered, ‘Well, today, I didn’t do it.’

I think it’s human nature to look at someone else’s job and make assumptions. Utility workers may see the supervisor driving from job to job and assume that is all he or she does and how do I get that job?

What they will never see or understand is the hours spent ordering supplies, answering emails or attending meetings with his supervisors. The time spent on HR related issues.

The time spent listening to complaints from the public. The board meetings that have to be attended. The time spent working on budget projections and reviewing accounts payable. The time spent attempting to get someone to listen to concerns related to water shortages. The time spent reading and reviewing rule changes and compliance.

The baseball games and family time missed because of work or some work related emergency.

Pretreatment Response for Flammable Material (Gasoline) In the Collection System By, Alphonse Newton, Pretreatment Supervisor, City of Fort Worth

My first gasoline experience in the sewer investigation was a disaster. Two contractors were working in a sewer line where I was obtaining high LEL readings. I politely informed them that it was not safe to be working in the sewer. They indicated they have worked on lines with gasoline fumes stronger that this many times before. We know what we are doing. I said okay guys and left and went further upstream on the line. There was only one station upstream and thought; I bet this is the station discharging gasoline downstream. That was about the only thing I got right on this investigation. It was getting late. Okay, it’s time to go home. I will check them out tomorrow. Later that evening, while at home, I heard of an explosion in Fort Worth. Two people were injured one with burns on his body the other had a broken arm.

The next day, those were the only two people that didn’t blame me. I got a crash course in who were the movers and shaker downtown. In my first emergency response, I crashed and burned.

This is a common emergency that pretreatment facility inspectors encounter; gasoline in the collection system.

Flammable substance may originate from refineries, fuel transfer station, chemical companies, service station that dispense gasoline or any facility that handles large volumes of flammable materials. The most prevalent factor that warrants an emergency response is the discovery of gasoline, explosive flammable or explosive liquid of vapor in the sanitary sewer. This poses an immediate threat to the public. The explosion in Louisville, Kentucky, in 1981 was a dramatic example of what can happen when explosive gases ignite in a public wastewater collection system. The cause of the explosion was the ignition of vapor fumes from several hundred to several thousand gallons of hexane released into the sewer from soybean extraction. Reportedly, a spark from a car set off the explosion. Twenty million was collected by the Metropolitan Sewer District to rebuild the damaged sewer system from the discharge, and 9 million was collected by 16,000 plaintiffs.

It is useful to have updated sewer maps. You should have basins and major mains that show flow to the treatment plant. Maps will help identify facilities in proximity to sewer line impacted with explosive vapors and assist with narrowing down the source of flammable vapors. Sewer map will also show where wastewater stations should be but is nowhere to be found. Your sewer map should also have a transit time for wastewater reaching the treatment plant from different location basins in the collection system. This will allow you to give your treatment plant a time that they can expect to see the explosive material at the treatment plant. readings. Make sure to record the date, time and reading for each station tested for explosive readings. A note that explosive natural gas in the sewer line will be detected by the odor of mercaptans added to natural gas. Contact the gas company and they will respond to fix the leak in their line. Natural gas leaks into the collection system can be bracketed to show the upstream and downstream explosimeter readings.

If your entity is not required to develop an Enforcement Response Plan, it would be helpful to develop written procedures for conducting an emergency investigation.

The ERP identifies which position is responsible for each response in the ERP. If the investigator believes that this is a major event, he will be required to document evidence and schedule meetings and contact superiors to why more severe actions are required. The key mantra here is written guidelines. The investigator should only have to make one call to the office to start the emergency response system. Fort Worth normally contacts Field Operations, Fire Department and TCEQ for gasoline events. If required we will contact other Departments for help. The Fire Department sets up the formal Command Center and if and when they leave Field Operations and Pretreatment forms the line of communication at the site. Your system should allow the office to provide assistance with samples, lab IDs, sample containers additional personnel or other items needed for your investigation. The sooner you provide you’re City /contract lab and your Forensic Lab with the samples they require, the sooner you can identify the source. This normally involves submitting a sample from the collection system with at least one milliliter of gasoline and cross samples for each entity suspected of discharging material into the collection system. If your entity is not prepared for an emergency when it occurs, then your entity may face financial liability, public accountability, and the responsibility for injuries or even deaths. You should never leave an explosive incident without notifying the Fire Department and your Field Operation personnel. You are not an island out there; you have the resources of the city at your disposal.

The gas detector is an essential part of your investigation.

Always calibrate before going into the field. Portable gas detector can be ordered with the sensors you want. The meter we use will detect LEL %, Oxygen%, Hydrogen sulfide ppm, and carbon monoxide ppm. If at all possible order an extension for your meter of at least 15 feet in length for obtaining readings in deep sewer lines. This will allow you to get your probe just above the flow to take your LEL reading. DON’T suction water into your meter; purchase the filters to minimize water getting entry into the electronics. In your investigation, you will be opening numerous wastewater stations covers. Nearly all cover is MAY 2013

solid and has a manhole infiltration protector to prevent storm water entry. For safety, purchase a spark resistant pick for opening these wastewater lids. Be careful under the right conditions a spark can set off an explosion. Keep a look out for smokers that may approach the area with a lit cigarette wanting to know ‘what you’re doing’.

Now that you have plotted out the plume of gasoline using a gas detector and sewer maps in the scenario where you have two, three, or four stations at the intersection. Let’s say you have four and each one can show you their Veeder Rooter System print out showing no leakage, no loss product. You ask for inventory and find no lost. You are a little suspicious because you are consistently obtaining explosive readings in the sewer line downstream from these stations, and a significant amount of hydrocarbon sheen is present on the surface of wastewater. You have restricted anyone other than city personnel from being around the sewer lines with elevated readings. You have contacted the Fire Department.

They come out and now leave and leave it in your capable hands. Call them if you need them. You obtain gasoline sample from Stations A, B, C, and D. If each dispenses only unleaded, unleaded plus and super unleaded fuel, you will have twelve gasoline samples. It is extremely important that you don’t let them give you the gasoline samples. Collect about one or two ounces from each grade and station. Pay them and obtain a receipt for each grade purchased. This will be very important if they litigate your data. Then collect

a sample from a location in your collection system where you collected one milliliter of the sample that will be cross-matched with samples from the four stations. If everything goes as planned, your Forensic laboratory will identify fuel entering your collection system. Remember, you have the receipt showing the purchase. Now that, you have identified the source of the fuel, you can proceed with your enforcement plan. If an explosion occurred or someone was injured or killed or your collection system was damaged the penalty will be more severe.

Don’t forget that TCEQ has regulatory oversight over gasoline stations. They will assist you in the investigation. Work with their investigator, they have a wealth of experience and conduct gasoline investigations for a living. I found their investigator sensitive to the city’s concerns. I speak for myself, but I see them as an asset in gasoline investigations.

They have access to neat machines like the ThermoOxidizer that will suppress explosive readings in sewer lines. In the end, we utilized about eight pretreatment personnel in this our most recent gasoline in sewer investigation. We think we did okay. Our match and the state match identified the same facility and TCEQ took pains not to use the same forensic lab that we used. It felt good not to crash and burn again. S

Respiratory Protection: Does Your Program Meet the OSHA Standards ? (Part 2) By, Renee Witherspoon, CSP, CIH, CHMM, Safety Committee Chair

(Part 1) of this article provided an overview of OSHA’s Respiratory Protection Standard in 29 Code of Federal Regulations (CFR) 1910.134. Although municipalities are not regulated by OSHA, many State environmental agencies including the Texas Commission on Environmental Quality (TCEQ) have adopted the OSHA regulations by reference which include the regulations for respiratory protection.

OSHA standards are the minimum standard, and water and wastewater facilities should now follow the OSHA guidelines when developing and implementing their programs. Having an OSHA Respiratory Protection Program requires certain elements including a written program, completing an assessment and documenting that assessment and medical evaluations. Part 2 provides the remainder of these key OSHA requirements including fit testing, maintenance and care, inspections and training.

interferes with the face-to-facepiece seal or valve function.”

If personnel have beards or any facial hair that interferes with the face seal of the respirator, that person cannot be fit tested and therefore, should not be wearing a tight-fitting respirator.

Fit Testing:

•

Respirators issued for the exclusive use of an employee should be cleaned and disinfected as needed to maintain it in a sanitary condition;

•

Respirators issued to more than one employee should be cleaned and disinfected before being worn by other individual;

•

Respirators maintained for emergency use should be cleaned and disinfected after each use.

Fit testing is required for all employees using tight-fitting respirators such as a self-contained breathing apparatus (SCBA). However, it is not required for voluntary use of respiratory protection, such as dust masks, or for escapeonly respirators.

For employees with corrective glasses, goggles or other PPE, OSHA requires “such equipment is worn in a manner that does not interfere with the seal of the facepiece to the face of the user.” For those that wear corrective glasses, and have to wear a full-face respirator, request a spectacle kit.

Maintenance and Care of Respirators: Respirators should be cleaned and disinfected to keep them in a sanitary condition. They should also be stored accordingly to prevent damage and contamination.

OSHA allows two types of fit testing: Quantitative Fit Test (QNFT) - An instrument is used that will numerically measure the amount of leakage into the respirator. Then a calculation is made to determine a fit factor, to determine how well the respirator will protect the use.

1. Qualitative Fit Test (QLFT) - A “pass/fail” test that assess the adequacy of the respirator fit by relying on the individual’s response to the test agent, typically banana oil, sodium saccharine or irritant smoke.

While Quantitative Fit Testing is more accurate and provides a greater degree of protection, Qualitative Fit Testing is more economical. City Fire Departments are a good resource for fit testing as they have trained personnel and equipment that may be able to assist with this portion of the OSHA requirement at no cost.

Facial Hair, Corrective Glasses and Respirator Use As part of the written program OSHA requires employers to establish and implement procedures for the proper use of respirators. These requirements prohibit conditions that may affect the facepiece seal of the respirator which includes facial hair. The OSHA standard states that they “do not permit respirators with tight-fitting facepieces to be worn by employees who have facial hair or any condition that 12 TEXAS WATER UTILITIES JOURNAL www.twua.org

Inspections: All respirators should be regularly inspected before each use and during cleaning. If SCBA’s are maintained for emergency use, the requirement is for monthly inspections.

Cylinders should be maintained in a fully charged state and should be recharged when the pressure falls to 90% of the manufacturer’s recommended pressure level. All SCBA inspections should include a check of the regulator and warning devices.

For emergency use respirators, OSHA also requires a “certification” that the respirator was inspected. Typically this is a checklist that is stored with the respirator. The checklist should include the name (or signature) of the person who made the inspection, the findings, any required remedial action, and a serial number or other means of identifying the respirator.

Training and Information: Training, an OSHA requirement, should be conducted in a manner that is understandable to the employee and should occur prior to use of the respirator. The training program should include the following elements: MAY 2013

Why the respirator is necessary and how improper fit, usage, or maintenance can compromise the protective effect of the respirator;

•

What the limitations and capabilities are;

•

How to use the respirator effectively in emergency situations, including situations in which the respirator malfunctions;

•

How to inspect, put on and remove, use, and check the seals of the respirator;

•

What the procedures are for maintenance and storage of the respirator;

•

How to recognize medical signs and symptoms that may limit or prevent the effective use of the respirator.

Conclusion: It is important to maintain all of our PPE in good condition especially our respirators. We depend on these to prevent possible respiratory disease and to protect us in confined spaces. If we are required to use a respirator in our work assignments or during emergencies, OSHA requires that we have a medical evaluation, fit testing and training. We should also feel confident that the correct respirator was selected for that task. Although most facilities have a respiratory protection program, they may not have all of the required OSHA components. The challenge is for the program administrator.

He or she is tasked with the evaluation and implementation of the program and determining if any changes are needed.

Recommendations from the program administrator should be implemented so that all employees can continue to remain safe when using their respirators.

This is a demonstration of the quantitative fit test method using a TSI Portacount. Eye test not required.

National Rivers and Streams Assessment United States Environmental Protection Agency

Environmental Protection Agency and its state and tribal partners. It provides information on the ecological condition of the nation’s rivers and streams and the key stressors that affect them, both on a national and an ecoregional scale. It also discusses change in water quality conditions in streams sampled for an earlier study, the Wadeable Streams Assessment of 2004.

During the summers of 2008 and 2009, more than 85 field crews sampled 1,924 river and stream sites across the country.

Using standardized field methods, they sampled waters as large as the Mississippi River and as small as mountain headwater streams. Sites were selected using a random sampling technique that uses a probabilitybased design. This design ensures that the results of the survey reflect the full variety of river and stream types and sizes across the U.S. To determine water quality conditions, sampling results were compared to conditions at least-disturbed (or reference) sites in different ecological regions.

The goals of the NRSA are to determine the extent to which rivers and streams support a healthy biological condition and the extent of major stressors that affect them. In addition, the survey supports a longer-term goal: to determine whether our rivers and streams are getting cleaner and how we might best invest in protecting and restoring them.

Biological condition is the most comprehensive indicator of water body health: when the biology of a stream is healthy, the chemical and physical components of the stream are also typically in good condition. Twenty-one percent of the nation’s river and stream length is in good biological condition, 23% is in fair condition, and 55% is in poor condition, based on a robust, commonly used index that combines different measures of the condition of aquatic benthic macroinvertebrates (aquatic insects MAY 2013

and other creatures such as crayfish). Of the three major climatic regions (Eastern Highlands, Plains and Lowlands, and West) discussed in this report, the West is in the best biological condition, with 42% of river and stream length in good condition. In the Eastern Highlands, 17% of river and stream length is in good condition; in the Plains and Lowlands, 16% is rated in good condition

Change in stream condition

Four chemical stressors were assessed: total phosphorus, total nitrogen, salinity, and acidification. Of these, phosphorus and nitrogen are by far the most widespread.

Forty percent of the nation’s river and stream length has high levels of phosphorus and 28% has high levels of nitrogen. Poor biological condition (for macroinvertebrates) is 50% more likely in rivers and streams with high levels of phosphorus and 40% more likely in rivers and streams with high levels of nitrogen. Acidification, although a problem in less than 1% of U.S. river and stream length, has a significant impact on biological condition where it is found: poor biological condition is 50% more likely in waters affected by acidification. Xii

Compared to the findings of the 2004 WSA, some statistically significant changes are found in stream condition. Nationally, the amount of stream length in good quality for macroinvertebrate condition dropped from 27.4% in 2004 to 20.5%; this change appears driven in large part by a 13.3% decline in streams in good condition in the Plains and Lowlands climatic region. In addition, the percent of stream length in good condition for phosphorus dropped nationally from 52.8% to 34.2% and declined in all three major climatic regions. However, other indicators showed an increase in stream length in good condition: the percent of stream length in good condition for nitrogen rose from 46.6% in 2004 to 55.4%; percent of stream length with good in-stream fish habitat rose from 51.7% to 68.9%; and percent of stream length in good condition for riparian disturbance (i.e., with low levels of disturbance) rose from 22.7% to 34.8%. It is important to note that these are differences for streams only, between two points in time.

Future surveys and more data are needed to discern trends and the reasons for those trends.

Physical habitat stressors

Implications

Four indicators of physical habitat condition were assessed for the NRSA: excess streambed sediments, riparian vegetative cover (vegetation in the land corridor surrounding the river or stream), riparian disturbance (human activities near the river or stream), and in-stream fish habitat. Of these, poor riparian vegetative cover and high levels of riparian disturbance are the most widespread stressors, reported in 24% and 20% of the nation’s river and stream length, respectively. However, excess levels of streambed sediments, reported in 15% of river and stream length, were found to have a somewhat greater impact on biological condition. Poor biological condition is 60% more likely in rivers and streams with excessive levels of streambed sediments.

A picture of the condition of the nation’s rivers and streams is emerging from this survey and its predecessor streams assessment. Our rivers and streams are under significant stress and more than half exhibit poor biological condition.

Phosphorus, nitrogen, and streambed sediments in particular have widespread and severe impacts; reducing levels of these constituents will significantly improve the biological health of rivers and streams. This survey suggests the need to address the many sources of these stressors — including runoff from urban areas, agricultural practices, and wastewater — in order to ensure healthier waters for future generations. Chemical stressors

Human health indicators Two indicators that provide insight into potential risks to human health were assessed: mercury in fish tissue and enterococci (bacteria). Human health screening values for mercury in fish tissue are exceeded in 13,144 miles of U.S. river length (streams were not evaluated). In 9% of river and stream length, samples exceed an enterococci threshold level for protecting human health.

Everybody, and I mean everybody, starts out in a different place and is headed on their own journey. You have NO idea where someone else’s journey might lead them, so drawing comparisons is a complete waste of time.

2. Never obsess over things you cannot control.

While it’s often important to know about other things-like the economy, the markets that you sell to, the actions that others might take, your focus should remain on what you actually control, which is 1) your own thoughts and 2) your own actions.

3. Know and keep your personal limits and boundaries.

While your job might sometimes seem like the most important thing in your world, you’re killing a part of yourself if you let work situations push you into places that violate your privacy and your integrity.

4. Don’t over commit yourself or your team.

It’s great to be enthusiastic and willing to go the “extra mile,” but making promises that you (or your team) can’t reasonably keep is simply a way to create failure and disappointment.

5. Remember you get the same amount of time every day as everyone else.

You may feel you’re short on time and that you need more of it, but the simple truth is that when the day started, you got your fair share: 24 hours. Nobody got any more than you did, so stop complaining.

6. Don’t take yourself so seriously; nobody else does.

The ability to laugh at your foibles not only makes you happier as a person, it makes you more powerful, more influential and more attractive to others. If you can’t laugh at yourself, everyone else will be laughing behind your back.

13. Don’t waste precious energy on malice and gossip.

7. Daydream more rather than less.

The idea that daydreaming and working are mutually exclusive belongs back in the 20th century. It’s when you let your thoughts wander that you’re more likely to have the insights that will make you both unique and more competitive.

8. Don’t bother with hate; it’s not worth the effort.

Hate is an emotional parasite that eats away at your energy and health. If something is wrong with the world and you can change it, take action. If you can’t take action, you’re better off to forgive and forget.

9. Make peace with your past lest it create your future.

Focusing on past mistakes or wrongs inflicted on you is exactly like driving a car while looking in the rear view mirror. You’ll keep heading in the same direction until you collide with something solid.

10. Don’t try to “win” every argument.

Some battles aren’t worth fighting, and many people are easier to handle when they think they’ve won the argument. What’s important isn’t “winning,” but what you, and the other people involved, plan to do next.

11. Remember that nobody is in charge of your happiness except you.

While some work environments are inherently difficult, if you’re consistently miserable it’s your fault. You owe it to yourself and your coworkers to either find a job that makes you happy or make the best of the job you’ve got.

Before you tell a story about anybody else, or listen to such a story, ask yourself four questions: 1) Is it true?

2) Is it kind? 3) Is it necessary? and 4) Would I want somebody telling a similar story about me?

14. Don’t worry what others think about you; it’s none of your business.

You can’t mind read and you don’t have everyone else wired into a lie detector. Truly, you really have NO IDEA what anyone is REALLY thinking about you. It’s a total waste of time and energy to try.

15. Remember that however bad (or good) a situation is, it will inevitably change.

The nature of the physical universe is change. Nothing remains the same; everything is, as the gurus say, transitory. Whether you’re celebrating or mourning or something in between, this, too, will pass.

16. Trash everything in your work area that isn’t useful or beautiful.

Think about it: you’re going to spend about a third of your waking adult life at work. Why would you want to fill your work environment--and that part of your life--with objects that are useless and ugly?

17. Believe that the best is yet to come, no matter what.

When my grandmother was widowed in her 70s, she went back to college, traveled across Europe in youth hostels, and learned Japanese painting, among many other activities.

Allen Schreiber, Fort Bend County WC&ID #2 TWUA Incoming Vice President Allen P Schreiber is currently the Supervisor of Field Services for Fort Bend County WC&ID #2 in Stafford. Allen is a native of New Orleans and has lived in Texas since 1957. He is married to Benette Brymer and they make their home in Houston.

After graduating from high school, Allen joined the U S Navy and served as a member of the Tonkin Gulf Yacht Club.

Upon release from active duty, Allen graduated from Texas A&M University in 1981 with a Bachelor of Science degree in Mechanical Engineering Technology. He retired from the Naval Reserves as a Chief Petty Officer in 1998.

Chris Robles, American Flow Control TWUA Incoming Board Member Christopher J. “Chris” Robles is the Territory Manager for AMERICAN Flow Control covering central and southern Texas.

He began his employment with AMERICAN Flow Control in 2001 as a sales representative. Robles is a native of Victoria, Texas.

He graduated in 2006 with a Bachelor of Science degree from Southwest Texas State University, currently known as Texas State University.

He is an active member of the Central Texas Chapter of American Water Works Association. Robles is also a member of the Austin Contractors & Engineers Association, Texas Rural Water Association, and Texas Water Utilities Association. His extra curricular activities include golf, racquetball, and saltwater fishing.

Robles is married to the former Aine Mary Murdock of Newry, Ireland, and they reside in Austin, Texas.

Having received his Class A Water and Class A Wastewater licenses in 2001, Allen’s membership in the Double A Club dates to 2002. He has been a member of the TWUA Sam Houston District since 1995. He has served on the board for 12 years and is in his 3rd term as President.

Allen is the 2009 recipient of the award for Exemplary Service in Association Leadership and the 2011 Daniel C. Allen Memorial Distinguished Service Award. He also serves on the TWUA Exhibits Committee and the Publications Committee.

Additionally, he is the current chair of the TCEQ Water Utility Operator Licensing Advisory Committee.

Primary duties include maintaining drinking water standards within compliance with the Safe Drinking Water Act, TCEQ, and US EPA. Operator will be responsible for the proper operation and maintenance of a 4.6 MGD rated surface water treatment plant and a 1.9 MGD rated well field. Communication skills include answering customer service calls and dispatching repair crews by radio, telephone, operation of a “SCADA” system and preparation of documents by use of a computer.

Mechanical skills will also be required to maintain several pump stations, storage facilities, and equipment located within the system.

The Operator will also be required to work shift work and be on call as needed.

Possess a high school diploma or equivalent, be able to obtain a Class D basic water license within 6 months of employment, with the ability to obtain a Class C Surface water certification issued by the TCEQ within (3) years of employment. Responsible for day-to-day operation of Bexar County WCID #10 municipal water and wastewater collection system. Person selected for this position will need to move or/live within 20 miles of the District offices.

At least 5 years experience in construction, installation, operation and maintenance of water wells and ancillary equipment,water distribution and wastewater collection systems.

Familiarity with office s o f t wa r e , b i l l i n g a n d accounting software,and

SCADA essential.

Minimum qualification of bachelors degree, Class C groundwater distribution and Class III wastewater collection system. Drug test will be required. Salary 55K to 72K annual. WATER/ WASTEWATER TECHNICIAN Rockdale, Texas

Perform technical and labor duties in public utilities; repair mains, service lines, pump stations, lift stations; read water meters and perform line locates.

Take samples as required; perform necessary water and wastewater tests; operate water treatment facility; check and monitor water wells. Construction and/or plumbing experience is preferred; valid Texas Drivers License; and Vehicle driver insurability.
