President’s Message
President’s Thoughts by William “Bill” Brown
I am now figuratively standing in a tunnel on a train track. And currently, the light I see is one of Hope and Optimism. But I imagine from the train engineer’s perspective; he may just see an idiot standing on the train track about to be introduced to reality. I remain encouraged by the signs of Texas reopening. I am so looking forward to the day that I can shake fellow operators’ and attendees’ hands. I am ready to renew friendships and make new ones. I am looking forward to hearing how this virus and snovid21 impacted you, your family, and your work. Just know that I am one of those, and that’s how I roll. Thankfully, TWUA is enacting steps to return to the “old normal.” The board restored In-person meetings, beginning May 1, 2021. TWUA Regional Training Events are scheduled, and on July 19th Norma and Tom will host the first Regional School of 2021 in San Angelo. If you are one of the ones who has been avoiding the virtual classroom, this is your opportunity to sign up and support the Permian Region (In San Angelo). In visiting with one of the vendors that displays at a lot of the TWUA events, the jest of the conversions was, vendor support depends on student participation. If the attendees are supporting the in-person event, the vendors will also. Vendors talk to one another, and if the attendee numbers are low, then vendor participation will be down. The revenue from vendor booths helps offset the costs of the training event. This attendee/vendor connection is a simple concept. Without vendors, training costs will increase. Even if you cannot buy something or do not have a current need, make it a point to stop by each booth and tell the product representative thank you for being there and thanks for supporting our association. Mickey and Mark are working hard to pull together the Central West Texas Regional event in Abilene. For those in this part of the state, mark your calendars for August 2nd. Because of restrictions, the host location in Abilene was not available for the traditional May date. You can find contact numbers in the front of the journal. Give the contact for a specific event a call if you have questions or need more information. The TWUA Regional Training Schedule looks different for the remainder of 2021. I encourage you to refer to the TWUA website for dates and locations. I am looking forward to Corpus Christi and Annual School (September 26th). Will you be attending this year? Does your employer still have travel restrictions in place for staff? Do you still have training and travel funds in your current budget? The TWUA Board remains committed to “Live” “In-Person” operator training, and we feel this is the most effective form of training. TWUA Regions are in place to facilitate this in-person training. Help prove the doubters wrong. I would truly hate for any regional training event or district to cease. Can we count on you to support the TWUA Training Events in your part of the state? I am going to say yes, we can. You have proven in the past you are supportive of TWUA, so I am going to step out in faith and say thank you for your consideration and support. Be strong but not rude. Be kind but not weak. Be humble but not timid. Be proud but not arrogant. – Source unknown. May the Blessings of Heaven Rest upon you and all Water and Wastewater Professionals! Bill Brown

ather Thank You. We take comfort in knowing that You remain in charge and control of life as we understand it. We need You, and we welcome You in all we do. We come into Your presence, seeking Your grace, Your mercy, Your calm, Your guidance, and forgiveness. Father, we pray for Your grace and ask that You direct, protect, watch over, guide, and bless TWUA and its members. Amen In West Texas, Lake Spence is sitting at 22.2 % (- 0.0 %). White River is sitting at 12.0 % (+ 0.8 %). Panhandle - Lake Meredith is sitting at 35.7 % (+0.2 %) and Greenbelt is at 17.1 % (- 0.7 %). If you want to get a complete look at current lake levels, go to waterdatafortexas.org. The drought has never left for some and is returning for others. Live In-Person TWUA Training is a go as of May 1, 2021. Central Office has fielded many calls and questions from the District Officers and Regional Boards. THE HOST VENUE RULES AND GUIDELINES need to be observed. #1 question asked – Our Host Location Does Not Require Masks, Are We Required To Address The Mask Issue? My stock answer, as long as you comply with County, City, and Host location guidelines, and have a signed form from each attendee, then you should be good. 2nd most asked question – Do We Need To Screen By Temperature, And Release Form? For now, yes. This entire reopening, is best described as a work in progress. Meaning month to month expect changes. By August, there could be no requirements for public gatherings. TWUA Central Office will be reviewing recommendations regularly, and updated materials will be disseminated as it becomes available. Live Training Events for the remainder of 2021 will be a little out of the norm. We have events scrambling to find dates that are conducive to hosting. We have events that are changing host locations. TWUA will have a very busy second half of year. Eight events between July and November. Good thing is this organization has always been up for a challenge. The message from the TWUA Board and Central Office is, we are ready for live in-person training, and we hope to see you at one of the live events. 6 Texas Water Utilities Journal www.twua.org
For those in the Tyler area, due to obligations at the Harvey Convention Center, this training event will relocate to Longview for 2021 and, most likely, 2022. Harvey Hall is scheduled for demolition, and a new facility constructed on the current site. Mark your calendar – July 19th – 22nd, the Permian Regional School will be held in San Angelo, will be the first Live, In-person, Regional Training Event for TWUA in 2021. Abilene will be August 2nd – 5th. Tyler/Longview will be August 23rd – 26th. Fort Stockton will be September 13th – 16th. Annual School will be in Corpus Christi from the 26th – 29th of September. Killeen will be October 18th – 21st. Beaumont will be October 25th – 28th. Lubbock will be November 1st – 4th. Tyler, San Marcos, and Arlington are looking at alternative dates, host locations, and other options. It’s going to be a busy second half of the year. Dates for Annual School 2021 - The Annual School dates for 2021 are September 26th – 29th, 2021. I recently visited with the Corpus CVB and Omni hotel, and all indications are – Annual School will be a Live, In-Person event. Early Registrations are encouraged just in case occupancy rates in the convention center classrooms become an issue. We do not anticipate any issues but should that happen, attendees will be accommodated by the registration date. They waited anxiously at their desks for the test to begin. The professor handed out the question paper with the text facing down as usual. Once he handed them all out, he asked his students to turn the page and begin. To everyone’s surprise, there were no questions, just a black dot in the center of the page. The professor seeing the expression on everyone’s face, told them the following, “I want you to write what you see there.” The confused students got started on the inexplicable task. At the end of the class, the professor took all the answer papers and started reading each one of them aloud in front of all the students. All May 2021
of them, with no exceptions, described the black dot, trying to explain its position in the middle of the sheet. Some said the dot represented a planet within the solar system. Some called the dot a flaw in the making of the paper, etc. After all had been read, the classroom was silent. The professor began to explain, “I am not going to grade on you this. I just wanted to give you something to think about. No one wrote about the white part of the paper. Everyone focused on the black dot, and the same happens in our lives. We have a white paper to observe and enjoy, but we always focus on the dark spots. Our life is a gift given to us by God with love and care. We always have reasons to celebrate, nature renewing itself every day, our friends around us, the job that provides our livelihood, the miracles we see every day.”
our minds. Take your eyes away from the black spots in your life. Enjoy each one of your blessings, each moment that life gives you. Be happy and live a life positively!” Moral: As the professor explained, life is a bag of good and bad things; we all have positives and negatives along the way. But we must always concentrate greater on the positives for a healthy and happy life. Life goes on no matter what, so do not waste your time thinking about the negatives. Author Unknown “Life shrinks or expands in proportion to one’s courage” – Anais Nin Stay Safe and Remember – we do not need all the operators in Texas to be a member of TWUA – JUST YOU ! ! ! !
“However, we insist on focusing only on the dark spots, the health issues that bother us, the lack of money, the complicated relationship with a family member, the disappointment with a friend etc. The dark spots are very small compared to everything we have in our lives, but they are the ones that pollute

YOU CAN RECOVER FROM A MAJOR MISTAKE AT WORK — HERE’S HOW GOVLOOP, BY REBECCA MACK JOHNSON
Every one of us makes mistakes at work. Let that sink in. Every single one of us! But mistakes don’t have to derail your career. In fact, a mistake can only defeat or define you if you allow it to.
Boy, was I wrong. The employee and my team were grateful for my genuine apology. We started to communicate more honestly and openly. I began to realize I didn’t have to prove I was the boss and always right.
In my almost 34 years of government service, I’ve made boo-boos. Some small, some big. No one wants to make a mistake; it happens, though. So, how do you recover from a misstep? And, how do you figure out the “why” behind making the mistake? Both are important in truly dealing with the situation and preventing mishaps in the future.
I also learned an important lesson, in that my supervisor didn’t hold this against me. He didn’t bring it up in conversation nor in my appraisal. As I apologized and worked on improving my relationship with that employee (and the team), he remained supportive and encouraging. I apologized to him for causing the situation and shared what I learned from it. It truly was a great learning lesson.
I remember a mistake I made early on in my leadership journey — in my very first manager position. I was a young frontline manager with a team of more senior (age and experience) employees. One employee tended to stir up trouble among the team members. I confronted him about a negative situation he caused while he was sitting at his desk. I was frustrated and reactive. As I walked away from his desk, I muttered something negative about him under my breath. BIG MISTAKE.
Ultimately, mistakes don’t have to define you. Mistakes can make you better.
This was a mistake, not just because he heard it, but because I did it. I compounded the mistake by not immediately apologizing to him. I walked into my office and worried about what happened. I worried that night, the next day and the day after until I received a phone call from my boss. He shared that the employee and union steward raised the issue to him. My boss wanted to talk to me about the situation. I thought I was done as a manager. Long story short (some of you may say I already missed the bus on making this story short), my boss and I talked about what happened. He shared what the employee wanted — an apology in front of the entire team. I agreed but was nervous. I knew the apology was the right thing to do, but I was embarrassed and thought it would “show” my inexperience and make my team think less of me.

4 Steps To Avoid Complacency In The Workplace. Onsite Safety
65% chance of completing a goal if they commit to someone. And if they have a specific accountability appointment with a person they’ve committed to, this will increase the chance of success by up to 95%. What does this mean for the construction industry? It means that when workers have committed to a goal with a supervisor or manager they are more likely to get it done. “But isn’t that their jobs?” Well, the difference is actually creating that accountability system and spending some face-to-face time with your workers asking them personally to do specific tasks. Supervisors should do this as often as possible, to reinforce that their work actually matters and someone is waiting on their results. 1. Have a company mission statement 2. Create an accountability system 3. Practice SWA (Stop Work Authority) 4. Follow up with Toolbox Talks One of the biggest issues facing businesses today, especially companies in the construction industry, is the dangers of complacency in the workplace. Over time, even the best workers become accustomed to doing tasks a “certain way.” This type of lackadaisical attitude can lead to lost productivity, lost efficiency, and even accidents. That’s right – complacency on the job site can even cause death. Most workers don’t even realize that they’ve become complacent until it’s too late and they are involved in a near miss or even an accident. Fortunately, as leaders, there are 4 easy steps you can take to stop workers from becoming complacent. And they actually work! 1. Have a company mission statement – When your employees can rally around a common goal or purpose, they will have an emotional investment in the work they do. If your company has a strong, concrete mission statement that is regularly mentioned and reinforced with your workers, they will more likely be engaged on your job site. 2. Create an accountability system – when your workers know they can count on each other to get the job done, they start working harder. But it’s not only that – studies have shown that when workers commit to a goal, their efficiency goes way up. The American Society of Training and Development (ASTD) did a study on accountability and found that workers have a 14 Texas Water Utilities Journal www.twua.org
3. Practice SWA (Stop Work Authority) – A Stop Work Authority program is a program that empowers workers to stop and halt work if a perceived safety hazard is present. This keeps your employees vigilant, and gives them the authority to stop work if they observe a safety issue. This keeps “all handson deck” and leads to more near-misses being reported, which means more profit and efficiency from lack of accidents and injuries. It also keeps workers looking out for each other which can solidify team building. 4. Follow up with Toolbox Talks – according to the “forgetting curve” phenomenon, 90% of training information is forgotten within in the first week. That means your workers unfortunately forget most of their safety training and stop doing it. It’s just science, and it even happens to the best workers. To combat this, use Toolbox Talks to keep your staff informed. Toolbox Talks are informal meetings held every week before the day’s shift begins, and provides a brief overview of a safety topic followed by an open forum. Not only does it refresh your workers’ training – leading to less complacency – but it allows supervisors and managers to gauge morale of the team and keep tabs on safety issues and other work issues that come up in the field. Not only do your workers get more training, but they will also succeed more due to face-to-face accountability and increased morale. It’s a win-win for all parties involved. We have dozens of free Toolbox Talk templates if you need a jump-start. By practicing these 4 simple steps, you can dramatically lower your workers’ complacency rates. That could mean the difference between life and death in some instances. Never let an accident catch you off guard. Don’t wait until it’s too late. Nip complacency in the bud now. Onsite Safety can help with that. May 2021

WIPES IN PIPES
With Micro-Solve® microorganisms multiply. This reduces the grease that binds wipes together. Micro-Solve® reduces the risk of contact with disease.
Wipes when flushed and combined with other products and grease that is poured down drains, create "fatbergs". Once they enter the sewer lines, they can accumulate and cause backups, damaging the city's infrastructure.
