President’s Message

I pray everyone is getting through this craziness as best you can. I am supposed to be letting you know about my travels around the state. The Panhandle Regional school was to be my first regional school to attend as President. However, we are all aware that did not happen. I was truly looking forward to visiting the Panhandle, this is the one regional event I have not attended. I wanted my year as president to be memorable. I promise this was not what I had in mind!

All of us have been following the COVID -19 virus continuously, you can’t seem to get away from it. Watching all the craziness at the grocery stores is almost like watching reality tv. Why does anyone need twelve packages of 48 roll toilet paper, 15 cases of bottled water, and 5 gallons of milk. People have lost their minds. If we ever experience a major crisis in this country, we are in deep trouble. I do see an opportunity for us in the water and wastewater profession. We should be shouting from the roof tops that the drinking water we provide is Corona free. We should be telling everyone to get off the bottle and turn on the tap. Wait that sounds like a bumper sticker. Folks we have to educate our public.

I don’t know about the rest of you but, I keep hearing about emergency service workers and first responders concerning their tireless efforts and potential exposure. They are to be and should be commended. Allow me to introduce you to a group of professionals who are exposed to everything under the sun on a daily basis, every day. Wastewater Operators, from collection system personnel to the treatment plant operators. These licensed professionals are truly at risk. It is not limited to this current virus, but everything! We will get through this, and we will come out the other side stronger. In the meantime, always remember your obligation as a citizen to your nation, your state, and your community and give them your unswerving loyalty.

Not a surprise to the operators - The Corona Virus is NOT waterborne, meaning the tap or potable water that comes from the faucet is safe, and should be used for all water needs as usual. The EPA recommends that citizens continue to use and drink tap water as usual. At this time, there are no indications that COVID-19 is in the drinking water supply or will affect the reliable supply of water. What is your employer doing to promote and reassure your users that the potable water provided is safe?

The EPA has long ago established regulations with treatment requirements for public water systems that prevent waterborne pathogens (disease-causing) such as viruses from contaminating drinking water. These treatment requirements include filtration and disinfectants, such as chlorine that remove or kill pathogens before they reach the tap. Additionally, WHO notes that, “conventional, centralized water treatment methods which utilize filtration and disinfection should inactivate COVID-19 virus.” – EPA.GOV Little did we know the gathering that occurred the first of March, in Corpus Christi, known as Annual School, would be the last of large group gathering of operators for an 6 Texas Water Utilities Journal www.twua.org

unknown time. As you know, the Amarillo Regional School, Beaumont Regional School, and Abilene Regional School have officially postponed and are in the process of looking for another date later in the year. For some, a later date may not be possible. As of this writing, Arlington has not officially changed anything. The Killeen Regional School remains on track for the June dates. And the former Odessa School, now San Angelo, is on track for the July 20th dates.

Check the TWUA website for the most updated information related to training. For the latest on the Arlington school go to - nctrs.com Governor Declarations, Count Judges, Mayors, and elected officials of the various entities are making the call on gathering size, shelter in place, essential personnel, and other designations. Meeting space and a safe learning environment is critical. If the facility that hosts the school says the meeting space shall remain closed. Or the local elected officials says public gatherings are not happening – that is beyond control, and for many reasons we must comply.

So, the question was asked – how or why is TWUA able to continue to provide live computer-based online training?

First, TWUA delivers a service to essential personnel, so I feel confident that we comply with the state and local rules and guidelines. Second, Central Office continues to receive a lot of calls asking for online training options. With Districts and Regions canceling or rescheduling live events, there is a void for approved operator training.

Many operators have been working from home or primarily the office and prioritizing service calls, so computer-based training is becoming more appealing. TWUA made the decision to become active in the online training field several years ago, and we have a lot of TCEQ approved operator training in place. Few saw the coronavirus impact coming, nor how quickly the day to day events and necessities changed. Everyone at TWUA truly hopes you have not been impacted medically. But these never before seen times could be with us for a while longer, so we must remain vigilant.

Will TCEQ provide additional time for renewals? In all likelihood, there will be some grace period. Initially, the May 2020

state published a 30-day extension. We will have to wait and see how this event plays out and how the state responds.

Side note – TCEQ provides a three-year renewal window, to obtain operator training, so why wait until the last minute, to secure this required renewal training?

The obvious reason is – the demands of performing daily tasks and job duties do not afford you the needed time. But what are some of the other reasons?

Will this current pandemic event cause you to reevaluate or change your thoughts and actions related to operator licensing renewal? I am not attempting to judge or browbeat anyone, just trying to understand your thought process, and determine if TWUA can do something different to assist?

Top 10 OSHA Violations of 2019: Citations Drop 18 Percent, but List Unchanged - Industrial / Construction, Safety News When the top 10 OSHA violations of 2019 were announced at the National Safety Council Congress and Expo on September 10, the biggest change was the number of citations issued, not the standards included on the list. The number of OSHA citations issued for each standard dropped dramatically in 2019 compared to 2018 – with up to 46 percent fewer citations in a single category. The total 2019 list represents 28,934 citations, which is 6,334 fewer than 2018.

This list of top OSHA violations typically changes very little from year to year, and 2019 has been no exception. Lockout / Tagout and Respiratory Protection swapped spots at number 5 and 6 compared to the 2018 list. This is the second year with no electrical violations in the top 10. The 2019 list covers a citation period between Oct. 1, 2018 and Aug. 15, 2019.

Last month I asked if you were aware of scholarship opportunities available to you and your dependents through the V. M. Ehlers Foundation, one of your many benefits of membership in TWUA.This month I am asking if you have started your application. The deadline is July 1, 2020 and considering the impact the coronavirus has had on educational institutions, you need to check (starting now) how your school is handling end of the year requests for grade information such as transcripts. Many school districts have suspended operations for the spring semester, and this could affect your ability to get the necessary records for your application submittal.

If you’re a high school senior, contact your school district and find out their current policy for obtaining transcripts. This year, college students may submit unofficial transcripts that bear the following information: your name, the institution’s name, your end of semester grades for your course’s and a cumulative grade point average.

I’m simply known as the water guy, Disease free water, that’s what I supply.

My duties are not glamorous but my purpose defined, I go about my business and you won’t hear me whine.

Water is life and that is a given, Protection of others is what keeps me driven.

Contaminates and permits I work with each day, If only the paperwork could just go away.

Training and learning is just part of the job, I strive to be a professional and not just some slob.

My duties are varied, and no day is the same, No bad water samples, that’s my claim to fame.

I just sat down with my family to eat, But with one phone call, I’m back on my feet.

I work all day and into the night, Try as I may, there’s no end in sight.

Most people never question, where their water comes from, But let the system fail and guess who’s the bum.

I work with a system that’s old and it leaks, What happen to capital improvements, my pipes are antiques.

I lose my employees because we are underpaid, My department’s been pilfered, I feel so betrayed.

The mayor is calling and I’d rather not hear, Raises were cut, better luck next year.

In spite of these things I remain devoted, A raise I can’t have, but I’ve been promoted.
