PRESIDENT'S MESSAGE: March 2026

“TWUA is more than an association; it’s a family.”

Wow, as the old proverb says, “Time Waits For No Man.” In 1974, the Rolling Stones used that phrase as the backdrop for Mick Jagger and Keith Richards, reinforcing the idea that time waits or pauses for no one. As I mentioned in a previous article, we are now past the midpoint of my Presidential term with the Texas Water Utilities Association. My travels and representation at various regional events (schools) are now underway.

Amarillo will mark the beginning of the 2026 TWUA Regional calendar. On March 31st at 8:00 a.m., classroom training will start. The Panhandle Board works diligently to plan and manage the details that make this event popular in the Amarillo Area. If you plan to attend, come find me and introduce yourself. Visit the vendor displays and let them know you appreciate their support.

Please keep in mind, there are NO TCEQ exams given at the conclusion of any of the TWUA Training Events.

Some view TWUA as the “blue collar” group mainly responsible for manual labor and maintenance tasks. However, I believe water and wastewater workers are the ones who truly get things done. We often oversimplify our importance, but we are essential to the health and safety of customers. A water operator might have an excellent track record, but if the entity they serve receives a “Boil Water Notice,' their value can suddenly be questioned.

If you assemble a team of dedicated water and wastewater operators and provide the necessary funding, we can accomplish great things together. What I’m trying to say is that I represent the TWUA Board, and together, we are proud of the association, the operators, and the work they do. Thank you!

Conflict – the state of disagreement between persons or groups. I am going out on a limb and saying that many of the conflicts we face are directly linked to “Aging Infrastructure.” The current population of Texas is estimated at 31,290,831 and continues to grow. Twenty years ago, Texas had an estimated population of 23,347,491. The population is projected to reach 52 million by 2070. How many new reservoirs, water sources, water treatment plants, pumps, piping, storage tanks, and disinfection options do you see in your area?

Dare I say that “water reuse” will play a significant role in current and future Texas water sustainability? Some estimate that about 15% of future water will come from some form of water reuse. I recommend you look up Direct Potable Water Reuse. It will be hard to keep delaying this issue.

When the opportunity arises, are you informing decision-makers about topics like PFAS and Microplastics? Perfluorooctanoic Acid (PFOA) and Perfluorooctane Sulfonate (PFOS), for instance, are two of the most commonly used and studied chemicals within the PFAS group. (Forever Chemicals) Exposure to PFAS can cause health issues such as reproductive problems, developmental delays, increased risk of certain cancers, weakened immune function, disruption of natural hormone activity, and higher cholesterol levels and obesity.

Microplastics and nano-plastics now appear in nearly every organ and tissue of the human body, including the brain,

heart, liver, kidneys, lungs, testes, placenta, blood, breast milk, and even the first stool of newborns. Evidence associates microplastic exposure with serious health problems, such as cardiovascular disease, reduced fertility, gut dysbiosis, neurological changes (like memory loss and altered behavior in animal models), and an increased risk of cancer and preterm birth. A 2025 study found that plastic levels in human brains have increased by 50% over eight years. There are no known direct methods to eliminate microplastics from the body. The best approach is to reduce exposure.

Once the Amarillo school concludes, TWUA travels across the state to Beaumont for the new Regional event. Starting April 21st, this event welcomes anyone in this part of Texas who needs operator training, whether for a new license or to upgrade an existing one. Attendees are encouraged to join Bobby Rogers and the Southeast Texas Board in Beaumont.

There is no denying that in-person training is more effective than computer-based training. The TWUA regions provide one avenue for this hands-on training. Since the COVID shutdown, in-person events have struggled to reach preCOVID participation levels. The association has hosted three events across the state that have either been shut down or paused their in-person operator sessions. Join us, and let’s make sure no other regional event has to shut down or pause.

How long has it been since you attended a TWUA District Meeting? As the old Wolf Brand Chili commercial stated – “Well neighbor, that’s too long!” (Started in Corsicana, Texas) District meetings are the most cost-effective way to earn continuing education credits and stay connected. Sadly, today, with social media and computer devices, the act of knowing and supporting your operator neighbor is dwindling. I want to encourage you to support your district and build your industry contacts.

I believe that listening is one of the most powerful forms of leadership. I encourage you to stay engaged and share your insights. If there is anything TWUA can do better to serve your needs, please reach out to your district officers or me. Your voice is the compass that guides our direction.

Your input and positions matter.

While we strive for professional excellence, we must never lose sight of the foundation that supports us. Our association has long prioritized God, Family, and Profession. Working in the water and wastewater industry can be extremely demanding, often requiring long hours in tough conditions. Still, we serve our communities best when we stay grounded in our faith and supported by our families.

It impresses me to see how many of you live by these values. Behind every successful operator or manager is a family that shares in the sacrifices and rewards of this calling.

The drought remains a concern in parts of Texas. While some areas are experiencing rain, many watersheds still remain dry. In West Texas, Lake Spence is at 12.0 % (- 0.2 %), White River is at 29.1 % (- 1.0 %), and in the Panhandle, Lake Meredith is at 46.3 % (-0.2 %). Greenbelt is at 7.5 % (- 0.1 %). For a full view of current lake levels, visit waterdatafortexas.org. For some, the drought has never truly ended.

The 108th Annual School will take place in Waco from July 27 to 30, 2026, and the best option for 2027 is July 26 to 29, 2027. The July dates might affect attendance since they are the week before the TCEQ Drinking Water event, but there is limited flexibility. Visit the TWUA website to access our Regional School events or live in-person training for 2026.

TWUA has restored the ability for entities to advertise job openings. There is now an active tab on the TWUA Website called Career Center. It is intuitive and ready to accept your job postings. If you have any questions, please call Wanda Hobbs, who will be happy to guide you through the process.

Wow, February 2026 is already in the books. As life gets busier, time seems to move faster. I feel like I need a manager just to maintain some organization and prevent missing key events in family life and at work.

Are you planning on attending the Panhandle Region (Amarillo) school on March 31st, 2026? Ruen and the Amarillo Board would welcome you and appreciate your participation.

Advice to ponder!

“Never come out of a restroom smelling your hand.” No matter how good the soap smells or how the soap makes your skin feel, innocent habits can look strange or embarrassing when observed by others. The lesson is simple, think before you act, especially in public settings.

“Never pass up a restroom.” While blunt, this old saying offers solid advice because it holds practical truth. It reminds us that life often gives small warnings and chances.

“Never miss a good opportunity to stay quiet.” Not every thought needs to be spoken. In professional settings, espe-

cially during meetings or tough conversations, choosing silence can often be the smartest choice.

“Never wrestle with a pig. You both get dirty, and the pig likes it.” This teaches us not to get involved in pointless arguments or conflicts with people who thrive on chaos or negativity. Sometimes, the best move is just to walk away.

“If it sounds too good to be true, it probably is.” This widely used saying warns people to be cautious when something seems overly easy or perfect. It encourages critical thinking and skepticism.

“You can’t fix stupid, but you can avoid it.” While blunt, this humorous line encourages people to make wise choices about who they listen to and who they surround themselves with.

“Common sense is like deodorant. The people who need it most never use it.” This saying reminds us that awareness and basic judgment are important in everyday life.

“The early bird gets the worm, but the second mouse gets the cheese.” This clever saying reminds us that being first is not always best. Sometimes patience and observation lead to better results.

“Experience is what you get right after you needed it.” This observation highlights how mistakes often serve as the best teachers. Sometimes, we only gain wisdom after the fact.

“Never confuse motion with progress.” People can stay busy all day and still accomplish very little. This humorous advice reminds us that activity and productivity are not always the same thing.

“Never take a sleeping pill and a laxative at the same time.” This statement reminds us to consider the consequences before making decisions. Small choices can lead to very uncomfortable results.

“Some people learn from their mistakes. The rest of us have to learn from their mistakes.” The lesson here is that observation is valuable. We do not have to experience every problem personally if we pay attention to what happens around us.

“Never spit into the wind.” It sounds funny, but it sends a very clear and practical message: if you ignore the obvious conditions around you, you may end up dealing with the consequences yourself. No matter how much someone argues, reality usually wins.

“Never argue with an idiot. They will drag you down to their level and beat you with experience.” While the statement is meant to be funny, it carries an important lesson about judgment, patience, and choosing our battles wisely.

Stay Safe, and Remember – we do not need all the operators in Texas to be members of TWUA –JUST YOU! ! !

Even so, you can recognize staff by, for instance, holding  staff appre events for departments or the entire workplace. These gatherings foster community and help people feel valued, but remember that they are not as effective as programs that celebrate individual or group contributions.

Easy and lost-cost methods of showing thanks include:

• Creating a video, which could feature you complimenting your staff member. Your employee may share it with loved ones and others.

• Having employees write down, on a piece of paper, one form of appreciation they prefer, and then place those papers in a jar. When you recognize an employee, that person randomly picks from the jar and receives the form of appreciation listed on that paper.

• Allowing your employees to dress casually on some days.

• Celebrating Employee Appreciation Day, which occurs on the first Friday in March.

More elaborate ways to show thanks include:

• Giving staff  monetary awards, such as bonuses or raises.

• Promoting them.

• Assigning them more responsibility.

• Giving them additional time off, especially after major deadlines or events. You could let people arrive to work late or leave early. If you do, make it clear that they will not be penalized for taking the time.

• Creating a “Wall of Fame” (Wall) for exceptional employees. The Wall may include photographs of workers above text that explains the reason for the recognition.

• Creating a Top Employee trophy that rotates on a regular basis, i.e. weekly or monthly. You could send an e-mail announcing the new recipient and the reason for the honor.

• Providing upgrades to the physical office. You could provide ergonomic chairs, enhanced lighting, and more. Superior work equipment may also improve productivity and work products.

• Putting free food and drinks in your office’s kitchen for employees to enjoy.

• Providing opportunities to attend training and conferences. At these events, your employees could benefit your office by learning new skills and networking.

• Hosting staff-appreciation events.

• Celebrating birthdays. On employee birthdays, you could hold a brief birthday party with cake and a birthday card, which other staff could sign before the special occasion.

There’s no doubt that thanking employees can help workplaces and employees. All would benefit.

E. COLI HAS BEEN FOUND IN MANY DRINKING WATER SYSTEMS, BUT WHAT IS IT?

Escherichia coli (E. coli) are germs called bacteria. They are found in many places in the environment, including food, water, and the intestines of people and animals. E. coli causes about 250,000 to 500,000 infections and 2,000 to 3,600 hospitalizations each year in the United States.

The presence of E. coli bacteria in a drinking water system means the water is not safe for drinking. E. coli is considered an indicator organism, used to identify fecal contamination in freshwater and indicate the possible presence of diseasecausing bacteria and viruses (pathogens).

The presence of E. coli is often used as an indicator to monitor the possible presence of other, more harmful microbes, such as Giardia, Shigella, Norovirus, and the protozoan Cryptosporidium. Diseases resulting from contact with water contaminated by E. coli can cause gastrointestinal illness, skin, ear, respiratory, eye, neurologic, and wound infections. The most commonly reported symptoms are diarrhea, stomach cramps, nausea, vomiting, and low-grade fever. When E. coli exceeds the permissible level in recreational water, it results in the closing of public swimming pools and fishing areas.

There are over 700 identified serotypes (strains) of E. coli, which are classified based on their surface antigens (O, H, and K). While most E. coli are harmless, diverse strains exist,

including pathogenic ones that cause severe diarrhea and infections.

Their are six major pathotypes that cause diarrhea in humans. The most well-known, highly virulent strain is E. coli O157:H7.

E. coli O157 common sources:

E. coli O157 often comes from cattle farms, where it can live in the gut (intestines) of healthy cows. Cow poop containing E. coli O157 can wash into rivers or other water sources from these farms. Less commonly, poop from an infected person or animal can get into the water from: Sewage overflows, sewage systems that are not working properly, polluted storm water runoff, water runoff from other types of farms, wastewater treatment plants, or private septic systems. Heavy rain may cause organisms to be washed into waterways, lakes, or groundwater.

When this contaminant makes its way into a drinking water system, sediment found on the bottom of water storage tanks can provide a safe habitat. E. coli, along with other bacteria and pathogens, can find shelter from disinfectants under the soft sediment that accumulates in storage tanks.

The Centers for Disease Control and Prevention list E. coli as one of the top causes of outbreaks in public water systems. The best way to ensure that E. coli, or other bacteria, will not invade your tank sediment is to remove it. First, clean your water storage tanks, then maintain them by getting them on a cleaning schedule.

States get sick every year from germs in drinking water. This is about 1 in every 300 people. See below for the germs that most often cause illness outbreaks in drinking water according to the CDC.

Legionella Campylobacter

Giardia

Norovirus

Pseudomonas

Cryptosporidium and E. coli

Since the 1980's, potable water divers have been contracted for the inspection and cleaning of water storage tanks and towers. Divers wear a dry suit to seal them in their own environment. They are then washed down with a 200ppm chlorine solution to meet

United States Environmental Protection Agency (USEPA) regulations for diving in municipal water distribution systems.

Most of these contractors will offer a video produced by an underwater camera and lighting system. These high resolution cameras are able to properly record the interior floors of your facilities to determine corrosion and sediment levels. Most contractors can do inspections with no water loss or disruption in service. Professional dive crews offer the most cost effective and quickest way to clean ground and elevated tanks. However, standpipes are often cleaned by robots due to the extreme pressure of the water in the standpipe, often over 100 feet deep.

When sediment has been removed, the habitat that allows bacteria and other contaminants to remain in your tank is also gone. This allows disinfectants like chlorine to do a much more effective job.

Most municipal utilities that contract a potable water dive company to clean their water storage tanks report that after their tanks are cleaned, they use less chlorine to meet regulatory standards.

1904 SUBPART E – REPORTING OCCUPATIONAL INJURIES AND ILLNESSES 1904.39

1904.39(a) - Within eight (8) hours after the death of any employee as a result of a work-related incident, you must report the fatality to the Occupational Safety and Health Administration (OSHA), U.S. Department of Labor.

1904.39(a)(2) - Within twenty-four (24) hours after the in-patient hospitalization of one or more employees or an employee's amputation or an employee's loss of an eye, as a result of a work-related incident, you must report the in-patient hospitalization, amputation, or loss of an eye to OSHA.

1904.39(a)(3) - You must report the fatality, inpatient hospitalization, amputation, or loss of an eye using one of the following methods:

1904.39(a)(3)(i) By telephone or in person to the OSHA Area Office that is nearest to the site of the incident.

1904.39(a)(3)(ii) By telephone to the OSHA tollfree central telephone number, 1-800-321-OSHA (1-800-321-6742).

1904.39(a)(3)(iii) By electronic submission using the reporting application located on OSHA's public website at www.osha.gov.

1904.39(b)(1) If the Area Office is closed, may I report the fatality, in-patient hospitalization, amputation, or loss of an eye by leaving a message on OSHA's answering machine, faxing the Area Office, or sending an email? No, if the Area Office is closed, you must report the fatality, in-patient hospitalization, amputation, or loss of an eye using either the 800 number or the reporting application located on OSHA's public website at www.osha.gov

1904.39(b)(2) What information do I need to give to OSHA about the in-patient hospitalization, amputation, or loss of an eye? You must give OSHA the following information for each fatality, in-patient hospitalization, amputation, or loss of an eye:

1904.39(b)(2)(i) The establishment name;

1904.39(b)(2)(ii) The location of the work-related incident;

1904.39(b)(2)(iii) The time of the work-related incident;

1904.39(b)(2)(iv) The type of reportable event (i.e., fatality, in-patient hospitalization, amputation, or loss of an eye);

1904.39(b)(2)(v) The number of employees who suffered a fatality, in-patient hospitalization, amputation, or loss of an eye;

1904.39(b)(2)(vi) The names of the employees who suffered a fatality, in-patient hospitalization, amputation, or loss of an eye;

1904.39(b)(2)(vii) Your contact person and his or her phone number; and

1904.39(b)(2)(viii) A brief description of the work related incident.

1904.39(b)(3) Do I have to report the fatality, inpatient hospitalization, amputation, or loss of an eye if it resulted from a motor vehicle accident on a public street or highway? If the

motor vehicle accident occurred in a construction work zone, you must report the fatality, in-patient hospitalization, amputation, or loss of an eye. If the motor vehicle accident occurred on a public street or highway, but not in a construction work zone, you do not have to report the fatality, inpatient hospitalization, amputation, or loss of an eye to OSHA. However, the fatality, in-patient hospitalization, amputation, or loss of an eye must be recorded on your OSHA injury and illness records, if you are required to keep such records.

1904.39(b)(4) Do I have to report the fatality, inpatient hospitalization, amputation, or loss of an eye if it occurred on a commercial or public transportation system? No, you do not have to report the fatality, in-patient hospitalization, amputation, or loss of an eye to OSHA if it occurred on a commercial or public transportation system (e.g., airplane, train, subway, or bus). However, the fatality, in-patient hospitalization, amputation, or loss of an eye must be recorded on your OSHA injury and illness records, if you are required to keep such records.

1904.39(b)(5) Do I have to report a work-related fatality or in-patient hospitalization caused by a heart attack? Yes, your local OSHA Area Office director will decide whether to investigate the event, depending on the circumstances of the heart attack.

1904.39(b)(6) What if the fatality, in-patient hospitalization, amputation, or loss of an eye does not occur during or right after the work-related incident? You must only report a fatality to OSHA if the fatality occurs within thirty (30) days of the work-related incident. For an in-patient hospitalization, amputation, or loss of an eye, you must only report the event to OSHA if it occurs within twenty-four (24) hours of the work-related incident. However, the fatality, in-patient hospitalization, amputation, or loss of an eye must be recorded on your OSHA injury and illness records, if you are required to keep such records.

1904.39(b)(7) What if I don't learn about a reportable fatality, in-patient hospitalization, amputation, or loss of an eye right away? If you do not learn about a reportable fatality, in-patient hospitalization, amputation, or loss of an eye at the time it takes place, you must make the report to OSHA within the following time period after the fatality, in-patient hospitalization, amputation, or loss of an eye is reported to you or to any of your agent(s): Eight (8) hours for a fatality, and twenty-four (24) hours for an in-patient hospitalization, an amputation, or a loss of an eye.

1904.39(b)(8) What if I don't learn right away that the reportable fatality, in-patient hospitalization, amputation, or loss of an eye was the result of a work-related incident? If you do not learn right away that the reportable fatality, inpatient hospitalization, amputation, or loss of an eye was the result of a work-related incident, you must make the report to OSHA within the following time period after you or any of your agent(s) learn that the reportable fatality, in-patient hospitalization, amputation, or loss of an eye was the result of a work-related incident: Eight (8) hours for a fatality, and twenty-four (24) hours for an inpatient hospitalization, an amputation, or a loss of an eye.

1904.39(b)(9) How does OSHA define "in-patient hospitalization"? OSHA defines inpatient hospitalization as a formal admission to the in-patient service of a hospital or clinic for care or treatment.
