TRAINING OPPORTUNITIES: TWUA Training Schedule......................................................... 16 Texas Water Utilities Journal www.twua.org 3
President’s Message This will be my final article as President of TWUA. At the 102nd Annual School, the Management Board rotates duties. I will become the Chair of the Management Committee, and Bill Brown assumes the duties of President. I would like to thank everyone for their support and the friendships. I have been blessed to make many new acquaintances. The one constant in this year's travels to the various regions is professionalism. No two regions operate exactly the same, but the main focus is quality training, and the manner in which the training is presented has been nothing but professional. For me, one of the biggest learning experiences this past year came from talking to all the regional officers and training attendees and reaffirming that most of the state is experiencing labor shortages in the Public Works area. A lot of the "baby-boomers" have or will retire very soon. The common thread seems to be, the entities or service providers are, or will be scrambling to find suitable, experienced staff. The other more distinctive thread seems to be related to compensation. Private business is ahead of the curve, and it seems they figured out, if you want the ‘crème of the applicants,’ you have to lead in the area of wages. And you have to develop or amend job descriptions in a way that will challenge and reward the worker. My message is, change is coming, are you ready? Does anyone have a good handle on collaborating with or interacting with the iGeneration? This new generation of worker thinks a little differently. Governor Abbott was recently in the news saying that he was directing state agencies to reduce licensing regulations and cut fees - where appropriate. I am, in theory, supportive of less government rules and less governmental oversight, but this message from the Governor causes a little concern in the area of water treatment and public health and safety. I have no personal knowledge of what the process is to license as a tow truck driver/operator or to be a cosmologist or to be a registered massage therapist or how these types of licenses create hardships for the holder or impact daily life. But I do know about the process and implications of making water and wastewater licenses easier to obtain and maintain. If this directive moves forward, and is deemed applicable to the water and wastewater sector, public health will experience the importance of, and the need for compliance with, current industry developed minimum standards. Just because someone does not qualify for a license, does not mean the entire system needs an overhaul or that standards should be lowered. It seems that some feel the answer to the shortage of qualified and experienced staff members is to lower the qualifications. I realize I am “old school” but never a fan of the concept, “every kid gets a trophy”. From my perspective – I have always thought of knowledge as theoretical and experience as practical. The way I look at this is – experience is acquired by performing day to day hands-on real job experiences. While knowledge teaches reasoning and things like understanding a manual, or more of a general understanding of function and concepts. The difference is, actual experience is acquired by hands-on performing the task and becoming proficient. ‘How To’ - YouTube videos have people attempting things way beyond their skill set. I can read and write, understand most of the English language. That being said, just because I can read a cake recipe, and have the ability to follow written directions, along with limited hands-on baking experience; (I mean I know how to turn on an oven) how do you think it would end up if I were to attempt something as complex as a wedding cake? Some things should be left to the experts – like water treatment. Dirty Harry summed it up best, “A man’s got to know his limitations.” Some will say that baking example is perhaps overdramatic, but I say things such as water chemistry, disinfection, and water treatment are complex areas where public health can be impacted (let us not forget about Flint Michigan). A public water supply/provider does not want the "B" team or the underqualified person(s) making critical treatment decisions. Parting thought – Stress comes from trying to do it all on your own. Treat people the way you want to be treated. Talk to people the way you want to be talked to. Practice integrity and ethics in all your actions, and always remember, respect is earned, not given. The Story Goes Something Like This – A long time ago in the salt flats of Utah, a salt miner used to make a living by digging salt and straining it, then packing the salt in burlap bags. This miner would then load the bagged salt on several donkeys and make his way to the market every week. The route to town required the man with his donkeys to cross a creek. At times the water would become deeper and move more swiftly. On this particular day the lead donkey was loaded as normal and the miner was on his way to the town market. The miner lead his donkeys and the water was flowing deeper and faster than normal. The lead donkey stumbled and most of the salt dissolved or fell into the water. This made the remaining bags lighter and a lot easier to carry. This made the donkey very happy. The next trip the same donkey began to cross the creek and he again appeared to stumble and salt bags were again lost to the creek. The miner began to notice the same donkey playing the same trick every trip across the water. The miner thought about how he might break the donkey from his newly learned trick. The following day the miner loaded this donkey’s bags with rocks and cotton. Again, when the donkey came to the water, he appeared to stumble and anticipated his load would become lighter. Much to the donkey’s surprise, the cotton absorbed the water and became very heavy, and the donkey struggled to carry the load. The following trip the events were repeated and again the donkey struggled. After about three trips, the donkey realized his load was becoming heavier with the water crossing and he stopped his stumbling trick. The salt miner was happy. Moral – Luck won’t always favor you and taking shortcuts will catch up. Remember – we do not need all the operators in Texas to be a member of TWUA – JUST YOU ! ! ! !

To all my brothers and sisters in the water and sewer professions. Your tireless hours worked and dedication to the cause does not go unnoticed! They work in the bitter cold. They work in the soaking wet. They work in the extreme dry. They work in the sticky mud. They are on 24/7/365 emergency call. They cut off your water. They dig up your prized flower bed. They mess up your grass. They get yelled at. They get cursed at. They get threatened. They are treated differently than the others. They don't complain about the bitter cold. They don't complain about the soaking wet. They don't complain about the extreme dry. They don't complain about the sticky mud. They are always ready to respond. They don't enjoy cutting off your water. They hate that your flowers got damaged. They try to keep your grass looking good. They don't yell back at the customer. They won't curse at the customer. They would never threaten the customer. They know they are different than the others. They are more than mere "shovel holders" they are the Water Professionals that sacrifice their personal and family time to make sure you get that warm shower before work, that pool party for your kids birthday, that car that badly needs washing, that load of overdue laundry, the water needed for fire protection, the cold ice in your drink, or that nice clean glass of water on a hot summer day. They are a special breed, as everyone is not cutout for this line of work and everything that goes along with it. They are usually underappreciated, until they are called upon to do what they do best. They are among the many unsung heroes in the Country, and they need to know they matter. (THEY) ARE THE FIRST AND ONLY LINE OF DEFENSE CONCERNING THE SAFETY AND REALIABILITY OF YOUR PUBLIC DRINKING WATER. Author Unknown

Confined Space Hazards
Confined spaces in the workplace are places people may need to enter that weren't necessarily designed for human occupancy because of their size. People fit into confined spaces, but there is not sufficient room to move around comfortably. In many cases, a confined space also has the potential to cause someone to get stuck or run into a variety of other hazards.
may be large enough to fit a person in them to complete some type of task. • Silos - Silos are very large, so people often fail to think about them when discussing confined spaces. Since there is limited room, limited exits, and the ability to become trapped, a silo is definitely a confined space. • Storage Bins - Large storage bins are used in many industries. If someone falls into one or goes in to get something, they could become stuck. • Vaults - Whether a bank vault, a storage vault, or some other type of vault, these are often large enough to walk in and move around, but still quite limited in their total space for the person inside.
Understanding confined space hazards and how to minimize the dangers is very important for any workplace where these areas exist. When done properly, confined space safety efforts can minimize the risks involved for the employees that are required to enter these areas. The term "confined spaces" is often seen as too vague because there is no specific definition used universally. An area may be considered confined to one person, but not another. While there is no set designation that is universally accepted, it is often helpful to look at examples of common confined spaces. • Tanks - Large tanks are often used to contain fluids required for a job. A person may need to enter a tank to clean it or perform some other work. Even large tanks can be considered confined because there is only one way in or out, and people can't typically move about freely. • Vessels - Similar to tanks, vessels hold items and 10 Texas Water Utilities Journal www.twua.org
• Pits - This is another often-overlooked example. If someone falls in a pit, they may have quite a bit of room to move around. Despite this, however, they are still stuck in one area so it can be considered confined. • Manholes - Manholes sometimes open up into very large underground areas, but more often they are quite confined. In addition, the area from the start of the manhole to the place where it opens up is typically not very large. • Tunnels - Tunnels are very common for miners, and even when they are quite big, they are considered confined spaces because of how easy it is to get stuck in them. • Ductwork - Large facilities have ductwork that is big enough for people to fit inside, which may be required for cleaning or other maintenance. This is a great example of a confined space. March 2020
Safety News • Pipelines - Pipes are very similar to ducts, except they transport liquid, gas, or something else rather than just air. • Trenches – A long narrow excavation or a hole that is dug into the ground. There are many other examples of confined spaces, but looking at these and why they are confined is a good way to get a basic understanding of what people are talking about when referring to a confined space. One thing that is clear is that the exact size of an area is not necessarily what makes it a confined space. Instead, things like the ability for someone to get trapped or be unable to find an exit is a more important characteristic of the area. Hazards of a Confined Space For many people, confined spaces cause them to feel very claustrophobic, which makes it difficult for them to enter these types of areas. For others, however, it is no big deal to enter even the tightest of areas. One can't rely on one's comfort level to determine if a confined space is safe or not.
area can help to avoid this risk. Lack of Oxygen When people are working in a confined area, they can go through the available oxygen surprisingly quickly. As the oxygen becomes depleted, people can become lightheaded and even pass out, which could lead to injuries or even death. No Ventilation Since there is typically a lack of effective ventilation in a confined space, it is easy for otherwise harmless gasses to build up. Even small amounts of gas that would normally just dissipate into the surrounding areas can become deadly. Traps Most confined spaces only have one entry and exit point. If that becomes blocked or otherwise unavailable, the employees can get trapped. There are many ways that someone could become trapped in a confined area. Even just advancing into a shrinking part of a pipe or cave can cause someone to be wedged into an area so they can't escape. Fires or Explosions
About 100 people die each year because of confined spaces. There are many hazards that employees and safety managers need to be aware of. Even when employees don't think there is a real risk involved with a particular confined space, it is still essential to ensure everyone is aware of the specific hazards. Entering a confined area needs to be done very intentionally to avoid problems, especially in very tight areas. Take into account things like the amount of air available, the risk of getting trapped, and more. Employees who need to enter into large pipes, for example, should understand that their body could cut off the light and air supply, so they need to bring air and a flashlight with them. Taking the time to appraise the entrance area to ensure it is secure is also very important. Another thing to think about when looking at a confined space entry area is letting people know that someone is at work. Some entrances, such as sewers, can be closed or covered to keep people out. If someone is working in the space, however, closing them in can present real dangers. Putting up a label or sign before going into a confined March 2020
Fires and explosions present major dangers in confined areas. People can't easily escape, the smoke can build up very quickly, and explosions can cause the area to become unstable. Whether it is a gas that builds up and is set off by a spark or some other flammable material that ignites, escape is far more difficult in a confined area. Smothering In tunnels or other similar areas, the roof can cave in, smothering people. In other situations, things like grain (in a silo) can engulf a person in a confined area very quickly. Employees working with sand, rocks, or other similar items are also at risk of this danger if they don't have room to get out of the way when one of these materials starts shifting. Instability In many confined storage areas, the products can become unstable. Employees in the area won't have anywhere to flee should they begin falling. continued on page 12... exit, is large enough for a person to enter and perform work, and isn't designed for continuous occupancy. A permit-required confined space is one that has all of the characteristics of a confined space, plus an additional hazard such as: • A hazardous atmosphere • A material that can engulf someone • Unguarded machinery or wires • Floors and walls that taper in a way that could trap a person
Electrical Hazards One of the most common reasons for entering a confined space is to work on electrical equipment. If there isn't much room, employees may be at greater risk of becoming severely shocked by touching the wires. In some confined areas, the employee may not have anywhere to move, so the electrocution will continue until the power is cut. This can be a deadly event. These are just a few of the many hazards present in confined spaces. Understanding all potential hazards in an area is essential for planning effective safety processes. Permits Required for Confined Spaces In many cases it is up to an employer to decide when it is necessary for someone to enter into a confined space. In others, however, there are federal regulations in place that require the employer get a permit before someone can enter these areas. This rule is 29 CFR1910.146, and it is very important for employers to be aware of before having anyone work in a confined area.
When in doubt, it is best to contact OSHA directly to have them help determine when a permit is required and when it is not. Depending on the situation, they can either evaluate a confined space over the phone or send out an inspector to help look at the area and make a determination. Another great option is to use the OSHA Confined Spaces Advisor. This is an online tool that goes through a number of questions. Based on the answers to these questions, OSHA will make recommendations on whether or not a permit is required.
Taking Confined Space Safety Seriously One of the biggest problems with confined space safety programs is that many employees and even employers don't take them seriously. While everyone knows there is a potential for danger in a confined space, people become overconfident that an accident won't happen to them.
