Very hard for me to believe that a year has passed since I took over the office of association President. Here we are in February and soon I will be passing the Presidential duties to the capable hands of Chad Jameson. Please join me in welcoming Chad. I have no doubt that he is eager to lead TWUA as we prepare for the 100-year celebration and the
A parting request if you will. I want to call on the decision makers and leaders who have input into the budgeting process for your organization. As you prepare your operating budgets for 2018, please make preparations for come to Corpus and bring your staff for the 100-year festivities. Join us in the training classes, while being a part of this historic time. Most of the celebration will take place on Sunday afternoon and evening. Monday the expected training classes will begin and Annual School will be providing the operator training as anticipated. I know you have read the various article and recent comments related to the change in TCEQ application for testing. I think one last mention is appropriate. I would hate to see anyone attend a TWUA Regional Training Event and not be able to challenge a state operator exam to acquire or advance a TCEQ License. Please log on the TCEQ webpage and complete the electronic application process 60-days prior to the event. This is an evolving process and TCEQ is working diligently to streamline the procedure and make it as user friendly as possible. If you are a decision maker, please assist those in your agency who might have difficulty accessing the internet and those who are not computer literate.
Please allow me to recognize and thank a few key people whose support I cannot repay. First, I want to thank Craig Henderson, Mary Gonzales, Aubrey Spear and Wood Franklin, all of the City of Lubbock and the West Texas Region. They allowed me time to travel to the Regional Schools and be a part of the management committee and I am so grateful for their support. I also wish to thank the board members of the West Texas Regional School, especially Past Chair Bill Boyd and current Chair Matt Kerley. I used them as a “sounding board” and “think tank” whenever there were difficult decision to make. I want to thank the staff of TWUA Central Office for their work and dedication. Most of all I want to thank TWUA Executive Director Russell Hamilton. He kept me focused on more than one occasion. He is a mentor a trusted advisor and above all a good friend.

For the rainfall that Texas has received we give you praise. The effects of this drought are far from over for some, while flooding for others, so we ask that you would redirect clouds and rainfall to these areas of need. Father, no task or obstacle is too great for you, so we ask that you fill our lakes and cause our streams to flow with abundance, while leading us to be a more appreciative society. One that does not take the precious gift of water or those who treat it for granted - Amen. As of February 1, 2017 – In West Texas, Lake Ivie is sitting at 24.0 % (+ 0.4 %). Lake Spence is sitting at 13.5 % (0.0 %). Lake Sweetwater is sitting at 22.6 % (+0.7 %). White River is sitting at 24.6 % (- 0.1 %). Panhandle, Lake Meredith is sitting at 23.6 % (+0.5 %) and Greenbelt is at 27.3 % (+0.3 %). If you want to get a complete look at lake levels, go to www.waterdatafortexas.org. As the TWUA Regional School calendar approaches, PLEASE keep the TCEQ pre-approval of licensing applications in mind. If you are planning to test at any of the Regional Schools, you MUST submit application and all supporting documents along with proof of payment to TCEQ electronically, 60-Days prior to the event. Example for 2017, the Beaumont Region is April 24th – 27th. If you are planning to attend and plan to challenge the TCEQ operator’s exam at the conclusion of this event, you need to submit all the documents by March 3rd. I hope the word is circulating in the water and wastewater community regarding electronic exam applications. But if you need additional information, look at the TWUA website and click on the TRAINING TAB. At the bottom of the choices there will be something called TCEQ Licensing Approval – click on that tab. This is a video where TCEQ staff came to the TWUA office and explained the process. For additional information and clarifications, call TCEQ @ 512-239-6133. Are you active in your TWUA District? TWUA maintains that as far as continuing education, district meetings are the best and most economical source. If it has been a while since you attended a monthly meeting, our challenge is to get you attending regularly and bring a friend. Please keep in mind as you build your budgets for 2018 the TWUA 100th Birthday will occur. We would like to have your support and attendance. We would like to have you involved. event. Please share those with us. The story goes something like this A police officer in his early 50’s walked a beat in a Boston business district. This officer moved up the street quite impressively and methodically, taking in all the surroundings, while he checked each door of the businesses to make certain all was secure for the night. This officer’s stature was quite impressive. His devotion to detail was extraordinary. Face freshly shaved. Creases on his uniform pants were crisp. Brass buttons on his overcoat polished. Streetlights and the glow of neon from the various businesses reflected in the leather of his belt, holster and shoes. Even his nightstick, which he skillfully twirled, appeared to be recently painted and the leather strap oiled. This night was particularly cold and there was a mist falling. Few people were on the street, as it was approaching 9:00 and only the restaurants and pubs remained open. As the officer approached one of the businesses with an overhang, he noticed a man in the darkened doorway leaning against one of the posts about to light a cigar. The police officer slowed his walk and paid particular attention to this man, as he fumbled with a match. As the officer walked up, the match was lit and raised to the end of the cigar. Momentarily illuminating the face of the man of interest. The man spoke up quickly. It’s all right officer. Sir, I am just waiting for a friend here out of the elements. This may sound odd to you, but it is an appointment that was arranged exactly 30 years ago. The officer cocked his head slightly and processed the information. Okay, I realize it sounds a little funny to you or perhaps suspicious, but if you will allow me a few minutes, I will explain. 30 years ago, there used to be a restaurant where this very store now stands, called Big Joe’s Barbecue. The officer spoke up and said, “Yes until 4 years ago, when a grease fire in the kitchen resulted in devastating damage and the structure had to be torn down.” The man in the doorway struck another match and re-lit his cigar. The light showed a pale, square-jawed face with squinting eyes and a noticeable thick white scar over his right eyebrow. His scarf pin was a large diamond, fashionably set. His overcoat cashmere. He carried a cane and gave the impression that he had money. “Thirty years ago tonight, I dined here at Big Joe’s with my childhood friend Tommy O’Neill. And he was my best friend and by March 2017
my account, the finest man in the world. He and I were raised here in Boston, and were closer than brothers. I was 19 and Tommy was 21”.
other’s hands with his own. “It’s Donny, sure as fate. I was certain I’d find you here if you were still in existence. Well, well, well! – thirty years is a long time. How have you been, old man?”
“The next morning I was to start my way out West to make my fortune. There was no way to drag Tommy out of Boston; he was fond of saying, Boston is the finest place on earth, why would you ever leave?”
“I have been given everything I asked it for and everything I dreamed of. You’ve changed a lot, Tommy. I don’t remember you being so tall.”
“Well, we made a vow that exactly thirty years from that night, no matter what our conditions might be or from what distance we might have to come. At exactly 9:00 p.m., we would meet at this address.” “It sounds interesting,” said the police officer. “Rather a long time between meets, though, it seems to me. Haven’t you heard from your friend since you left?” “Well, yea, for a few years we corresponded,” said the other man. “But after maybe 10 years, we lost track of each other. You see, I kept hustling the dollar and chasing my fortune. Nevertheless, I know Tommy will meet me here if he’s alive, for he always was the truest, most reliable, best person I have ever known. He will never forget. I came a great distance to stand in this doorway tonight, and it will be worth it when my old pal turns up.” The waiting man pulled out a gold pocket watch, the lid of it, set with impressive array of diamonds. “Three minutes to nine,” he announced. “It was exactly nine o’clock when we parted here at the restaurant door.” “It appears you did very well for yourself ?” “You bet! I hope Tommy has done half as well. He was a kind of plodder, though, good fellow as he was; he was more partial to hard work and the typical Boston lifestyle. The police officer twirled his nightstick a few times and took a step. “Very well, I’ll be on my way. I wish you luck with your meeting.” “If Tommy is alive on earth, he’ll be here. A pleasant evening to you.” “Good-night, sir,” said the policeman, passing on along his beat, shaking doors as he went. In the doorway of the now hardware store the man who had come a great distance to fill an appointment, uncertain but hopeful his friend of his youth, was soon to arrive. He smoked his cigar and waited. About ten minutes he waited, and then a tall man in a long overcoat, with collar turned up to his ears, hurried across from the opposite side of the street. He went directly to the waiting man.
“Oh, I had a bit of a growth spurt after you left.” “Doing well I see, hey, Tommy?” “From appearances, not as well as you. I have a position in one of the city departments. Come on, Donnie Boy; we’ll go around to a place I know, and have a good long talk about old times.” The two men started up the street, arm in arm. Donny with all his egotism enlarged by success was beginning to outline the history of his career. The other, one hand in his overcoat, listened with keen interest. At the corner stood a drug store, brilliantly lit with floodlights. When they came into this light, each of the men turned simultaneously to gaze upon the other’s face. Donny stopped suddenly and released the other man’s arm. “You’re not Tommy O’Neill,” he snapped. “Thirty years is a long time, but not long enough to completely change a man’s facial features.” “Long enough to change a good man into a bad one, said the other man.” Now with gun in hand he said, ‘Diamond Don Devaney’, you are under arrest. Chicago FBI gave us a heads up you might drop over our way and guess what? They want to have a chat with you. Now, before we go to the station here’s a note I was asked to deliver. You may read it here at the window.” The man unfolded the piece of paper handed him. His hand was steady when he began to read, but it trembled a little by the time he had finished. “Donny: I honored our agreement. I was at the appointed place on time. When you struck the match to light your cigar, sadly, all I saw, was the face of the most wanted man in Chicago. Still, somehow I could not bring myself to do it, so I went around the corner where a plain-clothes detective was watching and waiting. And from these shadows, I watch as this officer arrest the illustrious Chicago crime boss, who was once my best friend. TOMMY.” Remember – We do not need all operators in Texas to be a member of TWUA – JUST YOU! ! ! !
“Is that you, Donny?” he asked, doubtfully. “Tell me that’s you, Jimmy O’Neill?” cried the man in the door. “Bless my heart!” exclaimed the new arrival, grasping both the March 2017

Development of Groundwater Resources In Securing Sustainable Water Supplies by RICH OLLER, PE
A previous article addressed sustainability of current and future water supplies. This article focuses on what we’ve done well regarding changes in groundwater development, and what we need to do better in the future since groundwater is the major resource for municipal supplies. Today’s demands posed by agricultural use and petroleum exploration greatly impact groundwater. Competitors fight for the same resource. Agriculture needs groundwater for crop irrigation. Evolving technology has improved irrigation practices and application times, and efficient irrigation application methods have allowed efficient use of groundwater. Advanced moisture monitoring devices have added to the farmers’ toolbox to monitor and apply water during key growth times of the specific plant. Petroleum exploration competes with agriculture for groundwater to assist in drilling and oilfield development. Fracking and directional drilling technology require more water for crude oil development than ever before. Groundwater resources for municipal, agricultural, and petroleum use all rely on the same limited supply. Of the three, agriculture has historically been the larger user; however, money to secure water rights and groundwater use currently favors petroleum exploration. As a public entity, municipal groundwater development is hampered by public fund use requirements and fair market value requirements for all real property negotiations.
image from Texas Water Development Board Why is this important and how can we better prepare for its use and protection? Groundwater is the primary source for all municipal supplies. Securing and protecting water rights for municipal use has always been attached to the land surface. If you own the land, you own the water below the surface. true with other minerals. Agriculture has defended this position for decades and continues to fight for the right of the landowner to protect their sovereign water rights beneath their land. Petroleum companies have challenged mineral right definitions to include groundwater as a mineral, asserting that groundwater should be handled like oil and gas. In some cases, courts have decided in favor of mineral right owners. Groundwater is a finite resource and its protection and conservative use is required by all to ensure future supplies. Groundwater has typically been viewed as a renewable resource with an unending supply; however, with more competitors tapping the same resource, groundwater has become a rapidly depleting commodity. Understanding the importance of groundwater and its use as a drinking water resource is everyone’s responsibility. Groundwater is the most cost-effective water resource available. It is the cheapest to produce and use – a fraction of the cost of surface water resources. Groundwater generally is the purest form of drinking water, requiring only chlorination prior to use. Lately, as more groundwater is produced and wells are pumped, more contaminants such as naturally occurring arsenic and fluorides are leached from the water-bearing strata, thereby requiring additional treatment. The more these wells produce, the higher the levels of contaminants present in the water. Groundwater Development Now and in the Future Conservation and subsidence districts have been established to control groundwater development and regulate production in specific areas. “Of the 17 million acre-feet of water used by Texans each year, 60% (approximately 10.2 million acre-feet) is groundwater. March 2017
Of the groundwater used, 80% (approximately 8.16 million acre-feet) of the water is used for agricultural irrigation for approximately 6.3 million acres of irrigated agricultural land. Another 15% (1.53 million acre-feet) is used by municipalities.” (Texas Agricultural Law) In Texas, the Rule of Capture governs the use of groundwater. Simply stated, the surface owner owns the water, whether produced or not under their land. Groundwater may be produced at whatever rate the landowner desires without a permit. This is true except in areas where a conservation water district or subsidence district exists; there, a permitting process for groundwater is required. Other rules also apply that are specific to the district. The Rule of Capture has been tested several times in the courts where a neighbor’s well is directly affected by a larger producing well on adjoining property. These cases favored the owner with the larger producing well, even if the neighbors well stopped producing as a result of a larger producing well adjoining the affected property. Conservation districts and other water districts have developed setback requirements for wells that are designed to prevent this from occurring. First in place has been adopted to require others to offset existing wells by a predetermined distance to prevent “undermining” or overlapping zones of influence of existing wells. Future groundwater development will need to address proper design and spacing to maximize production without negative affects on surrounding wells. Municipal wells are strictly governed by design standards to protect downhole contamination. Private agricultural wells, and oil and gas water wells are not as strictly controlled as public drinking water wells. Having varying requirements for well development in groundwater-producing aquifers can open possible points of contamination to the aquifer. Well design standards should be consistent to protect the aquifer producing wells.
providing for drinking water. Funds for cities to secure access to protected groundwater supplies should be made available by the State, ensuring continued supplies for our cities. Regional water systems are encouraged to share resources with other cities. Infrastructure to provide this regional benefit is required to connect cities to share this resource. To conserve energy and prevent over-production of the wells, well fields should be designed so the well pumps deliver the produced water a shorter distance to storage tanks, using booster pumps to push the water longer distances. Well fields should also be managed in a way that allows full recovery from pumping cycles by providing storage tanks in close proximity to the producing wells. Frequently, wells are pumped to lift the water from the water-bearing strata, and then the same pump is used to push the water down several miles of pipelines. Well pumps are not made for delivery of water over long distances but instead are made to lift the water from the ground. Well pumps, vertical turbines, or submersibles are used to push groundwater long distances to lift water from the formation. This increases the drawdown of the well and enlarges the zone of influence of the well. Groundwater is a limited commodity that must be through development standards and production practices. The Rule Of Capture is important for all groundwater users. Improved production management will be of extreme importance in future use. Proper design of the wells and management of the surface of the well field are important components in ensuring sustainable groundwater supplies. Public education and understanding of groundwater and use are an important part of the sustainability model for groundwater. Municipal public outreach and educational opportunities show the community efforts being made to deliver a safe and continuous supply to utility users.

MAKING THE MOST OF A MENTORSHIP RELATIONSHIP BY COURTNEY BELME, GOVLOOP.
A mentorship relationship can be the determining factor in making or breaking the next steps of your career. However, many individuals jump into mentorship relationships without really knowing what it entails or how to get the most out of it. In order to avoid ineffective relationships, here are a few ways that you can make the most out of a mentorship: If you are a mentor: 1. Be committed. As a mentor, you are offering your time to someone else in order to help them further their career. By taking this responsibility seriously, you are making the most of your time and your mentees time. We understand that life can get in the way, but if you commit to a mentee it is crucial that you are there when they need you. 2. Listen. You may think that your main job as a mentor is to be the one talking, giving advice and encouraging, but listening is one of the key parts of making the most of a mentorship relationship. Listening to your mentee allows you to understand their situation and give them tailored advice and encouragement. Additionally, letting your mentee talk it out can be helpful for them to sort through the situation they are discussing. 3. Have patience. Committing to a mentorship relationship can be a long-term endeavor. Over your relationship with your mentee they may neglect advice or flounder. In these instances, a little bit of constructive criticism can help get them back on track.

However, many people have a hard time taking criticism. In these instances, your patience will be critical to maintaining the relationship and getting the most out of it. 4. Be a good role model. By volunteering as a mentor, you are raising the bar for how you conduct yourself. Leading by example allows your mentee to go beyond the conversations you have with them and follow your direction. You don’t have to be a saint, but it is good to be cognizant that your actions are being watched by someone who wants to emulate you. 5. Be prepared. Walk into every mentorship session with a loose game plan of what you want to discuss and what goals you want to achieve. You can plan each session by first asking your mentee what they want to get out of the relationship and what topics they want to discuss. From there, you can get the most out of every meeting by knowing what key points you want to focus on ahead of time. If you are a mentee: 1. Have an open mind. The best way to go into a mentorship relationship is with the mindset that you are there to learn. While you may have been the smartest kid in your college class or the brightest new hire at your agency, it is critical that you go into your mentorship relationship humbly and with an open mind. Checking your ego at the door can make your mentorship relationship much more fruitful.

Top 10 causes of disabling workplace injuries and their costs By Fred Hosier
Why is workplace safety a good business investment? Because the alternative is costly, to the tune of almost $60 billion a year, as this new report shows. According to the annual Liberty Mutual Workplace Safety Index, the most disabling workplace injuries cost U.S. employers $59.87 billion a year. That’s $1.15 billion a week. The Index calculates the top 10 causes and direct costs of workplace injuries. Overexertion involving outside sources is the No. 1 cause, accounting for 23% of the costs, or $13.79 billion. This category includes lifting, pushing, pulling, holding, carrying or throwing objects. The rest of the top 10:
falls on same level, $10.62 billion, 17.7%
falls to lower level, $5.5 billion, 9.2%
struck by object or equipment, $4.43 billion, 7.4%
other exertions or bodily reactions, $3.89 billion, 6.5%
roadway incidents involving motorized land vehicle, $3.7 billion, 6.2%
slip or trip without fall, $2.3 billion, 3.8%
caught in or compressed by equipment or objects, $1.95 billion, 3.3%

The top 10 causes total 83.4% of the costs, or $49.92 billion of the total cost burden. The top five causes account for 63.8% of the total cost burden. Last year, the Index put the cost of the most disabling workplace injuries at $61.88 billion. The top 10 causes remained in the same order from last to this year. The Liberty Mutual Research Institute for Safety develops the Index each year to identify critical risk areas so that businesses can allocate their safety resources better. The Index is developed based on information from Liberty Mutual, the U.S. Bureau of Labor Statistics and the National Academy of Social Insurance. Liberty Mutual researchers determine which events caused employees to miss six or more days of work and then rank those by total workers’ compensation costs.

Wastewater Beer . . . . looking for a few brave souls By Arizona Daily Star The Southwest Water Campus — a coalition of water companies and utilities — is being awarded a $250,000 grant to promote beer made from reclaimed wastewater. The group includes Tucson Water, the town of Marana, the University of Arizona, Carollo Engineers, CH2M, Clean Water Services and Water Reuse. The group’s proposal was made in an effort to eliminate the stigma around drinking reclaimed wastewater. They plan to use the funding to haul water-treatment gear around Arizona next summer, stopping at municipal plants to treat water. Some of that treated water will be delivered to craft beer breweries, that will make special brews for a competition.
