President’s Message
Greetings, Fellow Members and Operators by Mike Norris
A lot has happened since we last talked. Regional Events are taking place, and I have had the privilege and opportunity to represent TWUA in the Abilene Region, the Arlington Region, the Killeen Region; and I have truly enjoyed meeting the various boards and learning from the ways in which each region functions. McAllen has been canceled for 2022. This decision was not made easily or lightly. It was decided that with all the border issues and concerns related to travel costs along with poor numbers in preregistration, perhaps it would be in everyone’s best interest to bypass 2022 and focus on San Marcos in 2023. For those in South Texas and Rio Grande Valley looking for in-person training, come see us in Corpus Christi at Annual School the last week of September, or visit the TWUA online training program. For those with travel restrictions, another option might be to contact Norma Clark for details and set up an in-person event at your workplace. “You bring about what you think about.” I want to encourage those taking a state exam to never accept defeat or resign yourself to believing you are just not capable. There was an operator that I was told about who attempted the wastewater “A” exam fourteen times over the years and unfortunately failed each attempt. This operator was nearing the end of his career and decided to give the exam one more shot. To his amazement, he passed on his fifteenth try. Coworkers asked what was the secrete to his success? His reply was something to the effect; I had to get it into my thoughts that I could see myself going to the mailbox and pulling out a license rather than a TCEQ Dear John letter. His coworkers had helped this operator study, and orally, he knew the materials. He was just one of those men who freaked out and second-guessed his knowledge. He would talk himself into changing answers. Basically, he was just not a good test taker. “Failure does not mean the game is over – it means try again with experience – Len Schlesinger.” To FAIL is the First Attempt In Learning. When you get down on yourself, remember that Thomas Edison failed 10,000 times in his efforts to make the light bulb. When asked about the attempts, Mr. Edison said – “I have not failed. I just found 10,000 ways that did not work.” “Mr. Edison also said, A human’s greatest weakness lies in giving up.” The most certain way to succeed is to try just one more time.” If I can leave you with encouragement, it would be – if there’s even the slightest chance of obtaining something that will make you happy, then, by all means, take the risk and never give up or accept failed attempts at anything you do. It is gratifying when it all comes together, and you accomplish your dream and goal. Knowledge is a beautiful thing. I pray that 2022 brings good health, prosperity, and purpose. ather, Thank You. We bow our heads and humbly say thank you as we acknowledge that you are the creator. We take comfort in knowing that You remain in charge and control of life as we understand it. We need You, and we welcome You in all we do. We come into Your presence, seeking Your grace, Your calm, Your guidance, and forgiveness. Father, we pray for Your mercy and ask that You guide, direct, protect, and bless TWUA and its members. Amen In West Texas, Lake Spence is sitting at 22.1 % (- 1.0 %). White River is sitting at 16.7 % (+1.8 %). Panhandle - Lake Meredith is sitting at 32.6 % (- 0.7 %) and Greenbelt is at 15.1 % (- 0.2 %). If you want a complete look at current lake levels, go to waterdatafortexas.org. The drought has never left for some. Mark your calendar for the remaining 2022 Regional opportunities – McAllen is canceled for 2022. San Angelo will be July 25 – 28th. Ft. Stockton will be August 22nd – 25th. Longview will be October 10th – 13th. Lubbock will be November 1st – 3rd. The links to all the fliers will be activated as soon as possible so that you can register for any region now, making use of budgets more efficiently. TWUA is excited about resuming the TWUA Regional Schools and in-person training events. San Angelo is the next regional event scheduled. Norma and Tom would love to have you come to San Angelo and participate in this event. After San Angelo, the Ft. Stockton school will be the next region in the rotation. If you are in this area of the state or need training hours, please consider these two events. From actual attendance data, it appears the operators are ready for in-person training; however, the decision-makers seem reluctant to approve extended travel. Successful Regional School events depend on participants. If the students are attending, the vendors will participate. If the student numbers drop, the vendors begin to question the value of their participation. In other words, if you want to see the TWUA Regional Events in your region of the state continue, we must do a better job of supporting the various events. It is a difficult decision for the managers. I can send a staff mem6 Texas Water Utilities Journal | www.twua.org
ber out of town and pay $5.00 per gallon for fuel. Deal with increased expenses of staying in a hotel. And increased costs related to food. Or has it become more cost-effective to rely on computer-based training and provide a workstation for staff members to train online in the workplace? In this edition of the journal, we are doing a new thing with the training calendar. Instead of listing each class, we will be using a QR code (barcode) for all training announcements. If you go to the training page and use your smartphone or from your computer, if you click on the QR codes, it will take you to a PDF listing of events. This PDF can be updated as needed and will not impact the QR code. We are attempting to take advantage of technologies and provide a way for the training classes to stay updated. You will see three different QR codes. One for Online events, One for Regional schools, and one that is all TWUA events. Also, there have been inquiries related to in-person classroom training. If this in-person training interests you, don’t hesitate to contact Norma Clark (n.clark@twua.org). What does the acronym DATL represent ? There is an old saying; you are not through until the paperwork is done . . . well, you are not registered for a state exam until you . . . Designate A Testing Location. The two sat through the service, and afterward, they went to a nearby café for coffee and pie. The evening was enjoyable, and the young man walked the girl home. When the young man arrived home and retired for the evening, he began to go over in his mind the message from the church service. Being a bit pompous and conceited, this young man decided he would “go to prayer” and make his point to God. He began by envisioning sitting in a beautiful garden on a marble bench near a trellis with jasmine and honeysuckle growing up through the squares. He imagined the smells were both pleasing and relaxing.
to you?” Again, he felt in his subconscious, “My son, I placed all the riches on earth, so a million dollars is like a penny.” Thinking he had outsmarted God, the young man said, in the service tonight, it was said that whatever you ask in the name of Jesus, it shall be given. Father, since you said a penny is the same as a million dollars, in Jesus’ name, would you bless me with your equivalent of a penny?” God said, “sure, my child, just give me a minute.” Author Unknown
He opened his thoughts with a prayer and said, “God, I’m curious; what does a million years look like to you?”
Stay Safe, and Remember – we do not need all the operators in Texas to be a member of TWUA – JUST YOU ! ! ! !
Much to his surprise, he felt something say back, “My son, your definition of a million years is like a minute to me. I am not restricted by your understanding of time.” The young man then asked, “God, what is a million dollars

WE CAN VALUE SAFETY, BUT SAFETY IS NOT A VALUE By Dr. Rob Log
virtue. Tolerance is a virtue, not intolerance. Honesty and goodness are values, tolerance (not zero) and trust are values, care and generosity are values, safety is not a value. Opposite to values are vices (or destructive anti-values), for example, greed, intolerance, distrust, cheating, dishonesty, and lying. So, if we value safety, we need to uphold the value of tolerance because we value relationships. There can be no relationships based on intolerance; absolutes rule absolutely and create cultures that are punitive, lack empathy and become brutal. If we advocate the vice of intolerance, then we don’t value safety. It is amazing to look at so many organizations that confuse the object of what they value with the principle of why they value it. Many organization’s set of values aren’t values at all but simply a list of objects they value. A value is a principle we can enact; I trust my friends, so, trust is the value, and friends are the objects of my trust. I value safety, but I can’t ‘safety’ you or me. I care for you, and so I want to have a conversation about risk. There is a big difference between what we value (outcome and object) and what is a value (principle/ethic) when we consider strategy and thinking in risk and safety. The confusion of the two confuses understanding and blurs boundaries in learning in organizations. We see this when safety is articulated as an organizational ‘value’. The difference between what we value and a value should be quite simple. I value my children, but my children are not a value. I value my car, but my car is not a value, and I value money, but money is not a value. I care and love my children, so, care and love are the values. It is important to know what values drive what we value. If we can’t tell the difference between a principle and an outcome, between process and trajectory, we will also confuse ethical and philosophical foundations.
So, is safety a value? No, safety is the outcome of self-care and care for others. Try this exercise. Put the object of something you value in a sentence eg. A car. ‘I love my car’. Love is the value, and the car is the object of your value. How then does it make sense that so many in safety think that because we value something (a cultural artifact), that something’s importance makes it a ‘value’ (innate ethic/virtue). Values are personal, communal, and cultural; they are the bedrock of ethical practice and virtuous living. No wonder safety is so confused when they can’t even get that ‘zero’ is a vice, not a 8 Texas Water Utilities Journal | www.twua.org
Cultural values are ethical principles, practices, and ideas that are consensually validated. Tolerance, respect, and understanding have been spoken about frequently in Australian culture following the Lindt Café tragedy. Terror, extremism, and intolerance are understood as anti-cultural vices that have no place in Australian society. For a list of values, here is a helpful list (http://www.barriedavenport.com/list-of-400-values/). Notice that safety is not listed. Here is another list (https:// www.calfarley.org/news/Documents/Values%20List.pdf ).
The problem with the confusion of objects with principles is that we take the focus off core drivers of behavior and decision making and put the focus back on objects, we become object focused yet again. I like order and dislike confusion, so I value systems, but systems are not a value. I understand the need for a safe work method statement (SWMS), but if I make that SWMS my focus, I diminish the core driver of why they are important. If I objectify the object, in so doing, I devalue it. Wouldn’t it be good (a value) if we had more conversations about driving principles rather than objects we value.

RELEARNING HOW TO LEARN: 7 ESSENTIAL LIFE SKILLS By Lauren Walker
“What’s the most important skill to acquire in our digital age? Surprisingly, it’s the ability to learn,” said Adam Bricker, Executive Director of the Carolina Cyber Center, during a recent NextGen virtual training event. That ability is innate and can be developed, but often our educational system actively discourages real learning. So how to rekindle it? Applying the seven skills of curiosity, collaboration, critical thinking, grit, agency under duress, and humility, you can recover your ability to learn. Cultivate Your Curiosity “Curiosity is the starting point to everyone’s learning,” Bricker explained. He defined curiosity as “the insatiable need to question, learn, discern, and solve problems,” coupled with an attitude that allows you to be deeply interested in something and the ambition to learn more. Ask questions. Try new things. “The more curious you are, the better thinker you are, and the better you’re able to collaborate with others,” said Bricker. Remember that Self-Discipline is Essential to Collaboration Working together to create something special begins with selfdiscipline. “If you haven’t learned to manage yourself, I don’t think you’ve earned the right to lead others,” Bricker cautioned. But collaboration requires the skills of everyone on the team to excel. “I’ve climbed a lot of mountains,” he said, “and great expeditions have navigators, a doctor, a logistician. They have a lead climber to get to the top. But what matters is that your team got to the top.”
research to prove yourself right? What would you research to prove yourself wrong? Integrative thinking is a tool for reconciling those opposing approaches to a problem. It asks you to reduce the issue to an extreme, two-sided dilemma and accept that the two sides will remain in tension as you test solutions. As you build solutions, think about what an even better solution would involve. Apply Grit and Agency to Get Through Challenges The army defines grit as “guts, resilience, initiative, and tenacity.” It powers your agency, the ability to keep going in the face of difficulty. “When you lack motivation, passion, and energy, can you still perform?” Bricker asked. Be the Right Kind of Humble “Undergirding all of this is humility,” he explained, but not the humility of self-deprecation. Bricker defined humility as “an accurate understanding of your strengths and weaknesses and a generous acknowledgment of the qualities of others.” This type of humility helps you come to each challenge open to what you need to learn to resolve it. “At its heart, intentional learning is the practice of treating every experience as an opportunity to learn something,” Bricker said.
Use Critical and Integrative Thinking to Resolve Conflicting Needs As you approach critical thinking, imagine: What would you June 2022

WIPES IN PIPES
With Micro-Solve® microorganisms multiply. This reduces the grease that binds wipes together. Micro-Solve® reduces the risk of contact with disease.
Wipes when flushed and combined with other products and grease that is poured down drains, create "fatbergs". Once they enter the sewer lines, they can accumulate and cause backups, damaging the city's infrastructure.
