TRAINING OPPORTUNITIES: TWUA Training Schedule......................................................... 16 Texas Water Utilities Journal www.twua.org 3

President’s Message

President’s Thoughts by William “Bill” Brown

To paraphrase a famous political figure and civil rights leader – “We are free, we are free, thank God Almighty, we are free at last. Masks are coming off. Those who wanted to be vaccinated have done so, and vaccines are readily available. Texas is opening up. The economy will recover. Families and friends are reuniting. TWUA Live In-Person Training events began happening in May. And now, in June, the TWUA Management Committee will rescind meeting requirements and placed these restrictions on the County, City, and Local Host Locations of the live meetings to decide. The first TWUA Live Regional Training event will happen on July 19th in San Angelo. I am speaking for Bill Brown here; I am ecstatic about TWUA in-person training events resuming. TWUA invested time, money, and countless hours in developing a virtual computer-based training platform. Quite honestly, if it were not for this electronic format, I am not sure TWUA would have survived the shutdown. I say that to say, TWUA will continue to offer TCEQ approved virtual training. Central Office currently offers four separate training events weekly. And based on participation and feedback, the process works. I feel confident in saying there is a large enough market for both in-person and virtual. I have taught in both arenas, and I honestly like the conveniences and frequency of virtual. But as an old school instructor, I prefer the in-person classroom interaction. I consider myself honored to have your participation in any training offering that I am entrusted with. “Experts” say there is no returning to the “old normal” or routines of pre-pandemic routines. I say the “experts,” along with media, have missed on the resiliency and fortitude of the American people (particularly Texans). The media said spring break was the wrong time to begin the “opening-up” process. The media preached, follow the science. Well sir, according to the data, Texas and Florida are doing pretty well, and new cases are dropping significantly. Other states are following the numbers, and hopefully, by the end of summer, these Covid disruptions will be no more. Trust me; I am not trying to take anything away or downplay the seriousness of this virus. I absolutely believe Covid was and continues to be responsible for many deaths. Oh, and before I forget - this does not mean you can stop washing your hands! How long has it been since you washed your hands . . . . well partner, that’s too long! You tell me which commercial that last sentence represents? Please join me in continuing to be vigilant in our daily routines. Wash hands, use hand sanitizer, maintain social separation but above all, stay home if you are feeling ill or running a temperature. As the Bible says, the good Lord giveth and the good Lord taketh away. Meaning, if we abuse or ignore the opening up requirements and stipulations, or we get careless in our routines, our abilities to meet in person as an organization could suffer. To clarify, if you are sick or there are any doubts about being exposed to Covid or possibly being a carrier, STAY HOME. May the Blessings of Heaven Rest upon you and all Water and Wastewater Professionals! Bill Brown

ather Thank You. We take comfort in knowing that You remain in charge and control of life as we understand it. We need You, and we welcome You in all we do. We come into Your presence, seeking Your grace, Your mercy, Your calm, Your guidance, and forgiveness. Father, we pray for Your grace and ask that You direct, protect, watch over, guide, and bless TWUA and its members. Amen In West Texas, Lake Spence is sitting at 21.6 % (- 0.6 %). White River is sitting at 12.1 % (+ 0.1 %). Panhandle - Lake Meredith is sitting at 35.3 % (-0.4 %) and Greenbelt is at 16.8 % (- 0.3 %). If you want to get a complete look at current lake levels, go to waterdatafortexas.org. The drought has never left for some and is returning for others. Masks, Screenings, and Social Distancing have been the norm for the past 15 months. But, these and other Covid related items appear to be changing. The Governor placed the oversight on the County, City, and host location to determine and comply with local stipulations. From this point forward, local and host location stipulations and in-person meeting requirements will apply to all TWUA functions. Meaning, if the county, city, and host facility has no meeting requirements – TWUA will not impose requirements. It is the position of the Management Committee that vaccines and vaccinations are readily available to all those who want one. The message from the TWUA Board and Central Office is, we are ready for live in-person training, and we hope to see you at one of the live events. Dates for Annual School 2021 - The Annual School dates for 2021 are September 26th – 29th, 2021. I recently visited with the Corpus CVB and Omni hotel, and all indications are – Annual School will be a Live, In-Person event. Early Registrations are encouraged just in case occupancy rates in the convention center classrooms become an issue. We do not anticipate any issues 6 Texas Water Utilities Journal www.twua.org

but should that happen; attendees will be accommodated by the registration date. For those in the Tyler area, due to obligations at the Harvey Convention Center, this training event will relocate to Longview for 2021 and, most likely, 2022. Harvey Hall is scheduled for demolition, and a new facility constructed on the current site. Mark your calendar – July 19th – 22nd, the Permian Regional School will be held in San Angelo, will be the first Live, In-person, Regional Training Event for TWUA in 2021. Abilene will be August 2nd – 5th. Tyler/Longview will be August 23rd – 26th. Fort Stockton will be September 13th – 16th. Annual School will be in Corpus Christi from the 26th – 29th of September. Killeen will be October 18th – 21st. Beaumont will be October 25th – 28th. Lubbock will be November 1st – 4th. Tyler, San Marcos, and Arlington are looking at alternative dates, host locations, and other options. It’s going to be a busy second half of the year. The bag had a list of items needed along with money to pay for the items. The storekeeper collected the items on the list and placed them, along with the change, in the bag. All this time, the dog watched attentively. When the storekeeper was through, the dog picked up the bag of items and left. Curiosity had overcome the storekeeper, and he went to follow the dog and see who the owner was and compliment him or her on the dog’s skills. The dog walked down the street to the corner and waited at the June 2021

bus stop. The first bus was labeled with a blue ribbon in the window. The dog waited with the bag for another bus. Soon a bus with a red ribbon in the window appeared. The dog took the bag and boarded the bus. As the bus driver came toward the dog, he noticed a pouch on the dog’s collar with a note that said for a ticket. The bus driver took out the correct money and put a ticket in the dog’s pouch. The dog jumped into a seat with his bag of items and waited patiently. The dog looked alertly out the window, and when he was approaching his owners’ home, he picked up his bag and walked to the front of the bus. The dog wagged his tail and looked at the driver. The bus stopped, the dog got off, and the shopkeeper followed in amazement. When the dog reached his owners home, he began barking and scratching on the door. After a few minutes, the door opened, and instead of being grateful, the owner started to hit the dog with his cane. The shocked storekeeper stepped up and asked, “why on earth are you beating such a smart and loyal dog?” The older gentleman gruffly said, “this ruckus woke me from a sound sleep, and if the dog is so smart, why did he forget to take his door keys with him?” There is no end to the expectations people have of and from you. The moment you do wrong or do something unexpected, they start pointing at the mistakes. All the good done in the past is forgotten. Any mistake committed then gets magnified. This is the nature of the world we live in.

It reminds me of a story a mechanic friend told. It was a busy hot summer day, and the mechanic had taken his family for burgers and ice cream. As luck would have it, the mechanics car just stalled in a turn lane at a busy intersection. The mechanic quickly jumped out and raised the hood to sort out the problem. A guy who was directly behind the broken-down car began laying down on the horn. The frantic mechanic stepped away from the car and waved the vehicle behind him around. But while others went around, this guy was adamant that he was not going to be inconvenienced. So just to let the mechanic know he was still there, he would honk the horn. After several light cycles and no luck on getting the car started, the impatient guy gave a long blast on the horn. The mechanic casually strolled back to the other car and motioned for the driver to roll down the window. The mechanic apologized and said, “As you can see, I’m not having any luck getting my old car to start, but if you care to give it a try, I will stand back here and honk your horn for you!” Are you part of the problem or part of the solution? Stay Safe and Remember – we do not need all the operators in Texas to be a member of TWUA – JUST YOU ! ! ! !

Think back to this last winter storm. When customers were out of water, who was immediately blamed? Think back to the last time you had to issue a boiled water notice, (could be the winter event). Your entity may never have to issue a notice. Your customers may not ever experience reduced pressure or lack of water. At the first sign of adversity or breakdowns, even things beyond your control, who was the one at the door greeting you with his or her cane?

HOW STATE, LOCAL AGENCIES CAN DEAL WITH SURGE IN CYBERTHREATS JOHN MONROE

In so many areas of life, the pandemic took a tough situation and made it that much worse. Cybersecurity was no exception, especially for state and local agencies. Perpetually working with limited resources, many agencies were already struggling to fend off ransomware and other cyberthreats. With the pandemic, they saw a surge in malicious activity, especially phishing, but their resource constraints did not change. “The bad guys are looking for ways to hit us when we are most distracted and get into our environment,” said Maria Thompson, State Chief Risk Officer for North Carolina. During GovLoop’s latest virtual summit, Thompson and her fellow panelists discussed strategies for helping agencies shore up their cyber defenses. Double-down on cyber awareness training Thompson said that the primary way that bad actors are getting into networks is through social engineering and phishing. That is, they are crafting emails that trick users into sharing information or into clicking on a link that downloads malicious code. “People are not taking that extra step to stop and think, ‘Should I click on this link?’ or ‘Is this person trying to get information from us? Should I validate that the request is valid?’” she said. The state has responded by increasing end-user training, much to the consternation of some employees who said they didn’t have time for it. “But I said, now is the time more than ever that we should be focusing on this,” Thompson said. “The bad guys are looking for ways to hit us when we are most distracted and get into our environment.”

on the technologies or they don’t understand that something is critical,” Hankins said. Don’t rely on training alone While training modules have their purpose, “you need to find other ways to help users think cyber first,” said Thompson. For example, North Carolina came up with five or six basic messages that they wanted to share – for example, how to configure a home network to comply with agency requirements — and put them on screensavers that rotate on end-user devices. Don’t look for a quick fix Given the complexity of today’s cyber challenges, agencies should not expect to find one solution or even one company to fix their problems, said Rufus Coleman, Director and General Manager for the U.S. State, Local and Education markets at Infoblox, which provides core network services. Instead, agencies should take a defense-in-depth strategy, using security orchestration, automation and response (SOAR) capabilities to manage cyber activities across their environment, Coleman said. Industry vendors need to do their part as well, he said – sharing information and insights that can help one another understand the threat landscape. “What we do is share information with other vendors in the tech community to [help them] make their tools smarter,” Coleman said. “We work in tandem to produce better outcomes and quicker outcomes for our public partners.”

Keep network administrators up to speed

Don’t miss a good learning experience

Texas has taken a similar approach. In fact, the Texas legislature recently passed a bill that required security awareness training for all public employees, said Daniel Hankins, Cybersecurity Coordinator for Texas.

Just days before the panel, ransomware made headlines when Colonial Pipeline got hit with a ransomware hack, triggering fuel shortages in several southeastern states. Such a high-profile incident provides a good opportunity to highlight the dangers of ransomware, Thompson said.

But the state is also focused on ensuring that its IT administrators keep their skills up to date, providing them with a steady stream of information about training opportunities.

“We can leverage this incident to further educate folks on how this happened, why this happened, and what we can do to further secure ourselves,” she said.

There is real risk “if your administrators are a little bit behind 12 Texas Water Utilities Journal www.twua.org

Your workers could be forgetting training a week later. Onsite Safety

That’s right, up to 90 percent of job site training is forgotten within a week. No matter how well you train or how great your corporate trainers are, the scientific fact is most workers lose 70% of the information after a day, and around 90% of the information after a week. It’s no wonder why even the most extensive and expensive training can’t prevent all accidents.

Topics” before. What are Toolbox Talks? They are brief, informative meetings held every week before the day’s shift starts. They are usually about safety topics relevant to your staff, but they can also be any topic that your workers care about. They are informal in nature, and create a comfortable and convenient environment that helps your staff absorb more information. And because you can give them every week, the knowledge is retained better and it keeps topics “fresh” in your workers’ minds. A typical Toolbox Talk can be about current safety issues, such as problems the supervisors have been noticing on the job site. Or they can simply be a refresher on basic safety procedures, like when to wear a hard hat or how to deal with heat stress.

However, there is one proven technique that can beat these statistics. It’s probably the best kept secret in the construction industry. A secret so simple that you’ve might even heard about before. The secret is Toolbox Talks with your staff. You’ve probably heard the term “Toolbox Talks” or “Toolbox

They can also give your staff an open forum to discuss safety matters, and can help alert your supervisors or managers to concerns that your workers might be having that week. In short, they help boost morale and help call attention to potential safety hazards – and they keep your workers informed. It’s a win-win situation for everyone involved. Onsitesafety.com

CHANGES IN TWUA CENTRAL OFFICE For many reasons and opportunities, David Moore has decided to assume one of the full-time instructor positions with TWUA. David remains involved in the daily operations of the TWUA Central Office; he just has new primary responsibility. To fill the void of Training Coordinator, TWUA asked Norma Clark to assume the duties and responsibilities of Training Coordinator. Norma is no stranger to most; she is a past president of TWUA. She has been a vital part of the Permian Regional School. She has provided administrative assistance to several of the other regional events. Norma has been responsible for the Annual School exhibitor registration and booth assignments. Norma retired from the City of Odessa and demonstrates a tremendous knowledge of city government and the workings of TWUA. She has said many times over. She has a passion for TWUA. If you have a training need or just want to visit, give Norma a call.

WE HOPE TO SEE YOU SOON! Effective June 1, 2021, Live – In-person meeting restrictions are based on County, City, and Venue. All previous rules, regulations, and requirements for live in-person meetings under the TWUA Training Umbrella have been rescinded and replaced with local control. This recent board action specifically means that the Host Location must already comply with the City stipulations, which must comply with the County stipulations, AND TWUA will not place requirements on public meetings that are more stringent than the Host Location is now complying with. Bottom line, if your host meeting location has no restrictions, then you may gather in the name of TWUA without stipulations or additional requirements – effective June 1, 2021. TWUA District meetings are free to resume live meetings, as long as they comply with all host location rules. TWUA Regional Training events are free to resume live training, as long as they comply with all host location rules. To Be Clear – If a host location has not lifted all restrictions and requirements for in-person gatherings – you must comply with their stipulations.

WIPES IN PIPES

With Micro-Solve® microorganisms multiply. This reduces the grease that binds wipes together. Micro-Solve® reduces the risk of contact with disease.

Wipes when flushed and combined with other products and grease that is poured down drains, create "fatbergs". Once they enter the sewer lines, they can accumulate and cause backups, damaging the city's infrastructure.
