President’s Message

Update by William “Bill” Brown

I will apologize up front, I am feeling a little distracted. Yesterday a neighbor whom my wife and her family have known for most of their lives and I have known for over twenty years, lost a 3-year-old son who drowned in a swimming pool. My heart is very heavy. There is not a word I can say, we cannot cook enough food, we cannot physically offer them anything but prayers. The bible says God will not put more on you than you can handle. I don’t ever want to know that pain. If you have lost a child, I pray you find some sort of peace. Now I have got to refocus! I have struggled to come up with something for this month’s communication. Everything seems to centered around the “pandemic”. This shutdown has forced all of us to rethink the way we conduct business. Across the state, folks working at the plants are pretty much business as usual while collection and distribution employees have been impacted to some extent. Here at Jonah Water we have instituted a policy which states no more than two employees per vehicle. Also, lunch time dominoes have been affected. You can’t very well play 42 and stay 6’ apart. The biggest impact for us has been two-fold. First, all customer interaction at our office is handled with a one lane drive-thru window which has its challenges. Second are meetings. From meeting with customers, developers, or elected officials, to Board of Directors meetings (for you city folk, that’s akin to City Council meetings). I didn’t know Zoom was a thing until everything shut down. Now I am Zooming virtually every day, multiple times per day. In a way, it is convenient, I can have several meetings stacked back to back with no travel time, but I sure do miss the personal interaction. Some of us do not like the feeling of being tied to our desk. I personally like to get out, meet people and see what is going on in the world around me. I miss it and I want it back. I just went back and read this again. It sounds like either a diary entry or a therapy letter but I think something has been spawned. I shall call it “Dear Billy”! If you have a question you could submit it and if found worthy it could provide the content for future messages. Brandon L. you can’t ask that question don’t even submit it! Until next monthMay the Blessings of Heaven Rest upon you and all Water and Wastewater professionals! Bill Brown TWUA President

Central Office News by Russell Hamilton, TWUA Executive Director

F

ather, we pause in these trying times and rejoice in You, and acknowledge that You remain in charge and in control of life as we know it. We need You, and we welcome You in all we do. We come into Your presence, seeking Your grace, Your mercy, Your guidance, and forgiveness. Father, continue to bless us as only You can. We pray for Your favor and ask that 2020 will be a great year. We ask that You protect, watch over, direct, guide, and bless TWUA. Amen In West Texas, Lake Spence is sitting at 26.7 % (- 0.5 %). White River is sitting at 19.6 % (-1.4 %). Panhandle - Lake Meredith is sitting at 41.7 % (-0.5 %) and Greenbelt is at 19.9 % (-0.7 %). If you want to get a complete look at current lake levels, go to waterdatafortexas.org. The drought has never left for some and is returning for some. Everyone at TWUA sincerely hopes you and your family members have not been impacted medically. For most of us, these are never before seen times, and could be with us for a while longer, so we must remain vigilant. Without a doubt, this event would have been even more catastrophic, if not for the water and wastewater operators, along with the support staff, that assure drinking water is safe, and wastewater is collected and treated. Thanks, essentials! Over the past eight weeks, Operator Training has absolutely morphed into a different format. 2020 may very well be the turning point in the history of operator training. We may look back and say, I remember when we would gather in groups in various locations, along with product experts, and participate in training events. Prior to 2020, the instructor lead, live classroom events were the preferred means for operators and those desiring to become operators to obtain training. Now to comply with social distancing and public limitations attached to gatherings, digital, or some form of online training has become the training delivery platform. TWUA has stepped up the digital course offerings, and we are currently able to offer two separate but approved courses each week. We are exploring 6 Texas Water Utilities Journal www.twua.org

expanding and offering additional courses each week. For the remainder of 2020, or even into the beginning of 2021, will classroom and regional style live events resume once the state opens fully? For those who have not tried online training, the TWUA version is as close to live classroom training as we can make it. We provide the user the opportunity to ask questions and make written comments in a live chatroom and learn from the same instructors seen in classrooms. As we continue to adapt and cope with the repercussions of the Coronavirus, how is the virus impacting you and your workplace? How has the performance of your job duties changed? How is your work entity handling expenditures (loss of revenues), and what is the likelihood, that you will be approved to travel and participate in live classroom training events for the remainder of 2020? Do you anticipate your 2021 budgets include training and travel? I would appreciate your thoughts and sharing your experiences. Send me an email to r.hamilton@twua.org Experts and officials are now talking about phase 2 or repeat of the virus in the Fall along with Permanent Change. Items such as meeting size, providing some method of screening attendees (taking temperature), spacing (social distancing), providing hand sanitizers, possibly requiring masks, discourage hand-shaking, increased cleaning and disinfecting things like doorknobs, light switches, phones, & keyboards, possibly more working from home, (making use of technology) possibly the introduction of UV lamp disinfecting into all offices, improving ventilation systems, wellness programs, providing flu vaccinations to staff, isolating sick and potentially exposed staff members, and many other possibilities that are meant to make a healthier work environment. All while maintaining confidentiality and complying with HIPPA requirements. The $100.00 question on the minds of operators, and decision-makers is – are there going to be any TWUA Regional Training events in 2020? The best answer is, no one knows. It will boil down to what will the host facilities and locations allow. If a convention center or meeting venue is limiting meeting size, then probably no. Meaning if a regional event typically hosts 300 + students and the same host facility is June 2020

now limiting gathering to 50, and you have to maintain social distancing of 6 feet, and the 50 number includes staff, instructors, and vendors, then no, the event will likely not take place. Likewise, classroom events that were capable of holding 25+ are limited to 10 (including the instructor), not sure they will be possible (purely from a financial perspective). Host locations are another consideration. Are the entities going to allow non-employees into their worksite, or classroom facilities? For those who depend on the monthly District Meetings for continuing education, as a temporary measure, TWUA is offering free 2-hour webinars for the members. The monthly webinars will be provided during normal business hours. In most cases, 1:00 p.m. – 3:00 p.m., and we will partner with industry experts to provide content.

this event plays out and how the state responds. There is no update on when paper-based testing will resume. Computer-Based Testing is tied to Universities, and College computer testing centers, and those sites are still closed. Surface Water 1 and Surface Water 2 training courses have been temporally approved for the TWUA Live Online Training program. TWUA will be providing both of the surface water classes via “Live” online training. If you need Surface Water training – this is your opportunity to obtain in the digital classroom. Check the TWUA website (online) training for the latest offerings. Stay Safe and Remember – we do not need all the operators in Texas to be a member of TWUA – JUST YOU ! ! ! !

Will TCEQ provide additional time for renewals? In all likelihood, there will be some grace period. Initially, the state published a 30-day extension for license expiring in March, April, and May. We will have to wait and see how

Field News

10 Things this Coronavirus Event Has Taught Me: Russell Hamilton 1. We should have never assumed folks wash their hands, particularly after doing their business, or on any kind of a routine or precautionary basis. YouGov recently polled 24,000 US Adults. Over half (58%) of those US adults say they always wash their hands with soap after going to the restroom at home. 25% say they wash with soap most of the time after a trip to the restroom at home. 10% say they wash with soap some of the time. 4% say they rarely wash with soap. 1% say they never wash with soap after a trip to the restroom. Think about that next time you go to a food buffet and share serving utensils. I’m not sure which of the above statistic is the most disturbing? One perspective might be, perhaps the “experts” are setting the bar a little high. Instead of investing all the money into research and vaccines, maybe we should first go back to training everyone how and why we should wash our hands. Side Note – only washing your hands before using the restroom is not an acceptable workaround. (Just saying) Directions need to be more specific and detail the order. 2. Everyone who treats, distributes water, or works in the collection of wastewater, you are essential. Thanks to all the water and wastewater workers. Without potable drinking water and the disposal and treatment of wastewater, this pandemic would have been much worse. Water and Wastewater personnel strive to overcome stereotyping and the acceptance and climb for this industry to be recognized as “Professionals.” 3. Working from home is going to be a challenge if you are in the water or wastewater industry. Perhaps creating reports or assigning work can effectively be accomplished by some remote electronic means. Other typical tasks and routine job duties require boots on the ground. Most “essential workers” are required to perform tasks that involve interacting with the public or customers. 4. How we approach our jobs and the job tasks thereof; will be different from this day forward. Social Distancing, (more palatable descriptor than isolation) Group Meeting Size, screening yourself and others for temperature, educating on hand hygiene, utilizing electronic media for communications and training, much more emphasis on cleaning and disinfecting equipment and workspace, along with exam testing is morphing into the digital webbased formats. 10 Texas Water Utilities Journal www.twua.org

5. Toilet paper became a precious commodity. Not sure the science behind the stocking up on TP when the virus in question is respiratory and creates breathing related concerns. Experts say one reason for panic buying in a disaster is to alleviate fear. So, based on TP purchases - we know some do not understand which body part, “respiratory virus,” will be impacting. 6. The news media is in the business of selling news. The pharmaceutical industry is in the pill selling business, not the curing illness business. Churchill may have said it best – Never Waste A Good Crisis. Likewise, you can count on some people and some businesses to use the crisis for personal and business gain. 7. Politicians like to talk, particularly on network news, and 24-hour news providers make it possible for each political figure to talk. Some of us are experiencing News / Information overload, and struggle with what is factual and what is hype? 8. A subdivision with a lot of school-aged children can influence Internet speed and bandwidth availability. Since the introduction of the internet, this shelter in place event was the first actual test of the capabilities of the internet. Speeds were absolutely impacted as users attempted to work remotely, and students complied with digital school work. 9. If you have carry out dinner, have them throw in a couple of Margareta’s, it will make isolation more tolerable. Texas restaurants were impacted by the shutdown, but those providing carry out were allowed to sell alcohol with meals. Other states are worried about shelter in place, while Texas was like – you want one or two margaritas with those tacos? 10. Never underestimate the importance of talking to friends every day. To maintain good mental health, it is essential to stay connected and protect against depression. Total isolation is not a good thing.

Will Normal Ever Return ? Russell Hamilton This article is just to share some of the current discussions taking place at TWUA Central Office. I will open this discussion with a statement - We may very well be witnessing a historical change in the delivery method of training for Operator Classroom Training and Continuing Education. The liability associated with hosting or facilitating meetings and public gatherings is tremendous. One opinion being shared is, if you are going to be the one responsible for organizing and holding a public meeting – you might want to check your liability insurance and have your lawyer queued up and ready to respond. What will the “new normal” look like? After the Covid-19 virus has run its course, will training and public gatherings return to how they used to be? How long will this social distancing and group size limitations last? What restrictions will employers place on staff when it comes to traveling and participating in group events? The last thing anyone would want is to become exposed to any virus at a training event, then come back to the workplace and spread the virus to other co-workers or staff. From the feedback Central Office is receiving, utilities are struggling with budgets just like everyone else. When the Governor, County Judges, & Mayors are calling for no interruption in services due to non-payment, entities have seen an immediate impact in their revenue streams. The trickle-down effect is that budget line items are immediately impacted. What is the first line item cut during budget shortages? Training and Travel are typically at the top of the list. TWUA had classes scheduled at the Regional Levels and at individual locations around the state. Meeting or gathering size restrictions, and social distancing compliance make it impossible to host District Meetings, Regional Training, and classroom events. In the meantime, training requirements are still in place. The state has extended license renewal, but as things slowly reopen, license renewal will be most important for about a third of the licensed operators. (roughly 30,000 water and wastewater license holders and they renew every three years, and to even out the load and demand, the state processes about a 1/3 of the operator license each year) In a recent discussion with a department supervisor regarding training, he indicated that his entity had cut all travel and most of training for 2020, and they are in the final stages for budget preparations for 2021. And no travel is in the 2021 budget. Only essential training needs are addressed, which indicates all his staff will be relying on Online or Computer Based Training for the remainder of 2020 and 2021. A significant question we need to ask ourselves is – what exposure / liability does TWUA and the host location have should June 2020

someone attend a live training event and be positive for a virus? At a bare minimum, what screening and oversight must be provided to adequately address safety concerns related to live training events? Size limitations. Requiring everyone in attendance to sign a liability waiver. Temperature screening for everyone. Health-related questions that all must be asked of everyone entering. How does one distinguish allergy signs and symptoms? Handwash/Sanitizing station. Are face coverings required? Signage discouraging handshaking / contact. Social distancing. Disinfecting common hard surfaces and at what frequency. Oversight. Procedure for asking an attendee to leave or deny admittance if not compliant with established rules and procedures? What do you do about food and refreshment items? How does a recent poll which showed only 58% of people wash hands with soap after using the restroom, make you feel about public meetings and gatherings? I have no doubt there will be a natural immunity in our bodies, and I have confidence there will be a vaccine in the future, BUT will the next “yet to be named” virus trigger another shutdown? Will there be another round of Covid-19 in the fall of 2020? Media and “experts” are already prepping us for a relapse. Will Annual School happen in 2021? How will hotel and convention centers modify procedures? Will this be the time that all TWUA related meetings and training events morph into electronic computer-based meetings? As a means of survival, the TWUA Central Office stepped up online training offerings. From June through August, we currently have twenty-eight separate and approved 20 and 24hour online training events scheduled. See the TWUA website - (https://twua.org/training/online-classes) for a complete list and dates. Side note – Advertisers in the Journal were dropping or suspending advertisement and cash flow is a growing concern, so Central Office made the decision to suspend the printed hardcopy monthly journal. We have made provisions on the TWUA website homepage for electronic journal access. Once things stabilize and the demand returns TWUA will look at once again providing the printed hardcopy version. Your feedback will be useful and welcome. We are in this together, and your input and thoughts are most welcome. Feel free to email r.hamilton@twua.org with your feedback. People Are Using More Wipes Because Of Coronavirus, Clogging Sewers JACOB FENSTON People Are Using More Wipes Because Of Coronavirus, Clogging Sewers JACOB FENSTON The other factor, says Morris, is that people "just went bananas trying to buy all the toilet paper they can find." That caused shortages at stores. "So some people who don't have toilet paper may be using makeup wipes or baby wipes to take care of their business, and those are ending up in the toilet and in our sewer system." Wipes can also block sewage pipes at home — a potentially expensive problem to fix. It's also not a good idea to flush napkins, paper towels or facial tissue.

Officials in Maryland are also reminding residents that wipes — even those labeled flushable — can clog the sewage system. "The toilet is not a trash can," says Ben Grumbles, Maryland's environment secretary. He says wipe use and wipe-related sewer backups have been on the rise in recent years, even before the coronavirus hit. "To avoid a pain in the drain, folks should remember that wipes down the pipes are not the solution," Grumbles says.

Toilet paper is designed to dissolve almost instantly. But not wipes. "They're much more like a rag than they are toilet paper," says Vince Morris, a spokesperson for DC Water. He says in the past few weeks there's been an increasing number of wipes clogging sewage pumping stations. Mostly they're screened out automatically — but sometimes they have to be cleaned out manually. "My god, that's not a pleasant job," says Morris. There seem to be two coronavirus-related factors driving the increase in wipe flushing. "People are hyper-vigilant about using disinfecting wipes on every surface," says Morris. "After they wipe down their kitchen or bathroom fixtures, they're throwing those wipes in the toilet instead of throwing them in the trash." 28 Texas Water Utilities Journal www.twua.org
