PRESIDENT'S MESSAGE: June 2026 David Hinshaw, TWUA President

“TWUA is more than an association; it’s a family.”

As I write my final President’s Message, I find myself reflecting on what an incredible privilege it has been to serve as President of the Texas Water Utilities Association. Looking back over this past year, my heart is filled with gratitude.

Thank you for placing your trust in me and allowing me the opportunity to represent an organization that has meant so much to my career and to so many dedicated professionals across our great state.

One of the greatest blessings of this past year has been the opportunity to travel throughout Texas and spend time with our members. From district meetings and regional schools to the Annual School in Waco, every stop along the way reminded me why TWUA continues to thrive after 109 years. Whether visiting with a first-time attendee eager to learn, reconnecting with longtime friends, or listening to seasoned operators share their experience, I came away encouraged every single time.

Those conversations reaffirmed something I have believed for many years: TWUA is much more than an association. We are a family. We celebrate one another’s successes, support each other through challenges, and work together to ensure the next generation inherits an organization even stronger than the one we enjoy today.

Throughout this year, I shared a simple theme that I believe applies not only to our association, but to every aspect of our lives: Communicate Better, Engage Deeper, and Live in Balance.

Communicate Better reminds us that meaningful communication begins with listening. Some of the best ideas I heard this year didn’t come from a podium or a committee meeting—they came from conversations in hallways, around vendor booths, over a cup of coffee before class, or during a meal with friends.

Those conversations strengthened my understanding of the challenges our members face and reinforced the importance of keeping communication open throughout every level of our association.

Engage Deeper is a challenge for each of us to invest in something larger than ourselves. TWUA is successful because of volunteers who willingly give their time, instructors who generously share their knowledge, district and regional leaders who devote countless hours behind the scenes, and members who encourage others to become involved. Every person who mentors a new operator, serves on a committee, teaches a class, or welcomes a first-time attendee contributes to the future of this association.

Live in Balance has perhaps become even more meaningful to me this year. The work we do is important. Every day, water and wastewater professionals protect public health and preserve the environment for millions of Texans. But even in this essential profession, we must remember what matters most.

TWUA has always embraced the values of God, Family, and Profession, and I remain convinced those priorities continue to provide the foundation for both successful careers and meaningful lives. When we keep those priorities in order, we are better equipped to serve our communities with excellence.

One message I have consistently shared throughout this year is the importance of preparing the next generation. Across Texas, many experienced operators are approaching retirement, creating tremendous opportunities for those entering our profession. The knowledge accumulated over decades cannot simply be replaced by a textbook. It must be passed from one generation to the next.

To those nearing retirement, I encourage you to continue teaching, mentoring, and sharing your experience. The lessons you’ve learned—both successes and mistakes—are invaluable. To our newer operators, I encourage you to ask questions, seek mentors, and never stop learning. The future of our profession depends on experienced leaders investing in those who will follow them.

There is still no substitute for face-to-face training. While technology continues to improve the way we communicate and learn, nothing replaces the relationships, networking, fellowship, and hands-on instruction that occur at our District and Regional Schools and Annual School. These gatherings strengthen both our technical knowledge and the friendships that make TWUA unique. I encourage every member to continue supporting these events whenever possible.

I would also like to recognize our exceptional TWUA staff.

Their professionalism, dedication, and tireless work behind the scenes make everything we accomplish possible. While members often see the finished product, they may not always see the countless hours of planning and coordination required to deliver the quality education and service our association provides. We are truly fortunate to have such an outstanding team serving TWUA.

ather, we acknowledge you and bow our heads in respect as we humbly say thank You, and proclaim that you are the creator. We take comfort in knowing that you remain in and in control of life as we understand it. We need You, and we welcome You, in all that we do. We come into Your presence seeking Your grace, calm, guidance, and forgiveness. Father, we pray for Your mercy and Your grace as we ask that You guide, direct, protect, and bless TWUA and its members. Father, thank you as we offer praise in the name of Jesus. Amen The drought remains a concern in parts of Texas. While some areas are experiencing rain, many watersheds still remain dry, and reservoirs remain low. In West Texas, Lake Spence is at 10.6 % ( -0.7 %), White River is at 26.2 % (-1.3 %), and in the Panhandle, Lake Meredith is at 44.0 % (-0.0 %). Greenbelt is at 6.1 % (- 0.4 %). For a full view of current lake levels, visit waterdatafortexas.org. For some, the drought has never truly ended.

We are proud to report that the Central Texas (Killeen) Regional training event was a success. For those with training needs, the TWUA Annual School will be held in Waco, July 27th – 30th. Central Office staff and the TWUA Management Committee would love to have you come to Waco and be part of the 108th Annual School. Thank you in advance for your support and participation. We recognize that you play a role in selecting your operator training, and we thank you for choosing and supporting TWUA. Within the next 60 days, TWUA Online Training will roll out our on-Demand or user-paced training option.

The Central Office staff has been working closely with developers to customize a training portal that will be more accommodating for those primarily seeking TCEQapproved continuing education. The on-Demand process will begin with Resiliency Overview, and TWUA will then expand to Resiliency Mutual Aid. The Central Office will 6 Texas Water Utilities Journal | www.twua.org

also develop two-, four-, and eight-hour modules, and, finally, the operator core training modules.

With on-Demand capabilities, the TWUA on-Demand aspect will be available 24 hours a day, 365 days a year for shift staff, those in immediate need, and those who prefer Computer-Based training.

The TCEQ Drinking Water Conference will be held August 4th and 5th, 2026, at the Renaissance Austin Hotel (Arboretum). This is a great opportunity for operators, directors, and managers to interact with key TCEQ staff and get questions answered. There will be product and service vendors set up on the lower level, offering a great opportunity for interaction. For those in need of training hours, this event offers several options to meet your training needs. TWUA will have our booth just inside the doors leading to the various vendors. The best operators combine skill, integrity, judgment, and dedication to protect public health and the environment every day. Their work often goes unnoticed when done well, yet communities depend on them every hour of every day.

Commitment to Public Health The best operators understand that every decision impacts and affects the safety of the customers in the service area (people). They recognize they are guardians of public health and never lose sight of that responsibility.

THE MOST IMPORTANT ASPECT OF SAFETY

If someone were asked to identify the single most important aspect of safety, many answers would likely be offered: proper training, personal protective equipment, written procedures, inspections, or regulatory compliance. Each of these plays a vital role in preventing accidents. However, beneath all of these is one fundamental principle that determines whether safety succeeds or fails: personal responsibility supported by a safety-first mindset.

Every safety program, no matter how well designed, ultimately depends on the decisions individuals make every day.

The safest equipment in the world cannot protect someone who refuses to use it properly. The best written procedures are meaningless if ignored. Even the most experienced supervisor cannot prevent an accident if workers choose to take unnecessary shortcuts.

Safety begins with a decision—a conscious choice to prioritize protecting life over saving time, reducing effort, or finishing a job quickly. Every worker makes dozens of safety decisions each day. Do I wear my safety glasses? Do I test the atmosphere before entering a confined space? Do I lock out the equipment before working on it? Do I slow down while driving? Do I stop and ask questions when something July 2026

doesn’t seem right?

These seemingly small decisions determine whether everyone goes home safely.

A strong safety mindset also means recognizing that no job is so urgent that it cannot be done safely. Production goals, deadlines, customer demands, and unexpected emergencies can all create pressure to hurry. Unfortunately, rushing is one of the leading contributors to workplace accidents.

Taking five extra minutes to perform a hazard assessment or verify that equipment has been properly isolated can prevent injuries that last a lifetime.

Personal responsibility extends beyond protecting yourself. Every employee shares responsibility for the safety of coworkers. If you notice someone working unsafely, remaining silent is not kindness—it is neglect. Speaking up may feel uncomfortable, but it demonstrates genuine concern for another person’s well-being. True teamwork includes watching out for one another. (continued on page 12)

One of the greatest threats to safety is complacency. People naturally grow comfortable with familiar tasks. After completing the same job hundreds of times without incident, it becomes easy to believe nothing bad will happen today. This false sense of security often leads workers to skip steps, ignore procedures, or underestimate hazards. Ironically, experience alone does not guarantee safety. In fact, complacency often accompanies experience as vigilance begins to fade.

Maintaining a safety-first mindset requires constant awareness. Before beginning any task, workers should pause and ask themselves: What could hurt me? What hazards are present? Do I have the proper tools? Am I following the correct procedure? This brief moment of reflection can prevent costly mistakes and serious injuries.

Leadership also plays a critical role in reinforcing personal responsibility. Employees pay far more attention to what leaders do than what they say. When supervisors consistently wear their protective equipment, stop unsafe work, participate in safety meetings, and encourage open communication, they demonstrate that safety is genuinely valued. Conversely, when leaders ignore rules or reward speed over safe work practices, employees quickly receive the message that production matters more than people.

In the end, the most powerful piece of safety equipment is not a hard hat, a pair of gloves, or a reflective vest. It is the human mind—engaged, attentive, disciplined, and committed to making the right decision every single time.

“The most important safety device you will ever wear is the one between your ears.” It emphasizes that awareness and sound judgment are the foundation upon which every other safety measure depends.

A healthy safety culture develops when every employee accepts ownership of safety rather than assuming it belongs only to supervisors or the safety department. Safety professionals provide guidance, training, and resources, but they cannot stand beside every worker every minute of every day. Ultimately, each individual becomes the final line of defense against accidents.

Perhaps the greatest reminder of why safety matters is remembering who is waiting at home. Every worker has family members, friends, or loved ones who expect them to return safely each day. No project, deadline, or task is worth risking a life or causing permanent injury. Every safety decision affects far more people than the individual

WHY IN-PERSON TRAINING MATTERS FOR WATER AND WASTEWATER PROFESSIONALS For water and wastewater operators, training is about far more than earning continuing education hours. It is about protecting public health, safeguarding the environment, and ensuring reliable utility operations.
