President’s Message

President’s Thoughts by William “Bill” Brown

“Let us not dwell upon the past, only look in anticipation to all that lies ahead” – Eleesha. Anticipation is getting the best of me. The first TWUA Regional Training event of 2021 is in San Angelo, July 19th – 22nd. This event will be the first live, in-person regional school since March 2020. If you need to get out and stretch your legs, come join Norma and Tom in San Angelo. This regional school was previously held in Odessa for years, but the Permian board decided to seek a new host location for many reasons. And Norma and Tom are very hopeful the operators and those desiring to become operators, particularly individuals in the West Texas area of Texas, will give San Angelo a shot. The cost of the meeting facilities, training manuals, instructors, and administrative expenses are ever-increasing, so please get those registrations submitted. The regions can no longer afford to host a training class for 5 or 6 people pre-registered and hope for a significant walk-up or onsite registration crowd. No decision-maker wants to be placed in a position where a class is canceled. Take-home point – please use the pre-registration process, and let’s make the regional training process as strong as it ever was. There is a lot of truth in the joke that says Texas weather is like Texas traffic. Literally going from 0 to 100+, just like DPS Troopers are no longer writing tickets. Heat-related emergencies are very real. If you are going to be outside working, pay attention to your fluid intake. Just to maintain, you should be drinking 8oz. of water every 20 minutes (2.5 Quarts) of water each workday. It is also recommended that you have a work buddy watching your intake, and you watch his or hers. Dehydration and heat-related emergencies should be taken seriously, and are in most cases, avoidable. No urine output or dark color urine are signs of dehydration. Stay hydrated, my friends. This last legislative session was busy for the utility sector. One bill that should be of particular interest is Senate Bill 3. This bill was intended to address critical infrastructure. And this bill requires water utilities to develop and implement preparedness plans while they demonstrate how they will keep services operating during an extended power outage. (Whatever the cause) I strongly encourage you to find out more about Senate Bill 3 and be aware of specific requirement and deadlines such as: •

By November 1, 2021 – Identify all critical water and wastewater infrastructure facilities and notify your electrical provider that these facilities qualify for Critical Load Status.

•

By March 1, 2022 – Submit your Emergency Preparedness Plan, as well as timelines for implementation to the Texas Commission on Environmental Quality (TCEQ) for approval.

President’s Message

•

By July 1, 2022 – Start Implementing Your Emergency Plan.

I interpret all the requirements of Senate Bill 3 to mean, by utilizing backup generators, alternative power sources, increasing storage, as well as other options, maintain a minimum of 20 psi during a power outage lasting beyond 24 hours. I am understanding of the concept of what goes in must also go out. Meaning, if the distribution system supplies potable water during a power outage, the basic human needs such as flushing toilets, washing hands, washing dishes, and bathing will occur. So don’t forget your wastewater collection and wastewater treatment works. In my humble opinion, the one thing worse than no water is having water but no place for used or wastewater to go. Once collection lines and lift stations fill and not providing an emergency method to move the waste product to the treatment works will become an operations nightmare. I would also share that diesel fuel does not age well, so using fuel and keeping a fresh supply on hand will be challenging. Also, operating generators monthly under load will need to be part of the plan. When storms are forecast, having a prearranged fuel delivery will also need to be considered. Dual fuel generators could be an option. Natural Gas or Propane fuel may make more sense. I would also contact your power provider and look into load shedding. Meaning during peak load times for the power provider, if you are able to run your generation equipment and sell any unneeded power back to your power provider, maybe this will help justify some of the costs associated with onsite generation. If you have other thoughts, please share – Bbrown@jonahwater.com Until I can shake your hand, may the Blessings of Heaven Rest upon you and all Water and Wastewater Professionals! Bill Brown

ather Thank You. We take comfort in knowing that You remain in charge and control of life as we understand it. We need You, and we welcome You in all we do. We come into Your presence, seeking Your grace, Your mercy, Your calm, Your guidance, and forgiveness. Father, we pray for Your grace and ask that You direct, protect, watch over, guide, and bless TWUA and its members. Amen

have the option of paper-based exams at TWUA regional events, we need exam numbers to justify TCEQ’s continued participation.

In West Texas, Lake Spence is sitting at 23.7 % (+2.1 %). White River is sitting at 17.6 % (+ 5.5 %). Panhandle Lake Meredith is sitting at 36.0 % (+ 0. 7 %) and Greenbelt is at 18.0 % (+1.2 %). If you want to get a complete look at current lake levels, go to waterdatafortexas.org. The drought has never left for some and is returning for others.

For those in the Tyler area, due to obligations at the Harvey Convention Center, this training event will relocate to Longview for 2021 and, most likely, 2022. Harvey Hall is scheduled for demolition, and a new facility constructed on the current site. Mark your calendar – July 19th – 22nd, the Permian Regional School will be held in San Angelo, will be the first Live, In-person, Regional Training Event for TWUA in 2021. Abilene will be August 2nd – 5th. Tyler/ Longview will be August 23rd – 26th. Fort Stockton will be September 13th – 16th. Annual School will be in Corpus Christi from the 26th – 29th of September. Killeen will be October 18th – 21st. Beaumont will be October 25th – 28th. Lubbock will be November 1st – 4th. Tyler, San Marcos, and Arlington are looking at alternative dates, host locations, and other options. It’s going to be a busy second half of the year.

Live Operator Training events are now occurring. One added benefit of attending TWUA Live and In-Person Regional Events is, for those who are obtaining or advancing a license, TCEQ administers paper exams at the conclusion of the regional school. TCEQ has confirmed that they are planning on being in San Angelo to administer paper exams. TCEQ’s participation all depends on numbers (those testing) and needs. This is where we need your help – You Must Pre-register For The TCEQ Paper Exam. If only a small number of operators are indicating they wish to challenge a paper exam, it is not feasible to send staff from Austin. Please go to the TCEQ website NOW and start the application process and pay the fees. TCEQ policy requires 30 days to process the exam applications. There is no mechanism in place for operators (and those desiring to become operators) to register and pay the fees for state exams onsite. 30 days from the beginning of the event. That being said, if you miss the 30-day window, go ahead and submit. Depending on workload, sometimes TCEQ staff will have time to go ahead and process. That does not mean you can wait until the week before to submit your application and expect to test. Help Spread The Word – if you want to continue to 6 Texas Water Utilities Journal www.twua.org

Dates for Annual School 2021 - The Annual School dates for 2021 are September 26th – 29th, 2021. I recently visited with the Corpus CVB and Omni hotel, and all indications are – Annual School will be a Live, InPerson event. Early Registrations are encouraged just in case occupancy rates in the convention center classrooms become an issue. We do not anticipate any issues but should that happen, attendees will be accommodated by the registration date.

Click on this link to find a computer-based testing location. https://www.tceq.texas.gov/licensing/exams/ cbt_occ_lic.html Call the TCEQ staff in licensing for more information or the official statement related to the Exams, Licensing, and Computer-Based Testing. 512-239-6133 The Story Goes Something Like This – The following is a story about a man who stuck to a promise and commitment. James Doty is a man of many talents, among them neurosurgeon, entrepreneur, and university professor. Early in his career, he was heavily involved in developing the technology and bringing to market the Cyberknife July 2021

(primarily used for the treatment of tumors and radiation therapy). In the process, he became wealthy beyond his wildest dreams. Mr. Doty is also very generous. With a net worth of $75 million, he pledged stock worth $30 million to charity. Not long after the pledge was announced, his investments were hit hard by the dot.com crash of 2000-2001. Doty lost almost everything. The only thing left was the pledged stock. His lawyers advised Doty that he could get out of the pledge. They told him people would understand that his circumstances had changed, and that they wouldn’t expect him to follow through. Doty considered his options. He later said, “One of the persistent myths in our society is that money will make you happy. Growing up poor, I thought that money would give me everything I did not have: control, power,

love. When I finally had all the money I had ever dreamed of, I discovered that it did not make me happy.” Doty decided to follow through with his pledge and give away the last of his fortune. And how did he feel after the gift was given? Doty stated, “At that moment, I realized that the only way that money can bring happiness is to give it away.” You can add one more item to Doty’s list of talents: integrity. With the price much higher than he initially thought it would be, Doty followed through on his commitment to giving. The irony is that only after the gift was given did James Doty find the happiness he had been searching for. When was the last time your integrity was tested? Stay Safe and Remember – we do not need all the operators in Texas to be a member of TWUA – JUST YOU ! ! ! !

Hurricane Season R. Hamilton

This is the season for storms in the Atlantic; Which way are they headed, and when should I panic? Waters are warm here, so the storms typically grow; The rains they are coming and the winds they will blow. We’ve planned and geared up, so I hope we’re prepared; But my prayer is this storm fizzles and all will be spared. As the storm track is updated, the anxiety will grow; Where it comes inland, God only knows. Storm surge and flooding are but a few things to consider; May not be a good time to rely on low bidder. Equipment to make ready and essentials to stock; Everyone will be working, so forget about the clock. Without essential services there would be no need for return; As protection of public health will be our primary concern. My family, my friends, they have long gone; As into this bunker, I am now drawn. We’ve learned so much from storms of the past; Don’t be fooled by predictions, you’re area may still be harassed. Restoration of services are sometimes plagued by delays; But the devotion of our operators is deserving of praise. So as water flows from that faucet or you flush that fixture; Remember it’s the result of training and dedication, an amazing mixture. Your service is appreciated as we praise your hard works; For now consider this thank you, as one of your perks. © Russell Hamilton 2010

CHANGES IN TWUA CENTRAL OFFICE For many reasons and opportunities, David Moore has decided to assume one of the full-time instructor positions with TWUA. David remains involved in the daily operations of the TWUA Central Office; he just has new primary responsibility. To fill the void of Training Coordinator, TWUA asked Norma Clark to assume the duties and responsibilities of Training Coordinator. Norma is no stranger to most; she is a past president of TWUA. She has been a vital part of the Permian Regional School. She has provided administrative assistance to several of the other regional events. Norma has been responsible for the Annual School exhibitor registration and booth assignments. Norma retired from the City of Odessa and demonstrates a tremendous knowledge of city government and the workings of TWUA. She has said many times over. She has a passion for TWUA. If you have a training need or just want to visit, give Norma a call.

WE HOPE TO SEE YOU SOON! Effective June 1, 2021, Live – In-person meeting restrictions are based on County, City, and Venue. All previous rules, regulations, and requirements for live in-person meetings under the TWUA Training Umbrella have been rescinded and replaced with local control. This recent board action specifically means that the Host Location must already comply with the City stipulations, which must comply with the County stipulations, AND TWUA will not place requirements on public meetings that are more stringent than the Host Location is now complying with. Bottom line, if your host meeting location has no restrictions, then you may gather in the name of TWUA without stipulations or additional requirements – effective June 1, 2021. TWUA District meetings are free to resume live meetings, as long as they comply with all host location rules. TWUA Regional Training events are free to resume live training, as long as they comply with all host location rules. To Be Clear – If a host location has not lifted all restrictions and requirements for in-person gatherings – you must comply with their stipulations.

WIPES IN PIPES

With Micro-Solve® microorganisms multiply. This reduces the grease that binds wipes together. Micro-Solve® reduces the risk of contact with disease.

Wipes when flushed and combined with other products and grease that is poured down drains, create "fatbergs". Once they enter the sewer lines, they can accumulate and cause backups, damaging the city's infrastructure.
