President’s Message
Update by William “Bill” Brown
Have we all gone completely crazy? I’m trying to stay away from the news, it just gets my pressure up. The situation in Maryland is a tragedy. I saw a post on social media that says it best - It’s being reported as an unarmed black man killed by a white cop. The way I see it, an unarmed man was killed by a bad police officer. Once or twice in Utility Management Class I have shared a true story that had a huge impact on the way I see things. With current events I thought I would share with everyone. In 1995 I worked for the small town of Manor. I became friends with a coworker, his family and friends called him “Sporty”. Sporty and I would go fishing, play dominos at his grandfather’s house, have a couple of adult beverages after work, we even did a couple of side jobs for some folks. A couple of times we got our kids together at the house. Yeah Sporty and I had become quite good friends. So, here’s the story. We were having lunch at his aunt’s café in downtown one day and in some deep conversation, about what I do not remember but I do recall that it was during the OJ Simpson trial. I saw someone across the restaurant and asked, “Who is that black guy over there?” Sporty looked at me with a halfcocked smile and asked me, “Why’s he got to be black?” I know I had a dumbfounded look on my face, and I said, “Huh?” Again, he asked me why he had to be black. I told him I was lost. Sporty says “Why can’t he just be the dude in the red shirt, or why can’t he be the dude in the black hat? Why can’t he be just a man?” It hit me like no words had ever hit me before. I told him I was sorry, that in no way did I mean to offend him. He told me that I had not offended him. He went on to say “When it stops being the white man or the black man and just becomes that man, this world will be a better place.” From that day forward I dropped any descriptive adjective associated with skin color or nationality when asking about or referring to someone. Again, never would I offend anyone in that manner. I can offend people by many different means and for countless reasons but, not by race. As I sit here typing it just dawned on me, he never told me who the dude in the red shirt was! One more Sporty story. We are playing dominos one day and we can’t seem to lose. After three or four games Sporty’s uncle, points at me and asks, “Who brought this guy?”. Sporty, rocked his chair back on two legs, jammed his finger to his chest and says, and I quote, “I did, I brought the yeast cause we risin’ to the top!” From that moment on, to his family I was known as “Yeast”. I left the city of Manor and Sporty moved to Maryland. We talked a couple of times after that but eventually lost contact with each other. We may never get to visit again my friend, but I will never forget you. I pray Sporty is living the dream and doing all the good! God, I ask you to restore peace to our Nation. I asked you to bring us together as one people. I do not want to be seen as the white guy, just the guy in the black hat. God help us to put this ridiculousness to bed and move on. In Jesus name, Amen. Until next month, May the Blessings of Heaven rest upon us and all water and wastewater professionals. Bill Brown TWUA President

ather, we pause in these trying times and rejoice in You, and acknowledge that uncertainty may be around us, You remain in charge and in control of life as we know it. We need You, and we welcome You in all we do. We come into Your presence, seeking Your grace, Your calm, Your mercy, Your guidance, and forgiveness. Father, continue to bless us as only You can. We pray for Your favor and ask that You protect, watch over, direct, guide, and bless TWUA and its members. Amen
In fairness to the regions, it is not because they do not want to host their regional event. Group size limitations, social distancing, screenings, hand washing / sanitizing stations, will the event center (typically utilized) be open for public events? What stipulations or requirements might be imposed by the host location? Personal Protective Equipment? How will food items be impacted? Will there be a liability waiver required by attendees? Will employers allow staff travel?
In West Texas, Lake Spence is sitting at 25.9 % (- 0.8 %). White River is sitting at 19.2 % (-0.4 %). Panhandle - Lake Meredith is sitting at 40.7 % (-1.0 %) and Greenbelt is at 19.6 % (-0.3 %). If you want to get a complete look at current lake levels, go to waterdatafortexas.org. The drought has never left for some and is returning for some.
They Tyler School has not canceled, but there are questions about meeting space size. The Permian School rescheduled their training to September 22nd – 24th in San Angelo, after that the Fort Stockton school in October and the Lubbock school in November are all still scheduled, and making plans to host, but they are all dependent upon the items mentioned above.
Anyone growing tired of hearing about or dealing with Coronavirus? If that wasn’t enough, we had to throw in some protesting, looting, civil unrest, and oh yea how about heat and the annual Hurricane season. At the time of this writing, the neighbors to our North and West are proposing to disband / defund the police departments – yea, that’s a great idea! If anyone was wondering why the population of Texas is growing, now you know. I wouldn’t get to comfortable, because a few of the Texas cities are looking a little skittish. And could someone explain what’s up with gargling bleach?
The question that continues to get asked (a lot). Will there be a live regional event in 2020? A very good but loaded question. I think it will depend on several factors. First – will there be a rebound virus event this Fall? Second – will there be a vaccine? Third – will the liability of hosting public events be answered and resolved? Lastly - What hoops will the association need to jump through to host a public gathering safely? 6 Texas Water Utilities Journal www.twua.org
So again, will a regional school happen in 2020? I will borrow a term from the current political arena – I remain cautiously optimistic.
Everyone at TWUA sincerely hopes you and your family members have not been impacted medically. For most of us, these are never before seen times, and the event could be with us for a while longer, so we must remain vigilant.
So, what is an alternative for continuing education and training courses needed for license advancement? TWUA has expanded its computer-based online training. For July, there are currently 8 separate online course offerings, and for August, there are currently 12. About the only thing we are not offering electronically is Lab and Valve & Hydrant. For September, we are looking at offering 4 separate online course offerings each week.
Central Office is anticipating that TRAVEL is going to be a significant obstacle for the remainder of 2020 and possibly 2021. One public works supervisor has shared that his entity adopted a policy that if any employee participates July 2020
or goes offsite for any meeting or public gathering outside of the confines of the workplace – they are automatically required to stay home for 14 days. Mainly to protect co-workers from the unknown.
Worthy of repeating from last month - Experts and officials are now talking about phase 2 or repeat of the virus in the Fall, along with Permanent Change. Items such as meeting size, providing some method of screening attendees (taking temperature), spacing (social distancing), providing hand sanitizers, possibly requiring masks, liability waiver, discourage hand-shaking, increased cleaning and disinfecting hard surfaces like doorknobs, light switches, phones, & keyboards, possibly more working from home, (making use of technology) possibly the introduction of UV lamp disinfecting into all offices, improving ventilation systems, wellness programs, providing flu vaccinations to staff, isolating sick and potentially exposed staff members, and many other possibilities that are meant to make a healthier work environment. All while maintaining confidentiality and complying with HIPPA requirements.
The Story Goes Something Like This –
A few minutes later, the barn door opened again. The most unbelievable Brahma bull appeared. This bull was massive. The young man had never seen anything so big and fierce-looking in his life. The bull snorted and pawed the ground and appeared to be eyeing the young man. Whatever the third bull was like, it had to be a better choice than this one. The young man ran quickly to the fence and let the second bull pass.
Some time passed, and the door opened a third time. This time a smile can across the young man’s face. This was an older weak-looking Angus bull who did not appear intimidating at all. The you man said to himself, we should begin planning the wedding because this third bull is almost tame. He positioned himself, and as the bull came trotting by, the young man dove to grab the ribbon . . . . . but this bull had no tail and only a very small ribbon attached to the nub where the tail was once.
Moral – Life is not full of opportunities! ! ! Always grab the first one.
Stay Safe and Remember – we do not need all the operators in Texas to be a member of TWUA – JUST YOU ! ! ! !
In a time not so long ago, there was a young “city boy” who fell in love and wished to marry a local farmer’s beautiful daughter. The young man went to the farmer to ask his permission. The farmer looked at the young man and said, “Son, if you are willing to go stand out in that field. I will release three bulls, one at a time. If you are able to retrieve one of the ribbons that I attach to their tails, you may marry my daughter, and have my blessings.”
The young man went and stood in the field, but close to the fence, in case the bull charged, he would have an exit. The barn door opened, and out came the biggest, meanest looking Longhorn bull he had ever seen, the young man decided that perhaps one of the remaining two bulls would be a better choice. He ran to the fence and let the first bull pass. July 2020

Do You White Line? Doug Meeks, Vice-president Damage Prevention Council of Texas
The Damage Prevention Council of Texas’ (DPC), mission is “to facilitate underground utility & pipeline damage prevention, promote best practices, and contribute toward public safety and environmental protection through stakeholder education and communication.” Comprised of volunteers from across the industry, regional Chapters regularly meet to discuss ways to improve the “call before you dig” process and make it more efficient for excavators and facility operators explicitly for the purpose of reducing damages, enhancing employee & public safety, and ensuring continuity of utility service. A recent analysis of “Dig-Up” reports by Texas811 damage prevention staff has provided the DPC board of directors with some compelling data, prompting us to develop a 2020 initiative to further evaluate the benefits and challenges to “white-lining” as it applies to enhanced communications between excavator and locator. White lining is the term used to describe the process that excavators use to identify the parameters of their proposed excavation before requesting an underground facility locate via the 811 notification system. This typically involves placement of white paint, flags, or painted stakes identifying the perimeter of a specific dig site or start/stop points of a linear project. By clearly defining the excavation area to a locator, they in turn produce a higher quality, more efficient locate. With the ever increasing amount of work that locators are tasked with completing each day, white-lining your routine maintenance and leak repair projects will ensure the locators’ undivided attention exactly where you need them and ultimately resulting in a more accurate locate. Another significant advantage is that in the event that a utility is damaged, white-lining vastly improves the investigative process. Once the white-lined area is marked (or cleared) by the locator, both parties should photograph the work site to document the marked lines or the “All Clear” before excavation begins. This way, if the line was cleared or mislocated, you have documentation to ensure that you aren’t billed or fined as a result of your crew damaging the line. Conversely, if you are the utility operator/locator, you would have photographic evidence in the event that the excavator destroys the markings in an attempt to claim that they weren’t at fault. A whitelined work area allows for a quick and efficient set of damage investigation photos to refer to when assessing causal factors and potential liability. One challenge with traditional on-site white-lining involves excavators who are physically unable to white-line the area prior to requesting underground facility locates. This could 14 Texas Water Utilities Journal www.twua.org
be a contractor sending a crew from another region to work a priority job without assessing the site before hand or even a water utility operator with an emergency leak repair in a remote area in the middle of the night. For these scenarios, there is “virtual” white-lining for excavators that request facility locates on-line via the Texas811 Portal. The Portal features a method for attaching files that the locator can review prior to reaching the job-site. Simply find your work area on Google Earth and use the marking tools to define the specific site along with any special instructions to the locator. Save the aerial image as a .kmz file and attach it to your locate request and the locator will have all of the info that he needs to locate if your crew isn’t on-site by the time he arrives. It should be noted that under current Texas state law, white lining is not required for working around any underground facilities other than gas and hazardous liquids. Here is an excerpt from the Railroad Commission of Texas Chapter 18 pipeline damage prevention rules:
TAC Title 16 Part 1 Chapter 18.3 (c) When an excavation site cannot be clearly identified and described on the line locate ticket, the excavator shall use white-lining to mark the excavation area prior to giving notice to the notification center and before the locator arrives on the excavation site. *specific to gas and hazardous liquids
However, white-lining is considered a necessary “best practice” and expectation of all other facility operators. This best practice, based on the National Transportation Safety Board (NTSB) Safety Study of 1997, the Common Ground Alliance (CGA) Best Practices manual, and the Railroad Commission of Texas Chapter 18 pipeline damage prevention rules, has evolved into an expectation of professional excavators working anywhere in the state of Texas. If you a municipal operator, you have the benefit of city government implementing this best practice and requiring any excavator applying for an excavation permit to white-line their project prior to requesting underground facility locates. Some municipals, including the City of Lubbock, have gone so far as to enact July 2020
Field News a city ordinance requiring that excavators white-line before requesting locates in an effort to reduce damages to their water system. According to the Common Ground Alliance Damage Information Reporting Tool (DIRT), water utility operators can save an estimated average of over $3000 per damage to water mains and service lines and an estimated average of over $5000 to sewer wastewater mains & lower laterals in losses by preventing the damage. Consider for every damage to your system that you can prevent, you are keeping your treated water in the pipe to the point of sale as well as ensuring system integrity.
To summarize, white-lining: •
Ensures that worksites are located with improved efficiency and ultimately better accuracy by eliminating guesswork or misinterpretation
•
Reduces operator costs associated with providing locates and loss of product & repair costs due to damage
•
Benefits system integrity, reliable delivery of drinking water, and ultimately rate payer satisfaction
In closing, if you are reading this article you are the type of person that should be involved in regional DPC of Texas Chapter meetings. For every problem with 811 and underground facility protection, there is a solution. Become a part of that solution and get involved! Corona
By. R. Hamilton The news mentioned something about a superbug; Suggested everyone take it seriously, and stop acting so smug. The sickness appears to have begun in China, and that’s over 7,000 miles away; Not all that worried, we should be successful at keeping a virus at bay. The virus made it to America, and for no particular reason, we have no toilet paper. Shouldn’t we be more concerned about coughing and others’ moisture vapor? Wow, this illness is spreading, and the media is pleading for hand-washing? Our way of life, along with our freedoms, this virus is squashing. People with underlying health issues are steadily dying; Impacted people are not responding to the treatments they’re trying. Better close the schools to gain control of the spread. Rumors are rampant, fear is spreading, and some feel so misled. Positive cases are still on the rise; officials are pleading stay home. Oh, what would you give for a case of sanitizing foam? Amazing how America has been brought to her knees; But, if you want to clear your personal space, just cough or sneeze. The shelves of stores are mostly bare; For those brave enough to venture out, here’s a mask you should wear. It’s approaching three months; this pandemic cannot last – right? Governor’s, Judge’s and Mayor’s say, shelter at home, we’re still in the fight. Thankfully we have those who are considered “essential;” Apparently, your knowledge and skillset, outweigh your exposure potential. There’s a drug that for some, just might work. No wait – that’s not proven, say pharmaceutical companies with a smirk. With God’s mercy and grace this event we will overcome. Looking back, sending manufacturing overseas, was kind-of-dumb. Maybe we should try helping our neighbor and show some compassion; Sure beats the alternative – having to deal with rations. God, show your mercy and save this Great Country. © Russell Hamilton - 2020

WIPES IN PIPES
With Micro-Solve® microorganisms multiply. This reduces the grease that binds wipes together. Micro-Solve® reduces the risk of contact with disease.
Exam Prep Optimize Mental Readiness
Wipes when flushed and combined with other products and grease that is poured down drains, create "fatbergs". Once they enter the sewer lines, they can accumulate and cause backups, damaging the city's infrastructure.
