President’s Message
President’s Thoughts by Mike Norris
Allow me to extend my heartfelt wishes of blessings and prosperity to you and yours for a Happy New Year. How many set goals and made resolutions that require sincere effort? How many keep the new year resolutions for more than 30 days? Survey says the most popular resolution is to Exercise more, and number two on the list is to Lose weight. How many have already blown your 2022 resolution if these were on your list? Experts say that in order to achieve obtainable goals, the most important thing is to remain positive. Have the right mental outlook. Believe that you will succeed and visualize yourself achieving your goal. The saying goes, “You bring about what you think about.” In the TWUA Management class, SMART Goals are introduced and discussed. Smart is the acronym for SPECIFIC, MEASURABLE, ATTAINABLE, RELEVANT, and TIME. How is this applicable? Let’s say your goal is to advance your TCEQ License. Specifically, which license do you hold and which license level do you qualify for? Were you successful in advancing your license – Measurable? Is your goal Attainable? If your goal requires successfully completing additional core training classes, and your employer does not have funds budgets for Public Works training and travel, then your goal of advancing just became more difficult. How many are willing to take vacation time and even pay out of pocket for expenses related to licensing? Is your goal Relevant to the betterment of your family or work? What is your timeline for the advancement? What is a realistic Timeline for completing? I would add another element. What is your personal reward for achieving your goal? TWUA is off and running this new year, and thanks to your participation and support, the association is busy. In addition to our computer-based training, we have our Mid-Year Board Meeting on March 8th & 9th, and the first in-person regional training event is scheduled for April 4th – 7th in Amarillo. If you plan to challenge the TCEQ exam in Amarillo, you must submit and declare your testing location by February 4th, 2022. An approval or conditional approval letter from TCEQ does not automatically register you to challenge the state exam. It appears that Covid has reared its ugly head again. Apparently, we will deal with Covid for the foreseeable future. By all accounts, this latest Omicron variant is more contagious but not as deadly as previous strands. Please let Central Office know what (if anything) or how your employer is responding to the lasted round of Covid. Recent reports have employers dividing crews and resuming previous staff separation work schedules. There have been some districts that have canceled their monthly meeting. Some are now enforcing meeting space restrictions such as social distancing, requiring face masks, restricting meeting numbers, and verifying participants’ temperatures. The policy of TWUA regarding Covid is any public meeting held under the TWUA training umbrella will comply with state, county, city, and meeting space requirements. Join me in prayer and ask for healing for those experiencing Covid related illnesses. Comfort for those who have lost friends and loved ones. And guidance and strength in dealing with this event. I pray that 2022 brings you good health, blessings, prosperity, and purpose. TWUA President Mike Norris

ather Thank You. We bow our heads and humbly say thank you as we acknowledge you are the creator. We take comfort in knowing that You remain in charge and control of life as we understand it. We need You, and we welcome You in all we do. We come into Your presence, seeking Your grace, Your calm, Your guidance, and forgiveness. Father, we pray for Your mercy and ask that You guide, direct, protect, and bless TWUA and its members. Amen As we prepare for the blessings and challenges of a New Year, it is our wish that everyone experiences a truly blessed, rewarding, and joyous year. Make 2022 the year that you achieve one of your goals. In West Texas, Lake Spence is sitting at 25.4 % (- 0.5 %). White River is sitting at 20.5 % (- 0.7 %). Panhandle - Lake Meredith is sitting at 35.2 % (- 0.5 %) and Greenbelt is at 16.7 % (- 1.2 %). If you want to get a complete look at current lake levels, go to waterdatafortexas.org. The drought has never left for some. Mark your calendar for 2022 – Mid-Year Board Meeting will be March 8th & 9th. Amarillo will be April 4th – 7th. Beaumont will be April 25th – 28th. Abilene will be May 2nd – 5th. Arlington will be May 16th – 20th. Killeen will be June 6th – 9th. McAllen is now pending board action (many pending factors on the South Texas border). San Angelo will be July 25 – 28th. Ft. Stockton will be August 22nd – 25th. Longview will be October 10th – 13th. Lubbock will be November 1st – 3rd. The links to all the fliers will be activated as soon as possible so that you may register for any region now, thereby making use of budgets more efficiently. Check the TWUA Website for the most up-to-date information related to TWUA Regional opportunities. If travel and being in crowds cause you concern or your employer has not approved travel, please look at the TWUA Computer Based Training options. (https://twua.org/online-class-dates) One Question on everyone’s mind is, how will this latest round of Covid impact TWUA in-person training in 2022? Covid appears to be something that we as a society will be dealing with for the foreseeable future. Currently, hospitals are being overwhelmed. Some public events are temporally closing. Schools are struggling with the decision to remain open or temporally go back to remote learning. The 6 Texas Water Utilities Journal | www.twua.org
availability of both in-person and at-home covid testing is a growing challenge and concern. Closer to home, some districts are opting to suspend their January and possibly February monthly district meetings. Some employers are splitting crews and reverting to the 2020 staffing schedules. Some meeting venues are now requiring masks and social distancing. Please join me – Dear God, please intervene in our pandemic struggles and keep us from another shutdown. Dates For Annual School 2022. The 104th Annual School in Corpus Christi dates are September 26th – 29th, 2022. This will be Monday thru Thursday. The events have been pushed forward a day. The Opening Session and Awards will be Monday. The school will begin Tuesday and conclude with vendor move out at noon Thursday. We will have the information updated on the website soon, and the form will actually be live, so you could go ahead and preregister if you are looking for a legitimate budget expense. Paper-Based TCEQ Testing - Help Spread The Word – if you want to continue to have the option of paper-based exams at the conclusion of TWUA regional events, we need exam numbers to justify TCEQ’s continued participation. Click on or copy this link to find TCEQ computer-based testing locations. https://www.tceq.texas.gov/licensing/exams/cbt_occ_lic.html For Clarification – There are three (3) steps in the TCEQ exam process. (1. application/payment – 2. approval/conditional approval – 3. designate testing location) You are not through if you have not designated a testing location with TCEQ. To test at a TWUA Regional event, TCEQ asks for a 30-days designation before the event. If you did not meet the 30-day window, go ahead and submit; sometimes, you get lucky. Some have received their approval or conditional approval letter and think all they need to do is bring the TCEQ letter and challenge the exam. You will still need to follow the directions in the letter and designate a test location. Call the TCEQ staff in licensing for more information or the official statement related to the Exams, Licensing, and Computer-Based Testing. 512-239-6133 The Story Goes Something Like This – Bordered by heavy tree growth and water, a battle had been taken place between two armies. Really at this point, it was more like smaller skirmishes. These engagements were meant to test the readiness of the men. One army was outnumbered in terms of soldiers by the other army, which had January 2022

more military experience. The General of the smaller army decided the best course of action was to launch an attack, as he was confident that his soldiers could win the battle. So, he called his officers together and told them to prepare all the soldiers for battle. The officers from the various platoons informed the soldiers of the plan to attack the enemy. The General was meeting with advisors and finalizing the battle plan. One officer reported there was unrest among his platoon. The General stood in front of his men on the eve of the proposed battle and addressed the fears and grumbling coming from the ranks. The General said that he had been in deep prayer and that he felt he was being led to allow fate to decide if the battle would take place the following morning. With this gold coin in my hand, I will now toss the coin. If it is heads, we will surely win, and we will proceed. If it is tails, we will lose and avoid the conflict. The General tossed the coin and caught it. He covered the
coin, walked over to a soldier, and removed his hand. He asked the soldier to reveal the coin. It is heads, it is heads, and all were happy and filled with renewed confidence and hope. At dawn, they went to battle and executed the battle plan perfectly with a fierce attack that killed much of the enemy. The enemy soldiers relayed they had never faced a more determined foe. After the battle, an officer of one of the platoons celebrated with the General. Just as destiny showed us through the toss of the coin, we won the war, and your interpretation of destiny was indeed true. The General smiled, reached into his pocket, and flipped the coin to his loyal officer, revealing heads on both sides. Moral – Believe in yourself and have hope that will lead to positive results in your life. Stay Safe and Remember – we do not need all the operators in Texas to be a member of TWUA – JUST YOU ! ! ! !
There are 3 steps in the TCEQ exam process. 1. application/payment 2. approval/conditional approval 3. designate testing location You are not throufh the process if you have hot designated a testing location with TCEQ!

Safety News
WHAT IS SAFETY ? addition to avoiding costly fines, it ensures increased productivity, better morale, and fewer lost workdays.
Some say that safety can be broken into three categories. Risk – The faith and trust required to suspend uncertainty to take action. Hazard – An object that is imagined to have the potential for harm. Safety – the temporary moment when physical harm is low. By definition, safety is the condition of being protected or unlikely to cause danger, risk, or injury. Additional definitions - Something designed to prevent injury or damage. Or keeping yourself and others free from harm or danger. Safety is a broad concept that includes all measures and practices taken to preserve the life, health, and bodily integrity of individuals. In the workplace, safety is measured through a series of metrics that track the rate of near misses, injuries, illnesses, and fatalities. In order to improve these metrics, employers and safety officials must also conduct investigations following any incident to ensure that all safety protocols and measures are being followed or to implement new ones if needed. Ensuring the safety of workers is both necessary and beneficial for any organization. Regulatory bodies such as OSHA and the NFPA mandate a variety of safety measures employers must take and have the authority to impose fines if their investigations reveal a violation of these standards.
Safety shouldn’t be about safety; it should be about living and learning. When safety is made into some bureaucratic, legal, or club exercise, it has lost the plot. The moment you tell someone you are into safety; they think you are either the fun police or some legal nerd who loves checklists. If safety is some engineering exercise of shifting objects to keep some system clean, then I think we have lost the plot. If safety is about trying to memorize sections of the Act to dominate and rule others, then we have lost the plot. If safety is a power trip so that we can bully others to ‘keep them safe for their own good,’ then we have lost the plot. Safety should be about none of these things. When we put learning first, people first, relationships first, respect first, and living first, then we might get to the heart of safety. We need to understand that risk and safety is a wicked problem. In other words, it’s complex and one that cannot be ‘fixed’ by simple, silver bullet solutions. Risk and safety are complex because we are dealing with humans. Humans, by design, are very complex and are averse to being told what to do. We are not motivated by this. Like the lion, we are not motivated by bullies who just want us to comply. We are not motivated by pushing or shoving, or bouncing, for that matter. If we’re going to understand how people are motivated, we need to understand the psychology of goals; we need to understand human beings. (Gab Carlton) For inquiring minds - If you are a Safety Manager, then what are you managing if it can’t be properly measured, understood, or defined? Are you managing things (hazards), statistics, systems, compliance, behaviors, feelings, failures, thoughts, or perceptions? Is that Safety? Are there or do you practice different standards for safety in the home? S

9 TYPES OF REST FOR MANAGERS Kima L. Tozay, LICSW - Govloop In the last year, burnout, work/life balance and self-care have been trending topics in the workplace. The pandemic has made work/life more difficult to balance. Managers not only look out for the physical and emotional wellbeing of those they lead, they also must lead by example and model good self-care. In her popular article Nine Types of Rest, Enneagram expert Steph Barron Hall suggests there’s a connection between personality and the type of rest a person prefers. The Enneagram, also known as the Enneagram of Personality, is an assessment tool that uses nine interconnected personality types to describe human behavior. Let’s explore Hill’s nine types of rest and how they can instantly help managers recharge and practice good selfcare. Time Away When did you last take a real vacation? A getaway from the office and all work responsibilities? Turn off your cell phone, activate your out-of-office email message and commit yourself to absolutely no distractions. Research shows that managers who take time off are more productive leaders. So, schedule some downtime. Really recharge and be sure to encourage your team to do the same. You won’t regret it! Permission to not be helpful As a leader, you don’t need to know everything. By giving yourself permission to not be helpful to others, you create space for others to step in and step up where

needed. You’ll earn back time and energy for the things that make a greater impact. Something “unproductive” I know it sounds counterintuitive to do something unproductive with your time as a strategy for recharging when you feel depleted. For some people, unfocused and mindless activities serve to reignite a spark in them. Experiment doing mindless activities to de-stress from work and see how it goes. Appreciating art and nature When was the last time you took a break from working at your desk? Took a 10-minute walk outside? Research on the positive benefits of nature on our mental health is overwhelming. The mental and physical benefits of spending time in the greenery or admiring art at least once a week should not be discounted. Alone time to recharge We all need time in solitude; it’s good for our psychological health. At work, set a reminder for yourself to hang a do-not-disturb sign on the door and close it for 10 to 15 minutes each day. This will give you some much-needed alone time. A break from responsibility Delegation is a skill that some managers have difficulty practicing. Taking a break from leading a task will give you time to refocus your efforts.

down. How can you create a safe working environment in your workplace?
Stillness to decompress
Alone time at home
Mindfulness meditation is a proven approach to reducing stress. It promotes slowing down from the hustle and bustle of life — allowing space to be present in the moment. By remaining still and focusing on one’s breath with intentionality, mindfulness meditation allows you to decompress from the stressors of the day. Try it.
The recent rise in telework makes alone time at home feel more within reach. You can create a relaxing space in a room or small area in your home. It can be the bedroom, bathroom or on the porch. Once alone in the space, practice spending a few minutes each day reading or just taking in a few mindful breaths.
Safe space
There’s universality in physical and emotional wellbeing. Practicing self-care, as a manager, is vital for an organization and its people to thrive. Because the Enneagram focuses on growth and self-reflection, it’s a useful tool for managers who want to assess their wellbeing. S
There is more focus on psychological safety in the workplace. It’s important to have spaces where you can be your authentic self, show vulnerability and share your honest feeling when times get tough. It’s also important as a manager to allow others a safe space to let their guards

WIPES IN PIPES
With Micro-Solve® microorganisms multiply. This reduces the grease that binds wipes together. Micro-Solve® reduces the risk of contact with disease.
Wipes when flushed and combined with other products and grease that is poured down drains, create "fatbergs". Once they enter the sewer lines, they can accumulate and cause backups, damaging the city's infrastructure.
