PRESIDENT'S MESSAGE

I sincerely hope that 2025 has been and will continue to be rewarding for you and your loved ones. As someone who began as a meter reader, small leak repair technician, and groundwater production operator, I want to encourage everyone to pursue and advance their TCEQ license. It cannot be overstated: never let anyone discourage you or suggest that you lack the skills or abilities to obtain a higher license. It comes down to – how bad do you want it?

There is a reason why there are fewer "A” and “B” operators when compared to other levels. The licensing requirements and necessary knowledge, along with skills, are quite challenging. It’s not just empty words; the licensed operator serves as the last line of defense for public health and safety in Public Water Systems. I’m curious, have you ever read the Code of Ethics established by the former members and pioneers of the Texas Water Utilities Association? (I will include a listing of this code in this edition of the journal – I encourage you to reflect on it and take its intent to heart.)

TWUA has long been recognized as the “operator association.” This implied distinction indicates that operator licensing and education are central to our mission. The in-person, live training events we have relied on are now facing challenges. Due to circumstances beyond anyone’s control, these live events are no longer the main venue for operator training. I invite all participants in operator training to join us alongside other operators and those looking to become operators and to ensure this source of training continues.

Several of our regions have recently suspended live training events due to low participation and declining attendance. I kindly ask that you participate in TWUA in-person training opportunities to help us maintain

this esteemed tradition. Please plan to join the Panhandle Region in Amarillo on March 24 2025. Together, we can make the attendance numbers historic. I encourage you to seek out and explore the TWUA live events on the association’s website. Additionally, if you have the ability and desire to host live training events at your workplace, please reach out to Training Coordinator Norma Clark. If your travel restrictions and budget limit your options for travel and training, please consider TWUA’s computer-based online training.

I enjoyed Corpus Christi as the host site for Annual School, but I am excited about the move to Waco. Texas is a vast state, and being more centralized should assist with participation numbers. Please join us and take part in the TWUA traditions of Annual School in Waco. Share with me and the management committee what you enjoy about Annual School, and be open about the things that present challenges for you or your employer. I look forward to hearing from you.

How long has it been since you last attended a TWUA District meeting? Do you bring a guest? Do you participate in the Peer-to-Peer segment of the meeting? The program presenters are vital for meeting TCEQ requirements. Do you ask questions or engage in the presentation when prompted? Please help the association in these areas.

I look forward to meeting new people and gathering feedback about training and resources that could help you while in Amarillo.

Texas Water Utilities Association CODE OF ETHICS

As one engaged in providing a public water supply and treatment of sewage for the people whom I serve, and as a member of the Texas Water Utilities Association, I hold to these principles:

1. To the best of my ability, I shall conduct all operations under my control in such a manner that will, as far as the means made available permit, provide adequate services, preserve the public health, and furnish protection to property.

2. In every legitimate manner, I shall encourage the construction of water and sewage works structures, the use of materials, management practices, and operating procedures which are economically sound and in the public interest.

3. I shall not accept any remuneration or benefit from any interested party other than my employer or my client. Neither shall I accept any collateral employment which might in any degree adversely affect the performance of my duties or obligations to my regular employer or client.

4. I believe that honorable competition for advancement and for the opportunity to render more responsible service is an essential part of democratic civilization – upon which rests real improvement and progress. I shall not permit my own ambition for advancement to cause me to act unfairly towards others associated with me.

5. I shall by all legitimate and reasonable means strive to improve the public appreciation of the services rendered by myself, and by any associates to the end that employment in public water and sewage works operations is recognized by all as a profession having great responsibility for the health and welfare of all people.

6. Always bear in mind my obligations as a citizen to my nation, my state, and my community, and to give to them my unswerving loyalty in word, act, and deed.

In accepting this Code of Ethics, I do fully understand my obligations to my community, and having accepted responsibilities upon which depend public health and safety; I Shall Not Fail.

The drought is still concerning in parts of Texas. Parts of Texas are getting rain, but some watersheds remain dry. In West Texas, Lake Spence sits at 16.7 % (- 0.4 %). White River is sitting at 16.5 % (-0.8 %). Panhandle - Lake Meredith is sitting at 40.9 % (+0.1 %), and Greenbelt is at 9.1 % (-15.2 %). There is little doubt that live, in-person instructor lead training is more effective. For those seeking Live In-Person Operator Training – TWUA would love to come to your workplace and provide this in-person training. If you have a meeting room and will help market to those in your area, contact Norma Clark (n.clark@twua.org), and she will assist with the arrangements. Please look at the TWUA Training Calendar (twua.org/training) and take a look at 2025 schools. As soon as the dates and school fliers are available, they will be posted.

Have you made plans to be in Amarillo from March 24th - 27th ? This event kicks off the TWUA Regional event for 2025, and the Panhandle Board will welcome your attendance.

107th Annual School – will occur in Waco, September 9th –11th 2025. TWUA has the ability to “change-up” the format or flow of events a bit and host some of the meetings and events during a ticketed catered lunch, thereby making the events flow more like a Regional Event. Watch as the final details are released.

Two items that I would like to draw your attention to –Women in water and salary survey.

Women in Water—To my knowledge, little information is available about tracking TCEQ-licensed women Operators. If TWUA provides an interface, would the female operators provide basic survey input?

Salaries – At one time, TWUA accumulate salary information (for budgeting purposes) for water and wastewater operators in Texas. If TWUA provides an interface, would the operators provide basic survey input?

The Story Goes Something Like This –

Have you heard the story of "The Lady or the Lion?” This is a most perplexing story that is deemed unsolvable or, at best, debatable.

The story begins with a ruthless king and his methods for determining a person's guilt or innocence.

Anyone accused of a crime would be taken to a public arena and forced to choose their fate by selecting one of two doors. The doors were incredibly thick and attached to a wall more than two feet thick. No sounds could be heard so as to provide the accused or the spectators with any hint about which door to choose or which one to avoid. Only the king’s most trusted inner circle knew which door concealed the doomed fate for each case.

The spectators could place money wagers on which door would be chosen and what fate awaited the accused.

To make the process more interesting and entertaining for the spectators, a fierce and hungry lion was always behind one door. Sometimes, depending on the gender of the accused and the mood of the king, a wealthy, prominent prince or princess awaited behind the opposite door.

If the accused chooses the door without the lion behind it, the king’s standing order was that the accused was presumed innocent, and the two must immediately wed whoever is behind the door.

If the accused chooses the door with the fierce, hungry lion behind it, the accused is deemed guilty, and by the king's rule, the lion would devour the accused, and no one could interfere.

The king discovers that his youngest daughter had a love interest. The handsome and brave young man was of a lower social status than the princess. The king is not pleased to learn of the time the two were spending together, so the king has the young man arrested.

The king’s daughter was deeply disturbed by the actions of her father and secretly vowed to use her influence to find out which door led to the lion in this case. This princess also had the support of her sister, and with the aid of her staffers and a veil, it would be the sister who would be seen publicly, and the younger princess would be behind the other door.

The princess managed to secretly gain insight into which door her prince should select, and at great personal risk, she managed to send a message to her prince. Whichever of her arms wore a long red glove would be the door to choose.

On the day of her prince’s trial, the beautiful king’s daughter learned that her prince was also having an affair with the daughter of one of the king’s close advisors. The two girls had vied for the affection of numerous young men over the years and competed against each other at all levels. But it was well established, they could not stand each other.

When the young man was asked to choose a door, he looked to the beautiful princess for guidance in deciding his fate. Which arm would wear the red glove? Would a red glove be seen?

Would the princess’s love save the young man, or would she be impacted by the romantic revelation involving her despised rival? Would the princess feel vengeful and use her knowledge along with the circumstances to ensure that neither would find happiness? Would the princess replace herself with the most undesirable woman she could find and watch them exchange their wedding vows?

Which fate was sealed when the door was selected and opened?

Do you work with or know a TWUA Member who goes above and beyond in their work or in community service? TWUA has an Awards Program and is seeking nominations for the following awards. Nominations should be emailed to twua@twua.org and must be received by May 31, 2025. Awards will be presented during the Awards Ceremony at the 2025 TWUA Annual School on Monday, September 8, 2025 in Waco.

1. The W. T. “Doc” Ballard Memorial Service Award (to be presented to one who has served TWUA and the water utilities industry for a period of 20 or more years.)

2. The Daniel C. Allen Memorial Distinguished Service Award (to be presented to one who has served TWUA and the water utilities industry for a period of 15 or more years.)

3. The Outstanding Professional Award (to be presented to one who has exhibited dedication to the water utilities industry and TWUA for 5 to 15 years.)

4. The Outstanding New Professional Award (to be presented to one who provided exemplary service to the water utilities industry and TWUA in an exemplary manner and has been employed for no more than 5 years. )

5. Exemplary Service Award in Education and Training (to be presented to someone who gives of themselves in service to the education and training of TWUA members or others employed in the water utilities industry.)

Exemplary Service Award in Public Education (to be presented to someone who gives of themselves to serve the need for improved public awareness of the importance of water and of the issues involved in the water utilities industry. Recipients must have performed acts of service such as giving talks or demonstrations, conducting tours, utilization of the news media or other methods involving the public served by the industry or local utility.)

7. Association Leadership (to be presented to an individual who has shown exceptional leadership skills in the Association or one of the subsidiary Regions, Sections, Districts, or Chapters.)

8. Community Improvement (to be presented to one who has been instrumental in bringing about a significant improvement in the protection of the public health or the water related environment in the community in which he/she serves – must have rendered service far above and beyond the normal demands of the employment position held.)

9. Community Service (to recognize one who has served his/her community in a nonindustry related manner, thus causing favorable reflections on the water utilities industry or TWUA. Examples may include activities related to a civic organization, church, or other religious group – must have demonstrated care, concern, benevolence, kindness or other traits normally associated with philanthropy and humanitarian acts in his/her community.)

Heroism (to recognize an individual who has performed an exceptionally humanitarian act, whether on the job or in their private life, which demonstrated endurance, civic concern, bravery, courage, nobility or other traits normally associated with heroism, but not have shown disrespect for their own life or safety.)

Operator of the Year Award (to recognize water and/ or wastewater operators who have shown themselves to be worthy of recognition. This award is presented in the following ranges of population served:

The Southeast Region of TWUA is hosting a golf tournament on April 28, 2025 at Bayou Din Golf Course, 8537 La Belle Rd, Beaumont, TX 77705. Sponsors are needed to raise money to support the tournament and to fund scholarships. Cost: $75 / player
