How has TWUA continued to build on its established success with operator training? Let’s look at last year’s numbers.
9 Regional Schools providing over 100 courses from basic training to advanced operator training to more than 1800 students.
168 Online training courses serving 3,695 operators, the most comprehensive training courses available.
624 District meetings, most providing two hours of water and wastewater renewal training hours. That’s more than 24,000 training hours. Volunteer opportunities with TWUA committees and advisory groups that work on critical issues for your association and profession, such as safety, technology, leadership development, conferences, and more.
We all have responsibilities and desires within and outside our work environment: family and home, long work hours, standby responsibilities, or time to decompress after a long workday (night). So, I sometimes hear a few operators complain that taking the time to attend a district meeting is sometimes a pain in the …inconvenience. But, by just going to five district meetings a year you can get enough renewal hours to maintain your license at an economical cost. For the value received that isn’t much of a time commitment. It just makes sense. Plus,
you get the opportunity meet industry experts face to face, demonstrating some of the latest technological innovations. Add TWUA’s comprehensive regional course offerings of convenient, high quality, in-person, and reasonably priced training. And no other organization provides the variety and quality of TWUA’s on-line courses also at a reasonable cost.
Many utilities pay for the membership fees of their employees to join TWUA. Managers and supervisors realized many years ago the cost benefits of TWUA membership and training for their employees. Managers want their operators to be familiar with industry advances, design trends, new equipment, and peer projects. They realize that their employees can get these experiences through TWUA training programs and publications designed exclusively for water/wastewater operators. Next time you’re at a TWUA event ask some of the long-time members why they have maintained their membership and what benefits they perceive they have received.
The water/wastewater operator world is constantly evolving and changing trends, technology, and regulations is the future of our industry. Are you willing to participate in TWUA leadership teams and encourage excellence in your peers? Are you willing to gain instant access to feedback and advice from peers, and stay on top of industry innovations and events? Are you willing to enhance your knowledge, skills, and abilities to improve your value to your utility and the customers you serve?
Then now is the time to increase your participation in TWUA, go to your district meetings, attend regional schools (the first school of 2023 is in Amarillo, April 4 – 6) and volunteer to serve as an officer or on committees. Go to TWUA.org for course offerings, dates, and locations.

In West Texas, Lake Spence is sitting at 18.2 % (- 0.1 %). White River is sitting at 13.6 % (+1.8 %). Panhandle - Lake Meredith is sitting at 30.4 % (- 0.2 %), and Greenbelt is at 11.7 % (- 2.3 %). Annual School – the 105th Annual School will remain in Corpus Christi. The dates are September 17th – 20th, 2023. After the 100th anniversary, it was suggested that the association make each upcoming 5th year a special event to acknowledge and commemorate the association and those who have served in management positions. Not sure at this point the specifics on how the 105th will be celebrated, but please, make plans now to come and be a part of this historic accomplishment. Registration is now open for the host hotel (Omni) and for class registration.
Mark your calendar for the 2023 Regional opportunities – Amarillo will kick off the regional events beginning April 4th – 6th, 2023. Beaumont will be April 24th – 27th, 2023. Abilene will be May 9th – 11th2023. Arlington will be May 15th – 19th, 2023. Killeen will be June 6th – 8th. 2023. San Marcos will be July 11th – 13th, 2023. Longview will be August 28th – 31st, 2023. Fort Stockton will be August 14th – 17th, 2023. Lubbock will be November 7th – 9th, 2023.
The entire regional calendar and links to all the fliers will be activated as soon as possible so that you can register for any region now, using budgets more efficiently.
District Meeting Attendance – The various districts resumed providing the 2-hour in-person meetings when covid related restrictions were lifted. But participation numbers remain down for a good portion of the districts. TWUA maintains that this monthly meeting concept is the best way to obtain renewal hours and build contacts. Sharing information and problem-solving can easily happen in this monthly meeting format. How long has it been since you attended a monthly district meeting? As the commercial used to say, “well partner, that’s too long.”
I recently assisted with a class, and I asked if anyone was considering Annual School in Corpus Christi this coming September. I was amazed by the number of attendees that did not know about Annual School or that TWUA was still facilitating live in-person Regional Training events across the state. I say online training is like bottled water; it is convenient. It can be effective, but it is not for all. Live in-person training events need your support and participation. Above in this article is a list of Regional events that I ask for your consideration in supporting for 2023. How do traditions change? Little by little.
I am challenging you, as members of TWUA, to be active and involved in your district and region. Have you considered becoming an officer? Are you doing your part to introduce new hires to TWUA?
Integrity is not something you can put on a resume. It is not something that “just happens.”
Integrity is the process of continually doing the right thing, time and time again, even when no one is watching, until that value becomes core to who you are.
A while back, there was a story about Reuben Gonzolas, who was in the final match of his first professional racquetball tournament. He was playing the perennial champion for his first shot at a victory on the pro circuit. At match point in the fifth and final game, Gonzolas made a super “kill shot” into the front corner to win the tournament. The referee called it good, and one of the linemen confirmed the shot was a winner.
But after a moment’s hesitation, Gonzolas turned and declared that his shot had skipped into the wall, hitting the floor first. As a result, the serve went to his opponent, who went on to win the match.
Reuben Gonzolas walked off the court; everyone was stunned. The next issue of a leading racquetball magazine featured Gonzolas on its cover. The lead editorial searched and questioned for an explanation for the first-ever occurrence on the professional racquetball circuit. Who could ever imagine it in any sport or endeavor? Here was a player with everything officially in his favor, with victory in his grasp, who disqualifies himself at match point and loses.
When asked why he did it, Gonzolas replied, “It was the only thing I could do to maintain my integrity.”

Employers must provide personal protective equipment (PPE), for example, fall protection, when required by OSHA standards to protect workers’ safety, and health. However, in limited cases specified in the standard (29 CFR 1910.132), there are exceptions to the requirement for employers to provide PPE to workers. For instance, there is no OSHA requirement for employers to provide workers with ordinary clothing, skin creams, or other items, used solely for protection from the weather, such as winter coats, jackets, gloves, parkas, rubber boots, hats, raincoats, ordinary sunglasses, and sunscreen (29 CFR 1910.132(h)(4)). Regardless of this, many employers provide their workers with winter weather gear such as winter coats/jackets and gloves.

Dressing properly is extremely important to preventing cold stress. When cold environments or temperatures cannot be avoided, the following would help protect workers from cold stress:
Wear at least three layers of loose fitting clothing. Layering provides better insulation.
o An inner layer of wool, silk or synthetic (polypropylene) to keep moisture away from the body. Thermal wear, wool, silk or polypropylene, inner layers of clothing that will hold more body heat than cotton.
o A middle layer of wool or synthetic to provide insulation even when wet.
o An outer wind and rain protection layer that allows some ventilation to prevent overheating.
Tight clothing reduces blood circulation. Warm blood needs to be circulated to the extremities. Insulated coat/jacket (water resistant if necessary)
Knit mask to cover face and mouth (if needed)
Hat that will cover your ears as well. A hat will help keep your whole body warmer. Hats reduce the amount of body heat that escapes from your head.
Insulated gloves (water resistant if necessary), to protect the hands
Insulated and waterproof boots to protect the feet
Your employer should ensure that you know the symptoms of cold stress
Monitor your physical condition and that of your coworkers
Dress appropriately for the cold
Stay dry in the cold because moisture or dampness, e.g. from sweating, can increase the rate of heat loss from the body
Keep extra clothing (including underwear) handy in case you get wet and need to change
Drink warm sweetened fluids (no alcohol)

The Texas Commission on Environmental Quality’s Occupational Licensing section has been diligently working on revising and converting all licensing exams from paper to computer-based testing (CBT).
We are pleased to announce that beginning September 1, 2022, all TCEQ administered exams will be available at approved CBT centers. TCEQ will no longer conduct paper exam sessions, with exceptions for Americans with Disabilities Act requests.
The only two exams not offered via CBT are the OSSF Site Evaluator and the Landscape Irrigator exams, which are currently being administered by the Texas Engineering Extension Service (TEEX).
To register for any TWUA Training Classes – the preferred method of registration is using the online computer based electronic process, activated by clicking on specific event(s). For those who do not have internet as an option you may complete the registration form and fax to (512) 459-7124 and additionally you may contact TWUA Central Office @ 888-367-8982. Please Note – Due to recent increases for training materials, class costs have changed. Early Bird preregistration is defined to mean 30-days prior to any training event. All registrations received after the Early Bird period must pay additional registration fee. With the onset of COVID-19 (coronavirus) and the Governor’s Proclamation of a state of disaster in Texas, TCEQ intends to offer flexibility to licensees and applicants who were in the process of renewing or receiving an occupational license and were impacted by this outbreak.

In the interest of safety, paper exams have been cancelled through 2020. However, there are some computer-based testing centers that remain open. The U.S. Environmental Protection Agency (EPA) finalized the LCRR on December 16, 2021.
The revised rule details additional public health protection measures and applies to community and nontransient noncommunity public water systems. These systems must come into compliance by October 16, 2024.
Under the revised rule systems must develop and submit a Lead Service Line Inventory for both the utility owned service lines and the customer service lines. Service lines must be categorized as lead, galvanized requiring replacement, lead status unknown, or non-lead.
We encourage you to start collecting this data now because it will be a time-intensive project for your water system. Funding may be available in the future on a first come, first serve basis. If you need help starting your inventory, please contact the TCEQ Financial, Managerial, and Technical Assistance Program.
Below are some other highlights of the revisions:
• Lead trigger level added.
• Change in tiering system with an increased emphasis on lead service lines for sample site selection.
• Change in sample collection procedures.
• Find-and-Fix approach if an individual sample exceeds the lead action level.
• Increase in public education requirements.
• Lead testing at schools and childcare facilities for community public water systems.
EPA announced an additional update to strengthen key elements of the Lead and Copper Rule called Lead and Copper Rule Improvements (LCRI). According to EPA, this new rulemaking is expected before October 16, 2024.

Community and Nontransient noncommunity water systems affected by the LCRR must conduct a Lead Service Line Inventory of their distribution system.
The Lead Service Line Inventory is an inventory of every service line in your distribution system, including both the utility owned and customer owned service lines. Each must be categorized as either lead, non-lead, galvanized requiring replacement, or lead status unknown. The required systems must comply by October 16, 2024
To develop your inventory, review historical records to determine service line construction materials. An easy way to do this is to compare the construction date for structures within your distribution system to the Texas state lead ban, which occurred on July 1, 1988. If construction occurred after July 1, 1988, you may designate these service lines as non-lead.
Historical records to review include:
• Construction and plumbing codes or ordinances.
• County Clerk’s office or County Appraisal District (CAD) records to obtain construction dates of structures.
• Water system distribution maps, engineering drawings, or capital improvement plans.
• Water system standard operating procedures.
• Historical records on each service connection and meter installation, such as maintenance records or work orders.
• Inspections and records of distribution system.

After a thorough records review, you may need to interview senior personnel or retirees or conduct physical surveys and investigations to confirm service line construction material. Note that investigations are not required by the LCRR but may be necessary if documentation of construction material cannot be located. You can also use these investigations to confirm the accuracy of historical records.
We encourage you to start collecting this data now because it will be a time-intensive project for your water system. Funding may be available in the future on a first come, first serve basis. Anyone wanting to take a TCEQ paper exam at the conclusion of the school will be required to fill out the on-line Occupational Licensing Electronic Application (OLEA) 30 days prior to attending classes. Visit TCEQ website for more information. All exams will be given on Thursday at 1:00 pm.
