What does commitment and motivation mean to you? Do you have specific goals? What are you willing to do, or how committed are you to your dreams? Some might say I want a new pickup, but my current personal bank account is stretched pretty thin. How bad do you want the new truck? Bad enough to pick up extra shifts. Volunteer for on-call or weekend work. Bad enough to work a second part-time job? Perhaps another way to look at this is, is your goal or desire a want or a need, and are you putting forth the needed effort?

4 Texas Water Utilities Journal | www.twua.org August 2022 President’s Message

What are the distractions that are keeping you from your goals? Experts say that you should make a list of items that take up your time. Maybe it is the television or social media? Maybe it is your friends? Perhaps your hobbies include hunting, fishing, boating, etc.? Can you turn off the television, computer, or smartphone for the hour you need to study? Can you tell your friends no or maybe later if they invite you over? Prioritizing and changing habits will lead you to success. It is important to focus on your goals but do not obsess over them. Remaining motivated is very important, but don’t forget to have fun and include family and friends when you accomplish one of your goals.

I pray that 2022 brings good health, prosperity, and purpose.

TWUA President Mike Norris

How bad do you want to become licensed by the state? What is holding you back from advancing your current license? Do you want this success bad enough to devote one hour each day to reading and understanding technical manuals? Do you ask a co-worker or supervisor if you have difficulty comprehending a treatment process or how a device functions? Do you use the computer and read about the item? There are still operators today that pay out of their pocket for training and testing. Again, how bad do you want a license or advance a license? Developing and maintaining a positive mindset is essential in reaching goals. Negative thoughts will come, but the success ful person finds a way to stay motivated and continue to try different approaches to the problem. “Remember, when things look bad, and it looks like you’re not gonna make it, then you gotta get mean. I mean plumb, mad-dog mean. ‘Cause if you lose your head and you give up, then you neither live nor win. That’s just the way it is.” – The Outlaw Josey Wales

I want to ask you to remember Annual School, September 26th – 28th, 2022, in Corpus Christi. If budgets allow you to be part of this tradition, please join your fellow operators and me for beneficial training in a great environment. It is up to us to keep the traditions of Annual School and in-person training

Knowledgethriving.andExperience are beautiful things.

“You bring about what you think about.” “Our greatest weakness lies in GIVING Up. The most certain way to SUCCEED is always to try just one more time – Thomas Edison.” Success means different things to different people. Success does not come without putting in the effort. Unless you were born into royalty or your family is blessed with generational wealth, success boils down to hard work.

This article finds us in a battle between summer heat and scarce rainfall, and currently, it appears the heat is whipping the rainfall. It is encouraging when the weatherman reports that today is going to be 10 degrees cooler than yesterday. Then they report the high for the day is still going to be 100 degrees. And no rain is expected in the 10-day forecast. Drought contingency plans and water conservation implementation are common across the state. It has been reported that some water supplies are estimating that based on current usage, and without the blessing of abundant rainfall, the entity will have water for another 120 days. Please join me in prayer for widespread rainfall for Texas.

The Story Goes Something Like This –

. . .

. . .

The week of August 22nd will be the Ft. Stockton Regional School. We remain optimistic that this training event will be successful, but your participation is needed if you are in this part of the state. In-person, Live training events are struggling to attract students. As of this writing, there were 13 registrations for Ft. Stockton. Historical attendance for this school has been as much as 120, but typical expectations are 65 to 75. Join with us and help us reach our needed goal. We need to average 2.5 registrations daily for the next 22 days. Norma and Tom would love to have you come to Ft. Stockton and participate in this event. How is the QR code for advertising training events working? Central Office would love to have feedback and get your thoughts on this method of advertising training. If you have questions, please don’t hesitate to contact Norma Clark (n.clark@twua.org).

What does the acronym DATL represent ? There is an old saying; you are not through until the paperwork is done well, you are not registered for a state exam until you Designate A Testing Location. A utility operator was in restful sleep when a vivid dream entered his thoughts. The dream began with a person walk ing alone down a seemingly abandoned highway. Some will interpret this dream as a person searching for guidance and Thisdirection.dreamer had walked for the better part of a day, and the sun was beginning to slip behind a grove of trees. In the distance, but in front of the trees, this person could ever so slightly identify where the road being traveled dead-ended. Soon, a decision would have to be made. Should the person in this dream stay at the intersection, go right, or go left? As this person neared the intersection, he saw an older whitehaired gentleman sitting on a cooler beneath the road sign. A handmade sign leaned against the cooler, which read, directions $10.00. Directions and Fortunes told $100.00, including a free container of water.

Dates For Annual School 2022. The 104th Annual School in Corpus Christi dates is September 26th – 29th, 2022. This will be Monday thru Thursday. The events have been pushed forward a day. The Opening Session and Awards will be Monday. The school will begin Tuesday and conclude with the vendors moving out at noon Thursday. We will update the information on the website soon, and the form will be live, so you could go ahead and preregister if you are looking for a legitimate budget expense.

This person walking had become quite thirsty. And judging by his age, the man on the cooler gave the appearance that he had witnessed what awaited in both directions, making the traveler curious.

The drought has never left for some. Mark your calendar for the remaining 2022 Regional oppor tunities – Ft. Stockton will be August 22nd – 25th. Longview will be October 10th – 13th. Lubbock will be November 1st – 3rd. The links to all the fliers will be activated as soon as possible so that you can register for any region now, making use of budgets more efficiently.

The older man nodded and said, it will have challenges of its own, but allow me to share what is in store should you go Left. Both paths will have to deal with the pandemic and the im pacts thereof. The leaders of the road traveled Left invested in technology. The training you seek will be readily available, but it will be delivered by the internet and offered electronically to your computer wherever sufficient bandwidth is available. Can I not seek both methods of training? For a time, both methods will be provided. But local utility decision-makers will favor the computer version of operator training. Primarily because of the convenience factor and costs associated with sending staff to live events. The live events will slowly fade, and training providers will struggle to justify hosting live events. This can be avoided with strong participation in live events. Sir, I’m old school. I believe there is value in in-person training events. How will a person easily make contacts with other operators and have access to the vendor representatives who are the source of needed materials and supplies? What if you did not grow up in the computer age and struggle to do much more than email?

Central Office News

You have the ability to drive the future of operator training. Which path will you choose ?

The dreamer gave the older man $100.00 and said he would like to have water and advice on which way to proceed.

A considerable amount of time passed without a word spoken. Finally, the older man stood up, offered another container of water, and asked, which path have you chosen?

The older man stood up, opened the cooler, and gave the traveler water. Then he motioned for the person to take a seat on a rock nearby.

Oh, a noble profession. Before I share with you the future of going right or left, allow me to offer a fellow operator another container of water. Sit back, and I will share the vision should you decide to go Right. There will be a pandemic, and all in-person gatherings will be temporarily suspended. There will be no possibility of public gathering for more than a year, and operator training, as you know it, will be extremely rare. Eventually, the pandemic will end, but the economy will be impacted to the point that fuel will be $5.00 per gallon, supplies will become scarce, and product delivery will become delayed. In general, the leftover effects of the pandemic will linger, making participation in live training events a challenge. Both for the operator and the training provider.

As I stated earlier, there will be challenges down each path. The good news is that neither approach is a one-way street. You will have the ability to train using both methods as long as in-person remains viable.

August 2022 Texas Water Utilities Journal | www.twua.org 7

The operator finished his water and said, well, I am hoping the other path has more promise.

This dream analogy is realistic. TWUA Regional events and Annual School are in danger of not being able to justify their continuation as the participation numbers fall. Product vendors and representatives will stop participating as the attendance numbers drop. For a time, the TWUA events will consolidate. Numbers and demand drive training. A lack of participants will impact all live training events.

The older man then asked, what brings you to this remote Iintersection?amautility operator, and I am searching for training.

Which path will your employer choose ? Stay Safe, and Remember – we do not need all the operators in Texas to be a member of TWUA – JUST YOU ! ! ! !

What were the immediate effects of the law?

TOXIC SUBSTANCES CONTROL ACT AND WORKERS’ HEALTH

TSCA and Workers

8 Texas Water Utilities Journal | www.twua.org August 2022 Safety News methods, and other information. This collaboration should strengthen the risk evaluations for workers and provide robust, evidence-based evaluations to protect worker health.

How has the law impacted state laws and regulations?

Generally, state action on a chemical is preempted only when EPA has acted – either by finding a chemical to be safe or by regulating a chemical to address identified risks. State action is also temporarily “paused” when EPA is evaluating a chemical, although states can avail themselves of a mandatory waiver from the “pause” if they still seek to pursue their own regulation.

A group of individuals within the general population identified by the Administrator who, due to either great susceptibility or greater exposure, may be at greater risk than the general population of adverse health effects from exposure to a chem ical substance or mixture, such as infants, children, pregnant women, workers, or the elderly.

The most immediate effects have been on the new chemicals review process. EPA is now required to make an affirmative determination on a new chemical or significant new use of an existing chemical before manufacturing can commence.

When did the law take effect?

The law took effect immediately upon signature by the Pres ident, which occurred on June 22, 2016.

The Toxic Substance Control Act (TSCA) of 1976 gave the U.S. Environmental Protection Agency (EPA) the authority to regulate chemical substances and mixtures that present an unreasonable risk of injury to health or the environment. TSCA was amended in June 2016 by the Frank R. Lautenberg Chemical Safety for the 21st Century Act. Among other changes, this amendment made specific changes to TSCA, mandating that • existing chemicals are evaluated, with clear and enforceable deadlines; • chemicals are assessed against a risk-based safety standard; and • unreasonable risks identified in the risk evaluation are eliminated. Under this act, EPA is also required to assess and update the existing chemicals inventory, prioritize chemicals for risk evaluation, and identify the steps in the risk evaluation and prioritization processes.

States can continue to act on any chemical, or particular uses or risks from a chemical that EPA has not yet addressed. States also retain authority to address local environmental concerns related to air, water, waste treatment, and disposal. For state and federal requirements that are identical, states retain the ability to partner with the federal government on enforcement. Finally, the law preserves state laws already on the books (as of April 22, 2016).

This means that EPA will evaluate workplace chemical ex posures as well as environmental exposures. As the leading occupational safety and health research agency, NIOSH works with EPA to provide information on occupational uses of chemicals, chemical exposures, occupational risk assessment

As part of its chemical evaluation, EPA has a new responsibil ity to assess risks to workers. Specifically, EPA must consider chemical exposures to a “potentially exposed or susceptible subpopulation,” which has been defined as:

August 2022 Texas Water Utilities Journal | www.twua.org 13 Field News

Working in a toxic environment will very quickly erode your resilience. While it is advisable to remove yourself from a toxic workplace, that is not always possible. And while senior leadership should take action to eliminate toxicity, the reality is that many leaders do not remove toxic people from the office.

continued to next page...

Unfortunately, many people report that their worst stress stems from having a toxic workplace, a work environment that is poisonous, has excessive personal drama, includes mean-spirited leaders or colleagues, and allows destructive behaviors such as bullying and sexual harassment.

Over the past few years, I’ve interviewed hundreds of employees about the types of chronic stress they experience in their lives.

Create a positive workspace While you may not be able to control or influence very much in your work environment, you can usually decide how to decorate your workspace. Hang relaxing posters, have pictures of people you love, and post up positive quotes. Remind yourself that your job is not everything and that you have a happy life. Don’t take negativity home with you While your workplace may be filled with negativity, have a strategy for transitioning to a more positive outlook before you arrive home in the evening. If you have to work from home, set limits on when you’ll do your work. If you start thinking about work after hours, find something to distract you. Seek social support Find a supportive friend who will let you vent and release pent-up frustration. Let your friend know that you don’t need a problem solver, just a safe space to talk. Balance time with that friend by doing positive activities that involve fun and laughter, so you don’t burn out your friend. Avoid drama Don’t gossip or get drawn into constant chatter about a toxic employee or boss. If you need to report events to a colleague or supervisor, focus on the behavior you observed and not stories you’ve heard. Stay grounded in reality. Take action Report inappropriate behavior that you witnessed to appropriate authorities, such as senior leaders and/or HR. If you work for the government, consider reporting behavior to your Office of Inspector General, the Office of Civil Rights, or your Ombudsman. Even if the people to whom you report the behavior do not take the action you’d like them to take, you’ll know you did the right thing by reporting bad behavior. Stay true to yourself Resist being drawn into acting badly. Remind yourself of your core values, remain authentic, and stay on the high road. Resist the temptation to “win” against a toxic employee by compromising your principles. Toxic people often try to manipulate colleagues into engaging in bad behavior in order to have someone to blame later if they are held accountable. WAYS TO SURVIVE A TOXIC WORK ENVIRONMENT

12

By Beth Payne, GovLoop

If you find yourself working in a toxic office, here are some suggestions for boosting your resilience until you can leave, the toxic person is removed, or a toxic culture is eliminated: Establish boundaries While it is hard to set boundaries and say no, it is critical to do so in a toxic work environment. Write down clear and concise boundaries, such as taking your lunch break, not coming in early or staying late, not working on the weekends, or not responding to your boss at all hours of the day. Remember your boundaries and stick to them.

While it may not be easy to leave your job, create an exit strategy and take small steps towards a better future. This signals your brain that your current situation won’t last forever.

Avoid associating your happiness and self-worth only with your job. Your career is important, but so are family, friends, physical health, mental health, hobbies, your residence, and your community engagement. When things are not going well at work, focus on building up the parts of your life outside of work so that unhappiness with work will not dominate your feelings about life in general. Protect yourself Communicate clearly and keep notes of conversations. Keep all of your written communications. Don’t let problems fester but confront them immediately and professionally.

Look for the good Write down everything positive about your situation and when you are particularly down, read your list. Add to it. Keep your focus on the positive as much as possible. Remember that your job isn’t everything

Ask for help Working in a toxic environment can quickly erode mental health. If you find that you are experiencing  characteristics of low resilience that are severe and last for long periods of time, or they interfere with your normal functioning, seek help through your company’s Employee Assistance Program or your own personal physician or mental health professional.

Remember what you are working towards and what you are creating instead of what is happening right now. S
