President’s Message

President’s Thoughts by William “Bill” Brown

As Kenny Chesney says – A hundred years goes faster than you think, don’t blink, you might just miss . . . . you fill in the blank. Remember, when the hourglass runs out of sand, you can’t just flip it over and start again. Is it just me, or is this year really going by rapidly? One day we are scrambling to cover and recover from Snovid21, and just like that, things are gearing up for Annual School and the remainder of the in-person regional events. I want to thank my Board of Directors for allowing me to travel and share my knowledge by instructing while representing Jonah Water and TWUA. In one of my teaching excursions, the class was discussing things like not feeling appreciated for all that we do, wages, commitment, and staying with an entity because you feel compassion and empathy for the customers. Like some discussions, there were those who felt unappreciated, overworked, and underpaid. This particular class had one gentleman who was very quiet and finally said he had been with his current employer for 29 years. He shared that “being the water guy” was not about the money because he was (as he said) without a doubt at the bottom of the pay scale as compared to others in the classroom The class had been discussing how generators would help maintain system pressure in power outage situations, but the employers were hesitant to allocate the funds. This 29-year operator shared that he had to manually start/stop the pumps that filled the water tower with water. Which meant during high usage times, he would need to get up at 2:00 or 3:00 a.m. and go out and manually stop or start the pumps. Most mornings, rather than going back to bed, he would simply stay up and begin his workday “a little early.” When asked about SCADA or automation controls, he said lightning had hit his pump controls, and the entity did not have the funds to replace the automation. The room became very sympathetic, and the discussion lead to which storm came through West Texas this year caused the problem? This proud operator lowered his head and said, oh, it was not this year; it was six or seven years ago. I ask you to allow those last two sentences to sink in! This was when the class learned a crucial lesson about commitment, dedication to a community, and pride for doing whatever it takes to make the lives of those in the community better. I share this story not to make fun of, embarrass, or belittle. I share this story to say if we all demonstrated this type of dedication and devotion to public health and safety, what a difference we would make. I would also submit that when we feel we are working with antiquated equipment, there are those among us who would welcome what we take for granted. Until I can shake your hand, may the Blessings of Heaven Rest upon you and all Water and Wastewater Professionals! Bill Brown

TWUA 103rd ANNUAL SCHOOL & CORPUS CHRISTI TEXAS

D AT E CHANGE FOR 202 1 Due to the lingering effects of the Coronavirus, TWUA Management made the decision to pursue a meeting date later into 2021. The schedule and school events will remain the same, just happening a little later in the year. Mark your calendar – September 26th – 29th 2021 is the new dates for the 103rd Annual School. The registration link for both the school and the hotel will activated as soon as possible. You may take advantage of early discounts and reserve you room now.

ather Thank You. We take comfort in knowing that You remain in charge and control of life as we understand it. We need You, and we welcome You in all we do. We come into Your presence, seeking Your grace, Your mercy, Your calm, Your guidance, and forgiveness. Father, we pray for Your grace and ask that You direct, protect, watch over, guide, and bless TWUA and its members. Amen In West Texas, Lake Spence is sitting at 28.5 % (+4.8 %). White River is sitting at 26.7 % (+ 9.1 %). Panhandle - Lake Meredith is sitting at 38.8 % (+ 2.8 %) and Greenbelt is at 19.5 % (+1.5 %). If you want to get a complete look at current lake levels, go to waterdatafortexas.org. The drought has never left for some. TWUA In-Person District Meetings and Regional Training Events are now occurring. For all of those who send emails and made phone calls in support of inperson training events, please assist us by spreading the word and supporting the events. One added benefit of attending TWUA Live and In-Person Regional Events is, for those who are obtaining or advancing a license, TCEQ administers paper exams at the conclusion of the regional school. TCEQ has confirmed (for now) they are planning on being at the various TWUA regional schools to administer paper exams. TCEQ’s participation all depends on numbers (those testing) and needs. This is where we need your help – You Must Pre-register For The TCEQ Paper Exam. You Must Also Designate Your Testing Site. If only a small number of operators are indicating they wish to challenge a paper exam at TWUA Regional events, it is not feasible to send staff from Austin. Please go to the TCEQ website NOW and start the application process and pay the fees. Please remember to designate where you plan to challenge the

6 Texas Water Utilities Journal www.twua.org

state exam. TCEQ policy requires 30-days to process the exam applications. There is no mechanism in place for operators (and those desiring to become operators) to register and pay the fees for state exams onsite. 30days from the beginning of the event. That being said, if you miss the 30-day window, go ahead and submit. Depending on workload, sometimes TCEQ staff will have time to go ahead and process. That does not mean you can wait until the week before to submit your application and expect to test. Help Spread The Word – if you want to continue to have the option of paper-based exams at TWUA regional events, we need exam numbers to justify TCEQ’s continued participation. The Number of Active Covid Cases On The Rise – As you know, in certain parts of Texas, the new variant of Covid is on the rise. As in the past, hospital beds are becoming limited, and this virus remains a concern. How will or does this impact TWUA In-Person Training? The host location will control the meetings. If the host is required by County or City officials to restrict attendee numbers or require social distancing or masks, attendees must comply, BUT this decision lies with the host location. Dates for Annual School 2021 - The Annual School dates for 2021 are September 26th – 29th, 2021. I recently visited with the Corpus CVB and Omni hotel, and all indications are – Annual School will be a Live, In-Person event. Early Registrations are encouraged just in case occupancy rates in the convention center classrooms become an issue. We do not anticipate any problems but should that happen; attendees will be accommodated by the registration date. For those in the Tyler area, due to obligations at the Harvey Convention Center, this training event will relocate to Longview for 2021 and, most likely, 2022. Harvey Hall is scheduled for demolition, and a new

August 2021

facility will be constructed on the current site. Mark your calendar – the Tyler/Longview will be August 23rd – 26th. Fort Stockton will be September 13th – 16th. Annual School will be in Corpus Christi from the 26th – 29th of September. Killeen will be October 18th – 21st. Beaumont will be October 25th – 28th. Lubbock will be November 1st – 4th. Tyler, San Marcos, and Arlington are looking at alternative dates, host locations, and other options. It’s going to be a busy second half of the year. Click on this link to find a computer-based testing location. https://www.tceq.texas.gov/licensing/exams/ cbt_occ_lic.html Call the TCEQ staff in licensing for more information or the official statement related to the Exams, Licensing, and Computer-Based Testing. 512-239-6133 The Story Goes Something Like This – Just One Small Sip Once upon a time, there was a woman who had been lost in the desert for three whole days without water. Just as she was about to collapse, she saw what appeared to be a pond just a few hundred yards in front of her. “Could it be? Or is it just a mirage?” she thought to herself.

woman, and asked, “Why don’t you have a drink, ma’am?” She looked up at the man with an exhausted, distraught expression across her face and tears welling up in her eyes. “I am dying of thirst,” she said, “But there is way too much water coming from this spring to drink. No matter what I do, I can’t possibly finish it all.” The passerby smiled, bent down, scooped some water up with his hat, lifted it to the woman’s mouth, and said, “Ma’am, your opportunity right now, and as you move forward throughout the remainder of your life, is to understand that you don’t have to drink the whole pond or all the water from the spring to quench your thirst. You can simply take one sip. Just one small sip… and then another if you choose. Focus only on the mouthful in front of you, and all your anxiety, fear, and being overwhelm about the rest will gradually fade.” Challenge yourself throughout the day to focus solely on the sip (task, challenge, step, etc.) you’re actually taking. Author Unknown Stay Safe and Remember – we do not need all the operators in Texas to be a member of TWUA – JUST YOU ! ! ! !

With the last bit of strength she could muster, she staggered toward the lake and quickly learned that her prayers had been answered: it was no mirage—it was indeed a large, spring-fed pond full of freshwater—more freshwater than she could ever drink in her lifetime. Yet while she was literally dying of thirst, she couldn’t bring herself to drink the water. She simply stood by the water’s edge and stared down at it. There was a passerby riding on a horse from a distant desert town who was watching the woman’s bizarre behavior. He got off his horse, walked up to the thirsty August 2021

5 EFFECTIVE COMMUNICATION TIPS YOU CAN USE TODAY ZLEM AYDIN - AUGUST 9, 2021

I think we can all agree that communication is a necessity of life. It’s a skill we learn at a very young age to express ourselves and engage with others. It seems simple; however, we all have our individual style of communicating and how we best receive and share information with others. Some of us communicate better through visuals, and some of us need to talk things out verbally, engaging in a conversation. To best communicate with your audience, it’s important to learn your target audience’s preferred method of engaging to ensure your message is received as intended, making it a win-win for both the sender and the receiver. During the COVID-19 pandemic, we witnessed firsthand how communication impacted how we received and shared information. While working from home, we saw our inboxes filling up with lots of emails that would have normally been answered by a quick stop at our colleague’s desk pre-pandemic. The quick in-person chats and group meetings were replaced with several emails and conference calls, making it difficult to keep up. Communications were often getting misconstrued somewhere along the way. When we’re unable to read each other’s facial expressions or body language, it’s important to be mindful of how we’re communicating to ensure its effectiveness. Here are five strategies that can help organizations implement effective communication skills: 1. Listening to understand: This is also referred to as active listening, where you’re giving your full attention and listening to understand the speaker’s message as intended. 2. Asking powerful questions: Asking questions will confirm collective meaning, ensuring the audience received the message as intended. We all have different communication styles and may not interpret the information in the same manner. Being inquisitive is also a sign of showing support. It lets the speaker know you are engaged and interested in what they have to say. 8 Texas Water Utilities Journal www.twua.org

3. Storytelling and vulnerability: Sharing your message in the form of a story is likely to ensure your audience will not only remember your story, but they will be able to connect it to a purpose. By sharing a personal experience in your story, others will be able to relate to the sentiment behind it and appreciate your vulnerability, which also helps to build trust. 4. Adaptability to different communication styles: It’s important to identify your audience first and choose a communication style based on that. If you’re speaking to a group of executives, you’re more likely to keep your communications very high-level then if you were speaking to a room full of employees who may require more information to help them better connect the what and why your message is important. Define the “what’s in it for me” piece for your audience. 5. Matching the technology to the task: Communicating in a digital age is also something we’re all learning to become more accustomed to. A practice that has worked for me during the pandemic is matching the technology to the task. Matching technology to the task means sending simple tasks such as informational items via email and handling more complex tasks interactively (conference or video calls work best for me). This can also include face-to-face discussions for folks that are already back in the office or participating in hybrid work schedules. Details of a complex task are less likely to be misunderstood when communicating via live engagement. Whether we’re communicating in person or remotely, we can be more effective communicators by implementing a few easy steps. Being mindful of our audience and identifying the most effective communication style to engage with them is likely to build a more meaningful connection. Confirming collective meaning ensures the message is received as intended.

Safety News

OSHA SAFETY Federal OSHA’s top 10 most cited violations accounted for 24,239 violations for fiscal year 2020. The top 10 was released by the National Safety Council during a Feb. 26 webinar, along with the number of violations, most affected industries and what inspectors are seeing other companies getting wrong: 1. Fall protection – General (1926.501), 5,424 violations

requirements

This standard having the most violations was not a surprise, according to OSHA Deputy Director for its Enforcement Directorate, Patrick Kapust. Kapust said the problems OSHA is finding under this standard involve lack of fall protection during residential construction activities, no fall protection when working around unprotected sides and edges, inappropriate fall protection on both low-slope and steep roofs. These errors are being found among roofing, framing, masonry, commercial and institutional, and new single-family housing contractors. 2. Hazard communication (1910.1200), 3,199 violations Inspectors are finding problems with written hazard communication programs and implementation of those programs. “Sometimes we’ll find an employer will have a written program, but they just haven’t implemented it yet,” Kapust said. “It must be implemented in the workplace. It shouldn’t just be maintained in a notebook in the office.” Other violations involve employee information and 12 Texas Water Utilities Journal www.twua.org

training, maintaining safety data sheets and making sure they are readily available, labels and other warnings and requirements to develop safety data sheets and maintain copies of them. These are being found in manufacturing; general industry; construction, masonry and roofing contractors; automotive body, paint and interior repair and maintenance; general automotive repair; and machine shops. 3. Respiratory violations

protection

(1910.134),

2,649

OSHA is seeing companies fail to perform medical evaluations for respirator use, create a written respiratory protection program, perform fit testing and a lack of meeting the general requirements of the standard. The agency is finding these in auto body, paint and interior repair shops; cut stone and stone product manufacturing; metal coating and engraving services; masonry contractors; and nursing care facilities. 4. Scaffolding (1926.451), 2,538 violations Employees working without fall protection, general access, plank and deck deficiencies, support to keep from tipping over and guardrail requirements were the most common violations under this standard. OSHA found these among roofing, framing and commercial and institutional building contractors. 5. Ladders (1926.1053) 2,129 violations Inspectors are finding violations involving use of portable ladders for purposes they weren’t designed for, tops of step ladders used as a step, failure to remove defective ladders from service and employees carrying August 2021

Safety News objects that could make them lose their balance and fall. These were found among roofing, framing, siding, masonry and new single-family housing contractors. 6. Lockout/tagout (1910.147), 2,065 violations Violations OSHA is finding under this standard include energy control procedures for each type of equipment, general training and communication, periodic inspection of the lockout/tagout procedures to make sure they’re adequate and properly implemented and general program requirements. The agency is finding these violations at plastic product manufacturing facilities, sawmills, machine shops, wood container and pallet manufacturing plants and fabricated metal manufacturing facilities. 7. Powered industrial trucks (1910.178), 1,932 violations One type of violation Kapust said OSHA finds a lot involves training for safe operation of powered industrial trucks, specifically, ensuring the operator has been trained properly on the type of truck they’ll be using. OSHA is also finding violations for refresher training and evaluation regarding that refresher training. This kind of training is required after an employee is observed operating a truck unsafely as well as every three years.

Inspectors found companies that violated this standard failed to maintain certificates of training, failed to provide training by a competent person, didn’t re-train after inadequacies were found and failed to re-train in general. No information on industries affected is available for this category. 9. Personal protective equipment – Eye and face protection (1926.102), 1,369 violations OSHA is finding violations on use of appropriate eye and face protection, use of appropriate eye protection providing side protection, general requirements including use of appropriate prescription lenses and criteria for protective eye and face protection. Violations of this nature were found with construction, masonry, frame and siding contractors. 10. Machine guarding (1910.212), 1,313 violations The types of violations OSHA is finding under this standard include points of operation guarding, anchoring of fixed machinery and general requirements. These occur in a variety of industries such as machine shops, plastic products manufacturing and sheet metal manufacturing. Note: All of the data on OSHA’s Top 10 is preliminary and could change as more data is collected.

Other violations involve operator certification of training, operating an industrial truck in need of repair or service and failure to ensure trained personnel are making repairs to industrial trucks. These violations are being found in general warehousing and storage, cut stone product manufacturing and recyclable material and merchant wholesalers. 8. Fall protection – Training (1926.503), 1,621 violations August 2021

CHANGES IN TWUA CENTRAL OFFICE For many reasons and opportunities, David Moore has decided to assume one of the full-time instructor positions with TWUA. David remains involved in the daily operations of the TWUA Central Office; he just has new primary responsibility. To fill the void of Training Coordinator, TWUA asked Norma Clark to assume the duties and responsibilities of Training Coordinator. Norma is no stranger to most; she is a past president of TWUA. She has been a vital part of the Permian Regional School. She has provided administrative assistance to several of the other regional events. Norma has been responsible for the Annual School exhibitor registration and booth assignments. Norma retired from the City of Odessa and demonstrates a tremendous knowledge of city government and the workings of TWUA. She has said many times over. She has a passion for TWUA. If you have a training need or just want to visit, give Norma a call.

WE HOPE TO SEE YOU SOON! Effective June 1, 2021, Live – In-person meeting restrictions are based on County, City, and Venue. All previous rules, regulations, and requirements for live in-person meetings under the TWUA Training Umbrella have been rescinded and replaced with local control. This recent board action specifically means that the Host Location must already comply with the City stipulations, which must comply with the County stipulations, AND TWUA will not place requirements on public meetings that are more stringent than the Host Location is now complying with. Bottom line, if your host meeting location has no restrictions, then you may gather in the name of TWUA without stipulations or additional requirements – effective June 1, 2021. TWUA District meetings are free to resume live meetings, as long as they comply with all host location rules. TWUA Regional Training events are free to resume live training, as long as they comply with all host location rules. To Be Clear – If a host location has not lifted all restrictions and requirements for in-person gatherings – you must comply with their stipulations.

WIPES IN PIPES

With Micro-Solve® microorganisms multiply. This reduces the grease that binds wipes together. Micro-Solve® reduces the risk of contact with disease.

Wipes when flushed and combined with other products and grease that is poured down drains, create "fatbergs". Once they enter the sewer lines, they can accumulate and cause backups, damaging the city's infrastructure.
