Annual School – The dates for the 107th Annual School are September 9th – 11th, 2025. Tuesday, September 9th, at 8:00 a.m., all training classes begin. The ability to pre-register for the 107th A.S. will be made available as soon as possible.

Greetings everyone,

PRESIDENT'S MESSAGE

Live Training Opportunities are now happening across the state. We recently completed the Panhandle Regional School in Amarillo, and I truly enjoyed the event. The Panhandle Board did a great job, and the attendees had so many good comments.

Beaumont is next on the Regional School schedule, and I hope you will join me and support the Beaumont Training Event for those in Southeast Texas.

The week of May 5th, TWUA will be in Abilene, and the week of May 19th, we will be in Arlington. I have a question and need an honest reply from you. Do you attend in-person instructor-led training events ? I believe I share the sentiment of the Management Committee when I say I enjoy TWUA in-person training events. I also understand and fully support the computer-based learning opportunities.

The annual TWUA Mid-Year Board and Regional Conference will be June 25th in Pflugerville, and I would like to hear and be able to relay your thoughts on “in-person training.” Please email me or make the Central Office aware of your position.

From my perspective, the most important aspect of in-person training is establishing human connections and engaging with others who share similar concerns. Face-to-face interactions and sharing struggles help build trust. When you know your neighbors, you are more likely to reach out to them in times of need. I’m curious: how

many of you rely on your neighboring entities or at least their resources to fulfill your resiliency compliance ?

The reason I keep asking for input relating to in-person training is the number of attendees at TWUA live inperson events has not recovered from the pandemic shutdown. When TWUA visits with the operators, they come away with the understanding that operators want and prefer in-person. When TWUA visits with the decision makers, they come away with the understanding that it is all about budget expenditures. Computer-based is more cost-effective because there is no travel, hotel, or meals related.

One of my concerns with computer-based training relates to equipment and bandwidth. Older computer workstations and limited or restricted internet access appear to be ongoing problems. Buffering and choppy content can become frustrating for everyone. My suggestion is this: if you and your staff decide that computer-based training is the best option, make sure that your IT department is aware and can increase bandwidth. Additionally, we need to ensure that the computing devices allow for a positive learning environment.

TWUA is excelling at anticipating user training needs, and we are currently gathering feedback and preparing for the next phase. Help us identify what that need will be.

THE WATER GUY

I’m simply known as the water guy, Disease free water, that’s what I supply. My duties are not glamorous but my purpose defined, I go about my business and you won’t hear me whine.

Water is life and that is a given, Protection of others - is what keeps me driven. Contaminates and permits I work with each day, If only the paperwork could just go away.

Training and learning is just part of the job, I strive to be a professional and not just some slob.

My duties are varied, and no day is the same, No bad water samples, that’s my claim to fame.

I just sat down with my family to eat, But with one phone call, I’m back on my feet. Sometimes I work all day and into the night, Try as I may, there’s no end in sight.

Most people never question, where their water comes from, But let the system fail and guess who’s the bum. I work with a system that’s old and it leaks, What happen to capital improvements, my pipes are antiques.

I lose my employees because we are underpaid, My department’s revenues have been pilfered, I feel so betrayed. The mayor is calling and I’d rather not hear, Raises were cut, better luck next year.

In spite of these things I try to remain devoted, A raise I can’t have, but I’ve been promoted. More duties and responsibilities I really don’t need, My forty hour work week, I already exceed.

Father, we acknowledge and bow our heads in respect as we humbly say thank you, and acknowledge that you are the creator. We take comfort in knowing that You remain in charge and in control of life as we understand it. We need You, and we welcome You in all we do. We come into Your presence seeking Your grace, calm, guidance, and forgiveness. Father, we pray for Your mercy, and we ask that You guide, direct, protect, and bless TWUA and its members. Father, thank you as we offer praise in the name of Jesus. Amen

The drought remains a concern in parts of Texas. Parts of Texas are getting rain, but some watersheds remain dry. In West Texas, Lake Spence sits at 15.8 % (- 0.5 %). White River is sitting at 14.6 % (-1.2 %). Panhandle - Lake Meredith is sitting at 40.8 % (- 0.1 %), and Greenbelt is at 8.9 % (- 0.1 %). If you want a complete look at current lake levels, go to waterdatafortexas.org. The drought has never left for some.

Award Nominations – We are confident that you know someone who deserves recognition. If you go to the TWUA Website and hover your mouse over the Annual School Tab. A dropdown tab labeled Awards will appear. Click on this awards tab. You should be directed to an Awards Page. Scroll down, and you will see category descriptions and Submit a Nomination. This should take you to a fillable form where you may enter the nominee information. The Central Office staff feels this award nomination process will be intuitive and easy to follow. The deadline for all award submissions is May 31st 2025.

The TWUA Central Office continues to receive calls related to Resiliency. It seems that TCEQ made a change on their website, which is causing users who log in to their training records to find a box labeled Resiliency at the beginning of the information. For some, this box is auto-filled and displays NO. Operators who have completed the Resiliency Overview commonly believe that they have not received their training hours for a resiliency class they attended. Is this true for you?

In a follow-up with TCEQ, they indicated that as long as the Resiliency Overview is listed among the training credits when you scroll down, the NO designation should not trigger a deficiency letter. Again, a NO designation in this box does not mean that the training credit is invalid or that it has not been credited. Please scroll down your training credits and check to see if the Resiliency Overview is included as a training credit.

There is little doubt that live, in-person instructor-led training is more effective. For those seeking Live In-Person Operator Training – TWUA would love to come to your workplace and provide this in-person training. If you have a meeting room and will help market to those in your area, contact Norma Clark (n.clark@twua.org), and she will assist with the details and arrangements. Please look at the TWUA Training Calendar (twua.org/training) and take a look at 2025 schools. As soon as the dates and school fliers are available, they will be posted.

Have you made plans to be in Beaumont from April 28th – May 1st ? This TWUA event held in Beaumont is well organized and well run. The Southeast Texas Regional Board welcomes your support and attendance.

If Beaumont is a “bit” out of your area, how about Abilene May 5th – 8th ? The Central West Texas Region would love for you to attend this TWUA Regional event in Abilene.

If the Abilene school dates conflict with your schedule, perhaps Arlington could be an option. The dates for the Arlington school are May 19th – 22nd . The North Central Texas Board welcomes your participation.

107th Annual School – will occur in Waco, September 9th –11th 2025. As the Central Office firms up the events, watch TWUA.org as the final details are released.

The Story Goes Something Like This –

One day, I had enough and decided to quit. It had been one of those days that turned into a week, that was almost a month of total frustrations and disappointment. I reasoned that the obvious choice was to quit my job and attempt to regain my focus.

But before making it official, I stopped by a rest area outside of town that had the most beautiful setting. This site was well maintained and a spot that, as they say, was a Kodak moment. I just felt that I needed a moment to pray and seek guidance.

I began by saying, “I’m tired, frustrated, and seeking one good reason not to quit.”

What I felt immediately was a response that truly surprised me. “ Look around, and take in the beauty of your surroundings.” The longer I sat there, the more my thoughts were asking me if I could remember going to a forest. What did you see?

“I remember seeing the fern, and in one particular area, in addition to trees, I saw a massive stand of Bamboo.”

“Excellent, I remember when I planted the forest. The fern and bamboo were planted at the same time. I took very good care of them. I gave them water from the rains. I gave them light from the sun.”

“The Fern grew quickly. The trees grew but at a much slower rate. The Bamboo showed no signs of life. But I did not give up on the Bamboo.”

“In year three, the forest was showing life with vibrant green colors, and the trees were really starting to grow. But nothing from the Bamboo. Again, I did not give up on the Bamboo.”

“In the fifth year, a tiny sprout emerged from the Bamboo seeds. Compared to the Ferns and Trees, it was small and insignificant. But just six months later, the same Bamboo had grown to over 80 feet tall.”

“The Bamboo spent five years establishing a solid root system, which provided what was needed for survival. Take comfort in knowing that I would never give any of my creations challenges they could not overcome.”

After reflecting on my thoughts, I felt I was being asked a question. “Did you know that all this time you have been struggling, you have actually been growing your own root system?” “I never gave up on the Bamboo, and I will never give up on you.”

“I think it is time you stop comparing yourself to others, stop expecting promotions, and simply focus on running your race. When you had to fill in for coworkers, you gained knowledge and experience. Just like the Bamboo, your time will come.”

As I prepared to leave the beautiful rest area, I think my answer was to give God the glory in all that you achieve and take comfort in knowing God will never give up on you.

Times may seem difficult, and you will experience struggles, but you should Never, Never, Give Up.

REDUCE THE RISK OF BACK INJURIES

What’s one way workers can cut their risk of a back injury in half? “Store it off the floor,” the Washington State Department of Labor & Industries says.

Safety pros and supervisors, you can help reduce the risk. During your next safety talk, Washington L&I recommends asking workers: What are some ways that we can keep more objects at waist level in our workplace? Listen to what they have to say and see which actions you can implement in the workplace. Other information to share:

• Waist level is the best place to store heavy items and other things you use often at work.

• Lifting from the floor is twice as risky as lifting while you’re standing upright.

• Lifting something from floor level means you have to bend down to pick it up. That means you’re also lifting the weight of your own upper body when you come back up. Good lifting technique does help, Washington L&I says, but a lot of stress is still placed on your back when you’re lifting from the floor, even when you bend your knees.

• Lifting above your shoulders puts you at risk for neck and shoulder injuries.

• Heavy items shouldn’t be stored overhead, because those items can fall and cause an injury.

Washington L&I offers tips to help prevent back injuries: Size it up. Is the load light enough to be lifted by one person? If not, use a hand truck or ask a co-worker for assistance. Safely lift. If the load can be lifted without help, bring it as close to your body as possible. Lift with your legs, not your back. Keep your head up and your back straight, and bend at the hips. Move with care.  Keep the load close to your body as you walk. Shift – don’t twist – your body to turn. Don’t just drop it. When you’re ready to set down the load, let your leg muscles “carry it down,” Washington L&I says. Make sure your fingers and toes are clear of the load before setting it down.

TIPS FOR MANAGING TIME AND STRESS

Taking on additional responsibilities or roles at work can be a tremendous opportunity, but that doesn’t mean it’s not overwhelming. If the addition of a new role is sudden and unexpected, the overwhelm can be even greater. Maintaining the perspective that the new role is an opportunity can help mitigate stress, as can several time-proven techniques for productivity.

Eisenhower Matrix

President Dwight Eisenhower utilized a quadrant approach to prioritizing his daily work, and this practice can be applied to any role. The approach was created from his belief that “What is important is seldom urgent and what is urgent is seldom important.” This approach categorizes activities into four distinct areas:

1. Do First — These are your most important tasks — the ones that impact how others get their work done. A “Do First” task could be a report for your boss, a review of a document on a tight deadline, or an activity that impacts the immediate well-being of a constituent.

2. Schedule — These tasks are important and need to get done but can wait until a specified time. Items in this quadrant can include personal tasks like going to the gym, making a doctor’s appointment, etc. Getting them on the calendar

along with your work tasks will support a healthy work-life balance.

3. Delegate — This requires an honest look at what you can pass along to a colleague. If you are called into a last-minute meeting, is there someone who could attend in your place? Is there an urgent request for a report that someone else has the bandwidth to support in the time frame requested?

4. Don’t Do — These are typically procrastination activities — checking social media, doublechecking already completed tasks, etc. Call out the things that get in the way of you doing the important activities.

This practice helps bring to light what among your tasks truly matter, and can help you see the impact you’re consistently having on your organization.

Time Blocking

Time blocking refers to setting aside a specific amount of time for a task or a set of tasks. If you are filling multiple roles, consider setting a time block for each one — 9:00 AM-11:00 AM for work belonging to Role A, 11:30 AM1:00 PM. Role B, and so forth.

The Pomodoro Technique is a time-management method that suggests breaking tasks into 25-minute blocks of work, followed by brief breaks in between. The method emphasizes setting a timer to keep the time frames consistent. In fact, the inventor of this approach, Francesco Cirillo, used a  kitchen timer shaped like a tomato, which is where the name comes from.

To help you make the most of time block techniques, identify your peak productivity hours. If you have the most bandwidth for writing projects first thing in the morning, block all of that activity into the first part of the day. If you need to ease into the day, make your morning block your admin time, where you review materials or create reports. Consider batching similar tasks, even if they cross between roles, into time blocks to minimize context switching.

Take Time for You

Self-care is critical for efficiency. Building in breaks, even if you are not time blocking, helps you maintain focus and

prevents burnout. These breaks should involve healthy activities like stretching, taking a walk (even if it’s just along office corridors), talking to a trusted colleague, or even reading a book. In addition to the planning involved in using time blocking or the Eisenhower Matrix, you also need to build in time for review and reflection. At the end of the day or week, assess what’s worked for you, and adjust accordingly.

Adding structure to your workflow helps reduce overwhelm and gives you back a sense of control over tasks that may have felt unmanageable. In turn, this allows you to fully capitalize on the opportunities that come with expanded responsibilities.

Do you work with or know a TWUA Member who goes above and beyond in their work or in community service? TWUA has an Awards Program and is seeking nominations for the following awards. Nominations should be emailed to twua@twua.org and must be received by May 31, 2025. Awards will be presented during the Awards Ceremony at the 2025 TWUA Annual School on Monday, September 8, 2025 in Waco.

1. The W. T. “Doc” Ballard Memorial Service Award (to be presented to one who has served TWUA and the water utilities industry for a period of 20 or more years.)

2. The Daniel C. Allen Memorial Distinguished Service Award (to be presented to one who has served TWUA and the water utilities industry for a period of 15 or more years.)

3. The Outstanding Professional Award (to be presented to one who has exhibited dedication to the water utilities industry and TWUA for 5 to 15 years.)

4. The Outstanding New Professional Award (to be presented to one who provided exemplary service to the water utilities industry and TWUA in an exemplary manner and has been employed for no more than 5 years. )

5. Exemplary Service Award in Education and Training (to be presented to someone who gives of themselves in service to the education and training of TWUA members or others employed in the water utilities industry.)

6. Exemplary Service Award in Public Education (to be presented to someone who gives of themselves to serve the need for improved public awareness of the importance of water and of the issues involved in the water utilities industry. Recipients must have performed acts of service such as giving talks or demonstrations, conducting tours, utilization of the news media or other methods involving the public served by the industry or local utility.)

7. Association Leadership (to be presented to an individual who has shown exceptional leadership skills in the Association or one of the subsidiary Regions, Sections, Districts, or Chapters.)

8. Community Improvement (to be presented to one who has been instrumental in bringing about a significant improvement in the protection of the public health or the water related environment in the community in which he/she serves – must have rendered service far above and beyond the normal demands of the employment position held.)

9. Community Service (to recognize one who has served his/her community in a nonindustry related manner, thus causing favorable reflections on the water utilities industry or TWUA. Examples may include activities related to a civic organization, church, or other religious group – must have demonstrated care, concern, benevolence, kindness or other traits normally associated with philanthropy and humanitarian acts in his/her community.)

10. Heroism (to recognize an individual who has performed an exceptionally humanitarian act, whether on the job or in their private life, which demonstrated endurance, civic concern, bravery, courage, nobility or other traits normally associated with heroism, but not have shown disrespect for their own life or safety.)

Operator of the Year Award (to recognize water and/ or wastewater operators who have shown themselves to be worthy of recognition. This award is presented in the following ranges of population served:

1. 0 – 1,000

2. 1,001 – 10,000

3. 10,001 -30,000

4. 30,001 – 60,000

5. More than 60,000
