Dates for Annual School 2023. The dates for the 105th Annual School in Corpus Christi, are September 18th – 21st 2023. This will be Monday thru Thursday. The events have been pushed forward a day. Opening Session and Awards will be Monday. The school will begin Tuesday and conclude with vendor move out at noon Thursday.

For the last six months in each of my articles for the Journal have been focusing on expansion of the membership, retention and engagement of our members and participation of the members. These are important issues facing our association. However, this month I intend to tack a little off that course and discuss another area important to the growth of our association. That is recognition of our members contributions. While member appreciation is about showing our members we care about them, member recognition is about acknowledging and celebrating their achievements and impact on our organization. Every year at our Annual School we recognize members of TWUA who choose to dedicate their time and skills to improve our association. All of you who have attended the TWUA Awards Ceremony have witnessed the efforts of our award recipients. Have you ever wondered how the award nominees are selected? The awards committee receives the nominations from you the membership. From your nominations the committee selects the award winners. You are the eyes and ears of the awards committee. You know the member(s) who do that little bit extra to help our association thrive. Any member can make a nomination no matter what your position in the association, you don’t have to be an officer or member of a committee. If you have someone in your chapter, district or region, whose contributions make your meetings or events better it is important their efforts be known.
In recent years we have seen a drop off in nominations. We need to reverse that trend. Don’t assume someone else will submit nominations. Don’t assume that the contributions of members of your district are too small or not worthy of recognition. Don’t assume that your nomination won’t be considered because you’re not an officer or committee person. Don’t assume that the committee has plenty of nominations and yours isn’t necessary. Don’t assume that you are too busy, and you don’t have the time to nominate someone. It’s up to all the members of TWUA to recognize those who have made that little extra effort and to encourage other members to do the same. I know that each of you know someone in in the organization that puts for that extra effort, both big and small to make our association better.
It’s easy to nominate someone. It takes very little time, and you don’t have to be a master of the King’s English to submit a nomination. You won’t get points deducted for spelling. You will be doing your part in improving our association. Your contribution is invaluable to the success of TWUA.

In West Texas, Lake Spence is sitting at 17.5 % (- 0.3 %). White River is sitting at 12.6 % (-0.5 %). Panhandle - Lake Meredith is sitting at 30.2 % (- 0.1 %), and Greenbelt is at 11.5 % (- 0.1 %). If you want a complete look at current lake levels, go to waterdatafortexas.org. The drought has never left for some.
Annual School – the 105th Annual School will remain in Corpus Christi. The dates are September 18th – 21st, 2023. After the 100th anniversary, it was suggested that the association make each upcoming 5th year a special event to acknowledge and commemorate the association and those who have served in management positions. Not sure at this point the specifics on how the 105th will be celebrated, but please, make plans now to come and be a part of this historic accomplishment. Registration is now open for the host hotel (Omni) and class registration.
Mark your calendar for the 2023 Regional opportunities
– Amarillo will kick off the regional events beginning April 4th – 6th, 2023. Beaumont will be April 24th – 27th, 2023. Abilene will be May 9th – 11th2023. Arlington will be May 15th – 19th, 2023. Killeen will be June 6th – 8th. 2023. San Marcos will be July 11th – 13th, 2023. Longview will be August 28th – 31st, 2023. Fort Stockton will be August 14th – 17th, 2023. Lubbock will be November 7th – 9th, 2023.
The entire regional calendar and links to all the fliers will be activated as soon as possible, so you can register for any region now, using budgets more efficiently.

What do these items share? April 3rd, the Panhandle Region (Amarillo) kicks off the Regional School in-person training for TWUA. Then April 24th, the Southeast Texas (Beaumont) Region will host their Regional School. If the April regional events are not a good fit for you, how about
Central West Texas (Abilene) the week of May 9th – 11th or North Texas (Arlington) on May 15th – 19th Fliers and registration information are available on the TWUA.org website.
There are “sunk costs” or upfront expenses associated with all TWUA Live In-person training events. For things such as securing meeting locations, training manuals, and hiring instructors (to name a few), the regions have to “walk in faith” and trust that those needing training will participate. Sadly, for some traditional regional events, 2023 will determine if that particular regional event can continue. Even Annual School in 2022 had issues meeting the room block at the Omni.
District Meeting Attendance – TWUA maintains that the monthly district meeting concept is the best way to obtain renewal hours and build contacts. Sharing information and problem-solving can easily happen in this monthly meeting format. How long has it been since you attended a monthly district meeting? As the commercial used to say, “well partner, that’s too long.”
In the early 1930s, in the Texas Panhandle, was a farmer who was tending to his biggest, most powerful horse named Buddy. When up came a stranger walking and said that he had driven his car into the ditch just down the road and he was in need of assistance. The stranger
asked the farmer if he thought his horse could somehow pull the car out of the muddy ditch. The farmer was considering the question when the stranger added that his car was small and did not appear stuck that badly. The farmer said he would bring his horse and take a look but made no promises. He went on to say that he would not attempt the pull if somehow the job might injure his horse.
When everyone arrived at the stuck car, the farmer did find the scene exactly as described. The farmer attached a heavy rope from the horse collar and rigging to the car and said he would give it a try.
The farmer then gave the command and said Pull Bailey, pull, and Buddy stood with a bit of tension on the rope, but the car did not budge. Pull, Casey, pull. Again, Buddy stood with pressure on the rope, but the car did not budge. Pull Ruth, pull. There was no movement from Buddy or the car. Then the farmer said, Pull, Buddy, pull,
and the car began to move. The farmer again gave the command, Pull, Buddy, pull, and the horse pulled until the car was out of the ditch.
The stranger was so grateful, he pulled some bills from his wallet and asked the farmer to accept. After several attempts to pay the farmer, the farmer finally accepted. The stranger then asked the farmer, why he called the horse by different names?
The farmer said, my horse Buddy, is blind. I had to make him think he had help pulling the car out of the ditch, or he might not have the power to pull on his own.
Moral – Sometimes, we won’t attempt to do something if we know we don’t have help.
Stay Safe, and Remember – we do not need all the operators in Texas to be a member of TWUA – JUST YOU

All are protection must follow the American National standards institute ANSI Z87.1 All eyewear worn as PPE must at the very least:
Provide appropriate protection;
• Have a safe design suited for the work that is going to be carried out;
• Be comfortable as possible without compromising safety standards;
Every day an estimated 1,000+ eye injuries occur in American workplaces. No matter where we work, flying particles, dust, splashes, or flying objects are apt to expose us to potential eye injuries.
• Splashes from harmful liquid chemicals such as acids or cleaning solutions;
• Flying debris, chips, and dust from grinding and windy conditions;
• Flying projectiles from objects colliding, falling, and or dumped;
• Loose straps, chords, or banding that breaks or snaps under extreme tension; and
• Extreme heat and light radiation from exposure to flames, welding, or torches.
• Fit snugly but not impede the movements of the wearer;
• Be durable;
• Be easy to clean and able to withstand disinfecting;
• Only be marked with the manufacturer’s identification; and
• Used in conjunction with proper training.
The last point is important. Employees must be made aware of what type of work situations require protective eye and face wear, as well as what type of PPE is appropriate for each job.

The Texas Commission on Environmental Quality’s Occupational Licensing section has been diligently working on revising and converting all licensing exams from paper to computer-based testing (CBT).
We are pleased to announce that beginning September 1, 2022, all TCEQ administered exams will be available at approved CBT centers. TCEQ will no longer conduct paper exam sessions, with exceptions for Americans with Disabilities Act requests.
The only two exams not offered via CBT are the OSSF Site Evaluator and the Landscape Irrigator exams, which are currently being administered by the Texas Engineering Extension Service (TEEX).
To register for any TWUA Training Classes – the preferred method of registration is using the online computer based electronic process, activated by clicking on specific event(s). For those who do not have internet as an option you may complete the registration form and fax to (512) 459-7124 and additionally you may contact TWUA Central Office @ 888-367-8982. Please Note – Due to recent increases for training materials, class costs have changed. Early Bird preregistration is defined to mean 30-days prior to any training event. All registrations received after the Early Bird period must pay additional registration fee. When we open a website, the site usually prompts us with a banner or pop-up message about our preferences for internet cookies. Generally, the site asks us to manage our cookie preferences or accept all cookies. But what is this purpose, and why is it important to understand how internet cookies work? Also, can cookies be dangerous, and are there different types?

There many different types of cookies. Session cookies can be single-session or multi-session cookies. Single-session cookies only record information temporarily and are erased when you close the browser or quit the session. At the beginning of my government career, I often worked with people labeled “challenging.” They were difficult to work with, would disengage from the team, and cause disruption. It wasn’t until I became a senior leader and led multiple city and statewide projects that I realized most people are not bad employees. They just needed to be managed, motivated, and engaged differently to become contributing team members.
Often, leaders give up and stop encouraging employees they feel are difficult to manage. However, spending a little time identifying the driving force behind the employee’s disruptive actions — and helping them redirect their perceived negativity — not only demonstrates your leadership ability but can make a difference in their engagement levels.
Opening a dialogue and using the below guide can help turn disengaged and seemingly difficult employees into team players and project champions.
• THE CHALLENGER
What they might say: “Why are we doing it this way?”
Engagement Style: Constantly asks for clarification on why certain activities are needed.
Employees displaying challenger behavior might need to feel heard or genuinely do not understand their assignment. Improving the challenger’s engagement level takes patience.
To help challengers use their skill of asking questions, assign them the task of identifying what questions the team might get from anyone reviewing the project. That information could help the team anticipate risk and be used to develop better status reports and business case documents.
• THE SABOTEUR
What they might say: “This is never going to work.”
Engagement Style: Constantly disagrees with the leader.
I know it is hard to believe, but the saboteur’s behavior might be out of fear. Fear of losing their job if the project is successful. Fear of not fully understanding how to perform their assigned task.
To turn the saboteur’s negative energy into a positive one, try talking to them to learn the source of their opposition to their
assigned task(s). Maybe more training is necessary to help them feel more comfortable. Perhaps they need to understand what happens to their job after the project ends.
What they might say: “This project is going to cause so many other problems.”
Engagement Style: Constantly points out what could go wrong.
Instead of being dismissive, keep listening to the OMG, as they may identify a problem or risk you overlooked. Give them the task of thinking through all the things that could go wrong and possible solutions if the situation occurs.
What they might say: “We already tried this in 1982!”
Engagement Style: Constantly brings up what was tried or done in the past.
The history professor usually has a wealth of historical agency knowledge, including past mistakes, lessons learned, and people to know.
Instead of becoming frustrated with the history professor’s comments, allow them to demonstrate their expertise by documenting the lessons learned from past projects, noting what worked and what didn’t.
What they might say: “I just don’t see how this will improve anything.”
Engagement Style: Is not motivated until they see results.
As a leader, you must engage this person often and provide frequent updates on the small wins and milestones as the project progresses. Usually comes around quickly when they become more aware of the frequent changes.
Most workers have the potential to engage with their work in a way that furthers the government organization’s overall mission and goals. Always stay true to your authentic and natural management style — but small adjustments can provide the encouragement and support some employees need.

There will be a Best Tasting Water Contest on Tuesday, May 9, 2023 with winners in two categories: systems serving less than 10,000 persons and systems serving over 10,000 persons.
