President’s Message
President’s Thoughts by Mike Norris
Greetings, I hope this finds everyone doing well. Continuing my theme of “You bring about what you think about.” We all face challenges and struggles in our everyday lives. We have family needs as well as work obligations that live in our subconscious. Is anyone feeling stressed right now by either of these? If we allow gloom and doom into our thought process or automatically think of all the negatives of our circumstances, we may not realize it, but we are causing multiple stress levels and health-related drama to guide our lives. There is a supervisor position opening in your department. You might be a positive thinker and see this as an opportunity to better yourself and your family. Or you might be thinking, why bother applying? I probably would not even be considered. Either way, you are probably correct. What if we simply look at all the challenges in our daily lives as opportunities? Instead of looking at a situation such as a child who woke up running a fever as just another obstacle not to complete work-related projects or tasks. Instead, look at the situation as a chance to spend time with your child and strengthen the family bond. You will need to get your mind right and switch on your nurturing and compassion. Children need to have positive memories of their younger years. There is a difference between sympathy and compassion. Sympathy looks at a problem and says, I’m sorry. Compassion looks at the same problem and says, I’m with you. My hope for TWUA and the members is that we never get too busy in our daily lives that we fail to respond to the needs of others with compassion. I am preparing to make the Amarillo Regional School as I write this. This school signals the beginning of a hectic regional schedule, but I am truly excited. Four live in-person training opportunities within six weeks. I am honored to represent TWUA and privileged to experience how large this state is. While serving as president, I will essentially go from Amarillo to McAllen (750 miles) and from Beaumont to Fort Stockton (600 miles), and several host locations in between. I want to meet and shake hands with as many of you as possible, so stop by the TWUA booth and let’s get to know each other. TWUA is hearing from the operators that they are ready for live in-person training, and on behalf of the regional events, we are pleased to hear this. My question to you is this, are the decision-makers of your entity as eager as you to approve out-of-town live training events? In other words, will you be able to support the TWUA regional events that are scheduled for 2022? As an organization, we are optimistic and ready to reestablish our regional training events, but so far, pre-registration at the April events is not inspiring. Then again, because of work obligations and staff shortages, water and wastewater people have never been able to plan and execute registrations more than two or three weeks in advance. In addition, we have current fuel prices and hotel rates to deal with; what do you say? These are questions that the management committee and I need your feedback on? I will ask Central Office to prepare a very simple electronic survey and distribute this survey via email to all association members to obtain a better perspective related to out-of-town live in-person training. Again, your honest responses will be most appreciated and helpful. I pray that 2022 brings you good health, blessings, prosperity, and purpose. TWUA President Mike Norris

so if you are in the Beaumont area, come join Bobby, Theron, and the board for a great educational event. Check the TWUA Website for the most up-to-date information related to TWUA Regional opportunities. If travel and being in crowds cause you concern or your employer has not approved travel, please look at the TWUA Computer Based Training options. (https://twua.org/online-class-dates). Also, there have been inquiries related to in-person classroom training. If this in-person training interests you, don’t hesitate to contact Norma Clark (n.clark@twua.org). What does the acronym DATL represent ?
In West Texas, Lake Spence is sitting at 23.6 % (- 0.6 %). White River is sitting at 17.1 % (- 1.0 %). Panhandle - Lake Meredith is sitting at 34.1 % (- 0.0 %) and Greenbelt is at 16.2 % (+ 0.1 %). If you want to get a complete look at current lake levels, go to waterdatafortexas.org. The drought has never left for some. Mark your calendar for the 2022 – Amarillo will be April 4th – 7th. Beaumont will be April 25th – 28th. Abilene will be May 2nd – 5th. Arlington will be May 16th – 20th. Killeen will be June 6th – 9th. McAllen is confirmed July 11th – 14th. San Angelo will be July 25 – 28th. Ft. Stockton will be August 22nd – 25th. Longview will be October 10th – 13th. Lubbock will be November 1st – 3rd. The links to all the fliers will be activated as soon as possible so that you may register for any region now, thereby making use of budgets more efficiently. TWUA is excited about the TWUA Regional Schools coming up. Amarillo kicks things off, and Bruce, Ruben, and the Panhandle Board would welcome your participation. A popular question related to Amarillo is, why schedule a training event at the same time that Texas Water is happening? Amarillo had to schedule the convention facilities three years in advance, and when they set the date, there were no known conflicts. The Amarillo Convention Center hosts many different events, and there was no other date available after Texas Water announced dates. We also have the Beaumont School, which is April 25th – 28th, 6 Texas Water Utilities Journal | www.twua.org
There is an old saying; you are not through until the paperwork is done . . . well, you are not registered for a state exam until you . . . Designate A Testing Location. Call the TCEQ staff in licensing for more information or the official statement related to the Exams, Licensing, and Computer-Based Testing. 512-239-6133 Dates For Annual School 2022. The 104th Annual School in Corpus Christi dates is September 26th – 29th, 2022. This will be Monday thru Thursday. The events have been pushed forward a day. The Opening Session and Awards will be Monday. The school will begin Tuesday and conclude with the vendors moving out at noon Thursday. We will have the information updated on the website soon, and the form will be live, so you could go ahead and preregister if you are looking for a legitimate budget expense. The Story Goes Something Like This – Just before the turn of the Century, in an old abandoned army fort, a Jesuit Priest opened a home for orphan and troubled boys. The Priest provided education for the first half of the day, and the boys each had chores and responsibilities like taking care of livestock and planting and harvesting a garden. The Priest would sell whatever was not needed to offset operational costs - kind of a cowboy-style farmer’s market. April 2022
Central Office News
This Priest was quite adamant that all students would learn and practice integrity not only with fellow students but also in life outside the walls of the old fort. One day the old Priest gathered all the students and said, my dear boys, as you can see, I am growing old and unable to provide for the needs of this school adequately. I do not wish to discuss finances or the concept of working outside these walls for money, but my faith grows weak that the Lord will supply all our needs. The only thing I can think of to keep the school from closing will be a challenge for most, if not all, of you. The boys came closer and listened attentively, for the Priest was a great teacher, and he displayed profound wisdom in his counsel and lessons. The city nearby is a city of wealthy people. Gold, Silver, and Copper had been discovered, and the people have more money in their wallets and purses than they could ever need. I want each of you to go into the city and follow those rich people as they walk around through the crowded streets. When no one is looking, you must steal their wallets, money belts, and purses. Remember, these people have more wealth than you can imagine, and the few dollars you relieve them of will be more than enough to keep this school functioning. But sir, the boys spoke in disbelief; you have taught us that it is wrong to take anything that does not belong to you. Thou shall not steal is part of the Golden Rule. Yes, indeed I have, the old Priest replied. It is wrong to steal, and I would not suggest such a thing if it were not absolutely necessary. And remember, you must not be seen or get caught. If anyone is watching or you sense someone can see you, you must not steal! Do you understand?
Good, now go, and remember, you must not get caught, for getting caught will bring much shame and disgrace. The boys slowly got up and quietly filed out of the building. The old Priest rose and watched the boys go. When the Priest turned back, he saw that one student was still sitting quietly in the corner of the room. Why are you here, and why did you not go with the others? Do you not want to help save our school? I do, sir, said the young boy quietly, his voice quivering. But you said we had to steal without being seen. I know of no place here on earth that my heavenly Father would not see me, and I would always see myself. I would know what I had done regardless of the good in my intentions. Excellent! Said the Priest. That is precisely the lesson I was hoping my students would learn, but you were the only one to see it. Now run tell all the other boys to return to the school before they get us all into trouble. The student ran and got all the others who had gathered nervously just out of sight of the school, trying to decide what to do. When everyone returned, the Priest gathered all the boys and told them the words the lone boy had spoken. Then they understood the lesson. Stay Safe, and Remember – we do not need all the operators in Texas to be a member of TWUA – JUST YOU ! ! ! !
The boys looked nervously from one to the other. Had their beloved teacher gone mad? Is he really asking them to risk their integrity? The Priest’s eyes and his passion was nothing they had seen before. Do you understand? Yes Sir, the boys said quietly. April 2022

Important Updates for Scholarship Seekers During the last five years, your Texas Water Utilities Association has awarded over $600,000 in scholarships to 302 applicants through the VM Ehlers foundation. The TWUA member donations and the VM Ehlers Endowment’s investments have increased the average amount of the scholarships from $1,000 in 2017 to $2,300 in 2021. The program has also made several improvements to the system, primarily how our endowment funds are managed and invested. Thanks to your efforts and generosity, the endowment has grown from $600,000 to more than $800,000. The Endowment Representatives are always seeking methods to improve and increase the scholarship awards and application process. The foundation is happy to announce further enhancements to assist our members and their dependents. In January 2023, two significant improvements will be made to benefit the applicants directly. First, the deadline for submitting applications for the 2023 24 academic year is being moved forward from July 1, 2023, to January 15, 2023. This is being done to allow processing of applications, awarding of scholarships, and, most importantly, the earlier mailing of checks so students will have them in hand before they begin the fall semester. Instead of sending the checks in late September, checks will be sent in late June. The application submission deadline will remain January 15 from 2023 forward. With this new submission deadline, it is even more important for the applicants to get their information in on time. This will be even more important to those who are in high school. Best advice: don’t wait until after the Christmas/New Year’s holidays to apply for a “State of Texas Academic Achievement Record.” Instead, it is recommended you request your records before December as early in the fall as possible. We have spoken with counselors and administrators at several school districts, and they indicate it is possible to get your records before the January 15 deadline, but they stressed that requests must be made early. Check with your high school counselor for advice on your specific situation.
and awarded points for the number of years the applicant or sponsor of the applicant has been a member of TWUA, their major course of study, the applicant’s plans after completing their degree, household income, academic record, and extracurricular activities. After January 2023, extra (bonus) points will be given to member applicants and applicants sponsored by members who are actively participating in TWUA events. Applicants will be awarded two points for each district meeting the member attended during the previous five years, and 15 points will be added for each year a member has served as an officer in a district, regional, or state organization. Currently, the average score on an application is 35 points, so a member who is active in the Association can easily double their or their applicant’s score. Scores above 60 points will receive additional funding based on available money. To receive these bonus points, applicants must attach a copy of their member’s TCEQ training record of meetings or have their district, regional, or state secretary provide a letter attesting attendance or verifying service as an officer during the last five years. The Endowment Representatives and Board are confident that these changes will improve the scholarship application process and the applicants’ experience. If you need additional information, feel free to contact any board members for assistance. They can be reached at:

Field News
Bandwidth and Training Bandwidth in this context is referring to the amount of electronic data that can be transferred from one point to another in a specific time. Bandwidth was initially expressed and measured as bits per second (bps). Today bandwidth is measured in Mbps or (Megabits per second). Some speeds even measure in Gbps (gigabits per second) and even Tbps (Terabits per second). To oversimplify this discussion, think of bandwidth as water flowing through a pipe. The larger the pipe, the more product can freely flow or be pushed. As users transition to web browser-based applications, one of the problems they must deal with is internet speed. Few things frustrate a computer user, like buffering. Buffering might occur when a user attempts to open a video file, like streaming a movie. Relevance to water and wastewater industry? Most plants have computers that are tied into a network. Some may be a stand-alone unit. Both might have remote monitoring and work applications running. Things like SCADA are used to monitor pressures, start and stop pumps and motors, etc. Then someone might say it would be great to monitor the plant access or keep an eye on the events occurring at the plant, so several high-definition security cameras are added. A pandemic event occurs, and required operator training goes from live instructor lead classroom events to computer-based training events. The operator/staff needs training, so the supervisor says, sign up Billy Bob for a 20-hour computer class, and he can use one of the desks with a computer workstation at the treatment plant. Billy Bob comes to the plant for class, and there is enough bandwidth available to access a web browser (Chrome, Firefox, Edge, etc.), and he does all that is needed to arrange for the class. Perhaps the following morning, Billy Bob shows up, signs in, and access the training provider’s web address provided in the registration process. Shortly after that, the supervisor uses his laptop to make adjustments through SCADA. And someone pulls up at the gate, and the lead operator wants to take a closer look, so he accesses the security cameras. Another operator is preparing and submitting TCEQ reports. Poor Billy Bob now begins experiencing “Buffering,” or his screen freezes, and he either only has audio, or the electronic class stops altogether.
Bob is the only student expressing concerns about buffering or choppy video. What Billy Bob does not want to hear is, that the problem seems to be on the user’s side or end. Meaning there is not enough internet bandwidth available at the plant to support all the applications that are running and fighting for bandwidth. Some entities have IT departments and staff support. In some cases, it is not a big problem for the IT staff to dedicate more resources to the treatment plant. Small systems and individuals are left to face the internet concerns on their own. The main point of this discussion is that plants, offices, and facilities should review their internet needs and capabilities. If the internet load justifies, make plans to address the current and potential internet needs. TWUA has several steps in place to monitor attendance, participation, and comprehension, so for some allowing the worker to attend class from home could be an option? For TWUA, as long as you have a laptop with internet capabilities, a standard browser, and a telephone, you can attend class. Internet bandwidth is one of the possible reasons for buffering; you also have resource allocation on the PC, which are influenced by which programs are open and/or running in the background while trying to view the video. Programs use memory (RAM) and require processing time (CPU). If too many programs are open, each one loads into memory and requires additional memory to execute, and every process they spawn requires processor time. When the PC does not have enough memory, it will use the hard disk as temporary storage to be able to execute; this is called SWAPPING. An example of something that will slow down the perceived performance is something like the Anti-Virus Software running in the background and possibly scanning files. Multiple browser windows open at the same time can also contribute. Together with the bandwidth, all of these things will influence your experience when streaming the video. Help TWUA provide the best electronic learning experience by verifying your internet capabilities.
Billy Bob is now frustrated and calls the training provider and says he is experiencing issues. The Training Provider verifies equipment, monitors the electronic classroom, and sees Billy 28 Texas Water Utilities Journal | www.twua.org

WIPES IN PIPES
With Micro-Solve® microorganisms multiply. This reduces the grease that binds wipes together. Micro-Solve® reduces the risk of contact with disease.
Wipes when flushed and combined with other products and grease that is poured down drains, create "fatbergs". Once they enter the sewer lines, they can accumulate and cause backups, damaging the city's infrastructure.
