President’s Message

Humbled! by William “Bill” Brown

I am truly humbled to serve as your 94th TWUA President. I hope to serve with honor, grace, dignity, professionalism, and style. I will explain in just a bit. I would like to say thank you to the 93 people who proceeded me. The dedication it takes to become president is a huge time commitment. And without the full support of each of our employers (Board of Directors, City Councils, Supervisors, etc.) it would be impossible. To the Jonah Water Special Utility District Board of Directors (my 9 Bosses) I say thank you. Thank you for insisting Jonah Water SUD take an active role in effecting change in the water and wastewater industry. Thank you for allowing not only myself, but for allowing and encouraging our staff to get involved. I currently serve as the Chairman of the Central Texas Region. I will be followed by my Assistant General Manager Vicente Carrizales (current Capital Area District President) who will be followed by our Customer Service Technician Scott Pike (current Capital Area District Board Member). To those who work for JWSUD and say, “GM” doesn’t stand for General Manager, it stands for Gone Mostly, we owe you a debt of gratitude; Thanks for picking up our slack. To my Executive Assistant Erica Guerrero, I apologize, you have a lot of work to do! To my wife (Stormi), thanks for all your love and support. I could not do what I do without you! I said I would explain, so here it goes. Honor: adherence to what is right or to a conventional standard of conduct: Grace: a controlled, polite, and pleasant way of being. Dignity: formal reserve or seriousness of manner, appearance, or language. Professionalism: the conduct, aims, or qualities that characterize or mark a profession or a professional person. Style: a distinctive manner of expression. Most of you don’t know me. But I promise I will have a good time doing whatever I am doing. Feel free to cavil and rant ye prudes who will of laughter and frivolity; somehow the true things we feel leak out when laughter flows in! I pray, I adhere to the five definitions above. I may not always do things the easy way, but I will try to do what’s right. But get ready we are going to have a good time! We are going to laugh and make memories. But most importantly, we are going to start the process of gaining the professional respect of those we serve. In the words of Drake; “Started from the bottom now we here!” (baby boomers, google it) Sincerely,

Bill Brown

ather, we pause and acknowledge, you are the creator of all. We need you, and we welcome you in all we do. We come into your presence, seeking your grace, your mercy, your guidance, and forgiveness. Father, continue to bless us as only you can. We pray for your favor and ask that 2020 will be a great year. We ask that you protect, watch over, direct, guide, and bless TWUA. Amen In West Texas, Lake Spence is sitting at 27.0 % (+ 0.4 %). White River is sitting at 18.0 % (-0.3 %). Panhandle - Lake Meredith is sitting at 42.0 % (+0.1 %) and Greenbelt is at 20.2 % (+0.2 %). If you want to get a complete look at current lake levels, go to waterdatafortexas.org. TWUA and the Management Committee would like to acknowledge and thank you for your support of association training events. We understand that you have many options for operator training, and we thank you when you choose TWUA. school tab. (NCTRS.Com) Central Region - Killeen – Bill Brown and the Killeen Board would like to invite you to be a part of the Central Texas Regional School in Killeen. This TWUA Training event begins June 1st, and more information is available in this journal or on the website under the regional school tab. Annual School Recap – Great Event! From the student surveys and feedback, this was a successful training event. After the last board meeting, the opening session was performed, and if you have never witnessed the reading of members who passed since the last school, with the playing of taps, and invocation – brings goosebumps. The incoming Vice President recommended by the Nominations Committee is Jim Siddall. Jim has been active with the V. M. Ehlers Scholarship trustees. He is a District Secretary for White Rock District; he is a past Chair of the North Central Texas Region. Recently retired and has a passion for the association and its mission. Looking forward to working with Jim. The Management Committee rotated positions, and John W. Krause rotated to Chair of Management Committee, and William L (Bill) Brown assumed the President’s position. We are looking forward to working with Bill. It has been suggested that Bill enjoys having fun, but I assure you I have witnessed the serious side. Bill gets really serious when it comes to operators and the promotion of operators as Professionals. Read his articles and provide feedback. We could not successfully provide the event known as “Annual School” without the instructors. They receive a small travel stipend, but for the most part, they volunteer their time and enjoy sharing their knowledge and experience. On behalf of TWUA, I would like to extend a heartfelt thank you, to all those who were instructors for the 102nd Annual School. TWUA is also blessed with many volunteers who assist in all aspects of Annual School. Some came to load the truck, some were in Corpus to assist with the unloading of items, some carried books and dry erase boards to classrooms, some helped with registration, some helped with the vendors, some helped with the various board and committee meetings, some helped with A and AA luncheon, some helped with the meet and April 2020

greet, some helped with the washer tournament, some helped with casino night, and some were just there to help in any way asked. If you are one of these volunteers, thank you. To TWUA Central Office staff – I realize things get a little busier and workload increases around Annual School, so I want to thank you for your hard work, and say job well done. The annual Awards Program was presented, and all recipients were very deserving of the recognition. The association’s highest award for meritorious service was presented to Mark W. Routon. Mark’s credentials are impressive. His dedication to TWUA is to be commended, and he is a ‘dadgum’ all-around good guy. Congratulations Mark. We had tremendous vendor support, and the students were about what was expected. Feedback for both Vendors and Students was positive, and we have already begun the planning process for the 103rd. Mark your calendars – 103rd Annual School is February 28th – March 3rd, 2021, in Corpus Christi. If you have been to Annual School in Corpus Christi, thank you for your support, and if you have not experienced the current host site, come give it a try. Corpus in March is a pretty good place to be. Website update – We recently updated the association’s website, and would like to ask that you take a look and give us your feedback and thoughts. What tools or what might we consider adding that would make your job performance easier and more effective? Flow calculator, Dosage calculator, etc. ? This website update is in preparation for the User Paced Training Classes. The User Paced or OnDemand Training is not available as we speak, but keep checking the website and watch for updates.

The one who got slapped was hurt, but without saying anything, wrote in the sand “Today my best friend slapped me in the face”. They kept on walking until they found an oasis, where they decided to take a swim. The one who had been slapped got stuck in the mire and started drowning, but the friend who had earlier slapped him broke a branch from a nearby tree, and use it to save the one who was in trouble. After he recovered from the near drowning, the grateful friend etched on a stone, “Today my best friend saved my life”. The friend who had slapped and saved his friend asked him, “After I hurt you, you wrote in the sand and now, you write on a stone, why?” The other friend replied, “When someone hurts us, we should write it down in the sand where winds of forgiveness can erase it away. But, when someone does something good for us, we must engrave it in stone where no wind can ever erase it.” The Moral of the Story: It’s much easier to hold a grudge when you feel wronged, but never close your heart to forgiveness. Sometimes we are all too consumed with our own emotions that we are temporarily blinded by hate or grief. Negative emotions will only bring you down. Author Unknown Remember – we do not need all the operators in Texas to be a member of TWUA – JUST YOU ! ! ! !

The Story Goes Something Like This –

Value the Things You Have In Your Life The story begins with two friends who were walking through the desert. During some point of the journey, they had an argument, and one friend slapped the other one in the face.

Field News

Did You Know? One of the many benefits of membership in the Texas Water Utilities Association is the college scholarship program provided through the V. M. Ehlers Foundation. Since its establishment in 1959, the foundation has awarded hundreds of scholarships to members and dependents of members. Last year the foundation provided more than $158,000 in scholarship funds, with an average award of $2,000. The Ehlers Foundation is pleased to once again, present scholarship assistance to members and their immediate, dependent family members who wish to further their education by pursing a college degree or their career direction at a vocational/ technical school. However, selection of scholarship recipients is competitive, and awards are weighted toward students who intend to pursue a course of study and career in the water utility industry. You can obtain an application from the Texas Water Utility Association website at: www.TWUA.org. When you open the website scroll down to the V.M. Ehlers Endowment tab, then click on V. M. Ehlers Scholarship Application. To be eligible for scholarship assistance from the V. M. Ehlers Foundation, Inc. you must: • Have been an active, individual-dues paid member of the Texas Water Utilities Association, or an active dues paid member of a Sponsoring Organization that has a fully vested Endowment within the Foundation for a period of not less than twelve months preceding the date the application is received by the V. M. Ehlers Foundation, Inc. or be the dependent son, daughter or spouse of an active individual dues paid member. • Agree to pursue a course of study that is related to the water utilities industry. • Submit an application to the V. M. Ehlers Foundation, Inc., which is postmarked no later than July 1st of the current year. • Provide a post graduate high school 10 Texas Water Utilities Journal www.twua.org

transcript, GED or university grade report which documents your current academic status. As you get ready to apply for a V. M. Ehlers college scholarship, keep in mind that you must meet the qualifying criteria and provide certain documents. The following tips may help you complete a successful application: • Be careful and through. Make sure that you complete all sections of the application. Use the current version of the application on the TWUA website. The application has been revised and previous applications may not provide all necessary information. Please write or print legibly. Please provide a method to contact the applicant. Sometimes the selection review committee may require additional information from the applicant. Telephone and email requests for information are time-sensitive Pay attention to details. Send in what’s requested and proofread everything. Typos and missing materials can be the difference between winning or losing a scholarship. Complete all sections of the application. Some important areas of the application which applicants sometime miss are. Are you a member of TWUA or WEAT? Or are you a legal tax dependent of a member? How long have you been a member? What degree plan (major) do you plan to pursue? What career to you plan to pursue after completing your training. Tell us about your membership in TWUA or WEAT. Complete all questions about your (or you parents) income and number of members of the April 2020

Field News household. • Be honest. Don't exaggerate your grades, memberships, skills, or qualifications You’re more likely to receive a scholarship if you provide an honest description of your interests and abilities. • Be proactive. Describe how your degree and career plans relates to the water utility industry. Check the “CRITERIA FOR RECIPIENT SELECTION” example at the end of the application to ensure your application covers all the listed criteria. List all your hobbies, extracurricular activities, scholastic honors and special studies. Many of these activities boost application score.

1, 2020. However, the sooner you submit your application the more time the review committee has to evaluate your qualifications and provides time for you to respond in case there are questions. What’s at the end of the rainbow? The Texas Water Utilities Association and V. M. Ehler’s boards and members hope it is one of the 2020/2021 scholarships for you or your dependents. If you need assistance please feel free to contact : Jim Siddall (469)371-8487 1jsiddall1@att.net, Norma Clark (423)5281608 n.clark@twua.org or Henrietta Adee (512) 279-8129, h.adee@twua.org.

CUSTOMER SERVICE: THE HEART OF PUBLIC SERVICE Debra Fox – GovLoop If I’m being entirely honest, I was somewhat reluctant to write ANOTHER article about customer service. Probably tied for most popular workplace topic, alongside articles on “stress in the workplace”, aka, next week’s blog. However, after, some serious contemplation I came to the understanding that customer service is the heart of most organizations, especially within public service, and it deserves the attention it receives. Customer service, in its most basic interpretation, is the direct one-on-one interaction between a consumer and a seller. So, customer service only applies to the retail and hospitality industries, right? Wrong! In its broadest sense, sustomer service is simply about meeting the needs of others. Something the majority of us do each and every day of our lives, at work and home. As a public servant, we provide customer service to the public and act in the public’s best interest. Frequently, public service is performed for those who are in need. Even though the task performed for them may not seem like much, it may make a world of difference in the life of the person receiving it. Within the public sector, exceptional customer service has the potential to change a person’s life for the better. Here is a mnemonic, also known as a memory aid to help

you remember three key concepts of exceptional customer service: (C-A-N) Consistency – Customers wish to be treated well, respected, understood and to get the services they want. They want a good experience and the assurance of having the same good experience every time they seek your services. Attentiveness – Divided attention is a cognitive ability that is very important in our daily lives because it makes it possible to carry out tasks quickly and efficiently. You might know this as multitasking. Sustained attention, is the ability to focus on a specific task for a continuous amount of time without being distracted. While difficult, I believe this is the best method to ensure high-quality customer service. Nice – First impressions, make lasting impressions and are unlikely to ever change, so it’s important to think about the impression you want to leave. Be mindful of your mood, and make an extra effort to be polite and respectful even when you do feel like it. My advice…just be nice! “People don’t care how much you know until they know how much you care.” – Theodore Roosevelt
