Cudgen Connection rezoning approved

THE PROPOSED $300-million Cudgen Connection development on the Cudgen Plateau has been given a green light from the state government planning panel.

The proponents, partners Digital Infratech and Centuria Capital Group, were seeking to have the 5.7-hectare site at 741 Cudgen Road, next to the Tweed Valley Hospital, rezoned to construct a private hospital, university campus, mental health hospital, worker housing, childcare and retail to support essential workers, medical suites, a private medi-hotel and a research facility.

The Northern Regional Planning Panel has ruled that the rezoning of the site should be allowed, subject to amendments to the proponent’s planning proposal.

According to the record of the public decision published on July 6, the vote wasn’t unanimous.

“The Panel’s decision was 2:1 in favour, with Pat Miller considering the proposal should not be made, given: The Tweed Shire Council Mayor’s presentation made at the public briefing, noting concerns regarding the site falling outside of Council’s strategic planning area,” the decision, posted on the NSW Planning Portal website, stated.

The key amendment called for is a provision for affordable housing, which opponents say the applicant could not guarantee at the public meeting.

“The Panel also requires at least 75% of the dwelling as affordable rental housing to be managed by a not-for-profit agency for a period of at least 25 years,” the determination states.

The Tweed Shire Council mayor, Chris Cherry, had argued the proposed development would see more than 1,000 staff employed (after construction is completed) with accommodation for just over 300 planned.

She called it “an incredibly disappointing outcome for the Tweed after decades of promises from both sides of government that they would respect the protection of state significant farmlands.”

“This development has been foisted on us and we simply do not have the water supply for it,” Cr Cherry told The Weekly.

“We explained that to them in the public hearing so I am not sure how this development is going to get water.

“If the state government is going to approve things like this, against Councils strategic planning then hopefully they are going to fund the dam upgrade.”

The Kingscliff Residents and Progress Association (KRPA) had also spoken against the development at the public consultation two weeks before the decision was made public.

“A disappointing but not unexpected outcome, given how this has been playing out over some time now,” a spokesperson from the Kingscliff Residents and Progress Association.

“However, there is a lot more to come on this as the proponent is now required to submit an amended planning proposal, which will then be further assessed by DPHI before being presented for the Minister’s decision.

“We will not waste this time and will be following through with our elected representatives (whose silence remains deafening), the Premier and ministers to address this shambles of a process.”
