Dear Readers, Innovation in the automotive industry has witnessed a resurgence in recent years, responding to growing concerns over climate change and the integration of smart technologies. As more of the world embraces disruption in this sector, the focus on safety and quality standards will become increasingly paramount. This issue delves into the intricacies of what it takes to make this new age of mobility viable and compliant with the highest of standards set by automotive regulatory bodies around the world.

As new frontiers of innovation like driverless technology gain traction, its unaddressed safety issues are no doubt a cause for concern. Some automakers like Toyota have taken a more progressive view, requiring artificial intelligence (AI) to take control only when a safety necessity calls for it.1 The automaker giant plans to inject $1 billion into its new Toyota Research Institute over the next five years to spearhead AI breakthroughs that will help drivers anticipate and evade potential danger.

Additionally, we are also pleased to announce the launch of TÜV Rheinland’s tire testing laboratory in Indonesia, a strategic regional base set up to cope with the exponential growth of transportation needs in Southeast Asia.

News Flash Children’s Art Poster Exhibition – Planting Trees for a Greener Planet The TÜV Rheinland Forum in Japan is exhibiting prize-winning artworks from an art competition which is held each year since 1962

by Kanagawa Trust Midori Foundation. The competition is open to elementary, junior and senior high school students in Kanagawa Prefecture, Japan. All of the exhibited artworks illustrate the motivations and thoughts of children and raise awareness on the importance of planting trees for a greener planet.

TÜV Rheinland Korea Art Gallery From April 4th – June 30th, 2016 TÜV Rheinland Korea Art Gallery in Seoul headquarters exhibited artworks by Mr Jae-Young Park. Mr Park says, “The goal of the project was to describe, through pictures, ordinary life in the complex city. I took photographs of subway stations, streets and buildings, and I recreated images by mixing and editing on a computer. Through my photographs, I want to expose a different view which is unnoticed in daily life.”

Japan: First Comprehensive Testing & Homologation Service for Onboard Camera Monitor Systems On 11 July 2016 TÜV Rheinland Japan began offering the first testing and homologation services for onboard camera monitor systems provided by a third-party certification body in Japan, in response to amendments to UN Reg. UN-R46 04, effective 18 June 2016. The service incorporates approximately 20 tests, including display speed and system capability to function as human vision.

TÜV Rheinland Japan Certifies 27 BMW Group–Authorized Body Shops TÜV Rheinland Japan audited 56 body shops authorized by BMW Japan Corp. and certified 27 of them. TÜV Rheinland Japan began auditing BMW Group–authorized body shops in 2013. In 2014, the audits were enhanced with the inclusion of TÜV Rheinland Group’s own car bodywork checklist items in the BMW Group list. Certification by an independent inspection agency is one of the most important benchmarks for measuring the quality of car body repair shops. TÜV Rheinland Group provides audit and certification services as well as consulting services for car body repair shops around the world.

Asian EV markets Amongst the Asian countries, EV sales in Japan stood out. However, the shortage of fast-charging stations on highways has resulted in long waiting lines, limiting EV use mostly to commuters.

What does an EV future look like?

It is said that autonomous driving systems could be a reality by 2025.

Toyota has announced its plan to install automatic brakes in almost all its vehicles by the end of 2017,

and an automatic brake system has already been installed in almost half of its existing models.

The advancement of ‘connected car’ technology coupled with autonomous driving will bring about a new era of motoring.

The technology required to get to the next generation of vehicles To promote full-scale use of these new generation vehicles, a variety of evaluation and verification systems will be needed to ensure safety and efficiency, and a neutral testing and certification company like TÜV Rheinland will play an important role.

First Independent Tire Testing Laboratory

TÜV Rheinland Launches First Independent Tire Testing Laboratory in Indonesia The facility supports the Indonesian government’s initiatives to boost industrial competitiveness and reduce road accidents.

In a move that promotes road safety and tire manufacturing quality, TÜV Rheinland opened the first independent tire testing laboratory in Indonesia. The facility is fully certified by the Indonesia National Accreditation Body (KAN), and is qualified to provide tire testing and approval services for passenger car, truck, bus, and motorcycle tires for compliance with the latest national and international standards.

Industrial Competitiveness through Increased Standardization “The growing population in Indonesia is driving demand for rapid, reliable, and above all, safe transportation. As a leading independent international provider of technical services for testing,

The tire testing capabilities of the lab are comprehensive and in compliance with tire testing standards such as Indonesia SNI 0098, 0099 and 0100 for passenger car, light truck and light bus, SNI 0101 for motorcycle, UN ECE-R30, R54 and R75, Japan JIS D4230, and Brazil Inmetro R165 and R205, among other standard-setting bodies.

Going Green, Going Safe An increasingly competitive automotive industry requires constant alteration and an emerging key trend is eco-friendliness coupled with advanced safety.

The automotive industry is facing huge challenges, some of which are: ▪▪ additional safety features require additional weight and energy resources, ▪▪ additional weight on fuel efficiency, and, ▪▪ lightweight material (Al, Mg, Carbon composite etc) costs more and in turn reduces demand for these vehicles.

Automotive brands and manufacturers have made significant improvements in this regard by developing highlyefficient drivetrains, alternative power sources, as well as lighter, but stronger construction materials. For instance, there is an uptake in the use of fully electric and fuel-electric hybrid drivetrains, combined with fast-charging battery technologies, which allay range anxiety among users of plug-in electric vehicles (EVs) and hybrids.

The increased dependence on technology for safety and performance comes with potential risks. For example, the high energy density of batteries used in EVs can sometimes lead to fire or explosions when damaged in a crash, or if they overheat while charging. The risk for post-crash chemical reaction due to cell damage may result in explosion even weeks after the accident (crash).

Testing for Electrical Systems Automotive manufacturers need to fully understand how varying operating conditions limit the life and usage cycle of battery systems through extensive testing and modeling, and developing sophisticated algorithms to track and predict various parameters, including state of battery charge and health, among others.

We also provide testing and certification for charging systems and their related components, such as connectors and cables.

Our testing services include EMC, UL standards, field labeling, IEC/ DIS 61980-1/-2/-3, V2H systems and grid connectivity testing. Our testing capabilities include external leakage or durability, to guarantee component type approval. Our experts also perform Conformity of Production tests for such components.

Testing for Environmental Impact The tire’s rolling resistance can significantly affect carbon emissions; the lower the rolling resistance, the lower the friction levels between the tire and the road surface. However, this also needs to be balanced with an adequate level of friction while braking to ensure enough stopping power depending on the weight of the vehicle.

Seminars and Certificate Awareness of ISO/ TS 16949:2009, Indonesia ISO/TS 16949:2009, in conjunction with ISO 9001:2008, defines the quality management system requirements for the design and development, production and, when relevant, installation and service of automotive-related products. TÜV Rheinland Indonesia supported companies in the automotive industry with a seminar “Awareness of ISO/TS 16949:2009” in March 2016. Nearly 40 participants attended to understand the elements of ISO/TS 16949:2009 standard.

REACH Regulation Compliance - Sustainable Development, Vietnam With state-of-the-art equipment, TÜV Rheinland Vietnam’s Softlines laboratory brings one-stop services for manufacturers and buyers around the world in accordance with national and international standards. As an added value service, TÜV Rheinland Vietnam conducted a seminar “REACH Regulation Compliance - Sustainable Development” in March 2016 for existing and prospect clients.

The participants learned about chemical management in context, the basics of REACH Regulation, Substances of Very High Concern in the Candidate List, and REACH Restriction List.

Enabling Clients to Meet the Mark

Tire SNI Approval (Indonesian National Standard) for Indonesian Market The tire industry in Indonesia is bound by SNI Regulation numbers 0098:2012, 0099:2012, 0100:2012, 0101:2012 and 6700:2012. Decree 03/BIM/PER/01/2014 from the Ministry of the Industry Republic of Indonesia stipulates that local or imported tires must have an SNI certificate for each tire category. The auditing process for tires includes the checking of client compliance with the ISO 9001:2008 Quality Management System, validation of product and manufacturing process knowledge, and sampling for testing in the tire laboratory facility. Various testing includes marking check, dimension verification, bead unseating test, breaking energy test, high speed and endurance test.

Auditing Challenges The most common challenges encountered with this type of audit are markings which do not comply with the relevant regulation and inconsistencies in following the quality control plan. To avoid these problems, the client should understand the regulation, in particular the marking requirements, and regularly update the quality control plan according to the actual process.

Long-term Solutions On one occasion during a tire surveillance audit, the client informed the auditor that the tire product did not pass the test according to SNI standards. In order to provide proper assistance to the client, the auditor conducted a root cause analysis and proposed corrective actions to fully address the finding. The client has reported that since then, they have never had the same problem and the tires continue to meet the standards requirements.

CoC for Vehicle Imports in Thailand Since the beginning of 2016, the implementation of the CO2 Reduction – New Excise Tax and Eco-Sticker scheme has subjected vehicles sold in Thailand to an excise tax based on CO2 emissions, E85-gasohol compatibility and fuel efficiency rather than engine size. This requires all manufacturers and importers of passenger vehicles to display an eco-sticker on the windscreens of all new cars so that buyers are aware of the CO2 rating, emissions, safety and fuel economy figures.

Mandatory Requirements The CO2 reduction audit ensures that the inspected vehicle matches the Certificate of Conformity (CoC) issued by the manufacturer or WVTA approval, as well as the fuel consumption and CO2 emissions standards.

It is applicable to non-authorized importers. The audit checks that the VIN, engine number, tire size and exhaust emission systems are correct, and includes vehicle inspection, CoC verification, and CoC issuing.

Auditing Challenges At times the customer does not have facilities such as good lighting or a car lifter. In such cases, it is very difficult to take the necessary photos. Thus, it is suggested that clients prepare the equipment necessary to ensure a seamless audit process.
