ground on an $81 million expansion. ▶Ford Motor Company is expanding its West Coast small parts distribution center. ▶A new Manteca Police headquarters is being built. ▶Ground is breaking on a sixth fire station. ▶A new brewery has opened as part of the 100-acre family entertainment zone being developed that will be bookended by the 500room Great Wolf Indoor Waterpark Resort and the Big League Dreams Sports complex. ▶There region’s largest — and most unique — interactive water play feature for kids will be ready for fun at Woodward Community Park when spring rolls around. ▶The city of Manteca has more than 10,000 housing units in the development pipeline. ▶Manteca, within the next two years, is projected to surpass 100,000 residents. ▶New neighborhoods have a median household income of $124,000.

And that is just the start.

Sustaining growth thru thick and thin Manteca has been enjoying steady, solid growth for 25 years and counting.

And, yes, even during the Great Recession Manteca kept growing when the hammers stopped elsewhere in the Northern San Joaquin Valley; From 2009 to 2011, Manteca averaged just over 300 new home starts annually, more than the entire three county Northern San Joaquin Valley region combined a year.

It wasn’t by accident.

It wasn’t by magic.

It was by deliberate, visionary thinking out of box thinking and laser focused determination.

City leaders faced a dilemma.

The housing crisis was hurting the local businesses and local families.

Building and developers were dealing with the toughest housing market in modern California history.

City leaders sat down with developers and found a way out of the mess.

They found a solution that allowed deferred fees and a way to move forward.

It also helped that Manteca had solid reasons to continue attracting new homebuyers even in tough times.

Solid schools. A diverse city that is also family friendly.

A location that is an hour from cosmopolitan San Francisco, the heart of the Silicon Valley, as well as the Sierra.

Manteca The city is already working on expanding its ability to deliver surface water beyond 2040 with its water partner South San Joaquin Irrigation District.

Manteca-Lathrop growing stronger economically and as a place to live Manteca and Lathrop are a dynamic duo at the crossroads of the 18 million consumer strong Northern California metroplex triangle anchored by San Jose, San Francisco, and Sacramento.

Lathrop with 32,000 residents was California’s fastest growing city in 2021 while Manteca with 95,000 residents and Lathrop with 39,000 residents are among the 10 fastest growing cities in the state.

The two communities have grown up together over the last 26 years and share common borders as well as the same school district.

You will find a wide variety of firms that have located in the two communities including Tesla, Ford Motor Parts, In-n-Out Burger, Home Depot, Penske Logistics/ Lowe’s Home Improvement, 5.11 Tactical, Medline, Amazon, Wayfair, Millard Refrigeration Services, Ghirardelli Chocolate, United Parcel Service, and many other concerns.

It is little wonder given the location of Manteca-Lathrop not just to the megaregion consumers but to an unparalleled transportation system that includes two intermodal railroad yards — Union Pacific sandwiched between the two cities and Santa Fe just to the northeast of Manteca — Stockton Meto Airport, Port of Stockton, Interstate 5, Highway 99, Interstate 205 and Highway 120.

And that transportation system is getting better with each passing year.

Work was completed over a year ago adding another interchange on the 120 Bypass that gives access to the two cities — Manteca’s growing family entertainment zone bookended by the Big League Dreams Sports Complex and the largest hotel in the Central Valley in the form of the 500-room Great Wolf Indoor Water Park as well as major business park now being built in Lathrop.

Construction is underway on a threephase $157 million upgrade of the Highway 99/120 Bypass interchange that includes a new Austin Road interchange to open up access to a future 1,080-acre business park project.

Altamont Corridor Express commuter train service is expanding in 2029.

ACE trains, that have run for years to San Jose from Lathrop/Manteca will start running from as far south as Ceres including new stops in downtown Manteca and nearby Ripon with added commuter train service to Sacramento.

Work is going forward on a major transfer point for ACE as well as the Valley Link system moving toward 2030 service to connect Lathrop with the Pleasanton/Dublin BART station. That transfer station is in eastern Lathrop within a half mile of its city limits with Manteca.

Manteca was chosen for the original Northern California Bass Pro Shops due to its ideal location to snag consumers willing to travel up to 100 miles for specialty shopping. Manteca is also ideally situated for the submarket of the growing Northern San Joaquin Valley region which is why Living Spaces opened up a massive showroom in Manteca last year.

The location is also what drew Big League Dreams as well as Great Wolf to Manteca.

That said, Manteca-Lathrop are coming into their own.

Lathrop is home to the largest planned community in Northern California — River Islands at Lathrop. It ultimately will have 15,001 housing units ringed by an 18-mile greenbelt that will provide unmatched recreational opportunities along the San Joaquín River and adding waterways. Nearly 4,000 homes have been sold so far.

A Del Webb community is now being built at River Islands. It will join the 1,405home Del Webb at Woodbridge community in Manteca as the region’s premier active living communities for active seniors.

Manteca is a city that innovates Manteca has 9,000 single family housing units in various points in the development pipeline from being under construction, with full entitlements, and in the approval process. That is in addition to 1,800 more apartment units that are moving forward.

Manteca is a city that also is innovative. ▶It is the first California municipality to put in place a green program that keeps the air clean and has a long-range strategy to reduce costs by taking food waste and methane generated by the wastewater treatment process to reduce emissions to zero to use the compressed liquid gas produced to power solid waste collection trucks. ▶It is the first California city to put in place a diverging diamond interchange that reduces the potential for collisions, moves traffic quicker, and costs less to build that a traditional cloverleaf interchange.

Manteca Chamber: Here from the start & working to help make sure big things are on the way…

T

he Manteca Chamber of Commerce has been a part of Manteca’s story from the start.

It — as well as the incorporated city itself — is the outgrowth of the Manteca Board of Trade.

A cross between today’s city council and chamber of commerce, the Board of Trade’s main goal was to promote the community and establish standards and programs similar to what a city would do.

It brought business people and community together to build a better Manteca.

Business leaders got the ball rolling to get better streets in place, establish local youth groups like the Boy Scouts, establish the city’s first park, address firefighting needs and more It led to the city’s incorporation in 1918.

And when business and civic leaders realized Manteca needed an organization to strengthen business to increase prosperity and build a stronger sense of community, many of the merchants and professionals that had established the Board of Trade launched the Manteca Chamber of Commerce in 1923.

It is more than an organization dedicated to improving the economic climate and helping provide resources to small and large businesses alike.

The Manteca Chamber of Commerce plays a pivotal role in bringing government, business and the community together.

And that includes making sure Manteca has a strong sense of community where neighbors interact with those next door as well as across town.

It is evidenced in three longrunning traditions launched and made more vibrant with each passing year by the chamber and its members working Page 10

with community volunteers as well as the City of Manteca. ▶The annual twilight downtown Christmas parade will be staged for the 54th time this year. The parade takes place the first Saturday in December. ▶This is the 30th anniversary of the downtown Manteca street fair now known as the Watermelon Festival in a nod to the fact the Manteca area is by far California’s largest watermelon growing region.

The event takes place the first Saturday-Sunday in June. ▶The 24th anniversary of the launch of the Flags Over Manteca effort. The chamber’s signature patriotic project enlists a small army of dedicated volunteers to place and retrieve 2,400 flags along Manteca streets.

Flags Over Manteca Flags Over Manteca was created in response to the September 11, 2001 attacks.

This year, weather permitting, the 2,400 flags will fly on January 19 – Martin Luther King Jr. Day (Monday), February 16 – Presidents Day (Monday), May 16 – Armed Forces Day (Saturday), May 25 – Memorial Day (Monday), June 14 – Flag Day (Sunday), June 19 – Juneteenth (Friday), July 4 – Independence Day (Saturday), September 7 – Labor Day (Monday) September 11 – Patriot Day (Friday), November 11 – Veterans Day (Wednesday), and December 7 – Pearl Harbor Day (Monday).

Manteca Mayor Gary Singh and council colleagues Charlie Halford, Mike Morowit, and Regina Lackey showed their moves to the hip hop hit “Elevate” in 2025 at the house Great Wolf built.

They wore futuristic-looking “celebration” glasses as they danced their way to the stage.

It was done in business attire although the mayor was a tad flashier given his jacket was far from being off the rack at JC Penney or Bass Pro Shops.

It was clear he was on a mission to celebrate.

And celebrate Singh should.

He was about to share the State of the City— an event staffed by the Manteca Chamber of Commerce in partnership with the City of Manteca — to the sold-out crowd of 240.

Selecting the song by DJ Kahlil from the soundtrack “Spider-Man: Into the Spider Verse” for the grand entrance was apropos.

It’s a song celebrating the concept of stepping out of one’s zone to better one’s self and in turn bettering others.

The words such as “I gotta go high, I gotta elevate” could easily be adapted with slight alterations as a theme song, if you will, for the City of Manteca.

In words that were to follow — both in a video and live — as he removed glasses that weren’t rosy but were as clear as can be, Singh was ready to tell a story of a city that has navigated challenges and adversity, built on the foundation laid by those who have gone before, and has queued up the future.

So what is the State of the City that is California’s fastest growing in 2023 among cities over 30,000 people and is on track to cruise past the 100,000 population mark in 2028? ▶Growth has helped swell the median household income to $120,000, a jump of almost $50,000 since 2017. ▶An unprecedented outreach of more than 100 town hall style meetings was conducted to help secure voter support of a 20-year three-quarter of a cent sales tax. The tax will not just assure service levels won’t drop but to expand them as well while providing the foundational funding means for amenities and to literally make the road to the future smoother. ▶Downtown concerns, after half a dozen failed attempts over 50 years, agreed to establish a vehicle and taxing mechanism. The goal is to establish a path forward to enhance the future viability of the district as an entertainment, dining, and specialty shopping hub. ▶A cohesive game plan has been developed and is being implemented to deal with homeless issues. It includes using the community resource

officer approach being adopted by other jurisdictions to get homeless off the streets, stepped up illegal camping enforcement, establishing 75 emergency shelter beds, and includes moving toward groundbreaking of a navigation center. ▶Ground is being broken this year to build a new police station and a sixth fire station while making sure public safety has essential vehicles and equipment, as well as working on frontline staffing needs.

And that is just for starters.

There are also two major initiatives that Singh shared that will likely play an oversized role in elevating Manteca’s future. ▶The family entertainment zone. ▶The city’s “new attitude” toward developers.

The family entertainment zone — on the acronym FEZ — is something that Singh told those gathered to get used to hearing.

It is 150 acres of city-owned land, much of which is development ready, that the city is in the process of planning and marketing to secure stepped up retail, more sit-down dining options, family sports style recreation, entertainment, and hotels.

The FEZ — bookended by Great Wolf Lodge and the Big League Dreams sports complex set to undergo significant renovations — will weave within its boundaries a series of small playgrounds and outdoor entertainment/concert stages.

The goal is to develop a family entertainment destination with regional and local drawing power.

“It’s not just so you don’t have to go to the Bay, but the Bay will be spending money here,” Singh said.

Actually, they already are given the runaway success of the 500-room Great Wolf indoor water park resort and Big League Dreams that brought 1.5 million visitors to Manteca last year.

Singh, however, wants more Bay Area dollars to fuel economic growth with private sector jobs and having the disposable income of Bay Area residents paying room and sales taxes to fund municipal services for Manteca residents.

The new attitude toward developers?

“If it does not benefit the community, we don’t want it,” Singh said of development.

Clearly, California state law does not allow a community to stop houses from being built — unless there is inadequate water or sewerage — or even impede housing growth with unreasonable obstacles.

But cities can maximize various state created mechanisms to make sure services are adequately funded.

The city can also ask for concessions from developers wanting to secure Manteca’s blessing that is necessary to secure community facilities development bonding for project infrastructure.

That has led Manteca to implement CFD taxes for new development being processed to help pay for additional firefighters and police.

The same CFD is being used to cover future upkeep of the streets in the new neighborhoods to take pressure off the city’s general fund that underwrites day to-day services such as police and fire protection.

M

anteca’s murals are designed to give visitors, newcomers and longtime residents alike an insight into the community’s culture, history, and economy.

The Manteca Mural Society has finished more than 30 murals in the downtown area. That is in addition to five near Lathrop Road along Crestwood Avenue.

Among the murals are: ▶Veterans Mural Wall: The collection of five murals honoring the sacrifice and service of Americans in five wars — World War I, World War II, the Korean War, Vietnam War, and the Global War on Terror — is considered the largest mural effort west of the Mississippi River honoring those who served America. ▶Sierra’s Crown: Located in front of the Legion Hall in the 200 block of East Yosemite Avenue, Ripon artist Dave Peterson’s original transparent watercolor of Half Dome is blended with images of Yosemite Valley and Merced River. The mural is particularly dramatic just after sunset where ground lighting creates the feel of nightfall coming to Yosemite Valley. ▶Crossroads 1918: The mural gracing the Main Street wall of Century Furniture located at Yosemite and Main is Manteca’s largest. It covers 4,000 square feet and was created by Dave Gordon. “Crossroads” depicts what Manteca’s business district looked like in 1917. That is when the community was incorporated as a city. It offers the same vantage point you would see standing across the street next to the Bank of America parking lot, but 98 years later. ▶Cruising: Arguably the most popular of all murals, people who didn’t even grow up in Manteca and experience the cruise down Yosemite Avenue in the 1950s and 1960s find themselves reminiscing about bygone days. It is in the 100 block of North Main Street on the Accent Carpets building and is one of the largest — and most realistic — of all the murals. ▶Pitching Pumpkins: Across Main Street from the “Cruising” creation resides the “Pitching Pumpkins” mural. It pays homage to Manteca’s most famous crops — pumpkins. Seventy percent of Page 20

California’s jack-o’-lantern pumpkins are grown in the Manteca countryside. ▶Rotary Mural: From the “Pitching Pumpkins” mural you can head west through the parking lot. You will reach the “Rotary Mural” and a mini-plaza. Take a minute to rest on one of the benches and enjoy the water fountain and garden. That way you can appreciate the detail of artist Don Gray’s salute to the worldwide service efforts of Rotary International. ▶San Francisco The next mural is reached by heading south on Maple Avenue. Stay on the east side of the street when you reach Yosemite Avenue. Look upward to the west and you’ll see the “San Francisco” mural. ▶Free-for-All: This is in the 100 block of South Maple Avenue and shows a Manteca barn scene with children playing. ▶Cow-munity Mural The society’s 96- by 12-foot salute to Manteca’s dairy industry is on a wall in the 200 block of West Yosemite Avenue facing the El Forastero Mexican restaurant parking lot. ▶Bounty of the Valley The salute to the richness of Central Valley farmland can be found on the alley off the 100 block of Sycamore Avenue. ▶Manteca Snow: This whimsical mural on Manteca Avenue across from Library Park offers a vantage point out of

a window looking into an orchard where children are frolicking in “Manteca snow” — gently falling almond blossoms. ▶The Family City: Located in the 200 block of North Main Street on the side of the State Farm Insurance Agency, the mural is a salute to the different cultures and people that make up Manteca. The City of Manteca’s official motto is “The Family City.” ▶Mossdale Crossing: The mural depicts the actual final link of the Transcontinental Railroad being completed on Sept. 8, 1869 at nearby Mossdale Crossing on the San Joaquin River located on the side of The Spin Cycle Laundromat in the 100 block of East Yosemite Avenue. ▶Five Library Park murals: There are multiple murals at Library Park in addition to a Kids Mural. The murals are “Water Brings Abundance” focused on the region’s agriculture, “Pioneer Spirit” on the settling of the area known as Manteca, “Last at Bat” celebrating the community baseball field that once stood where Library Park is today, “Early Industry” saluting Spreckels Sugar as well as other endeavors, and “Beginnings” honoring the original habitants of the sandy plains of Manteca.
