Launched in 2020
Recognizing that the jobs of the future are rooted in a thriving innovation economy, Tulsa Innovation Labs LLC (TIL) was founded to help build a tech hub in Tulsa that leverages the strengths of the heartland and expands opportunities in tech.
Launched in 2020, TIL developed the city’s first techled economic development strategy, a rigorous and data driven effort to determine the strongest opportunities for Tulsa’s economy. TIL is implementing this strategy and focusing its startup, academic innovation, and talent initiatives on catalyzing five interconnected ecosystems, together called “Tulsa’s Tech Niche”: Virtual health, energy tech, advanced aerial mobility, cyber, and data analytics.

Letter from Jennifer
Letter from Jennifer Hankins Dear colleagues and friends,
Happy New Year! Now that 2023 has come to a close, I am grateful for moments like these where time can be spent reflecting, looking ahead, and laying the groundwork for the future. The last year brought a continued wave of success for the Tulsa Innovation Labs team that is reflective of our growth as an organization. I hope you share with us a deep sense of pride in what has been accomplished and the excitement for the vision that is now within reach.
The power of TIL’s intangible qualities established us as a respected and valued partner in the community, allowing us to not only dream big but accomplish transformative things together. This is what continues to inspire me year after year and brings me the most pride as a leader. The TIL team approaches every opportunity with new ambition and immeasurable effort to meet the moment and secure our vision for a globally competitive tech hub built right here in America’s heartland.
Last year, we continued to deliver on the promise of Tulsa’s potential. We led a coalition of partners spanning academia, industry, and the public sector to secure a coveted “Tech Hubs” designation by the U.S. Department of Commerce, beating out more than 350 other applicants. Initiatives such as the Cyber Skills Center continued to grow and serve Tulsans as they seek better careers. EIC Rose Rock and Rose Rock Bridge welcomed a new globally-leading founding partner, Helmerich & Payne. We also hosted more than 200 national industry leaders and partners during our inaugural TRAM (Tulsa Regional Advanced Mobility) Summit. And so many more moments in between.
Together with our partners from across the region and country, we are deploying our full arsenal of tools to build Tulsa’s innovation economy: Setting vision, developing new initiatives, using public-private partnerships to build sustainable and meaningful interventions, and mobilizing capital in novel ways. And yet, so much remains on the horizon.
As I look at what is ahead for 2024, and in order to continue to meet increasing demands with the scale and quality for which we are now known, we must focus on our organizational evolution and build strength, prioritize the rooting of existing initiatives in the community, and advance Tulsa’s leadership on national and international playing fields.
We are now no stranger to the excitement of the win and the spark of the grand unveiling; however, we must always remember that our work together is generational and true transformation takes years and even decades of relentless intentionality, focus, and an ever-growing ambition for the future. I am confident that especially with friends and partners like you, Tulsa and TIL’s best years are still to come.
We are grateful for your support and partnership in this journey. Thank you!
Cheers,
Jennifer Hankins Managing Director, Tulsa Innovation Labs

TECH HUB
TECH HUB ANNOUNCEMENT DAY
Tulsa Innovation Labs celebrated a major milestone in October when the U.S. Department of Commerce’s Economic Development Administration designated Tulsa one of 31 new “Tech Hubs” across the country.
Our proposal, the Tulsa Hub for Equitable and Trustworthy Autonomy (THETA), will advance the development of autonomous technologies, such as uncrewed aerial systems (UAS), drones, cybersecurity and generative artificial intelligence.
The Tech Hubs program is an economic development initiative designed to drive regional innovation and job creation by strengthening a region’s capacity to manufacture, commercialize and deploy technologies that will advance American competitiveness. The program invests directly in burgeoning, high-potential U.S. regions and aims to transform them into globally competitive innovation centers. Our Tech Hub designation affirms that American leadership in science and technology is firmly rooted in the Tulsa region and is an important validation of TIL’s tech-led economic development strategy, “Tulsa’s Tech Niche.”
THETA will develop, deploy and manufacture the next generation of innovations in autonomous technologies specifically focused on counter-UAS, agriculture and pipeline inspection, parcel delivery and urban and regional mobility. With the Tech Hubs distinction, the Greater Tulsa Region is set to capture $4 billion of the $1.36 trillion global autonomous systems market.
THETA ensures these innovations and the nearly 200,000 jobs it’s designed to create will start, grow and remain in the Greater Tulsa Region. Through THETA’s intentional focus on equity, Tulsa will have an opportunity to add 66,000 women and 39,000 Black, Latinx and Native American individuals to the region’s workforce in autonomous systems-related occupations, with wages $7,000 higher than the regional average.
“So much is happening very quickly to position the Tulsa region as the national leader in advanced aerial mobility. If we are all pulling in the same direction, I am confident we can do it.”

AM Certification and Workforce Programs Along with the “launch” of LaunchPad, Tulsa Innovation Labs celebrated several other programs under the BBBRC umbrella. In the fall of 2023, Tulsa Community College welcomed their inaugural cohort of students enrolled in the College Park Engineering Pathway program. This program is the first public, fouryear engineering degree pathway in the city of Tulsa in which students will learn in-demand skills in aerospace and mechanical engineering, earning a bachelor’s degree at OSU-Tulsa and leaving ready for the advanced mobility sector.
In addition to the Engineering Pathway program, the advanced mobility certificate programs at Tulsa Community College kicked off in the fall. More than 20 students enrolled in the Aerospace Drafting certificate program and Electrical Technician certificate program, drawing students from Resonance Women’s reentry program and concurrently enrolled Tulsa high school students – building an equitable and diverse advanced mobility workforce.
Build Back Better’s apprenticeship program also took shape in 2023. Coordinated by the Oklahoma Manufacturing Alliance, the program is strengthening the region’s workforce through new, customized registered apprenticeships with local manufacturers where participants can “learn as they earn.” The apprenticeship program is building out apprenticeships with several employers and saw its first employer, Generation FSH, sign on in the Fall of 2023 – Generation FSH is a firstgeneration minority-owned manufacturer that focuses on precision welding and metal fabrication. OMA is working with city and state social support organizations to uplift individuals and create accessible apprenticeship opportunities, working with CEO-Tulsa and the Oklahoma Department of Rehabilitation Services.
Tulsa Tech’s Advanced Mobility Associate’s certificate welcomed their inaugural cohort of students in November. Over the last year, the program convened aerospace stakeholders across the metro area to design an immersive associate certificate program where students learn about advanced manufacturing practices and assemble, fly and program drones. The drone curriculum was created through a partnership with a local curriculum and equipment supplier, Drone Dojo. This partnership facilitates a seamless integration of drone and rover technology into advanced manufacturing coursework. TIL
