President’s Report By HBA President Matt Emmons Greetings and Salutations Friends! What a year! 2023 has been an amazing year at the HBA. Being your HBA President has been an honor and a privilege. I greatly respect all the Past Presidents before me and all the leaders who will fulfill that role in the future. It’s been a blast! From being the host for the GMMs to representing our association at any state or national leadership meeting, being your President has truly been the highlight of my career. I never thought I’d be in leadership when I joined the HBA. I’m forever grateful for my colleagues and staff who believed in me and saw a position of leadership before I even knew I could hold it or wanted to hold it. As I reflect upon the past year, I can't help but feel an overwhelming sense of pride in being part of the incredible journey we've undertaken together at the Tulsa HBA. Over the last 12 months, our collective efforts have yielded significant progress, marked achievements, and the realization of some of our most ambitious goals. In Austin, TX, 18 months ago, our leadership team dared to dream big. We set forth ambitious objectives, and while some seemed almost unattainable at the time, it's truly heartening to acknowledge that, under YOUR leadership and the unwavering support of our members, we've turned these aspirations into reality. Let's take a moment to celebrate some of the remarkable milestones we've achieved: • Newly Formed Hispanic Partnership Committee: The establishment of the Hispanic Partnership Committee stands as a testament to our commitment to inclusivity and diversity. • Emerging Leaders Program: The initiation of the Emerging Leaders program is a testament to our vision for the future. • Increased Engagement Across Councils: Our commitment to fostering engagement has resulted in a noticeable increase in participation across all councils. Again, I couldn’t be prouder of the year that I presided over where we had so many members engaged. But most importantly we contributed, as an association, to the success of our members. That is our ultimate goal empowering the success of our members as the professional resource for housing in our community. In October, we saw a new event come to life, Boos and Booze. What a party! It was great to see everyone get dressed up and put each other "in jail" all to raise money for the HBA

Charitable Foundation. Make plans for this event next year, Boos and Booze, because it will be coming around again. Build my Future was another successful event. Over 800 students attended, showing all the potential and possibilities available to young people wanting to work in our industry. This is becoming one of our most significant and most impactful workforce development initiatives and we couldn't hold the event without all of our amazing volunteers. Thank you! I huge thank you to all of this year's Executive team for making my year as Prezz enjoyable and successful. And many, many thanks to all of our engaged and involved members who support this association. As we pass the proverbial torch to the next executive leadership, I personally ask each and every one of you to continue to invest in YOUR association. Volunteer. Recruit. Let’s continue to show all of Green Country, all of Oklahoma and all of the country that we are the cream of the crop, the best in business … And be prepared to tell them why! We are the most critical voice within our industry and we need to continue to be throughout what will undoubtedly be a very eventful year. HBA MANAGEMENT TEAM Those two reasons kept the Association

What a great year 2023 has been for our industry and the Association. We have accomplished so much together and I am proud to help recognize just a small portion of our key contributors of time, talent, and treasure. President Matt Emmons’ leadership this year has been inspirational to all who have served with him. He has led by example through member recruitment, PAC contributions, sponsorship sales, and, most importantly, a passion for the HBA to provide the best programs and opportunities for our members. Matt has continued a great tradition of Builder members who give of their time to lead the Tulsa HBA for the betterment of the industry. Great job, Matt, and I hope you enjoy your time now as a Past President! HBA Vice President/ Treasurer Craig Thurmond and his Budget and Finance team have done a masterful job to put the Association in a solid financial position. The committee kept a close eye on all expenses and made the appropriate adjustments to have minimal effect on the operations of the organization and the programs for our members. Thank you to committee members Clark Neely, Kirk Shell, Lora Phillips, Kirk Murdoch, Craig Thurmond, Chris Hodges, Cherlyn Reeves and Mark Priess. I’m often asked how our 93-member Board of Directors can function with such a large population. My answer always includes two reasons. 1) Our Executive Committee discusses each topic in detail before presenting it to the Board of Directors. 2) Each one of our Board members is engaged in multiple facets of the organization by serving on committees and councils.

I am happy to work with both the Executive Committee and Board of Directors on a monthly basis and proud at everything that you have accomplished for the Association. Housing starts in Tulsa area increase in October from previous year.

In a resounding tribute to the spirit of excellence, the Executive Committee proudly announces the recipients of the awards for the third quarter. The month concluded with a 7.87% rise, “showcasing a steady and positive growth trajectory compared to October 2022, which recorded a housing start percentage of 7.13%,” the organization said. “The rise in housing starts not only signifies a growing demand for housing but also contributes significantly to community development, providing homes for families and driving economic activity in the region,” it said. With about 1,100 members, Tulsa HBA serves as a hub for builders to engage in community service projects and educational initiatives. “This positive trend underscores the resilience and vitality of the Tulsa metro area real estate market, showcasing sustained growth in new residential construction projects,” said Jeffrey Smith, executive vice president of the Tulsa HBA, in a statement. “The data from new orders weekly reveals a continued demand for housing and a positive trajectory for the housing sector.”

NATIONAL NEWS Single-Family Starts Surge on Falling Interest Rates Single-family construction surged in November as lower mortgage rates helped to assuage affordability concerns and unleash pent-up demand for housing. Overall housing starts increased 14.8% in November to a seasonally adjusted annual rate of 1.56 million units, according to a report from the U.S. Department of Housing and Urban Development and the U.S. Census Bureau. The November reading of 1.56 million starts is the number of housing units builders would begin if development kept this pace for the next 12 months. Within this overall number, single-family starts increased 18% to a 1.14 million seasonally adjusted annual rate. However, single-family starts are down 7.2% year-to-date. The multifamily sector, which includes apartment buildings and condos, increased 6.9% to an annualized 417,000 pace. “Lower interest rates and a lack of resale inventory helped to provide a strong boost for new home construction in November,” said Alicia Huey, chairman of the National Association of Home Builders (NAHB) and a custom home builder and developer from Birmingham, Ala. “And while these higher starts numbers are consistent with our latest builder survey, which shows a rise in builder sentiment and future sales expectations, home builders continue to contend with elevated construction and regulatory costs.” “The single-family starts figure is remarkably strong, and we would not be surprised to see this figure revised lower or fall back slightly in the next month, given the nearly 20% rise in November,” said NAHB Chief Economist Robert Dietz. “NAHB is forecasting an approximate 4% gain for single-family starts in 2024, as mortgage rates settle lower, economic growth slows and inflation moves lower.” On a regional and year-to-date basis, combined singlefamily and multifamily starts are 16.7% lower in the Northeast, 12.3% lower in the Midwest, 6.2% lower in the South and 14.3% lower in the West. 12

Overall permits decreased 2.5% to a 1.46 million unit annualized rate in November. Single-family permits increased 0.7% to a 976,000 unit rate. However, singlefamily permits are down 8.4% year-to-date. Multifamily permits decreased 8.5% to an annualized 484,000 pace. Looking at regional permit data on a year-to-date basis, permits are 19.9% lower in the Northeast, 15.3% lower in the Midwest, 10.3% lower in the South and 12.8% lower in the West.

Also being installed is Jeff Starkweather as VP/Treasurer and Ty McCune as VP/Secretary, as well as the new leadership of the Associates Council, which includes Susan Bevard as President of the State Associates Council. Oklahoma HBA is inducting this year's latest honorees to the OK Housing Hall of Fame - Robert Crout, Lora Phillips and Harland Wells. Recognizing the paramount challenge of a shortage of skilled construction workforce, the Home Builders Association is taking proactive steps by organizing this annual event. Aimed at inspiring the next generation, Build My Future encourages students to explore construction programs and ultimately join the industry as highly qualified professionals. Build My Future is a gateway for students to discover their passion within the construction field, guiding them towards the education and training needed for a thriving career. Inspired by the success of the Build My Future Construction Career Day & Industry Showcases in Springfield, Missouri, Tulsa's event promises to be a transformative experience, paving the way for a new generation of skilled and motivated construction professionals. Over 800 students from the Tulsa metro area descended upon the Tulsa Technology Center, Riverside campus, on November 1, 2023, for this year’s Build My Future. These students were able to try various construction tasks from driving a fork lift to roofing to welding. As with all of our events, this could not have been done without the HBA’s members volunteering their time and talent.
