Tulsa County. As an attorney, you already have the basic skills you need. But TLC provides you with the specific training and mentorship you need to make a real difference for our children in state custody In 2000, TLC was incorporated with the assistance of the Tulsa County Bar Association to provide legal services for Tulsa County’s abused and neglected children. Children in state custody are presumed by law to be indigent and are entitled to a court-appointed attorney. In Tulsa County, this role is traditionally filled by the Office of the Public Defender. However, conflicts can arise when there are pending criminal matters against the parents (represented by a Public Defender) or when siblings disagree and desire different legal outcomes in their case. TLC fills this gap in legal representation. The children referred to TLC by the Tulsa County Family Center for Juvenile Justice have all suffered abuse and neglect. Whether sexual abuse, domestic violence, or physical abuse, these children have been maltreated and deserve to have their voices heard in and out of court proceedings. While the total number of children served by TLC fluctuates from year to year, there is a significant concern that unnoticed and thus unreported abuse and neglect over the past year will be identified and reported as schools once again normalize and ultimately require in-person attendance.
