A Message from the President Kara Vincent

The Law and Women As I thought about the title of this month’s publication, I found myself wondering, “Is it ‘Women And The Law’ or ‘Women In The Law?’” Turns out, it doesn’t matter. I can’t write a lengthy article about either. Oh, I can recite those women who have come before me and who have charted a path for women to have legal careers. For example, there is Arabella Mansfield, the first female lawyer in the United States. Also, Mabel Walker Willebrandt, the first female assistant attorney general of the United States. And there are many more who have come before. The bottom line is that although I don’t know all of them, I know a great deal about THIS woman in the Law. I know that I feel a burden to continue the path for others who come behind me no matter how their lives intersect with the legal community. As I think through that, I don’t believe that makes me much different than any other woman…or any man for that matter. That goal of “charting a path”, which only has three words, encompasses a large effort that at times seems overwhelming. As I think about women and the law, I am reminded that women, along with many other groups, have historically faced oppression – both personally and professionally. In some respects that hasn’t changed. There are cultures throughout the globe in which women are marginalized, abused, beaten, and treated as property to be bought and sold. I’d love to say that doesn’t happen here in the United States, but I 2 Tulsa Lawyer

can’t. It happens. Human trafficking of women is real. Domestic Violence is real. Emotional abuse and trauma are real. The women who face these issues all need help: physical, emotional and legal help. So, what does help from the legal community look like? I’m a woman and I’m still trying to figure that out. I recall serving as a CASA volunteer. Before starting my training, I thought of the children I would serve as being something out of a Charles Dickens novel (picture an orphan who politely requests more food and sits quietly while you read a book to him or her). Well, anyone who has worked with children realizes that concept is folly. The children who need the most love are often times the ones who refuse to accept it. The same is true for any person who has been subjected to mistreatment. That mistreatment can make a strong woman seem weak. Inherently, we aren’t. I mean, our superpower is giving birth – and not just to children. We birth homes, ideas, relationships, and you guessed it, legal practices. However, even strong, resourceful and brave people can become limited when they are not allowed to determine their own destiny. And, some of the strongest women I know have been victims of domestic violence. So, your picture of women who have had aggressive acts hurled at them may begin similarly to the one I had of my imagined orphan child – but I would encourage you to reimagine that picture, just as I have. These women

I know the Directors of the firm will read this and, hopefully, agree when I say that it isn’t perfect. Even so, I have seen a strong effort to minimize or eliminate the challenges listed above. I witness examples of that effort reflected in the male attorneys of our firm who participate in zoom meetings from home while their small children are napping because their spouse is at the office and they

One Woman’s Journey to the Top By Melissa Pasha

Meet Amy Stipe, a trailblazing female executive and lawyer in a highly competitive and male-dominated industry based in the Midwest. Not only is she the first female President of GableGotwals — a midsize fullservice law firm of 100 attorneys based in Tulsa and Oklahoma City, OK — she was also elected to the then all-male, eight-member Board of Directors two months after giving birth to her third child, in addition to having two young children at home.

alone. I’m really lucky to have a support network at home with my husband, Jack, who’s a tremendous help, and my mother. And equally important, is having a great support system at your place of business. The attorneys, paralegals, and assistant that I work with as well as our CEO all have similar demands and they understand that schedules need to vary. Setting realistic goals for yourself and for your family is vital in trying to manage everything. Working for a company that’s understanding is important, even though that might translate to some late evenings to catch up on work,” said Amy. And if I have even a small part in that journey, then that makes me

Inspiring them to strive for leadership positions would be one of the best benefits of being in this role. If there’s anything we can do to help you, please let us know. We are here to support your business and we want you to be successful. By being a member of the TCBA, you are also a member of the Tulsa County Bar Foundation. The Foundation owns the Association building and the building next to it. The rentals received from those two buildings help in the maintenance of those buildings. However, a general rule, the funds that come into the Foundation are the result of a fundraising event for our community and the monies raised are immediately distributed back out into the community through nonprofit organizations. In an effort to assist the Foundation, we have

implemented a monthly “Fund the Foundation” program. We’re asking each member who has a birthday this month to consider making a donation to the Foundation. You can do so with the QR Code to the right. If you are not currently a Fellow, please consider joining that program. Women in Bar Leadership Shortly after the January issue of Tulsa Lawyer hit mailboxes, one of my partners and former TCBA President, Pat O’Connor, kindly ducked his head in my office to commend me for my last article. A couple of things struck me about that. First, I realized that I’m fortunate to have that kind of support from my law partners. Second, I learned that somebody actually reads these articles. Pat was elected TCBA President right around the time I started as a first-year attorney with the Moyers Martin firm. He was a great president - a natural leader as well as a gifted and thoughtful attorney. In the years since Pat’s term ended, there have been 16 presidents of the Association. Given this issue’s focus on women in the law, it seems fitting to remember the eight women included in that group and a few of the many valuable contributions they have made to the TCBA and beyond. Renee DeMoss succeeded Pat as president. She was not only a brilliant leader of the TCBA, she went on to serve as OBA President. Judge Marth Rupp Carter was an effective leader who was always willing to roll up her sleeves and pitch in to get projects done. She has gone on to serve as a Tulsa County judge since 2011 and was elected in 2018 as a District Judge. Deirdre Dexter served as president of the Association and followed that up as president of the Foundation during the critical planning stages of the capital campaign for the exterior improvements at the Bar Center. The long list of TCBA and TCBF positions held by Faith Orlowski during her career is unparalleled. Her wit and wisdom served us well throughout her time with both organizations and particularly in her year as TCBA President. 12 Tulsa Lawyer

More recently, Christina Vaughn’s steady hand seamlessly guided the TCBA through a change of leadership in the TCBA staff. She was also a driving force behind many improvements in membership benefits, including the popular decision to offer free CLE. Judge Ann Keele’s enthusiastic leadership as president was recognized at a national level. In addition to her continued leadership roles with the TCBA and TCBF, she has gone on to become a leader with the National Council of Bar Presidents. Kimberly Moore’s decisive leadership proved invaluable during the interior remodel of the Bar Center and the management of challenges as the Association tried to climb out of the Covid pandemic. Kara Vincent has used her combination of intellect, energy, and determination to achieve positive results so far during her presidential term. I’m confident she’ll sprint through the finish of her year and add to her already impressive track record of success. Together, these women in the law make up an incredibly accomplished group that deserve our admiration and gratitude. I look forward to seeing the leaders that follow in their footsteps. The TCBA Embarks on New Endeavor with the Zone Academy Street Law, Inc, is a global, nonpartisan, nonprofit organization with more than 40 years of experience developing classroom and community programs that educate young people about law and government. The program and content is designed using current research and best practices in the fields of civic education, youth development, teacher professional development, and democracy education. Since its inception in 1972, Street Law has been providing a legal community partnership program to teach practical law to young people and adults who are most vulnerable to injustice. This program ensures that participants know their rights and build key life skills to help them advocate for themselves and their communities. By utilizing the Street Law, Inc Legal Life Skills Program of Street Law, the TCBA aims to provide students from the Zone Academy “opportunities to develop the legal knowledge, skills, and confidence needed to live as informed, empowered, and civicallyengaged community members”. With help from the TU School of Law Student Bar Association, several TCBA members, and various members of the community like police officers and Judges we have a schedule of activities and lessons for the coming semester. We will be meeting for one hour weekly with no more than 15 students ranging in ages from middle school to high school. All meetings will occur from 4-5p at the Zone Academy, 1401 Charles Page Blvd, unless otherwise noted. Lawyer Referral & Information Service The Tulsa County Bar Association Lawyer Referral and Information Service is a long-standing program serving Tulsa county. Its primary purpose is to refer those needing legal representation, and who can afford reasonable attorney’s fees, to a licensed attorney who practices in the area of law appropriate to their needs. In cases where a lawyer referral is not appropriate, other resources may be recommended. We do not provide pro bono attorney's . Individuals with a potential legal problem who are not currently represented by an attorney, are referred to one of our Attorney Panel Members. The referral fee for the client is only $25 and includes up to a thirty minute over the phone initial legal consultation with our panel member. Women in Law: A Look Back Patricia (Patsy) Dunmire Bragg Patricia Bragg's practice as a lawyer and a lobbyist kept her in the hallowed halls of Congress and in the board rooms of major oil and gas corporations across the country. From the beginning of her career as a lawyer, she was often the only female in corporate meetings and negotiations. Her intellect and talent transcended any gender issues her colleagues may have had. She has garnered respect as one of the most talented oil and gas and natural resources lawyers in the country As a partner in several Tulsa law firms, Ms. Bragg served as a mentor for younger women attorneys. Her giving nature and generosity flowed out into the Tulsa community where she directed successful fund-raising events and coordinated the efforts of citizens and public officials in development of new city parks. Ms. Bragg advised women on available community resources and alternatives to domestic violence, provided pro bono probate and domestic relations legal services, and provided hospice care for the terminally ill. She also assisted families in the adoption process, facilitating dialog between birthparents and prospective adoptive parents.

She served as Adjunct Professor of Law at the University of Tulsa College of Law in 1982-83 Ms. Bragg was recognized in Who's Who in American Law (Marquis 8th Ed.). She authored material for noted publications in the oil and gas industry, including Federal Oil and Gas Royalty Simplification and Fairness Act Resource and Reference Manual, Practices & Procedures of the Oklahoma Corporation Commission, Rocky Mountain Mineral Law Foundation, American Petroleum Institute Energy Forum, and others.

Ms. Bragg was a member of the Interstate Oil & Gas Compact Commission. In 1992, she testified before the U.S House of Representatives Subcommittee on Mining and Natural Resources and before the Oklahoma Legislature's Commission on Natural Gas Policy Also in 1992, she was the first woman elected

We plan to launch in the spring and are looking for lawyers, legal educators, and paralegals, who can assist with providing already prepared law lessons. The time commitment is one-two hours. Contact Tami Williams if you are interested in joining this joint committee. CAP Volunteers The FED docket runs Monday thru Thursday from 2-5p and the Pro Bono Committee is always looking for volunteers. Earn one hour of CLE credit by watching the virtual training. CAP Phone Bank (NEW) CAP is now offering a phone consultation option for anyone who wants to assist the CAP program. People in need can call the LRS line and get paired with a participating attorney for a 30 minute phone consultation only related to evictions or landlord/tenant issues. Afghan Evacuee Pro Bono Project (NEW) In the wake of the United States ending the war in Afghanistan, the State of Oklahoma has agreed to welcome the third highest number of Afghan evacuees who assisted with the U.S. mission there. The Tulsa region is welcoming more than 850 of these evacuees and allies, who are going to need to apply for and be granted asylum within a year or face the prospects of being removed. This situation presents a challenge and need that the legal community here in Tulsa must step up to meet. Catholic Charities, the YWCA, and the TU Legal Clinic have been tasked with resettling, screening, and integrating our new Afghan neighbors, as well as helping them file for asylum with U.S. Citizenship and Immigration Services so they can stay here. They especially need attorneys to volunteer to help file the asylum applications in order to bring relief to our Afghan friends.

Training will be provided for attorneys and prior experience with immigration law is not required. First Responders Will Clinic Estate Planning Attorney Volunteers Needed to Prepare Simple Wills. This clinic aims to provide Simple Wills at no cost to those who are on the front lines every day providing much needed services in our community. You may set a limit to the number of clients you are willing to help. A timeline of the proposed clinic is below. Timeline: Registration Opens April 4, 2022 First responders will contact the TCBA staff to register. Those who qualify will be provided with an intake form to answer and return. TCBA staff will assign a volunteer attorney to each accepted client and share that information with both parties. Virtual/phone Interviews April 4-29, 2022 Sometime between receiving the intake form and April 28th, the volunteer attorney should hold a virtual or teleconference with the client to discuss and finalize details of the Will. Volunteers should plan to spend approximately 3060 minutes with each client to get a comprehensive and basic Will finalized. We will be preparing only Simple Wills for the first responders and no other estate planning documents or Wills for family members of first responders. Document Execution May 6, 2022 Registrants may come to the Bar Center in person to meet with the attorney to finalize the Will by appointment. TCBA staff can register first responders to meet with his/her assigned attorney unless the attorney chooses otherwise. For example, if a volunteer attorney prefers to have the client come to his/her office, we support and appreciate that. However, if you are an attorney who would prefer to do this at the Bar Center during a scheduled time, staff will be available to assist.
