To the Soca Warriors A message from the Minister of Sports

O

n behalf of the Government of the Republic of Trinidad and Tobago, I convey heartiest congratulations to our Soca Warriors for their convincing decisive 1-nil triumph against the Kingdom of Bahrain on November 16, 2005.

Few had any doubt that following the 1-all draw at home on Saturday November 12, the team would travel to Bahrain with a singular mission - to emerge victorious and bring Trinidad and Tobago to our first ever appearance on football’s grandest stage-the World Cup. The Trinidad and Tobago football team.

Your aggressive and inspired performance against Bahrain underscored the understanding that as a team you were focused and quietly confident in each other on and off the field, especially when challenged to pull off a win away from home.

All Trinidad and Tobago watched in awe as you shook off the negative and delivered on the promise of glory for yourselves and the nation. The way you played the ‘beautiful game’ is evidence of Trinidad and Tobago’s place in world football. You deserve to be among the best of the world in Germany 2006.

Every man, woman and child in Trinidad and Tobago should look to you for inspiration and be spurred on, through your determination, to excellence in all endeavours.

May God bless each and every member of the team and technical staff and we eagerly await your return home.

T&T implements Costa Rica/Caricom Free Trade Agreement

T

rinidad and Tobago became the first CARICOM Member State to implement the Free Trade Agreement (FTA) between CARICOM and Costa Rica at an official launch on November 16, 2005, at the Trinidad Hilton Hotel.

Trade and Industry Minister, Kenneth Valley, said the CARICOM / Costa Rica FTA was originally signed in Jamaica in March 2004, however both parties needed to make legislative amendments to implement the agreement.

Trinidad and Tobago completed this process in February 2005 and Costa Rica’s President signed their ratified agreement on September 19.

Minister Valley said that the agreement allowed a more transparent and predictable access by CARICOM States to a market of four million in Costa Rica. “We hope to derive not only increased market access but also the ability to attract foreign investment,” he said.

Costa Rican Foreign Trade Minister, Manuel Gonzalez Sanz, said that he looked forward to other CARICOM members implementing the FTA and requested Trinidad and Tobago’s assistance in this matter. He said “Costa Rica trades over US $75M yearly with CARICOM States, more than its trade with South America.”

Minister Valley said that the trade figures between Trinidad and Tobago and Costa Rica in 2004 were TT $41M exports to TT $70M imports. He said that Trinidad and Tobago aimed to improve both the quantity of trade and the trade deficit.

New housing plan for Tobago

T

he Ministry of Housing and the Tobago House of Assembly (THA) have reached an agreement on a plan to construct 400 new homes annually in Tobago over the next decade.

The agreement was reached between Housing Minister Dr Keith Rowley, THA Chief Secretary Orville London, and Ministry and THA officials in Port-of-Spain recently.

The Trinidad and Tobago Housing Development Corporation (TTHDC) (which replaced the National Housing Authority as the Ministry’s main executing agency) will be intimately involved in expediting the overall housing programme in the sister isle.

Minister Rowley said that while Tobago’s housing shortage was not as acute as Trinidad’s "those in need must be met as part of the overall housing programme." The TTHDC will work with the THA’s Division of Settlements to complete construction on three housing sites in Blenheim, Castara and Roxborough and other sites identified for development. Infrastructural works on the first three sites are expected to be completed by January 2006 and tenders for housing construction will be invited this month.

The TTHDC will also facilitate development of a master plan for the Adventure and Courland Estates.

The Housing Ministry and the THA also discussed a memorandum of understanding between the TTHDC and the THA to guide the collaborative process. Note was also taken of the fact that some Tobagonians who need homes may have access to land but not the means to build on it. Suggestions were made by the Housing Ministry that the THA should consider a component in its housing programme that would allow landowners access to the necessary support funding as part of the programme. The Housing Ministry and THA also discussed the start of the Infill housing programme in western Tobago which will utilise the services of small contractors to build houses on single lots in existing developments.

Since returning to office in 2002, the PNM has promised to build 100,000 houses over the next ten years to meet the country’s housing demands.

Former T&T President Arthur NR Robinson honoured by the Netherlands Former T&T President Arthur NR Robinson was honoured by the Netherlands on November 16, 2005, during a gala ceremony at Queen’s Hall, St Ann’s.

The former President was given one of the Netherlands’ top awards, a high distinction of the Kingdom of the Netherlands, during the event.

The award was given to Robinson for his role in establishing the International Criminal Court (ICC), which was founded in March 2003, at The Hague, Netherlands.

Eric Williams Memorial Book Launch at the TTHC

T

he Eric Williams Memorial Collection (EWMC) new version of the book entitled “The Economic Future of the Caribbean” written by the late Dr. Eric Williams was launched in England on Monday 7th November, 2005, at the Trinidad and Tobago High Commission, London.

His Excellency Professor George Maxwell Richards, President of the Republic of Trinidad and Tobago was among the distinguished guests who attended the function and addressed the audience.

Trinidad & Tobago Excels at ExCeL’s World Travel Market

T

he annual premier global event for the travel and tourism industry, the World Travel Market (WTM) took place at the ExCeL exhibition centre, London during the period 14-17 November 2005. It proved to be an overwhelming success for Trinidad and Tobago tourism.

The organisers stated that the Trinidad and & Tobago stand was the most visited in the Caribbean and Latin American pavilion. Over 5,000 leading suppliers and 44,000 industry professionals from over 190 countries were represented at WTM 2005.

The Trinidad and Tobago delegation of 115persons was led by Senator The Honourable Howard Chin Lee, Minister of Tourism, and included Mrs. Carol Alfred, Chief Administrator of the Tobago House of Assembly (THA), other officials of the THA, The Tourism Development Company and the Ministry of Tourism and representatives from the private sector.

The T&T team held meetings with representatives of several airlines, tour operators and the media. Based on these discussions, Minister Chin Lee indicated that there would be increased seating capacity to Tobago by Virgin Atlantic, British Airways and Martin Air. The Minister also announced that there would be an increase in the number of tours to Tobago since tour operators such as Virgin Holidays, BA Holidays, Tropical Sky, Thomas Cooke and Last Minute Dot Com had all indicated that they would be increasing the number of tours to Tobago

Minister Chin Lee reported that, according to recent surveys, Trinidad and Tobago had seen an eight percent increase in the number of visitors this year when compared with 2004. The Minister said that he expected the overall number of arrivals to exceed 500,000 by the end of the year. Minister Chin Lee stated that the growth in the local tourism industry had contributed significantly, generating 14 percent of this country’s income.

In a recent study published by the world renowned World Travel and Tourism Council (WTTC), Minister Chin Lee said that it showed that visitors would spend TT$4.2 billion in 2005. This money will support 34,000 jobs directly and a total of 96,000 jobs both directly and indirectly.

Book launch continued...

The book was originally edited by Dr Williams and E. Franklin Frazier, while the new introduction was written by Professor Tony Martin, with the new preface being penned by the daughter of the late Dr. Williams, Mrs Erica Williams Connell.

Mrs Williams Connell and Professor Martin also spoke at the function along with special guest Sir Trevor Mc Donald, internationally renowned journalist.

In her address to the audience, the High Commissioner for Trinidad and Tobago in London, Mrs Glenda Morean Phillip recalled her encounters with Dr. Williams and highlighted his vision for establishing a strong foundation for the sustainable development of Trinidad and Tobago while promoting a Caribbean development ethos that embraced the peculiarities of the region.

She said that Trinidad and Tobago was now reaping the benefits of the implementation of his vision and plans for the diversification of the economy of Trinidad and Tobago, which was then dominated by crude oil and sugar.

Mrs Morean Phillip cited three major initiatives undertaken under the leadership of Dr. Williams which in her view contributed significantly to the transformation that moved Trinidad and Tobago onto the current development continuum.

also facilitating the diversification of the energy sector and the greater use of natural gas.

The High Commissioner further stated, “It would be particularly interesting to determine from a reading of The Economic Future of the Caribbean to what extent the development of these policies were inspired by his early writing.”

She concluded, “I therefore welcome the launch of this book, and would like to commend Erica for her dedication to keeping the spirit of her late father alive and Professor Tony Martin for his collaboration in this effort.”

Mrs Williams Connell said that this year marked the 7th anniversary of the inauguration of the Eric Williams Memorial Collection, by former United States Secretary of State, Colin Powell, at the University of the West Indies in Trinidad and Tobago. In 1999, it was named to UNESCO’s prestigious Memory of the World Register.

Dr. Williams was heralded by Mr. Powell as a tireless warrior in the battle against colonialism, among his many other achievements as a scholar, politician and international statesman.

New book on Tobago launched in London

T

obago is the name given to the new book which was launched by Her Excellency Mrs Glenda Morean Phillip, High Commissioner of Trinidad and Tobago, at the High Commission on Tuesday November 15.

The Minister of Tourism, Sen. The Hon. Mr. Howard Chin Lee was among the guests at the reception when Her Excellency paid tribute to the publishers Hansib Publications and editor Arif Ali for their excellent work on the book.

She said, “The book Tobago, the capital of paradise clean, green and serene is an excellent all round guide as it covers information normally requested by prospective visitors together with additional information on the culture and business aspect of the island.”

The information provided in the book includes a basic introduction, conducting business in Tobago, tips on moving around in the island and planning a wedding, the underwater secrets, types of sports and of course the beautiful beaches.

There are other attractions in the book. These cater for bird watchers and highlight the spectacular rainforest along with vital information for accommodation, restaurants, car rentals and tour operators.

Her Excellency noted that the articles were properly illustrated by pictures which provide a good insight into the culture and beauty to be enjoyed on the island.

Minister Chin Lee addressed the audience and indicated that given the government’s recent financial impetus in the industry, the important European market was going to be fervently sought after and catered for.

This, according to the Hon. Minister was central to the government’s plan to bolster the industry.

Steelpan exhibition at London Primary School

S

teelpan, the national instrument of Trinidad and Tobago was featured in a three day exhibition at Princess May Primary School in London in commemoration of Black History month.

The exhibition was coordinated by Mr. Winston Albert, a national of Trinidad and Tobago who is a teacher and Head of Special Needs at the school. The exhibition was held over a three-day period from Wednesday 16 November to Friday 18 November, 2005.

Apart from the exhibition there was an interactive workshop at the school which was conducted by Mr. Peter Joseph and well-known cultural activist, Mr. Sonny Blacks.

Mr. Albert said that other schools in the area participated in the workshop and took a keen interest in the displays that illustrated the history of pan from the tamboo bamboo to the present.

The children from neighbouring schools Rushmore and Northworld along with their teachers Hermia Inniss, Hasina Dawood and Pamela Samuels Williams were given the opportunity to play the instrument as part of the programme.

Mr. Ashton Ford, Cultural Attaché, attended one of the sessions on behalf of Her Excellency Mrs Glenda Morean Phillip.

Mr. Albert, also known in the calypso world as ‘De Alberto,’ said he has been organising cultural activities that feature Trinidad and Tobago at the school for several years .

He said that prominent nationals like Paul Keens Douglas and current Calypso Monarch, Historian Dr. Hollis Liverpool, had been special guests at the school for previous seminars and exhibitions.

Mas 4 London with Peter Minshall Internationally known artist, mas designer and bandleader Mr. Peter Minshall made a brief trip to London to make a presentation of his work entitled “Mas 4 London” .

The presentation took place at the Office the High Commission of Trinidad and Tobago on November 3 before an audience that included Her Excellency Mrs Glenda Morean Phillip and well known artists living in the United Kingdom.

The High Commissioner addressed the distinguished gathering along with the organiser of the event Ms, Greta Mendez.

Among Mr. Minshall’s achievements is the fact that he was a recipient of a 2002 Emmy Award and had the privilege of sharing his talents with the world when he designed and coordinated the opening ceremony for the Barcelona Olympics. Judging from the reports of those who attended, his presentation in London counts as his latest masterpiece.

The following is an excerpt from Her Excellency’s speech to mark this special occasion: My Lords, Members of the Diplomatic Corps, Distinguished Ladies and Gentlemen On behalf of the Honourable Prime Minister of Trinidad and Tobago, the Honourable Minister of Foreign Affairs and on my own behalf, I am particularly pleased to welcome you to the opening of the refurbished High Commission of the Republic of Trinidad and Tobago, following two years of renovation works. The works touched all areas of the High

Commission from the roof to the basement and the grounds. The completion was well worth the inconvenience endured by all members of staff, who had to tolerate noise, dust and dislocation throughout the two years. I must commend the staff for their cooperation and understanding during those irritating times.

The very rich history of Belgrave Square and the essence of the High Commission as it now stands have been presented electronically for those of you who may wish to avail yourselves of those interesting details. I would also like to share with you a brief history, and the current locus of the High Commission in terms of the Trinidad and Tobago/United Kingdom agenda.

The Chancery of the High Commission was part of the final plans which were presented to the Grosvenor Board in 1825 during the London housing boom following the British Victory at Waterloo.

The project for Belgrave Square attracted the man who was to become one of the great building entrepreneurs of his time Thomas Cubitt (1788-1855).

This Listed Building was acquired by the Government of Trinidad and Tobago on a long term lease in 1967 as its High Commission in London.

Although we have been operating successfully since then, we felt that since the successful completion of the modernized works, placed the Chancery in a position to continue its contribution to the

architectural heritage of the United Kingdom while securing a pre-eminent venue to successfully further the bilateral programme of Trinidad and Tobago and the United Kingdom, this occasion should not go unheralded. And, we are fortunate to have both our Prime Minister and Minister of Foreign Affairs here to celebrate the occasion.

I have had the earlier pleasure of sharing with many within the United Kingdom, the focus established for my tenure as High Commissioner. A positive effect of this approach, has included steps in which I have shared with the Legislature, business, and opinion formers within the United Kingdom, the development prospects of

Trinidad and Tobago, and the possibility for cooperation between our two countries in matters of mutual interest. Those of you who were present at Chatham House today would certainly have been left excited by those prospects, of which the Honourable Prime Minister of Trinidad and Tobago gave an enthralling overview.

This evening you will be treated to further highlights of Trinidad and Tobago’s contribution to global energy security by The Honourable Prime Minister. I conclude by extending to you once more a warm welcome and extend an invitation to those of you who have not yet experienced paradise to visit Tobago for a holiday.

There was the heartbreak of ‘89 and the mistake in ‘90 but surely, every Trinbagonian remembers where he/she was for the earthquake of 2005. Epicentre - Trinidad and Tobago; date - 16th November; cause - 1.3 million stampeding Trinis - and why not - T&T IS GOING TO GERMANY! Not since Dr. Eric Williams and Princess Royal lowered the Union Jack and raised the national flag have the deeds of two persons caused the red, white and black to pulsate through our veins with such a thud - Chris Birchall’s late strike on the 12th and Dennis Lawrence’s header on the 16th. But football is a team sport and these goals were not scored by Birchall and Lawrence alone, but also by the nine other Trinbagonians playing their hearts out to create the opportunities, the dedicated and very accomplished technical and coaching staff on the sideline, the thousands of passionate fans at the grounds, and the more than a million cheering supporters the world over, from a household in Toco to a bustling Three King’s Bar here in London.

Who could not dance was jumping, who could not jump was shouting and who could not shout was drinking and hugging - a nation united.

“I’ve been waiting sixteen years for this,” said Gavin Barker, the London Mission’s IT Specialist “but it was more than worth the wait.” Gavin, like many other Trinbagonians here in London was at the Three Kings Bar in South Kensington to watch the games. A London bar at the beginning of winter was transformed into an imported Smokey and Bunty. Who was not a Trinbagonian at least was wearing a red tshirt, and with pelau and alo pies being served, and Ebony steelband beating away in the background, the atmosphere was electric.

“Well he (Gavin Barker) was there for 1989 but I was there for 1974 and ‘89 and let me tell you, this is a dream come true,” said Public Affairs, Culture and H.E. Well done fellas and may we all follow suit.” All the members of staff at the High Commission would like to join the High Commissioner in congratulating the football team on this historic achievement and say to Jack Warner, Oliver Camps and the TTFA, Coach Beenhakker and his staff and to all the members of the team - Thank you!

A newcomer to the team, Ramdin seems to have assumed his role and responsibilities as wicketkeeper batsman with the assurance and ease of someone who knows where he belongs ad what he is about. Already touted as a future leader in some corners, Ramdin showed in Australia that there is hope and life in the West Indies camp yet.

The Prince of Port of Spain was more like the King of the world recently when he surpassed Allan Border’s 11174 runs to become the world’s leading scorer in the history of the game - one of the cricketing genius’ many records.

A man for the big occasion, Lara went to Australia needing 315 runs to surpass Border’s record and it seemed the stage was set - how fitting it would be for the star batsman nearing the end of his career (possibly) to take the record from an Australian great, in Australia, where the fans have a genuine love affair with West Indies cricket and an appreciation for the contribution made to the game by the world beater , Brian Charles Lara.

After a string of moderate scores, it began to look like this was one story book ending that was not going to make the editor’s cut but back a champion in the corner and he’ll string you up in the ropes. Lara did not tie anyone up but he certainly sent the ball over the ropes time and time again. His 226 in the final Test in Adelaide pretty much said to the world “Oy, I am Boss!”

Master musician Clive Bradley dies Master musician Clive Bradley, internationally revered for his work as arranger for the Witco Desperadoes Steel Orchestra, passed away on November 26, 2005, at the Port of Spain General Hospital, four days after suffering a stroke at home. He was 69.

Dr Pat Bishop's (Artistic Director of the Lydians and former conductor for Witco Desperadoes) description of Mr. Bradley embraced all the emotions that surfaced upon his death. "He bestrode the world of the arranger like a Colossus," Dr Bishop said. "Nobody handled the minor-key mode like Bradley. Nobody could make you weep at Panorama which, of course, is supposed to be a time of unbridled joyousness, but he captured the tragic underside of the human condition and gave it a voice that was utterly awesome, authentic and Trinidadian."

Pan Trinbago President, Patrick Arnold, described Mr. Bradley's passing as "a major blow to not just Desperadoes but the steelband community as a whole".

Mr. Arnold said: "Bradley's work always stood out as a benchmark in pan. From his earliest association with the steelband movement, he stamped his imprimatur on every musical arrangement. He is remembered for his work with Desperadoes with the same reverence that people still talk about what he did with "High Mas" for Nu Tones or "Sailing" for Pandemonium Steel Orchestra, or the bands he worked with in New York.“ He added: "Having that kind of influence on Panorama competitions both at home and abroad is the mark of genius and all who have any association with pan will admit that his interpretation of any tune was looked forward to from well before the first note was struck. We shall all miss him as a major contributor to the steelband community and furtherance of steelband music at large."

Earlier this year, Mr. Bradley scored the double in New York at the Panorama competition associated with Labour Day celebrations, when the two bands for which he arranged - Pantonic Steel Orchestra and Desperadoes Steel Orchestra - took first and second place honours, respectively.

Shortly after that remarkable feat, Bradley ushered Desperadoes to top berth in the Northern Region playoff in the Republic Pan Fiesta, playing his interpretation of Natasha Wilson's, "One Day". Earlier this year, at the Pan in the 21st Century contest, he also ferried Desperadoes to winners' row, that time with John Legend's blockbuster "Ordinary People". His last major work with Despers was for last month's Trinidad and Tobago Steelpan Jazz Festival, where the band shared the opening night stage with multiple Grammy Award winner Al Jarreau and master calypsonian David Rudder.

Roy Cape, who knew Bradley for the past 45 years, said: "We met in 1960. He was a regular at the Waldorf Club on Park Street and I was with the Clarence Curvan Orchestra and then with Ron Berridge's band.

In 1967, Bradley and I formed a band called Sounds Incorporated with members who left both those orchestras.

"The band collapsed when Felix Roach offered some of us regular work at Hilton but Rudolph Charles had asked me to find an arranger for Desperadoes and I had taken Scipio Sarjeant there in 1967 but, after doing 'Governor's Ball' and bringing the band into second place, he left for New York and Desperadoes was without an arranger again, and Rudolph called me again and that time I took Bradley.

"The first song he did with Despers was 'Mr Walker' but he went to New York too and, in 1970, Despers had another arranger again, Lubert, but Bradley came back in the middle of the season and members of the band unanimously voted to have him take over the work. The rest of Bradley and Desperadoes is history."

Mr. Cape added: "Without doubt, he is one of the greatest arrangers the steelband world has ever seen.

Unlike a number of people who left pan to go into brass bands, Bradley did it the other way around and was successful in both situations," Mr. Cape said. "He was self-taught and came to be a teacher, which tells you how much of a command he had."

Easily one of the most important music figures in the history and development of steelband music, Mr. Bradley is equally well-remembered for his compositions; the period during which he taught mathematics at his alma mater, Fatima College; his work with several brass bands (including his own group The Bradley Bunch); and, importantly, for his assistance to Pelham Goddard, who evolved into one of this country's most successful pan and calypso arrangers.

Former Minister Gerard Montano is dead Albert Gerard Montano died on November 13, 2005.

Mr. Montano, 87, originally a businessman from San Fernando, entered politics in 1954, served as Mayor of San Fernando and was a founding member of the ruling People's National Movement (PNM).

Danny Montano: “He was a giant among all of us and he left an enormous legacy for us to follow. We admired him greatly. We will miss him, we will just miss him”. He added that another icon had gone.

Robin Montano said: “He was the greatest man the world has ever seen and we are going to miss him dearly”.

Mr. Montano was the parliamentary representative for San Fernando East, the constituency which is now represented by Prime Minister Patrick Manning. As a minister, Montano will be remembered for his pioneering role in the construction of the Lady Young Road, Morvant, Diamond Vale and Pleasant-ville housing estates.

A former student of both Naparima and St Benedict's Colleges, Mr. Montano conducted himself with distinction and was duly accredited. He was the first non-Venezuelan to receive the Order of the Liberator, Simon Bolivar, which is the highest award in Venezuela. He was also a recipient of the Trinity Cross.

Mr. Montano was at one time the Chairman of the Commonwealth Parliamentary Association.

Condolences to the Montano family were extended by both the PNM and the Opposition UNC. Mr. Montano’s funeral took place on November 17, 2005, at the All Saints Anglican Church, Port of Spain.

The eulogy was delivered by former President Sir Ellis Clarke. He said that the late Gerard Montano’s main goal in his political life was to do what was best for the people of this country.

Dean Knolly Clarke, who delivered the homily, said Mr. Montano served as a pioneer in Trinidad and Tobago and was a builder of peace.

Among the dignitaries who turned up to pay their respects to a man who had character and strength were Prime Minister Patrick Manning and his wife, Education Minister Hazel Manning; National Security Minister Martin Joseph; Public Administration Minister Dr Lenny Saith; Speaker Barry Sinanan; Energy Minister Eric Williams; UNC members Wade Mark, Dr Tim Gopeesingh and Ken Emrith; American Ambassador Roy Austin; former President Arthur NR Robinson and independent senator Bro Noble Khan.

From 1956 to 1970 he served as a minister of government under Dr Eric Williams. He was removed from the Cabinet in 1970 during the Black Power demonstrations and in 1971 sent to Brazil as an ambassador with accreditation to Chile as well.

...continued from page 12 Bradley's musical arrangements have taken Desperadoes to Panorama's top rung on several occasions, most notably with Kitchener's "Pan in Harmony" (1976) and "Hasely Crawford" (1977), Blueboy's "Rebecca" (1983) and Oba's "In My House" (1999) and "Picture On My Wall" (2000), the latter two coming after a spectacular win with the hitherto lowly ranked Arima Nu Tones' interpretation of David Rudder's "High Mas" (1998).

The Honourable Patrick Manning, Prime Minister, paid tribute to Clive Bradley and expressed his condolences to the Bradley family adding that the former Desperados Steel pan player was a key force in the band.
