t’s no wonder many Western DuPage County residents find it to be an idyllic area. The family-focused neighborhoods, plentiful jobs nearby or accessible via commute to the city of Chicago, excellent parks, strong schools and diverse communities continue to attract more and more residents and businesses to the area. Each community has a mixture of classic and modern housing stock that is remarkably affordable. The towns are also near a plethora of higher education institutions. Ideal geographic locations People will find what they need in Western DuPage. Whether a young family, business owner or an elderly empty-nester, there are plenty of reasons the area is one of the most attractive in the Midwest. For example, West Chicago is a microcosm of successful urban counterparts with all the benefits of being situated in the western suburbs, just 32 miles from Chicago. It serves as a transportation hub with its award-winning DuPage Airport, rail lines which have played a major role in building West Chicago’s economy since 1849, and easy access to major highways. Nearby Warrenville has the best of both worlds – an advantageous location along the busy and business-focused I-88 corridor as well as the small-town atmosphere the city has nurtured for more than 100 years. The population has grown to more than 13,000 thanks to Warrenville’s close proximity to businesses and transportation, including an I-88 interchange at Winfield Road and five Metra commuter rail stations within 6 miles of Warrenville City Hall.

THRIVING BUSINESS COMMUNITY

DID YOU KNOW?

West Chicago offers a strong, diverse labor force of professional, skilled and semi-skilled workers, and the City works collaboratively with area educational institutions, government agencies, economic development organizations and private staffing agencies to meet the labor needs of the business community. It has more than 700 businesses, including manufacturers, retail stores, warehouses and professional offices. They range from small family-run operations to large multinational corporations such as Ball Horticulture. Ball is leader in all facets of horticulture. It has a global family of breeders, research and development teams, seed and vegetative producers, and distribution companies, with a presence on six continents in 18 countries. One of the oldest manufacturers in the area is the 90plus year-old Jel Sert Company, which makes products known by the brand names of Wyler’s, Fla-Vor-Ice and Mighty Fine. A notable areas of business growth is the 800-acre DuPage Business Center in West Chicago, where three new tenants broke ground in 2018: • Suncast Corp., a custom wood structures and resin products manufacturer • Norix Group Inc., a manufacturer of contract furniture • Greco and Sons Inc., an Italian foods distribution company West Chicago fosters a business-supportive environment with a streamlined permitting process focused on customer

service and ongoing communications. Business assistance programs include a Downtown Retail and Restaurant Business Grants, the Brilliance in Business Awards, creative and customized business incentives, a facade improvement program, infrastructure investment and beautification programs. A new website, www.westchicagonow.org was created to highlight the city’s economic development focus and provide relevant information to help equip decision-makers with the information they need to make the right location choice for their business in this welcoming city. New programs – such as America in Bloom – are poised to make the city even stronger. In 2018, the national organization recognized West Chicago as a noteworthy community for its “overall arms-wide-open community that celebrates its diversity and is engaged in achieving excellence as a city where no one is forgotten and no one is left behind. The city is characterized by outstanding engagement between and among residents, non-profits and other civic groups, and progressive and responsive city government.”

Warrenville has prided itself on working with the business community over the years. One shining example of that is the Cantera project, which grew out of a 650-acre former quarry that was located near the I-88/Winfield Road interchange. The project took flight after a publicprivate partnership was formed and a tax increment finance district was created to encourage developers. As a result, businesses in the Cantera area employ more than 10,000, and draw many more visitors to the city every week. Cantera includes residential subdivisions, hotels, banks, a Regal 17-screen RPX movie theater, a Main Event bowling and entertainment center, and many stores and restaurants. Warrenville is bordered by Fermi National Accelerator Laboratory, which performs cutting-edge research into what makes the universe tick on a subatomic level. Fermilab benefits Western DuPage by offering numerous educational and cultural programs to the public.

Northwestern Medicine Central DuPage Hospital is located in neighboring Winfield and is a leading employer and community leader. Northwestern Medicine is a full-service medical center, with a staff of more than 1,100 physicians. Its 347-bed facility offers the latest in medical technology and the highest quality in patient care. Northwestern is associated with Northwestern University’s Feinberg School of Medicine and is anchored by Northwestern Memorial Hospital in Chicago. The organization has 4,000 doctors and over 26,000 employees. Another large employer is DuPage County government, which runs the DuPage County Government Center located along the border between Winfield and Wheaton. It includes the county court system, fairgrounds, jail, sheriff ’s office, and departments of animal control, economic development, transportation and community services.

PLENTY OF NOTABLE PLACES The Illinois Prairie Path runs through each community. The former rail line that was converted into a path draws bikers, runners, walkers and even riders on horseback traveling from town to town. Nearby Cantigny Park and Cantigny golf bring thousands of visitors to the area each year. The primary feature of the 500-acre complex – which is the former estate of Colonel Robert R. McCormick, the longtime editor and publisher of the Chicago Tribune – is the interactive First Division Military Museum. There are also

many walking trails, about 30 acres of formal gardens and a 300-acre golf complex. Events take place on the grounds as well. In Warrenville, the Warrenville Historical Museum is located in a Greek Revival former church building, built in 1858 and once used as a studio by renowned artist Ivan Albright. The city was incorporated in 1967, more than 130 years after the first settlement by the Colonel Julius Warren family near the West Branch of the DuPage River. The Warren Tavern, a hotel and hall for dancing, was built in 1838 by Warren, and is still standing today.

Economic Development

E

conomic development is vital to Western DuPage County, and the Western DuPage Chamber of Commerce is the driving force for business growth in the region. Here is a conversation with Chamber President/ CEO David J. Sabathne about the Chamber’s important role with the area’s business community. What are the main economic strengths of Western DuPage County? Western DuPage County’s strengths are numerous, but two words sum it all up: resource and abundance. We have open land that is truly shovel-ready for your new facility. Our skilled and educated workforce is prepared to keep a company growing. The area is also accessible by rail, major interstate highway system or by air. Why are larger companies interested in locating here? Larger companies see DuPage County as a “place driven” group of collaborative communities. To attract and retain the highest caliber of employees, it is simply not enough to have a good company or even a strong company culture – you need a community. In DuPage County, we have highquality education; safe and well-maintained neighborhoods; cultural, civic and fitness opportunities; and of course, world-class shopping and dining.

What makes the areas in and around West Chicago and Warrenville ideal for small businesses? Small businesses need residents that take pride in their community and enjoy being able to build relationships with local merchants and service providers. Warrenville and West Chicago share this small-town feel where neighbors know one another and spend time outside of their homes. Bike and walking paths are abundant, nature preserves, and museums are open year-round and always have something new. What does the Chamber do to help each municipality and the businesses that locate there? The staff and leadership of the Western DuPage Chamber of Commerce are committed to providing the absolute best professional services in the industry. Trained by the International Economic Development Council and the Institute for Organization Management, the Chamber engages in local and regional workforce and economic development with the skills to make a difference. We specialize in site selection, assistance during the municipal approval process, insight into incentives and workforce development planning, and even financial referrals from start-ups to the well-established.

What are some of the longer-term plans you have for the area? Talent pipelines can only remain at acceptable levels through an intentional and comprehensive pathways program. The Chamber works with area schools, colleges and universities to collaborate with businesses. Developing curriculum that delivers the needed skills, forecasting future demands and continually monitoring trends and adjusting to meet these needs is a primary focus of the Chamber. It is a function the Western DuPage Chamber of Commerce is uniquely positioned to manage. How important is the DuPage Business Park to the future economic growth of the area? The DuPage Business Park will see over 1 million square feet of new commercial space built over the next few years. This will bring additional taxes to both Warrenville and West Chicago and provide jobs for the region. Since all storm-water management has been met for the buildout of the 700-plus acres, building plans can move rapidly through the approval process and construction can be completed quickly. This not only saves money on engineering, but most facilities would not require the typical 20 percent additional property to meet stormwater management best practices, or BMP. What are the main attributes of the area workforce that appeal to current and prospective employers? DuPage County workforce is educated, skilled and nimble. That means that we have a culture that values education and skills development and workers who embrace lifelong learning. Businesses cannot hire only for the talent they need today, they must bring in talent that will evolve as the business evolves, and employees who are pulled towards excellence. What has created the successful attraction and retention in your communities leading to the recent business development, growth and expansions? Collaboration is key, and our communities have a long history of working together. From libraries, museums, first

responders (police, fire and emergency service agencies) to schools, park districts, municipalities and townships. Reciprocal benefits have been around for years whereby a resident of one community enjoys benefits of the neighboring community at resident rates. There is no better place or time to be in Western DuPage County and there is no business association or chamber of commerce more committed, engaged or prepared to support you.

Business Profiles BALL HORTICULTURAL COMPANY Ball Horticultural Company has been a mainstay in West Chicago for almost a century. It moved to the area in 1922, 17 years after George J. Ball started the company as a wholesale cut-flower field. Today, the company is led by the third generation of the Ball family and has a strong presence on six continents and 18 countries. Ball is the pre-eminent horticulture company, with a global family of breeders, research and development teams; vegetative and seed producers; and distribution companies. In West Chicago, the headquarters is on a 55-acre area that includes prairie, wetlands and display gardens. Billions of seeds are processed each year in West Chicago by Ball, which is a wholesale seed and plant distributor to the commercial horticulture industry. The company does not sell directly to the public, but its products are in local garden centers. One of the highlights of the campus is The Gardens at Ball, which is an evaluation and testing ground. The Gardens, which are undergoing construction in 2019 and not open to the public, include more than 10 acres of display beds for annuals, perennials, cut flowers, shrubs and vegetables.

CANTIGNY PARK Cantigny Park in Wheaton, open to the public since 1958, is home to museums, gardens, walking trails and a 27-hole golf course. The 500-acre complex is the former estate of Colonel Robert R. McCormick, the legendary editor and publisher of the Chicago Tribune. His service in World War I inspired the First Division Museum, which is dedicated to the noted 1st Infantry Division of the U.S. Army – also known as the “Big Red One.” The museum was thoroughly renovated in 2017 and features many interactive exhibits. Other features at Cantigny include: ❚ The Robert R. McCormick House, a historic home

museum offering guided tours. ❚ Cantigny Gardens, featuring creative and colorful displays that change with the seasons. ❚ Visitors Center with 100-seat theater, Bertie’s Bistro and gift shop. ❚ Three miles of walking trails, picnic area and the Red Oak Farms playground, opened in 2018. Cantigny is host to many events throughout the year, including concerts, lectures, workshops and festivals. See the full calendar at Cantigny.org. The museums, gardens and most events at Cantigny are free. Parking is $5, or $10 on weekends and holidays from May through September. Parking fees are waived on the first Wednesday of the month.

estern DuPage County has some of the top Chicago suburban schools, including an elementary school that earned national recognition in 2018 and high schools that have seen graduates attend some of the most renowned colleges in the country.

WHEATON WARRENVILLE COMMUNITY UNIT SCHOOL DISTRICT 200 Residents in Warrenville, as well as parts of Winfield and West Chicago, are able to get a full K-12 experience for their children in Community Unit School District No. 200. The top-rated, Wheaton-based public school district has almost 13,000 students and was ranked No. 8 out of the 408 Illinois school districts in the state by Niche.com. With a student-teacher ratio of 21 to 1, the district prides itself on the excellent preparation it provides for students, with 93 percent of recent high school graduates attending a 2-year or 4-year institution. The district includes an early childhood center, 13 elementary schools, 4 middle schools, 2 high schools and a transition program. The district also boasts a diverse population, with 68 languages spoken among students. In 2016 state tests, 65 percent of students met or exceeded standards in English language arts (state average 37 percent) and 50 percent did the same in math (31 percent state average). The district’s most recent ACT composite was 23.6, well above the state average. Also, the district had seven national merit finalists among its 2018 graduating class. Currently, the district is working on its Vision 2022 plan, which covers four key areas of the district’s future: student learning; learning support systems; community and parent engagement; and financial and facilities management.

20

COMMUNITY HIGH SCHOOL DISTRICT 94 The guiding light for Community High School District 94 is its mission, encapsulated in the three Ls – learning, leadership and living. The idea is to challenge students, contribute to the public good, celebrate diversity and emphasize good choices. West Chicago High School serves 2,100 students from Carol Stream, West Chicago and Winfield and offers more than 200 courses. Students have plenty of options, with more than 60 clubs and athletic programs, including some that have won state and national recognition. Faculty members have made their mark as well, with 76 percent holding advanced degrees and several attaining National Board Certification, authoring textbooks and/ or presenting at national conferences. In 2018, the ACT Core Composite Score was 25.6, and SAT was 968. In the summer of 2019, the school will begin the next phase of an addition that will result in a new second story by the end of summer 2020.

WEST CHICAGO SCHOOL DISTRICT 33 Six elementary schools, one middle school and three preschools are part of West Chicago Elementary School District 33, which includes students from West Chicago and parts of Winfield and Wheaton. There are more than 4,500 students with about 80 percent of Hispanic origins, which reflects the area’s diversity. The majority of staff members have advanced degrees. The district has many community partnerships, including WeGo Together For Kids, which addresses the health, safety and well-being of students and families in the area in conjunction with many governmental agencies and community organizations. The district also reaches the community through its special programs, such as Project HOPE (for birth to 3-year-olds) that serves families throughout the district who are expecting a baby or have children under the age of 3. The program works with families through home visits and parent groups throughout the community.

BENJAMIN SCHOOL DISTRICT 25 Some families in the West Chicago and Carol Stream areas are served by Benjamin School District 25, which includes two schools – Evergreen Elementary School (PreK-4) and Benjamin Middle School (grades 5-8). The district includes more than 600 students, with most eventually attending West Chicago Community High School. The teaching staff has 60 full-time equivalent staff members. Thanks to community support through referendums, the district has maintained class sizes at or below 25 students in grades 3-8 and at or below 22 students in grades K-2. Recently, Evergreen was named a 2018 National Blue Ribbon school by the U.S. Department of Education. Only about 24 schools in Illinois and 349 nationally received the honor. The school was recognized in the category of Exemplary High Performing Schools, based on state test scores. The district also has received the Chicago Tribune Top Workplaces Award in 2017 and 2018 based on faculty survey results administered by an independent firm.

School includes an original one-room schoolhouse and houses kindergarten through second-graders from the Winfield School District as well as preschool students from West Chicago School District 33 and students from the School Association for Special Education in DuPage County STARS program. Across the street, preschool students and third- through eighth-graders attend the Winfield Central School, where they are given a solid foundation of academic and social skills. Students focus their learning on math, science, social studies, reading and language arts and also develop their social-emotional skills through the Second Step program. Additionally, students explore their interests through the study of music, art, and Spanish (beginning in third grade) and participate in band (beginning in fifth grade).

WHEATON ACADEMY A non-denominational Christian high school, Wheaton Academy was founded in 1853. The West-Chicago-based school has a teacher-student ratio of 12 to 1. Students enjoy academics, sports and club activities on the 50-acre, collegestyle campus. The school has a strong college preparatory curriculum and extensive AP class offerings. The diversity of the student body is founded in both students’ background and denominations. Over 50 churches are represented in the Wheaton Academy community, as well as more than 55 international students from around the world. In 2018, graduates were accepted at a variety of colleges and universities, including Columbia University, the University of Chicago and Yale, and received more than $6 million in scholarship awards. Buck Services, Inc. Serving the Community Since 1988

homegrown company committed to creating clean, comfortable, and community orientated environments, Buck Services, Inc. is celebrating 30 years servicing institutions within Western DuPage and beyond. When they first opened their doors in 1988, Buck Services made a solid commitment to providing consistent, high-quality services focused on Customer Care. “Our company was founded with a clear intent, one we strive to live up to each and every day.” says Joe Buchholz, co-founding brother and Vice President. “My brothers and I have always done our best to create personal relationships with our facilities’ staff and patrons. It is because of these relationships that we continue to call West Chicago home.” From simple custodial schedules to intense maintenance programs, Buck Services’ belief in “being there” – no matter what the task, time of day, or location – has formed the foundation of their business practices. Though Buck Services started with a special interest in maintaining schools and churches in Western DuPage, they have since expanded throughout the Chicago-land area and now service commercial, medical, retail, and special event facilities. Their consistent focus on growth has allowed them to continuously reach new heights in service offerings, specialties, and facility staffing programs. Currently, Buck Services offers nearly any cleaning and maintenance procedure you could consider – Custodial, Maintenance, Contractual, One-Time, Floor Care, Seasonal, Green Cleaning, Special Events, Pre- and Post- Construction, Set-ups and Breakdowns, Window Cleaning, Emergency Services, and third-party recommendations – including, most recently a foray into product/equipment development.

22

At its core, their “Proven Concept in Cleaning and Maintenance” supplies each client familiar and consistent staff, consequently building to an investment in community and company. In the years since 1988, Buck Services has become more than a local cleaning company – they have personified their craft by recognizing a need for their unique facility management style. Buck Services’ impact on the surrounding communities and industries they serve continues to lie at the forefront of their practice. Eighty-seven percent of Buck Services’ clients are institutions rooted in providing for their communities. They supply services for schools, religious institutions, community centers, and public event locations. “There is nothing more important to the core of Buck Services than our mission to aid in creating safe environments. We believe ones’ surroundings influence ones’ attitudes and strive to ensure our facilities encourage respect and acceptance – a place where both prospective and current patrons know they can feel at home.” shares Rob Buchholz, Vice President of Operations. Buck Services’ dedication to socially conscious business practice is not limited to their hometown community. They implement full-service Green Cleaning programs, aimed at creating healthier environments in the often harsh chemical world of cleaning and maintenance. Each and every

Local Business service they offer can – and will in a school setting – be completed Green, benefiting their employees, their clients and especially, the environment we all share. They have also made a significant investment in sustainable equipment and implemented changes to machinery which saves on water and electricity consumption. In addition to creating custom recycling programs, and aiding out-of-date facilities in the education and follow-thru of eco-friendly practices, Buck Services was recognized as a partner in the LEED certification of the second high-school in Illinois to be recognized as such. Most recently, Buck Services was honored with the Daily Herald/Business Ledger Annual Award for Business Excellence (AABE); Assurance’s MRMH Award for minimizing risk while maximizing health in the workplace; The Brilliance in Business Award from the City of West Chicago; and the Western DuPage Chamber of Commerce Enduring Spirit Award for their community involvement, industry leadership, and sustained charitable contributions. They celebrate 2018 by honoring a commitment to the future, joining forces with West Chicago Community High School and their Youth Development Program. As it states in their mission statement, one that has stood strong over the course of three decades – Buck Services’ “Proven Concept in Cleaning and Maintenance” endeavors to bring these familial practices to the often sterile process of facility management. “Our steadfast policy of putting our clients’ needs and relationships first, has contributed to successful environments and social sustainability for our facilities. The ‘whole-picture’ interpretation of ‘service

industry’ is something we hold near and dear.” explains John Buchholz, President and Founder. “We strive to create relationships with each of our clients individually, relationships that have lasted years.” The Buchholz brothers’ unwavering philosophies and family-led business practices have apparently proven successful as they continue to service the very first client signed onto the books in 1988. It is their clients’ trust in Buck Services’ long standing commitment to quality, consistency, and customer care that has echoed throughout Western DuPage over the past thirty years. Bill Buchholz, Vice president of Human Resources tells it like it is, “Trust is the platform for our most valuable service – a relationship between our clients and our team members. We are, at our core – a family business, run by family, like a family – where knowledge, compassion, awareness, and effort have laid the framework for a celebratory 30th year.”

WALDORF SCHOOL OF DUPAGE About 25 years ago, the Waldorf School of DuPage was founded by a group of parents interested in Waldorf education in Wheaton. The school has grown noticeably since then, and is now based in Warrenville on 5 acres of open and wooded land and serves preschool through eighth grade. The Waldorf School of DuPage is one of four Chicagoarea independent Waldorf Schools, serving the western suburbs. The Waldorf schools are founded on the writings of Rudolf Steiner and are focused on the natural stages of a child’s social, emotional and intellectual development.

EDUCARE WEST DUPAGE Low-income young children get a great start on their academic career through Educare West DuPage, an early childhood school in West Chicago. The school, which is part of a national network, partners with community organizations to provide more opportunities for children and their families. It is a public-private partnership supported by federal and state funding and private donations.

Healthy Living

t’s easy to live a healthy and active life in Western DuPage County, thanks to the many parks, trails, activity centers and programs that bring residents together for fun and fitness. At the Warrenville Park District, residents will find all the amenities they need to stay healthy, primarily through the district’s FitnessNOW center and outdoor parks. For example, FitnessNOW offers cardio equipment and classes, strength training and programs, as well as yoga, martial arts and programs for the elderly and children. Many outdoor activities are available at the parks, such as biking, walking, hiking and kayaking. “We strive to provide opportunities that enrich the mind, body and spirit,” said Tim Reinbold, CPRP, executive director of the park district. In addition to the park district’s features, the City of Warrenville has plenty to offer for those who want to stay active. The most prominent is the Illinois Prairie Path, which is ideal for running, biking, walking or even riding on horseback, plus cross country skiing during the winter. The path, which runs through several suburban communities in Cook, Kane and DuPage counties, also connects with several area trails. The city also is surrounded by forest preserves such as McDowell Grove, Warrenville Grove, St. James Farm and Herrick Lake as well as open space areas at Fermi National Laboratory. Combined, these open spaces comprise 10,000 acres and 30 miles of bike paths. The central gathering place in the West Chicago Park District is Reed-Keppler Park, which includes the ARC

Center, featuring a fitness center, three-court gymnasium, studios and much more. Also at the park, you’ll find sports fields, a skate park, bike trails, nature sanctuary and Turtle Splash Water Park. The goal of making West Chicago one of the healthiest in the region is what sparks the Healthy West Chicago organization. It is directed by an advisory board that includes representatives from several sectors, including hospital, government, private sector businesses, schools, and faith-based organizations. Mexican Cultural Center and The GardenWorks Project are key partners of HWC. Healthy eating and physical activity are the key focus areas for Healthy West Chicago. For example, the Move with the Mayor Challenge, which took place in September 2018, was a month-long challenge to raise awareness about heart disease and ways to prevent it. Healthy West Chicago was one of the partners in the program, which featured West Chicago Mayor Ruben Pineda. Northwestern Medicine Central DuPage Hospital in Winfield provides a variety of programs, classes and support groups that enrich the wellness of Western DuPage residents. For example, many childbirth-related classes are offered for expectant parents and grandparents. Car seat safety checks are an important part of young child care. Certified car seat safety technicians will ensure car seats are installed properly and provide parent education and resources if a replacement seat is needed. Other programs focusing on children – from preschool through high school – include: ❚ The Coordinated Approach to Child Health (CATCH) Early Childhood program, which is geared toward children ages 3-5. The hospital works with area preschools to promote a culture of wellness in the classroom through daily physical activity, introduction to classroom-based gardening and nutrition, and by encouraging healthy eating.
