The Southlake City Council serves as the link between the residents of Southlake and their city government. The council is made up of the mayor and six council members who are elected at-large by Southlake voters to serve three-year terms of office.

2019 Southlake Citizen of the Year

STRONGER TOGETHER MEMBERS CONNECT, GROW THEIR BUSINESSES WITH CHAMBER NETWORKING GROUPS Helping members build stronger business connections is important to the Southlake Chamber of Commerce, which has played a key role with multiple networking groups in the Southlake area.

Here are three groups that are making a difference in the community: Southlake Chamber Young Professionals Group Up-and-coming professionals have a networking home in Southlake – the Southlake Chamber Young Professionals. The Chamber encouraged organizers to start the group in May 2018 and it has grown ever since, said Rachel Porter, one of the group’s founders.

The group provides an opportunity for young professionals “to connect, collaborate, and network,” Porter said. “Southlake and surrounding areas are great places for career growth and this outlet can be a good place for someone new to the communities to meet some peers and get involved.”

Attendance averages about 10-30 people per event. The main get-together is networking and a happy hour at Redrock Canyon Grill the third Friday of the month. There also are Speaker Series lunch events that feature local leaders. Volunteering is another feature – recent outings have included unloading clothes at GRACE in Grapevine, organizing donations at Community Storehouse and serving at the Metroport Meals on Wheels monthly luncheon, Porter said.

The group’s participants are from a variety of professions, including chiropractors, real estate agents, attorneys, entrepreneurs, insurance brokers, doctors and fitness instructors, said Porter, who is a mortgage loan officer.

“In the long run, the goal is for the group to foster leaders for the town and business community, and to provide the opportunities and connections to do so,” Porter said.

Porter, who grew up in Southlake, helps facilitate and organize events as well as recruit members. The Chamber has also played a key role in promoting the group to members, while the group has provided a connection to the Chamber for attendees.

“I have met some of my best friends, recent clients, and great local connections through this group,” Porter said.

Southlake Relationship Networking Group For those who like to get up early and network before they start their workday, the Southlake Relationship Networking Group an ideal outlet.

The group started several years ago through the Southlake Chamber of Commerce and has grown quite a bit in recent years as it has become more open to a variety of industries, said Michael Young, group leader.

“This group is the entry point of activity for many new members in the Southlake Chamber of Commerce,” said Young, owner of Computer C.P.R. in Southlake. “We average two or

three new attendees a week, and most of them become regular attendees.”

There are about 25-40 attendees per meeting, and some are not Chamber members. They come from a variety of professions – wealth management, home organization, concierge, medical, dentistry, real estate (residential and commercial), holistic health, chiropractor, computer repair, IT support, estate planning, business coaching, nutrition, franchise specialist, travel consultant, life/health insurance and title insurance, Young said.

The group meets on the second and fourth Tuesdays of the month, and attendees often get together at other Chamber events such as ribbon cuttings, monthly evening mixers, monthly lunches and volunteer opportunities.

“We are helping many business owners and representatives that are new to the area get fast-tracked into involvement with the local business community at large,” Young said. “It also keeps conversations healthy and alive between many existing business professionals in the area.”

In addition to leading the group, Young makes sure to “seek

out new attendees to make sure they feel welcome and all their questions are answered about the group and chamber of commerce involvement. Many times this also leads to mentoring them to a successful regular involvement with all the Southlake Chamber of Commerce activities.”

Business Insider Networking Group The Southlake Chamber’s Business Insider Networking Group offers top-notch networking and luncheon speakers, but people have to move quickly to get involved – the event sells out fast.

“The purpose of the group is networking and education,” said Mark Guilbert, President & CEO of the Southlake Chamber of Commerce. “The Business Insiders Networking Group is a networking lunch with a great speaker designed to help members grow their business and contacts in the Southlake area.”

The monthly luncheon series has been led by Mark Guilbert since January 2019 and has room for up to 35 attendees each event.

“The Chamber networking groups are a benefit of membership,” Guilbert said. “Space permitting, non-members are invited to attend so they can meet the Chamber businesses and see for themselves what the Chamber business community has to offer.”

Guilbert facilitates the group and provides the speaker each month.

“The group is being exposed to thought provoking and inspirational speakers each time they attend,” he said. “We want to help inspire attendees to do even more great things with their businesses and for the community.” n

“Frost has been involved with the Southlake Chamber for many years, and we’ve grown as the area has grown. We’re as proud to be Chamber members as we are to be part of the community.”

THE EVOLUTION OF SOUTHLAKE High-end retail, first-class restaurants, scenic streets, playgrounds and parks, sports facilities. You name it, Southlake probably has it.

But folks who lived here 50 years ago knew none of this. And the generations before grew up on farms throughout the North Texas area raising dairy cattle and pigs, growing peanuts, cantaloupe and cotton.

This was the West It was the land – a blackjack and post oak forest teeming with game, dotted with artesian springs – that enticed people to settle in what today is Southlake. The Spanish cut their way through land where Native Americans had long lived.

When white settlers from Platte County, Missouri, began arriving in the mid-1840s, they established farms, built log homes and organized the first church in Tarrant County, Lonesome Dove Baptist Church.

In the economically depressed years after the Civil War, more families and friends trekked to this part of Texas, buying farms carved from the original grants given to the Missouri colonists and establishing scattered churches, schools and farms.

The area west of Grapevine Families made do with what they could grow, and if there was anything left over, a farmer could take it to nearby Grapevine to trade for coffee, sewing needles or other supplies.

The Cotton Belt Railroad, running through Grapevine by 1888, expanded markets for crops. Trucks replace wagons. But unlike the black dirt on the Grapevine Prairie, the sandy soil in present-day Southlake was hard to farm. East of Grapevine, where the airport is today, was the most productive land in all the state of Texas. Cotton was king on the prairie, but peanuts, corn and potatoes grew well in sandy soil.

including the Dove, White’s Chapel, Old Union and Jellico, all considered the “area west of Grapevine.” People who lived and farmed as far away as Argyle went to “the Dove” to trade, have their harnesses fixed or go to church.

Texas-born generations Into the 1900s, new generations in the area west of Grapevine continued to produce cotton, corn and grain and raise livestock.

During World War I, young men left to fight in France. Will and Bob Lipscomb, brothers who lived in Grapevine, were the area’s doctors.

“They’d have to come out here either in a buggy or riding a horse,” remembers resident Claude Shivers, who was born in 1907.

In the summer, religious revivals were held in brush arbors.

Women’s groups organized quilting parties and Bible studies.

On Saturday nights, downtown Grapevine was the place to be. Telephone service reached White’s Chapel and other area communities, but for many the best way to communicate was with a dinner bell.

Lessons to learn Texas legislators began taking education seriously with the goals to give curriculum more uniformity, strengthen teacher training and improve school facilities. In 1917, rural White’s Chapel, Sams and Dove Schools were consolidated into Common School District No. 99, and in 1919, it followed the lead of dozens of county school districts in Tarrant County and built a brick school. Plain, three-room Carrol School (also called Carroll Hill School) opened with 97 students, grades one through nine, one principal who also taught and two teachers.

African Americans living in the area were mostly farmers and laborers. Instead of attending Carroll School, their children went farther away to what were called “colored school.” Bob Jones was born a slave in 1850, and in the early 1900s, he built Walnut Grove School near the Tarrant-Denton county line for his children and grandchildren and hired teachers.

The 1920s brought some measure of prosperity to the area. In the Great Depression that followed, times were tough, and outlaws such as Bonnie and Clyde roamed the area. On Easter Sunday 1934, the gang shot dead state troopers H.D. Murphy and E.B. Wheeler. A local man recalls seeing a lone Ford sedan sitting at the top of the hill on Dove Road that morning, but when he and his pals passed by a few hours later, “there was blood on the ground,” and the gang members were gone.

A changing landscape Highway 114, completed in the 1930s, was a boon to the area. During World War II, young men again left to serve their country. Afterward, as happened all over the United States, many migrated to cities.

In 1945, the U.S. government authorized building a lake that would tame Denton Creek and supply water primarily to Dallas-area cities. Soon the government began buying up, then condemning, land needed for the lake – some 12,000 acres.

People living here in the 1950s say they would have been content to stay rural, free of city taxes and controls. If Hurst hadn’t begun an effort to annex several unincorporated areas, there wouldn’t have been a rush in the summer of 1956 to incorporate.

When the vote was taken, 30 people had voted for incorporation and 24 against.

As the area prospered, city services were added, and the schools grew. The Dragons football team won their first district championship in 1965, the same year that something big landed on Southlake’s doorstep – an international airport.

There were as many as 11 private grass runways and one publicuse airfield in then-rural Southlake that dated to the 1950s, most owned by pilots or mechanics with Braniff, American or Continental.

“It was an exciting time because we would visit our neighbors in airplanes and we were building airplanes and people were learning to fly,” remembers Zena Rucker, who with her husband, Bill, an American Airlines pilot, moved to Southlake in the 1960s. Zena was a flight attendant with American and later, opened her own flight instruction school.

But the largest growth spurt was yet to come, thanks to an excellent school district and new infrastructure.

Building a modern city depended on a school and sewers A young educator, Jack D. Johnson, is credited with moving the school district forward. He was hired as principal at Carroll School, consisting of six rooms and a frame cafeteria.

By 1965, with Johnson’s leadership, residents had voted to create the Carroll Independent School District and graduated its first senior class, 24 students. By 1986, the year Superintendent Johnson retired, CISD was recognized as one of the top eight school districts in Texas.

Tarrant County Commissioner Gary Fickes moved to Southlake in 1982, population about 5,000 people.

He served on the Planning and Zoning Commission, was chairman and president of the Chamber of Commerce, sat on city

HISTORICAL MARKERS THE CITY HAS 10 HISTORICAL MARKERS THAT MARK IMPORTANT BUILDINGS OR EVENTS. Carroll School: The first school in Carroll ISD is at 1055 N. Carroll Ave., north of Texas Highway 114. The building has been closed for a couple of decades, but church members have repainted the church, repaired the roof and made other updates. It closed in 2001.

Dove Community: In the 1870s, the village of Dove started to develop as a farming community with a post office, school, cemetery and swimming hole.

The marker sits in front of Lonesome Dove Baptist Church on Lonesome Dove Road north of Dove Road.

White’s Chapel Cemetery: This pioneer cemetery began in 1851 when a family traveling in a wagon train buried their child. Veterans of the Civil War and other conflicts are buried here. The marker is at the corner of White Chapel Boulevard and Southlake Boulevard.

State Troopers Memorial: On the south side of Dove Road, just east of Texas 114 Frontage Road, there is a memorial for Texas Troopers Edward Bryan Wheeler and H.D. Murphy, who were shot to death in 1934 by notorious criminals Bonnie Parker and Clyde Barrow or members of their gang.

Jellico Community: The area, named after a town in Tennessee from which some settlers had journeyed, had a cotton gin, grist mill, blacksmith shop and school in 1895. After cotton prices fell in 1907, the town declined.

The marker faces Southlake Boulevard, west of Davis Boulevard.

Thomas Easter Cemetery: At East Southlake Boulevard and Commerce Street, fronting the Gateway Shopping Center, is a marker recognizing a cemetery that was originally part of a 640-acre tract of land owned by Thomas Easter. He is buried in the area, as are several other early settlers and unmarked graves.

Hood Cemetery: The historical marker on Coventry Lane, east of North Peytonville Avenue recognizes a cemetery established by settler Thomas Hood that includes pioneers and Civil War soldiers.

Absalom H. Chivers Cemetery: Absalom Chivers, a farmer and stockman, was the first buried in the family cemetery, which is on land from his original homestead. The marker is difficult to reach and sits a hundred yards or so north of East Highland Avenue adjacent to a Texas 114 service road.

White’s Chapel Methodist Church: The first Methodist church in the area was founded by settlers from Georgia who came to the area via wagon train. The church was named for a permanent pastor, and it served as a school as well for many years. The marker is near the cemetery entrance in the church parking lot at White Chapel and Southlake Boulevard.

Lonesome Dove Baptist Church and Cemetery: The marker at 2380 Lonesome Dove Road recognizes a church organized in 1846. Many pioneers from the area are buried in the adjoining cemetery.

a downtown from scratch – was approved and the first phase opened in 1999. Built to look like a turn-of-the-20th-century downtown, Town Square offered brick and masonry buildings with windowed storefronts below and office space above, a city library, a post office and city offices. The fountain in front of town hall was modeled after one in Savannah, Georgia. Town Square’s second and third phases opened in 2006.

Development continues and large tracts of undeveloped land remain, though their numbers are shrinking. Carroll ISD ranks No. 33 in Best School Districts in America, according to the research group, Niche. Good news for Southlake residents. The value of homes in Southlake “are reflective of the quality of the school district,” Commissioner Fickes said.

council and served as mayor from 1989 to 1996.

In an interview he gave in 2014 to Southlake Style Magazine, Commissioner Fickes recalled “Everything around us was growing, but until Southlake got sewer, which happened about 1990, we couldn’t develop (subdivisions).”

Around 1990, a major subdivision called South Ridge Lakes was approved and “others followed that in the same general area,” Fickes said.

The first master-planned community, Timarron, helped set the standard for the minimum-half-acre lots per home and remains the largest subdivision in the city.

The early developers set a standard and the ones who followed were inspired to create neighborhoods that were “a little better with more amenities,” Fickes said.

By 1993, Southlake’s population hit 10,000. In March 1996, a California group named Rialto (later renamed Cooper and Stebbins) bought a 130-acre tract in the heart of Southlake. Town Square – the idea of building

2019 Chamber Member Legacy Award

FEEDSTORE BBQ Nestled among luxury homes in the bustling community of Southlake, Feedstore BBQ is the community’s oldest continually operating retail business and is considered the best of the best, recently receiving the Legend Award from the Southlake Chamber of Commerce.

It all started when Bill and Phyllis Lafavers moved their family from Carrollton so they could enjoy “a few acres in the country,” and then acquired Southlake Feed & Tack in 1997 on a two-lane rural road. Feedstore BBQ offers incredible flavors that customers crave to keep them coming back for more. Many recipes and seasonings originated from the founder’s family, who once managed a small café in Celeste (east of McKinney), and from his mother, a former lunchroom lady. Bill’s experience as a World Championship BBQ judge created the meat recipes.

Third-generation recipes are hallmarks with Mama’s Green Beans, mac & cheese, fried okra and banana pudding.

The Lafavers family recognizes that the most effective advertising is word of mouth, so they pay close attention to the taste and texture of the food they serve. Customers know the difference between good and excellent, and they will return again and again for the best.

The Lafavers created a menu that allows customers to eat at Feedstore seven days a week without ordering the same meal twice. In addition to being one of Southlake’s favorite restaurants, Feedstore is also an exceptionally popular caterer, deriving 20% of total sales from catering.

TOP PERFORMERS STUDENTS SOAR IN ACADEMICS THANKS TO TOP-RATED CURRICULUM Parent expectations are high for the Carroll Independent School District, and that’s fine – the district meets them. In fact, Carroll ISD is one of the top-performing school districts in the state, in part thanks to its partnerships with parents and the business community.

“Parental involvement is one of Carroll ISD’s greatest strengths,” said Superintendent Dr. David Faltys. “On any given day, you can find hundreds of parents visiting and volunteering on their child’s home campus. Their involvement and support is exceptional and has truly helped make Carroll ISD one of the premier districts in the state of Texas.”

The district has 11 campuses, all of which earned A grades from the Texas Education Agency’s accountability system:

• Five elementary schools (grades K-4) • Two intermediate schools (5-6) • Two middle schools (7-8) • One high school (9-10) • One senior high school (11-12) One key measure of success for a school district is how its students fare after graduation. Carroll ISD not only has a 100% graduation rate, about 98% of students go on to college. As a result, for five consecutive years Carroll ISD has earned Post-Secondary Readiness honors from the Texas Education Agency, as well as seven AP Honor Roll awards.

The district also was a winner of the coveted 2019 UIL Lone Star Cup, which is awarded to districts that excel in athletics, academics

and the arts. Winners are selected in six categories according to school size. Carroll ISD has won the Lone Star Cup seven times and this is its record-tying second win at the top classification group.

In 2018-2019, Carroll ISD earned four athletic state championships along with playoff appearances by all teams, plus strong performances in academics and the arts.

In addition, the high school dance team known as the Emerald Belles performed on the TV show “America’s Got Talent.” The team, which wowed the audience with a high-kick routine, made it to the live auditions through Round 3 on the NBC show.

“Our students excel in all areas including academics, athletics and the arts,” Faltys said. “Our faculty bring excellence to the classroom daily. Principals serve as instructional leaders and hire teachers to deliver the curriculum in a way that challenges students.

CISD is a District of Innovation, as well.”

But Carroll ISD does not rest on its laurels.

To ensure that Carroll ISD’s curriculum ensures mastery of the state-mandated Texas Essential Knowledge and Skills as well as alignment to national content standards, parents, teachers and staff conduct reviews every year.

“Our continuous improvement process begins with analysis of student performance data to identify student academic mastery,” Faltys said. “TEKS are then sequenced within topics of study and ultimately are reflected in teacher instructional delivery.”

The main driver for the continuous improvement is the district’s Student Services Department, which provides information and support for excellence in student academic achievement across content areas and instructional delivery, along with supporting K-12 campus principals, Faltys said.

The district is a member of the Southlake Chamber of Commerce and partners with local businesses in numerous ways: • The Carroll Education Foundation has received ongoing assistance from the business community. The foundation has been supporting CISD for more than 20 years and recently made its largest donation in history - $415,000 to help partially fund 11 positions across the district.

• A program known as CLASS – Carroll Leadership Academy for Supporting Success – provides a look into district operations and includes business and community leaders.

• Booster clubs for the Advanced Placement Program, as well as for athletics, theatre, choir, band, drill team and special programs, have been supported by the business community.

• The Carroll Medical Academy includes participation from businesses and leaders through speakers, internships and scholarships.

“Our ongoing pursuit of excellence is our motivation to design academically rich and challenging student learning opportunities that holistically prepare our students for the 21st Century,” Faltys said. n

THE SOUTHLAKE ADVANTAGE FUTURE-FOCUSED PLANNING AND AN ACTIVE CHAMBER ATTRACT BUSINESS TO THE AREA It’s tough to get a much better situation for businesses and their employees than what’s happening in Southlake. The city is in a major metropolitan area, near a large airport with plenty of commercial property options and surrounded by highly desirable neighborhoods and in a top-rated school district.

As a result, Southlake continues to see an influx of businesses because of its many advantages and the long-term strategic planning by city leaders and residents.

“We are fortunate that a number of corporations call Southlake home,” said Daniel Cortez, Deputy Director of Economic Development for the City of Southlake. “In addition to TD Ameritrade, Sabre’s world headquarters is in Southlake and they host over 3,000 employees at their 500,000 square foot facility. Verizon also has one of their two network operations centers in Southlake, which means that all of their network traffic this side of the Mississippi is managed here.”

In addition, Keller Williams real estate has about 700 employees in its local office, many financial services companies are locating along State Highway 114 and a lot of medical services offices are in the area, Cortez said.

One of the recent development highlights is the Southlake Town Square area. Town Square features an open-air lifestyle shopping district with more than 120 shops and dozens of restaurants, plus mixed-use areas that are still under development along the 114 Corridor.

“Town Square is always interesting and exciting place to be. The Parkview Residences will be completed very soon and will create additional high-quality housing in Town Square,” Cortez said. “Town Square is not fully built out yet, and as shopping trends change, work and lifestyle trends change we suspect the plan for Southlake Town Square will change as well in order to adapt to the environment and become a long-term sustainable development.”

The city has more than 3.1 million square feet of office space and nearly 4 million square feet of rental space. Other notable commercial developments, according to Cortez, include: • Carillon Parc, which is in the planning stages but will include a boutique hotel, restaurants, office space, retail space and many pedestrian-oriented amenities.

• First National Bank, which is constructing a multi-story, 16,000-square-foot building that will house its offices as well as offer retail banking located on the eastbound State Highway 114 frontage road just east of Dove Road.

• The Westin Hotel, on the westbound side of the highway, which will

be 240,000 square feet and include 253 rooms, a hotel restaurant and conference space.

• Workspace innovation company Varidesk has purchased and will be occupying a building off Highway 114 to house its VariSpace Southlake location, which offers “turnkey” workspaces for businesses that need move-in ready spaces. The building is designed for multiple workspaces with flexible lease terms. Varidesk has its products in more than 120 countries and with 98% of Fortune 500 companies.

The Economic Development Master Plan guides the city’s business outreach efforts, Cortez said.

“The Community Enhancement and Development Corporation worked with staff to develop the plan’s recommendations, which were later adopted by the City Council,” Cortez said. “And the CEDC stays involved today by monitoring the implementation efforts on the plan.”

Keeping existing businesses happy and growing is the primary focus, however.

“We do this by working with businesses on various marketing and promotion initiatives, conducting our annual business climate survey, and ensuring we build connections with individual businesses by conducting visits with them,” Cortez said. “The CEDC and City Council also participate periodically with these business visits as a way to further strengthen the connection between the City and our business community.”

The Southlake Chamber of Commerce plays an important role as well.

“I consider the Chamber to be the heart of the business community,” Cortez said. “All of their efforts are focused on making sure local businesses are informed, engaged and have opportunities to succeed. I work with each of the chamber staff and several of their members with any of their needs that the city can assist with. In most instances, this means I provide information and ensure that I’m keeping them informed about city operations, projects or initiatives that can impact them or businesses in town.”

When businesses are considering Southlake, they ask about the high-quality developments, and also about the school district.

For that reason, “Carroll Independent School District is one of our strongest assets here in town,” Cortez said.

“Since we have such strong partnerships with our business community and our schools, I think it really makes us an attractive place for businesses to want to come in and become a part of it,” Cortez said. n
