Path to citizenship paved with hope, tears

Peru, our home country, in the early 1990s, was going through verychallenging times with terrorismtaking over.Asthings gotworse, my parentswere put in the diffi cult position fearing not onlyfor their own lives, but for the safety of the mostprecious thing in theirlives —their children.

Bombs were going offcloser and closer to their home. One night theycouldhear the loudnoise intensify, whichonly meant one thing; it was no longer safe to stay Besidesthe safety issues, the economy also went downhill rapidly.Whatwas con sideredareasonable price for necessities changed overnight to triple the price. My parents fought to surviveina country that no longer appeared to be whatitused to be. Sadly,decisions had to be made in order for us to survive.

There was an exodus of people. Many fled to Japan. Some Puruvians even changed their lastnames and had surgerytolook like native Japanese individuals. Others fled to the U.S., as was the case for my father’s fam ily.Manyofthe members of my dad’sfamily had already left.

Even though manyadvised my father to leave, he refused to do so. He did not want to leave us behind. Back then, the mentality of leaving Peru and leaving children behind was perceived as somethingthatwouldn’t affectfamilies thatmuch. They said the pro cess of bringing your family to the U.S. was easy and thatinnotime everyone will be re united

Life as an immigrant was painted as something wonderful, full of chances for a newlife,full of possibilitiesand, mostofall, full of hope of anew beginning where you didn’t have to struggle. Thereality of that beliefwas so far from the truth. Thereality of becoming an immigrant was the mostdif ficult time wasyet to come.

There was so manyyears lost— something thatwas supposed to lastmonths, lasted years.Time we could never getback.

My father came to the U.S. with awork visa and had to work veryhard for all of us. Iwas only 3years old when he left.Idonot remember him when Iwas little. Thepain thatmyparents and siblings wentthrough, I only experienced throughthe memoriesthey had —perhaps memories of the stories Ihad heard, yetIstill feltthe pain.

Igrewupthinking being together as afamily was not going to be possible and blamed myself for everything. My parents shielded me from manythings thatcould cause me pain and always gave me hope

thatsoon we will all be together.Growing up without my dad around was extremely diffi cult. However,henever gave up on us.

He worked so hard in maintaining agood relationship witheach of us. He was always interested in our lives and how we were do ing in school, and taught us to be spiritual people. He even organized partieswith my mom for us and our friends. Thefirstmem ories Ihaveofhim is how we would receive cassetterecordings from him. Hisvoice became so familiar,and his laugh was so con tagious.

At firstwewouldshare letters —letters thatI still keep safe —then the cassettes. Af ter thatwedid chatthrough the internetand share phone calls as technologyadvanced. Everyweekwehad scheduled meetings to speak with him.

He taught me how to multiply,how to solve math problems, how to write poems and corrected my grammar.Hetaughtme about Godand life values. He taught me thatlife was beautiful despite the hurdles we had to go through. He taught me how to be agood listener and aloyal friend. Ialways looked forward to speaking to him.

Seeingfamilies together was hard for me. We lived in abeach town so sunsets were somethingthatalways gave me hope and peace. Seeing my mother’s and father’s unbreakable lovefor one another was atrue

example Iwill alwayscherish for the restof my life.

Life always felt uncertain because we never really knewwhen we would all be together.Inorder for us to be together,my mom had to visit manynotaries, lawyers, immigration consultants and cityhalls. First she had to collectmanypapers for my father so thatafamily member could help him becomea U.S. resident.After thathecould apply for our residency.When Iwas little, I remember countlesstrips to manydifferent placesinthe city

My mother never mentioned whatwe were doing but Iknewithad to do with get ting us all together.The wayIcould tell was throughher emotions. My mother was often nervous and did not know whattoexpect. After obtaining all of my dad’spaperwork, therealobstacle started; we had to start going for interviews to both embassies. We traveled eight hours by bus to the capital where the U.S. embassywas.Itwas no easy task foramother with three small children.

Thecorruption in Peru had always been aserious problem. There’s aresentful treat ment of immigration from both sides. Ideveloped afear,and still remember how they yelled at us as if we were always doing some thing wrong. Everytime we had to go into one of those facilitiesrelated to paperwork, Ifelt nauseas, even if we were in the cityfor something else. Just passingbyacrossthe streetwouldmakemeget verynervous. The bouncing back and forth took atoll on all of us.

My father wasalwaysworried and de veloped manyhealth issues thatlead to something so serious as time wentby. My mother felt hopeless and my siblings and I developed manyinsecurities and fears. In my case,I becomeanxious and developed separation anxiety.I remember waiting for

thoseyellow envelopes from immigration only to be disappointed because theyneeded more evidence for our case to be called for yetanother interview. Themaillady became our friend.Every time she would come by on her bike, she would ring her bikebell with a smile, while holding up the envelope in her hand. She wouldtry to give us hope thatthe answer we were all waiting for was here. This made me feelsohappy but it was never “the envelope.”

When Iwas 10 years old my father wasfi nally able leave the U.S. and come back for a long visit. WhenIheard my dadwas coming to see us, Ifelt so manyemotions but mostly numb. Icouldn’t believe Iwouldfinally get to hug my father —not through acomput er screen but in reallife. Irememberfeeling nervous and excited as the hours passed. When he gotout of the taxi we all rantohim and huggedfor whatseemed to me an eter nity—this hug Ihad waitedmywholelife to receive. We gothim aWinnie the Pooh teddy bear and acard thatsaid “When the fathers were distributed, we gotthe bestdad in the world.” He loved it.

Our reunion was greatand we gottohave an amazingtime together.Itwas difficult for my older sister but for me it was all Ihad hoped for! He really took the time with each of us and strengthen his relationshipwith us. He was there formyelementaryschool graduationand baptism. He taught us about geographyand historyand theytook us on along triparound SouthAmerica. Isaw my mothersohappy and Igainedsome peace.

He was working at anewspaper and as a teacher’s aidback then, and had to go back home after three months of beingwith us. It was so shortbut he promised he would come back. He carried out his promise and started

Father: Afamily’squest to build abetter life

coming to visit us everychance he got, even just for four days on one occasion because he loved us so much. He said moneycan be obtained but the time we spend together will never be erased from our hearts and mind.Ticketswere so expensive but thatdid not matter to our family.All we wanted wasfor himtobewith us.

Thefight for us to come to the U.S. legally continued. There were so manyroad blocks presented to us. Many peoplewanted to leave Peru, and some lied. Officials were extremely suspicious of anyone whopresented theirim migration case. It felt so unfair for those fam ilies likeours with atrue story, who justwant ed to be united. Thetime came whenmydad started being called to the U.S. embassyinPeru forinterviews. He took manysmall trips only to be told he needed more proof thathewas our father and to go back to theU.S. and wait for correspondence.

We collected pictures and letters as proof thathewas our father and thathecared so much for us but all of thatnever seemed enough. In 2001, after the 9/11 tragedy, ev erything became even more difficult. TheU.S embassywas so strictthathaving achance to be together seemed moreand more of awish than areality

Thenextthree yearswere veryintense Notonlydid Ihavetodeal with the fear that my familymight not be able to be united, but Ialso experienced hurtful commentsbyclose friends. As a10-year-old girl, friendsmeant the world to me but some made funofmyfami ly,saying we always talk aboutleaving and it never happens. Thingsinmyhome countrygot worseand everyhouse arounduswas being robbed. We didn’t feel safeinour own country anymore.

Whenitfelt likethere was almost no hope, my father hadanother interviewaskinghim to takea DNAtestinthe U.S. proving he was our biological father.Hetook the testand they asked him to bring in the results. Then the fi nal decision was to be mailed out to us in those yellow envelopes. Iremembered my mother being so nervous for weeksuntil we finally got “the envelope” with an answer.Wegot ourres idency paperwork and permission to enter the country!

As Ilookedinmymom’s eyes, her smile dis appeared and Iknewsomethingwas wrong.I was told we had amonth to leavemyhometown,but this time Ihad to leave without my mom. Herpaperworkdid not come through. Idid not understand whyithad to be this way. TheDNA test provedwewere his children but it did not prove enough for them to consider she needed to come with us. Howcan theybe this cruel? Ithought to myself.

HowamIsupposed leave her behind along with my dog and cat. There was so manyques tions but not thatmuch time.

We could only afford to bring one big piece of luggage. Howcan Ileave my teddy bearsand my Barbies behind? Could Ibring my favorite books? All the cards Ihad made my parentsfor their anniversaries? My poems? Ihad to gift everything in justtwo weeks —everythingI had —bringing only theessentials.

All of our closestfriends would ask me, how

do you feel going to Chicago? Are youhappy? Ihonestlydid nothaveananswer. Howcould Ibehappy? Ineeded my mom at 13 years old; Ifelt Ineeded her the most. Ihad longed to be with my father for so long of course, so Iwas deeplyhappy,but this is notwhatweall ex pected. We just neededtobeall together.Once again, Ifelt numb and basically did not want to speak.I did everything as Iwas told and got ready to leave my life behind.

Theday came whereIhad to saygoodbye to firstmyfriendsfrom childhood, then my beau tiful baby German shepherd, Blacky, and my cuddly cat, Oggy.Iremember looking backin thecar as we said goodbyeand it wasextremely painful. Yetthe worsewas yettocome. When we arrived at thecapital, it was only afew days before we had to takethe flight to the U.S. My mom was so braveand hugged me so tightand said her goodbyes. Iwas so scared to leave her behind. Ifelt numb and alone.Ifelt scared. I watched her be in pain once again but this time it was the worsethatI had ever seen. Isaw her look up in so much pain as she wept until I could not see her anymore.

Ihad never been in aplane butbecauseof thepain Iwas feeling for leaving everyone be hind Idonot remember the flight at all. Ican only remember my dad’sface. He was sad and worried about us. So manythings were prob ably going throughhis mind. He fought forso manyyears, yetthe love of his life was not there on thatplane.

When we gottoour final destination we were greeted by my dad’sfamily andthey showed us so much love. It wascold and snowy This was the firsttime Iever felt snow on me. My mother couldn’t come untilmyhighschool graduation —five long yearspassedby.

During thosefive years, we talkedalmost everyday.Wetalked about everything an im migrant has to go through as theyadjusttoa newculture, learn anew languageand make newfriends.Itisverydifficult in itself,but to do it at 13 without your mom seemed even more difficult for me. My dad took us to see her every chance he got. My mom wasthere for every thing and did not miss athing.

We wouldtaketrips when we would go vis it her and Iwould tell hereverything over the phone. She was verywise and gave me all the supportand advice Ineeded in everysituation Iencountered.Yet life wassohard without her here. Icould seehow much my dadneeded her and Icould feel thesadness in my mom’s voice when we wouldtalk

er’s high school graduation, special moments and milestones we had as we grewup. Shegot to meetour friends throughvideo chats and pictures. We alwaystried our besttolive our lives as if she was here with us.

When it came to paperwork, my parents neverstopped. It was so traumatic thateven yearslater my dad’s hand would shakebyonly filling out an application to renew his U.S. passport.

My mom tried to apply for atourist visa and other kindsofvisas to justvisit us. Hergoalwas nevertostayillegallybecause thatisnot what we fought forall these years. After applying she was denied more than three times, causingher emotional pain and financial burden.

My dad’sU.S.citizenship finally came through and Ibecomea citizen myself.How ever,the greatestbenefit out of thatisthatmy mom’s chancesfor coming were finallyhere! She went throughafew interviews and finally gota responsein“that yellow envelope.”Itwas the residencypaperwork and permission to en ter the country!

While in the processofher doing the pa perwork to bring my dog, he was killed by the robbers and my catescape away,sowecouldn’t bring them here. It was so sad loosingmypets afew monthsbeforebeing able to bring them.

My dad was workingatthe newspaper whenmymom’s papers finally came through. They weresokind and sent aphotographer to the airportwhere we finally gottowelcome her and hug and cry. Icould notbelieve how happy Iwas to finally have my family all together.I finally was able to feel my feelings and not just be numb. There was nothing else to be worry about. We didit! My parentsgot us all togeth er!

It was all thanks to my parents’ greatteamworkasa couple.Theyalways made the family decisions together for our benefit. Thesacri fice theybothmade was because theyalways wanted the bestfor us.Theyalwayswanted to do things right. Even though we went through so much, with the love theyalways showed us theywere able to heal our wounds.

Three years later when Iwas 21, Igot mar ried and wasable to enjoy having both my parentsthere—the bestday of my life.

Our life had so manyroadblocks but the lovewehad for our Godand foreach other always kept us together.Wenever gave up on each other.Myparents both taught me to never give up

My familywas able to be together for only 13 years as we lostmyfather afew months ago to cancer,averyaggressive and shortfight. He was the bravestman I’ve known —mycom pass in life. Always hopefultill the end.

Ialwaysfelt in my heartwewere together, even though the struggle we had was for so verylong. Thelovefor hiswife and for his chil dren willalways be an inspiration to manyand Ihopetohonor himbysharing our story.

Our family’s story—thatofbeing immi grants —isone Iget to share. Yetevery one of us has astory,alesson to share. Don’t stop yourself from doing so because we are all fighting for somethinginthis life. No matter how long you have together as family,treasure every moment of it becausefamily is based on love and integrity.

Foods from all the Latin American countries are desired on aregular basis. Hispanic food marketssee manymore diverse faces as shoppers have rapidly grown to appreciate the variety of offerings not found perhaps in alocal grocery store.

Theart world has experienced the growth of Latino painters, film makers, writers, designers …the music we all love comes from names likeShakiraand Pitbull. Hispanic concerts, such as Tigres, at local arenas have started to outnumber general market venues. And there is nothing likeagreatMariachi band to bring crowds of folks together …it’sasound thatisloved by all ages and ethnicities.

Therapid growth of entrepreneurship in the U.S. is due to the desire of many, especially Latinas, to create abetter wayoflife for themselves and their families. As many have made the move to leave horrible conditions in their homelands, theyhaveseized on the opportunities available in this newland and we have all benefited from their determination to be successful.

Hispanic HeritageMonth has been and will continue to be atime of bringing folks together through parades and festivals and family gatherings. ForReflejos, it is atime for us to focus on all the manycontributions this communityhas given to everyone.

This week’sedition has the storyofthe firstLatina who will grace aU.S. coin, and a Latina who has been avoice within Congress. Last week we highlighted the remarkable Cesar Chavez and his impactonour field workers and the economy.

This week our main storyisabout the obstacles so manyface trying to immigrate to this country. It’s one family’s story—but we are sure it will resonate with so many readers.

These are the topics we will continue to present, always focusing on the history, future and growth thatthe Hispanic communitysoproudly represents.

Salvation Army home goods pantry in Elgin sees need rising for essentials

As asingle motherwith three daughters, Nohemi Perez of Elgin founditimpossibleto makeends meetasprices on necessitiesfrom food to gastorent kept rising.

“I only have one income, and it’s so hard with theinflation,”she said.

There are numerous places to turn to in Elgin to help with food insecurity. But other essentials, including personal hygiene prod ucts, cleaning supplies, papergoods and diapers,often are the first things people sacrifice when making tough financialchoices.

About six months ago, Perez learned about the Salvation Army’shome goods pan try. She is thankful she did because, without it, she wouldn’t be able to afford personal careitemsfor her girls.

“This place helps me out alot,”she said. “But it also helps give me hope.”

Tucked in the back of its Elgin Corps CommunityCenter,the Salvation Armyop erates one of fewdedicated home goods pan tries in the area. Thepantryprovideshygiene and cleaning essentials not covered by assistance programs like SNAP or WIC

“There’s moreand morefamilies coming in now because of the risingprices,” said Nelly Cruz,anemergencycase workerfor the Sal vation ArmyElgin Corps whooversees the homegoods pantry. “Things are flying offthe shelves.”

TheElgin Corps,whichalso serves the

surrounding communities of South Elgin, Carpentersville, Streamwood and Eastand West Dundee, has operated the pantrysince January2020. It’s open from 10 a.m. to noon on Tuesdays and 1to3 p.m.onThursdays.

“When you think about urgent needs, people have atendencytothink food, but lots of placesinElgin offer food and do it well,”said Salvation ArmyResource Devel opment Director RickReigner.“Nobody is really thinking about personalhygiene and toiletpaper.But they’re big needs, and we’re

the number of people in the household. A family of four people,for example, will get 200 pointsper visit, which could cover one each of toiletpaper,paper towels,laundry detergent,dish soap, diapers, baby wipes, deodorant, and feminine hygiene products.

Families are onlyable to visit once every 90 days. “Wekept running out of stuff,”Cruz said.“We’respending alot more money, and our funds are depleted.”

With the costs going up and spending already surpassing the annual budget,the Elgin Corps has started acorporatesponsor ship program. Companies can sponsor the program at three levels, ranging from $250 to $1,000, and receive variousrecognitions based on the levelofsponsorship. Compa nies can also sponsor home goods drives to collectdonations.

“We’retryingtomakeiteasy because these are needs thatare flying under the ra dar butare apriority,”Reigner said.

Una corte federal de apelaciones descartó una apelación de la Administración Biden aunfallo de un juez federal de Texas hace un año, que de claró el programacomo ilegal.

La corte de apelaciones determinó que el juez de Texas deberá dar una nueva revisión al programa después de las modi caciones hechas por el gobierno en agosto yque entrarán en vigor el 31 de octubre.

Para comprenderlo hay que rastrear el programa desde sus inicios. El DACA surgió de un decreto del presidente Barack Obama en 2012 yhaprote gido amás de 800.000 inmigrantes ilegalesdesde que comenzó haceuna década.

Como se trata de casos no incluidos en las leyes de inmigración, regulados por la autoridad pre sidencial, su legalidad fue cuestionada desde el principio por legisladores yactivistas opuestos a otorgar un estatus alos inmigrantes ilegalesyestá siendo ventilada en las cortes desde entonces. El Congreso, que es el encargado de elaborarlas leyes, no ha logrado avanzarenuna solución para el DACA.

La administración Trump trató de poner nal DACA, pero fue bloqueado por la Corte Supre ma en 2020, alegando que lo hacía de manera indebida al no seguir los procedimientos federales, lo que permitióalprograma mantenerse en vigor.

Un decreto del presidente Joe Biden poco después de asumir el cargo ordenaba al Departamen to de Seguridad Nacional proteger el DACA y tomas todas las acciones apropiadas bajo la ley para preservar el programa. Biden también pidió al Congreso que diera alos bene ciarios un cami no para la ciudadanía.

La revisión del programa hecha en agosto tiene como objetivo defender al DACA de nuevos liti gios en las cortes.

La decisión del tribunal de apelaciones devuelve al juez federal de Texas Andrew Hanen su fallo

que declaró ilegal el DACA el año pasado. Hanen a rmó que el programa no había estado sujeto a avisos públicos yperiodos de comentarios públicos como lo exige la Ley de Procedimientos Administrativos.

En la situación actualesposible que el litigio del DACA llegue de nuevo hasta la Corte Suprema. Ocho estados de tendencia republicana se suma ron aTexas para argumentar que resultan perjudicados nancieramente al gastar cientos de millones de dólares en servicios de salud, educación y otros costos cuando se les permite alos inmigrantes permanecerenelpaís de formailegal.

También argumentaron que la Casa Blanca sobre pasó su autoridad al otorgar bene cios migrato rios que corresponden al Congreso. Expusieron que los bene ciarios del DACA se han convertido en impulsores productivos de la economía estadounidense, manteniendo ycrean do empleos, ygastando dinero.

María AdelinaIsabel Emilia Otero nació el 23 de octubre de 1881 en la hacienda de su familia,“La Constancia”,cerca de LosLunas, NuevoMéxico. Sus padres, Manuel B. Otero-Warren, aMexican American educator and the firstfemale superin tendent of public schoolsinSantaFe, was aleader in NewMexico’s woman’s suffragemovement. She emphasized the necessityofSpanish in the suffragefight to reach Hispanic women and spear headed the lobbying efforttoratifythe 19th Amendment in NewMexico.She strove to improve education for all New Mexicans, working especially to advance bicultural education and to preserve cul tural practices among the state’sHispanic and Native American communities

María Adelina IsabelEmiliaOtero was born on Oct. 23, 1881, on her fam ily’shacienda,“La Constancia,”near Los Lunas, NewMexico.In1907,Otero met Rawson D. Warren, an officerinthe Fifth U.S. Cavalrystationed at Fort Wingate. Otero and Warren marriedthe following year and moved to Fort Wingate,but twoyears later Otero-Warren divorced her husband and returned to Santa Fe. Due to the prejudices againstdivorced womenatthe time, Otero-Warren maintained thatshe was awidow and continued to use her hyphenated name.

In Santa Fe,Otero-Warren became active in the woman’ssuffragemove ment and stressed the need to advocate for suffrageinSpanish as well as English. She insisted thatsuffragematerials be published in both languages.

In 1917, Otero-Warren was appointed superintendent of public schools in Santa Fe.She defeated amale opponent to win reelection to the position in 1918 and remained in the role until 1929. Otero-Warren became the firstHispan ic woman to runfor Congress when she won the Republican Party’snomination in 1922 (again defeating amale opponent). However,she lostthe general election by fewer than 10,000 votes, in partdue to the public’s discoverythat she was divorcedrather than widowed. She never again ranfor public office, but continued to workingovernment, serv ing as NewMexico’s director of literacy education for the Civilian Conservation Corpsinthe 1930s and director of the Works Progress Administration in Rio Piedras, Puerto Ricointhe 1940s.

In the early 1930s, together with her partner,Mamie Meadors,Otero-War ren homesteaded 1,257acres of land justnorthwestofSanta Fe,whichthey named LasDos (“TheTwo Women”) Ranch. She and Meadors established LasDos Realtyand Insurance Co. in 1947. Meadors died in 1951, but Ote ro-Warren ranthe ranch and the busi ness until her death in 1965.

Ocasio-Cortez nació el 13 de octubre de 1989 ysecrio en el Bronx. Para que pudiera aoptar alas mismas oportu nidades que los niños de otras partes de la ciudad, su familia, de madre puertorriqueña, se mudó mástarde aun distrito de las afueras de Nueva York, Yorktown Heights, donde la joven era una de las pocas estudiantes de tez morena en un institutodemayoría blanca. Cuando todavía estudiaba en el instituto Yorktown, en 2007, la neoyorkina quedó segunda anivel nacional en un concurso de ciencia con un proyecto de microbiología. Como premio, el Laboratorio Lincoln del Instituto de Tecnología de Massachusettslepuso su nombre aunpequeño asteroide: el 23238 Ocasio-Cortez.

Gracias asurecorrido académico ylas ayudas ybecas estudiantiles, Oca sio-Cortez comenzóaestudiar bioquímica en la Universidad de Boston en 2007. Cuando estaba en la universidad, diagnosticaron cáncer de pulmón asu padre, que falleció en 2008 acausa de la enfermedad, cuando ella tenía 19 años.

En lo personal, tuvo que trabajar como educadora en un instituto hispano yen una taquería, al mismo tiempo, para ayudar asumadre, que limpiaba casas y conducía autobuses para poder mantener asufamilia, que estaba al borde del desahucio.

En 2011, la joven se graduó en Economía yRelaciones Internacionales. En apenas cinco años, se convirtió en miembro de la comitiva electoral de Bernie Sanders de cara alas primarias demócratas frente aHillary Clinton de 2016.

Tras la derrota de Sanders, los candida tos demócratas socialistas comenzaron a reclutar personas candidatas para la Casa Blanca yelSenado dentro de la inicia tiva conocida como ‘Brand New Congress’ (Nuevo Congreso). El hermano de Ocasio-Cortez mandó una candidatura al grupo en nombre de la neoyorkina, yde esa forma comenzósucarrera política.
