Mesquite’s Chamber of Commerce is active, growing and working with business leaders for an even better Mesquite. Together, this unsurpassed team of (mostly) volunteers stands as the backbone of Mesquite’s community leadership and business development.

The Mesquite Chamber is a nonprofit partnership of business and professional individuals collaborating to improve the community’s quality of life and to assist in building a vibrant, growing economy.

The Chamber is run by its members, who elect a board of directors.

The board sets goals and determines policies. The board chairman is the chief volunteer officer and presides over all board and membership meetings. The daily operations of the Chamber are managed by paid, professional staff.

Mesquite is at the beginning of a journey that thousands of communities in Texas and the nation have traveled: the journey of downtown revitalization.

The journey began, as most successful journeys do, with planning a roadmap. First, Mesquite City Council declared downtown revitalization as a priority goal. They recognized that a community just isn’t completely healthy without a healthy downtown, for the historic heart of the community is the heart of Mesquite’s authenticity. It speaks for the community to visitors and business prospects.

Second, citizen stakeholders worked with consultants and the City of Mesquite to explore who we are, where we came from, and what our economic development goals for downtown could and should be.

Then, the position of downtown development manager was created, and in March 2018, a new era of downtown revitalization began when the development manager began working with citizens to create a new program of revitalization.

At the same time, the citizen stakeholder team worked with City of Mesquite staff and consultant to develop an ambitious overhaul of downtown infrastructure and streetscape. That plan was unveiled in late

2018, and work on the first phase, Front Street Station, was scheduled to begin construction in late summer 2019. This project will include new infrastructure, common grease traps for development of new restaurants, dozens of new parking spaces, a performance pavilion, a pocket park for pedestrian use and event capabilities.

A TEXAS MAIN STREET COMMUNITY

The other major advance of 2018 was Mesquite’s designation as a Texas Main Street Community. A months-long effort to put together a detailed application led to selection of Mesquite for the program in November 2018. The designation became official on Jan. 1, 2019. Texas First Lady Cecilia Abbott visited Downtown Mesquite in May to celebrate Mesquite’s Main Street designation at a special ceremony on the downtown square.

The Main Street Program is a successful downtown revitalization methodology 40 years in the making. Thousands of communities through the U.S. and the world have applied the Four Point Approach and now Transformation Strategies to revitalize their downtowns.

Around 90 communities in Texas have active programs, and the results are impressive: more than $3.9 billion of reinvestment by the

private and public sectors in property redevelopment and public space improvement, a net gain of 38,000 jobs and a net gain of more than 9,500 businesses.

Main Street is a volunteer-driven program with the principle that citizens, business owners, property owners and anyone who wants to see the downtown revitalized are central to creating, operating and implementing the community’s downtown development programs.

Working together, volunteers and the City of Mesquite utilize the proven Four Point Approach that includes:  Organization: Partnerships are essential for successful preservation-based downtown revitalization. Through a solid Main Street structure, many groups that share an interest in the health of downtown come together to work toward an agreed-upon vision for downtown and thus, for the community.  Promotion: This aspect markets a unified, quality image of the business district as the center of activities, goods and services.  Design: Capitalizing on the downtown’s unique physical assets and heritage, design activities such as building rehabilitations, using preservation-based tools and ordinances and effective planning practices help to create an active district and maintain its authenticity.  Economic vitality: A targeted program identifies new market opportunities for the commercial district, finds new uses for historic commercial buildings and stimulates investment in property.

Downtown revitalization is a marathon, not a sprint. Instant answers are almost never the right or lasting answers. Main Street is an incremental program of revitalization based on the result of careful analysis of demographics, market gap opportunities, existing assets and opportunities.

The local program is trained and assisted by not only the Texas Main Street program, but also the National Main Street Center. By virtue of

being designated a Texas Main Street community, Mesquite has access to experts in architecture, planning, design, business development, events and marketing.

One unique and helpful service is that of architectural and design assistance. The Main Street program advocates for preservation and re-use of older properties that solidify the authenticity of our downtown and community. Using information about the property’s history, present condition, current-day use and more, the Texas Main Street architect’s office creates a rendering of what the building could look like with proper design improvements. Detailed technical information is also offered. All assistance comes free of charge to the property and business owners in the downtown district.

PROGRESS

While the greatest successes are to come, the Downtown Mesquite program has already achieved a number of successes. In addition to creating the downtown infrastructure program and becoming a designated Main Street program, the downtown partnership has launched new branding, held a successful Small Business Saturday event, established a presence on multiple social media outlets, started a new downtown electronic newsletter and began a new design assistance program.

Another new initiative is the downtown façade grant program, which reimburses property and business owners 50% (up to $20,000) for approved façade improvement projects. A new website, Christmas season promotion and more are on their way.
